ABSTRACT: Mathematical modeling techniques are used to develop predictive equations for cost of water and waste water treatment processes in developing countries utilizing socioeconomic, environmental, and technological indicators. Predictive equations are developed for each of the three regions (Africa, Asia, and Latin America) for construction, operation, and maintenance costs of slow sand filter, rapid sand filter, stabilization lagoon, aerated lagoon, activated sludge, and trickling filter. Data analysis indicated that cost of water treatment processes is a function of technological indicator (percentage of imported materials), population, and the design capacity. The variables which gave the best correlation for waste water treatment cost were population, design flow, and the percentage of imported waste water disposal materials. 相似文献

ABSTRACT: Rome is noted for its water and waste water systems which were constructed during ancient times. This paper is a discussion of the impact these systems had on living conditions in the imperial city. Rome's water system provided a constant supply to centrally located areas in contrast to modern systems which deliver water on demand to individual connections. For both water and waste water systems, access points were generally outside the household. Because of this lack of individual connections, Romans were forced to spend much of their time outside their tenements in the baths, latrines, arenas, streets, and shops of the imperial city. 相似文献

ABSTRACT: A dynamic programming model is presented for planning the optimal capacity expansion sequence of waste water treatment plants servicing sewerage systems with infiltration/inflow. The model employs a nonlinear deterministic demand function for waste water treatment plant capacity. Savings in capital, operation, and maintenance costs of new water supply facilities are referred to as “long run foregone costs.” Any conservation measure leads to reduction of water use or loss, however, significant long run foregone costs are realized only when reductions in size or delays in construction of facilities result. In order to accurately evaluate these costs it is necessary to know which facilities are affected and how they are affected (i.e., eliminated, downsized, or delayed). The effects of several levels of conservation on long run fore gone costs for an actual study are presented and some easy to use equations that may be used to calculate such savings are then derived. Some rules are presented to determine if it is more economical to delay construction or downsize facilities. 相似文献

ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method. 相似文献

ABSTRACT: Increasing block-rate prices for irrigation water were implemented during 1989 in a 10,000-acre irrigation district in California's San Joaquin Valley. The program motivated improvements in irrigation practices that reduced the volume of water delivered to farm fields and the volume of drain water collected in on-farm drainage systems. The ratio of net crop water requirements to field deliveries increased from 0.65 in 1988 to 0.73 in 1989. The volume of drain water collected at a subset of 20 drainage systems was reduced by 351.1 acre-feet (11.5 percent). Estimated loads of salt, boron, and selenium were reduced by 2,407 tons (11.0 percent), 3.33 tons (11.0 percent), and 0.07 tons (9.2 percent). 相似文献

ABSTRACT: Two scenarios of CO2-induced climatic change are used to estimate changes in water use for a number of municipalities in the Great Lakes region of Canada and the United States. Both scenarios, based on General Circulation Models produced by the Goddard Institute for Space Studies (GISS) and Geophysical Fluid Dynamics Lab (GFDL), project warmer temperatures for the region. Using regression models based on monthly potential evapotranspiration for individual cities, it is projected that annual per capita water use will increase by a small amount, which will probably have only a marginal effect on water supplies in the Great Lakes basin. This method could also be used to assess the potential impacts of CO2-induced climatic change on water use by the agriculture and power sectors, as well as the effectiveness of water policy initiatives, such as price changes. More work is needed to project water use during peak periods (warm dry spells), which may occur more frequently in a 2 × CO2 climate in this region. 相似文献

ABSTRACT: A model for estimating seasonal fecal coliform concentrations in the Tchefuncte River as a function of river discharge was developed. Data on fecal coliform concentration were obtained from the Louisiana Department of Health and Hospitals and were available for a period of 15 years (1975 through 1992) from three locations. Stream flow data were obtained from a gaging station of the U. S. Geological Survey at Folsom, Louisiana. These data were available for 49 years (1943 through 1991). The climate of the area is characterized by different precipitation/runoff mechanisms for the summer and winter seasons. The division for seasons used in this analysis was May through October (summer season), and November through April (winter season). Because of the combined effects of climatic mechanisms causing precipitation and the seasonal variation of evapotranspiration, runoff is greater in the winter season resulting in higher fecal coliform counts in the Tchefuncte River. Statistical analysis revealed a statistically significant relationship between fecal coliform concentration and discharge for each season, at each of three sites on the Tchefuncte River. 相似文献

ABSTRACT: The cost of the liquid wast treatment measures required to meet federal as well as typical state and local regulations was examined for dairy processing plants of various sizes. Federal effluent standards were found to produce higher estimated capital costs per unit of raw material for smaller plants, even with relaxed requirements for smaller plants. State regulations limiting the effluent BOD5- concentration were also found to result in inequitable costs for smaller processors. These inequities result from economies of scale and not such factors as level of process technology employed or amount of waste produced per unit of raw material. In contrast, applying an example sewer surcharge formula did not produce inequities from economies of scale. 相似文献

