The purpose of this study was to identify attitudes toward the recreational use of drinking water reservoirs in Massachusetts among municipal water supply managers in the state. Compared to the findings of recent studies assessing the attitudes of the general public, water officials were found to advocate highly restrictive views. No officials said that recreation was an insignificant source of water supply pollution; however, opinions were not found to be related to respondents' exposure to the literature on the topic. The majority were not, in fact, familiar with the literature assessing the impact of recreation on water supply reservoirs.  相似文献

ABSTRACT: Recreation behavior can be examined by identifying characteristics of participants, activities, and places. Two distinct houschold types (social groups) were examined relative to their participation in water based recreation: households whose participation occurs exclusively in water based recreation, and those reporting participation in both water and nonwater activities. These households were compared in terms of preference for and specialization in water recreation, the relationship of water activity selected and resource (place) preference and intensity of participation in water activities. Attention by managers, planners, and social scientists to the interplay of participant group, activity, and place upon behavioral outcomes is important to the future development of recreation opportunities. It is one thing to design a facility for water based recreation; it is another to design a facility knowing the behavioral outcomes occurring and how they will be affected. Similarly, to implement a management strategy without knowing how behavior of participants will be modified as a result of the strategy can lead to failure of the management objective.  相似文献

ABSTRACT: The seemingly magnetic attraction of water resources for recreation has direct implications for proximate land resources which are needed to provide access and support facilities. This paper reviews and synthesizes the literature dealing with the impacts of recreation use on riparian soils and vegetation. Part one of the paper sets forth the major negative impacts of recreation use on soils and vegetation. A seven-step soil impact cycle is identified, beginning with the scuffing away of leaf litter and other organic material and working through the soil erosion and sedimentation process. Four major kinds of impacts of recreation use on vegetation are then outlined, and the‘Vicious circle” relationship between impacts on soil and vegetation is demonstrated through a Soil/Vegetation Impact Diagram. Part two identifies several spatial and temporal patterns of environmental impact caused by recreation use. The node and linkage pattern of recreation use, campground and trail expansion, ground cover response and succession, rates of soil compaction, and resource response to various intensities of recreation use are important aspects. The final part of the paper deals with measuring environmental impacts caused by recreation use. Management implications of the research findings are considered throughout the paper.  相似文献

ABSTRACT: Participation in water-based recreation activities does not arise in random fashion nor simply as a result of having a water resource immediately available. Neither do individuals and groups engage in the same activities or a specific activity in the same way. The purpose of the present paper is to describe an alternative framework whereby differences among recreation users can be identified. Prior to this time, research directed toward understanding participation patterns at a recreational site have emphasized the activities while ignoring the human behavior factors which determine how participation arises. People consider recreation sites to be leisure settings in which the definition of such places has a broader socio-cultural meaning than that the site was designed. These definitions are reflected within the context of the social group and can be observed in the subsequent orientation to leisure and play. When activities are considered in the context of a human group, differences in participation patterns can be discovered.  相似文献

ABSTRACT: This paper describes a concept for identification and ranking of outdoor recreation habitats using principles of ecology as a guide. The Habitat Evaluation Procedures (HEP) is a commonly used technique for assessment of human impacts on the vigor of wildlife species, and serves as the model for the Recreation Habitat Analysis Method (RHAM). Recreation activities are dependent on habitat attributes for their success just as are wildlife species. A sample model is described for recreation activities at large, multipurpose lakes. RHAM could be applied to recreation experiences in a variety of settings including smaller water bodies and riparian and terrestrial ecosystems.  相似文献

ABSTRACT: This study is an examination of the relationship between flooding and property values for an urban community in southwestern Ontario which has a lengthy history of flooding. As well, peoples’perceptions of the effect of flooding on property values is discussed. Analysis of sales prices and assessment data demonstrated no statistically significant differences in values of property for residences located in high- and low-risk areas either before or after a major flood in 1974. With both the high- and low-risk areas, sales prices after the 1974 flood were significantly higher than sales prices before the flood. The perceived property values followed a similar pattern. We concluded that differences in flood risk and flood experience did not adversely affect actual or perceived long-term property values.  相似文献

