ABSTRACT: In the last two decades the federal government has provided substantial capital to construct rural water distribution systems. Loans at subsidized interest rates and front-end grants through the Farmers Home Administration have been the main source of this capital. Recent federal policy redirections have reduced substantially the availability of grants and subsidized loans. Because of design and material differences, capital cost estimates from urban systems are not uniformly applicable to rural water services. This study presents an econometric analysis of capital costs, using Illinois rural water system construction contract bids. Cost equations by systems components representing 90 percent of capital costs are estimated. The type of information developed here can be used in initial planning and optimization design models contributing to the efficient provision of rural water services. 相似文献

ABSTRACT: The National Regulatory Research Institute has recommended the merger of small rural water districts in the United States. Success at bringing about merger of these districts, which contain fewer than 3,500 customers, has been highly limited. The subject of this paper is a demonstration project that may act as a catalyst to achieve the desired goal of regionalization. A computerized hydraulic data management program (CHDMP) was developed for a case study in Nelson County, Kentucky. University professors, graduate students, and two water utilities’ staffs cooperated in network analysis employing computer hardware and software. The utilities’ staffs were taught the science and technology of hydraulic model preparation, simulation, and analysis for the case study distribution systems. As an integrated system, the model contained 294 pipes, 234 nodes, six pumps, and 11 tanks. Each utility's problem areas were identified and some of the individual and mutual benefits of hydraulic planning were illustrated. A dialogue resulted between the managers. Each manager described his goals and agreed that, although political merger was not feasible at the present time, future economic factors could be a definite influence in reversing that decision. 相似文献

ABSTRACT: Many rural areas of the United States still have no public domestic water systems. Typical land use patterns in these areas may require 1/2 mile or more of pipe per farm connection. Public systems serving these areas are economically feasible only if realistic short-term peak demand standards are available for their design. The lack of reliable data upon which to establish such criteria has resulted in a large variation in criteria among state and federal agencies involved in financing and in approving construction of these systems. During the summer of 1975 three distribution laterals of a rural system in Utah were master metered and instantaneous peak flows were recorded for 4 months. The metered lines served 4, 12, and 22 farm houses each. The frequency distribution of peak flows has been analyzed and compared with that developed during similar research in Mississippi and with the existing design standards of the Farmers Home Administration and the State of Utah. 相似文献

ABSTRACT: The aim of this paper is to present a multicriteria methodology for decision aid at the stage of programming a water supply system (WSS) for a rural area. The programming stage is an intermediate one between planning and designing water supply facilities, and can be decomposed into two problems: (a) setting up a priority order of water users, taking into account socio-economic criteria; and (b) choosing the best technical variant of the WSS. Among the criteria considered for the latter problem, there is a criterion of distance between the socio-economic priorities of users and the precedence orders of users according to the technical programming, which plays a coordinating role between problems (a) and (b). ABSTRACT: Several factors theoretically affect the cost behavior of water systems. These factors include scale, consumer density, and per capita usage. This analysis examines the several possible influences on the unit costs of water service. The statistical analyses indicate that among the factors of scale, per capita use, and consumer density, only the first two factors are important influences on water system costs. Water consumers appear to benefit from being served by large systems and being located in service areas characterized by relatively high per capita consumption. There is little statistical evidence indicating that more dense areas can be provided water service at lower costs than less dense areas. 相似文献

Savings in capital, operation, and maintenance costs of new water supply facilities are referred to as “long run foregone costs.” Any conservation measure leads to reduction of water use or loss, however, significant long run foregone costs are realized only when reductions in size or delays in construction of facilities result. In order to accurately evaluate these costs it is necessary to know which facilities are affected and how they are affected (i.e., eliminated, downsized, or delayed). The effects of several levels of conservation on long run fore gone costs for an actual study are presented and some easy to use equations that may be used to calculate such savings are then derived. Some rules are presented to determine if it is more economical to delay construction or downsize facilities. 相似文献

ABSTRACT: Calgary, the fastest growing city in Canada, is about to expand its urban water supply facilities in order to meet peak summer demands. Most of Calgary's residential water is sold by flat rate. The effect of this pricing policy on peak and average demands is discussed. The true marginal cost of peak capacity from the new expansion is calculated. The effect of a proposed metering program on capacity expansion requirements is computed. ABSTRACT: Monthly water use for the period 1960–1984 for the Columbus, Ohio, metropolitan area is analyzed to identify differential monthly trends in growth of water use. By associating water use activities with the identified trend months, inferences may be made as to the possible underlying causes of the observed trend in overall water use. Three methods were found useful in determining monthly trends: 1) regression analysis on the monthly percentage of annual use, 2) regression analysis on the monthly water use data itself, and 3) analysis of the slope of the monthly water use regression line. Agreement between the three methods is strong, but each provides some insight not found in the others. All three should be used in drawing final conclusions. For the case study, usage in the Winter months January-April has grown considerably relative to the other months, while the Summer-Fall months of June, August, September, and October show a relative decline. A possible explanation for the trend is aging of the distribution system, with consequent general leakage and increased water main breakage caused by freeze/thaw conditions. More research needs to be carried out linking water use activities to particular months or groups of months. 相似文献