ABSTRACT: The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the Nation for waste water reuse. Overriding all of these conditions is the long-term inadequacy of the existing water supplies. The Salt River Valley has a ground water overdraft of about 700,000 acre feet per year. To help alleviate this situation, the Corps of Engineers in conjunction with the MAG 208 is looking at ways to reuse a projected 2020 waste water flow of 340,000 acre feet per year. Reuse options identified include ground water recharge, agricultural irrigation, turf irrigation, recreational lakes, fish and wildlife habitats, and industrial cooling. These look nice on paper but before they can be implemented, some hard questions have to be answered, such as: How acceptable are local treatment plants when 15 years ago there was a major push to eliminate local plants; is the Phoenix area ready for reuse in urban areas; what are people willing to pay for water; who benefits if a city goes to ground water recharge; how much agriculture will be left in the area by 2020? These and other questions must be resolved if reuse is to become a viable option in water resource planning in the Phoenix area. Summary. Large scale reuse of waste water conforms with the national goal of better resource management through recycling. The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the nation for waste water reuse. Some of the most notable conditions are: the existence of a large and rapidly growing urban area which is in the process of planning for future waste water management systems; the existence of agricultural areas which are projected to be farmed well into the future, and the existence of constructed and planned major recreational systems such as Indian Bend Wash which can use recycled waste water; the existence of extensive depleted ground water aquifers; the need for a dependable source for the cooling of the Palo Verde Nuclear reactors; and finally, overriding all of this, the long-term inadequacy of the existing water supplies. Given this, one would expect to find total reuse within the Phoenix metropolitan area. Reuse is taking place with irrigation and nuclear power cooling to the west but there is no long term plan which looks at the Valley as a whole and considers waste water as part of the Valley's water resources. The Corps 208 plan is looking at waste water in this manner but initial analysis shows that although reuse is technically feasible there are many financial, social, institutional, and political questions still to be answered. These include: determining the value of existing diminishing water sources and what people are willing to pay for the next source of water; are people willing to identify priority uses of water for the area so that water of varying quality is put to its highest and best use; will the present institutional boundaries remain to create water-rich and water-poor areas; and will legislation be forthcoming to simplify the complex surface and ground water laws that presently exist? The Corps 208 study will not be able to answer these questions, but the goal at the moment is to identify feasible reuse systems along with decisions the public, owners, agencies, and politicians must make to select and implement them. If some sort of logical process is not developed and public awareness not increased, the chance for a long-term plan to utilize waste water as a major element in the Phoenix area water resource picture, may be missed. 相似文献

ABSTRACT: Feasibility of disposing treated sewage in wells sunk into a partially confined coastal limestone aquifer at Waimanalo in the island of Oahu was investigated using an electric analog model. Electric analog modeling was preferred over digital modeling because of ease with which tides could be generated at the ocean boundary in the form of sinusoidal waves. The results of model operation showed that high permeability, low storativity, and the presence of ocean render the Waimanalo aquifer highly suitable for the disposal of waste water in deep wells. Since the quality of water in the aquifer is already unsuitable for municipal, industrial, or agricultural use, waste water injection will not result in any loss of fresh water supply source to the island. It is also believed that the cost of waste water disposal through the aquifer will be considerably less than that through an ocean outfall. During model development it was discovered that electric analog models can help prepare certain graphs which can be useful for aquifer analysis without any further use of the model. 相似文献

ABSTRACT: Delineation of a welihead protection area (WHPA) is the key element in welihead protection programs for drinking water supplies. WHPAs are often delineated under idealized conditions using simple steady-state assumptions, which lead to an incorrect estimation of area and geometry. In this paper, we compare the results from a simple steady-state procedure commonly employed in WHPA delineation with a more complex transient approach that allows consideration of seasonal variation in pumping rates. We also introduce a transient procedure to delineate time-related capture zones using a numerical ground water flow and transport model. Welihead delineation is examined for two municipal wells in Tipton, Oklahoma, using a ten-year time-of-travel criterion. In the steady-state procedure, where we assumed constant pumping rates, we used GPTRAC, a semi-analytical model, and MOC, a numerical model. The capture zone delineated by GPTRAC is comparable in shape with the capture zone delineated by MOC but not in size due to the differences in solution schemes. In the transient procedure, we used MOC and considered the seasonal variation in pumping rates. The capture zones delineated in this procedure were larger than the capture zones delineated by the steady-state procedure using the same model. Further analysis showed that a higher drawdown was predicted in the transient procedure than in the steady-state procedure, which is the reason for larger capture zones. 相似文献