ABSTRACT. Adequate and good-quality water supply for medium sized towns is costly when there are insufficient quantity and low quality of groundwater or surface water. In a central water supply system serving a number of towns, the economies of scale may permit a sufficient and good-quality supply at lesser rates. Such a system has the flexibility of supplying rural population through small service lines. The system may be an interbasin or intrabasin conveyance depending on the location of a suitable water source and the economics of the supply network. Seven cost elements are pertinent to the optimum or least-cost design of network consisting of pipelines and pumping stations. The relevant cost functions are based on the available data gathered from various sources. Water conveyance costs are calculated for various flow rates, pipeline diameters, flow variabilities, static heads, and interest rates, thus providing a measure of sensitivity of the conveyance cost to such variations. The economies of scale, the sensitivity of optimum unit conveyance costs, and variations in unit costs with change in cost functions are useful in making a feasibility study for a proposed conveyance system. 相似文献

The study of the optimal expansion of existing water resources systems is of continuing importance because of the rising demand and limited supply of water in many areas of the world, particularly in the southwestern part of the United States of America. This study is concerned with the investigation of the optimal expansion of a realistic water resources system to meet an increasing demand for municipal and industrial use, irrigation, energy, and recreation over a planning horizon of T years. A number of possible dam sites are available for the further regulation of river (canal) flows in the basin and/or the regulation of imported waters into the basin. To maximize, over the set of alternative projects, the sum of discounted present value of net earnings subject to the demands and various institutional, physical and budgetary limits, an optimization problem (Problem I) was formed as a 0-1 mixed integer programming problem and was decomposed into the set of all feasible combinations (Problem II). The economic return was determined for each combination (Problem III). Problem II was solved by a branch and bound procedure which selected each feasible combination of dams while the optimal return for each such combination (Problem III) was found by a network analysis code. 相似文献

Abstract: This paper describes an interactive data and model generator that is intended to bridge the gap between the water resource enginner and planner and the mathematical progrmming systems approach to regional water supply planning. The optimization objective is to minimize total annual cost with respect to capital investment and operation and maintenance costs. The matrix generator formulates the necessary hydrologic, demographic and programming problem for system optimization. ABSTRACT: The unique characteristics of the hydrogeologic system of south Florida (flat topography, sandy soils, high water table, and highly developed canal system) cause significant interactions between ground water and surface water systems. Interaction processes involve infiltration, evapotranspiration (ET), runoff, and exchange of flow (seepage) between streams and aquifers. These interaction processes cannot be accurately simulated by either a surface water model or a ground water model alone because surface water models generally oversimplify ground water movement and ground water models generally oversimplify surface water movement. Estimates of the many components of flow between surface water and ground water (such as recharge and ET) made by the two types of models are often inconsistent. The inconsistencies are the result of differences in the calibration components and the model structures, and can affect the confidence level of the model application. In order to improve model results, a framework for developing a model which integrates a surface water model and a ground water model is presented. Dade County, Florida, is used as an example in developing the concepts of the integrated model. The conceptual model is based on the need to evaluate water supply management options involving the conjunctive use of surface water and groundwater, as well as the evaluation of the impacts of proposed wellfields. The mathematical structure of the integrated model is based on the South Florida Water Management Model (SFWMM) (MacVicar et al., 1984) and A Modular Three-Dimensional Finite-Difference Groundwater Flow Model (MODFLOW) (McDonald and Harbaugh, 1988). 相似文献

ABSTRACT The relative economic costs of meeting projected public potable water demands through increasing the supply, controlling the demand, and increasing the capacity for interagency water transfers are explored. These alternatives and combinations are evaluated with the aid of a linear programming model in northeastern New Jersey, a major metropolitan region of over 4.5 million people, for the years 1975 to 2000. ABSTRACT: Mathematical modeling techniques are used to develop predictive equations for cost of water and waste water treatment processes in developing countries utilizing socioeconomic, environmental, and technological indicators. Predictive equations are developed for each of the three regions (Africa, Asia, and Latin America) for construction, operation, and maintenance costs of slow sand filter, rapid sand filter, stabilization lagoon, aerated lagoon, activated sludge, and trickling filter. Data analysis indicated that cost of water treatment processes is a function of technological indicator (percentage of imported materials), population, and the design capacity. ABSTRACT: A study of 222Rn concentrations in the water distribution system of Tucson, Arizona, revealed levels of 60 to 1260 pCi/L in domestic waters. These measurements are comparable to levels of between 80 and 1400 pCi/l for 222Rn found in ground water samples in the North-Central Tucson basin (Kahn et al., 1994).