Rapid industrialization and population growth in the north Mexican desert city of Ciudad Juarez are placing a serious strain on the city's municipal water resources. Water deliveries and service area have more than doubled over the past decade, and plans for additional expansion are presently being implemented. This expansion is already contributing to water table declines and salinity increases in the Mexican portion of the Heuco Bolson, the sole source of water for the city. Continued mining of the limited fresh water reserves should produce serious water supply problems in the near future. New estimates of future water consumption incorporated into a digital aquifer simulation model indicate that these problems may show up much sooner than was anticipated in previous investigations. The results of this study point to the need to accelerate the gathering of basic data on alternative water resources. The problems faced by Cd. Juarez are illustrative of the kinds of difficulties likely to confront other rapidly developing cities of the arid zone. 相似文献

ABSTRACT Financing and repayment provisions of western water projects effect transfers of income among federal taxpayers, electric power users, local water users, and property owners. We use the Bonneville Unit of the Central Utah Project as a case study in the distribution of municipal and industrial water costs. We examine the distribution of costs among taxpayers and water users in different political/geographical jurisdictions, and how this distribution is affected by water law, cost allocation procedures, and the choice of revenue source for local repayment of reimbursable costs. In light of the magnitude of distributional effects of present water policy, we conclude that lack of open debate on water issues is unfortunate. ABSTRACT. There have been many changes in the waste water treatment requirements at St. Louis District Corps of Engineers projects over the past few years. Discussed are the methods considered for treating these wastes. Extended aeration plant, followed by filtration, is the process used in most of the areas. The treatment plant operators have become key members of the project operation team. A discussion of the Districts operator training program is presented along with the operator's job requirements. Through a Spring inspection of all treatment plants in the District, a mechanism has been provided for encouraging feedback to the design engineer from the operator. 相似文献

ABSTRACT: Two computer models, the Continuous Stormwater Pollution Simulation System (CSPSS) and the Computer Optimized Storm-water Treatment Program (COST), were developed to aid in performing water quality planning. This paper describes COST and its site specific applications to the Philadelphia urban area, using the results from an updated CSPSS receiving water simulation. COST provides a planning and conceptual design tool to identify the economically optimum combination of wet weather and dry weather pollution abatement alternatives. Economic analysis procedures incorporated are based on production theory and marginal cost analysis. This study demonstrates that by transforming BOD removal to reduction in low DO events, using CSPSS results, the benefits associated with pollutant removal can be accounted for explicitly by COST simulations. This is important because a pound of BOD removed from combined sewer overflow may be of more benefit to the receiving water than a pound of BOD removed from urban stormwater runoff. The selection of a pollution control strategy is often a difficult decision which should consider social, political, financial, and regulatory factors. It is suggested that such a selection can be based on evaluating the tradeoffs between total annual costs and receiving water improvements, as determined using the COST and CSPSS programs. 相似文献

ABSTRACT: A methodology has been developed to predict the responses of a range of water supply sources in Wales to global warming scenarios. Hydrologically effective rainfall is predicted from temperature and precipitation for each season based on site specific formulae developed using the Meteorological Office Rainfall and Evaporation Calculation System (MORECS) and UK Surface Water Archive databases. Comparisons are then made between the effects predicted for the scenarios established from equilibrium simulations and the new Hadley Centre High Resolution Model (UKHI) transient mode results. ABSTRACT: This study determined the acute toxicity of waste water disinfected with chlorine, bromine chloride, or ozone. The residual toxicity of effluent dechlorinated with sulfur dioxide was also tested. Toxicity tests were conducted with cyprinid, salmonid, and centrarchid fishes, as well as several species of fresh water macroinvertebrates. Residual chlorine exhibited the greatest toxicity of the disinfectants tested; dechlorination with sulfur dioxide effectively eliminated the toxicity of chlorinated effluent. Residual ozone produced mortality in test animals only under special conditions where subjects were exposed to effluent immediately after it was contacted with ozone, and chlorobrominated effluent was more toxic to salmonids than chlorinated effluent. 相似文献

ABSTRACT. The Nation has entered a new era of water quality management in which land use policy and regulation must assume an increasingly important role. The benefits of tertiary and advanced waste treatment may be offset by contradictory land use and pollution from land runoff. Unless land use planning and controls are included in water quality management, land-imposed constraints on water quality can be anticipated. Pollution from major types of land runoff are reviewed with respect to sources, effects, and control procedures. Emphasis is given to land use practices and controls. The crucial issue with regard to the latter is lack of land use policies at federal, state, and local levels. State legislation establishing guidelines and minimum standards for land use regulation by local government is required. The dependency of water quality on land use points to the fallacy of attempting to provide for comprehensive water pollution control outside the context of comprehensive land-water resource planning and management. 相似文献