ABSTRACT: Once referred to as America's “best landscaped sewer,” the Connecticut has undergone a dramatic transformation in the last three decades. During this time, a number of public agencies and private organizations have worked diligently to implement policies and measures aimed at improving the river's quality. Ample data collected over the years indicate that the actual water quality conditions of the Connecticut River, as measured by empirical parameters, have improved. However, prior to this study, no data existed regarding the public's perceptions of these changes. This paper will address this issue by presenting the results of a multiyear survey designed to assess the public's perceptions regarding the Connecticut's current quality, and its suitability in supporting various recreational activities. The results suggest that the majority of individuals perceive the Connecticut's water quality to be high enough to support a wide range of recreational activities including those involving physical contact with the water. Additionally, this research concludes that the vast majority of individuals who have recreated on the river for 20 years or more do perceive a significant improvement in the river's overall quality. Thus, it appears that policies and actions taken to improve the Connecticut's quality have been successful in the public's eye.  相似文献

ABSTRACT: As the many recreational uses of waterways have intensified, management agencies have increasingly turned to water surface zoning techniques to provide safe, equitable opportunities while also protecting aquatic habitats. Other publications have described the concept of water surface zoning; the study reported on was conducted to determine its current use nationwide. Depending on jurisdiction of the water surface in question and state legislation to zone water surfaces, nonfederal zoning regulations sometimes emanate directly from state government, and sometimes involve direct state and local government cooperation. Results of a national survey show that water surface zoning techniques employed by state and local governments in 1976–77 fall into five broad categories: restrictions on boat speed and horsepower, special use zoning, time zoining, protective space zoning, and limited density zoning. ABSTRACT: The Ontario Ministry of the Environment has based its water quality management approach on a set of guidelines published in 1970. In light of the changing societal and economic background, advancement in technology and scientific knowledge, and philosophical attitudes towards water management, the water management program was recently revised. Factors influencing the revised approach, including federal-provincial interrelationships and international commitments under the Canada-U.S. Agreement, are summarized. The revised program consists of a goal statement, policies to implement this goal, revised water quality objectives, and detailed implementation procedures for field staff use. Rather than promulgating regulations to impose arbitrary effluent or receiving water standards on a province-wide basis, the revised approach involves the imposition of legally enforceable effluent requirements on a case-by-case basis. Although the paper emphasizes the surface water quality program, it also outlines the Ministry's goals, policies, and procedures for the management of surface-water quantity, as well as ground water quality and quantity.  相似文献

ABSTRACT: Water-based outdoor recreation constitutes an important benefit in many multiple-use projects. One problem frequently encountered, however, is the fluctuation of the water-level in a reservoir, especially if draw-downs occur during the summer recreation season. The Trent Canal in Ontario, Canada, forms a unique recreation waterway of some 240 miles of canal and navigable lakes and rivers. For the control of the water in the canal, the Canadian Federal government manages 44 reservoir-lakes as water-storage sites to augment the flows in the canal. While most disputes in water allocation for recreation generally involve recreation uses versus other, non-recreation uses, in the case of the Trent Canal and its reservoir-lakes the dispute in water allocation exists between two competing recreation-uses: for recreation boating on the Canal and its waterway, and for recreation use of the reservoir-lakes. Each use has its own duty-of-water in terms of requirements, or water conditions, for its optimum use. On the reservoir-lakes, by far the largest recreation user-group, is made up of the owners of private shoreline summer cottages (cabins). Draw-downs on the reservoir-lakes, in some cases as much as 13 feet, hence constitute a negative externality imposed by the canal, especially since water-level lowering takes place continuously throughout the summer. In-depth interviews conducted with over 100 cottage-owners indicate four main conclusions. First, the previous user assumptions of the extent of the negative effect of water-level fluctuation on recreation had been exaggerated. Only in extreme draw-downs during infrequent dry years would draw-down constitute a serious imposition. Second, water-level fluctuation does constitute a form of inconvenience to the private riparian recreation property owners, but it does not generally reduce the quantity of recreation use of the reservoir-lakes. Third, there is evidence that reservoir-lake users have learned to adapt successfully to water-level draw-downs. Fourth, the shoreline physiography of the location of a riparian owner strongly influences the way in which draw-down affects attitudes and opinions. The complex jurisdictional split of the land and water resources of the region points to the need to establish a Trent Canal Authority, to oversee the proper use and development of the canal, its waterway, and the reservoir-lakes.  相似文献

A management model was developed for determining levels of recreation activities at public drinking water reservoirs. Quabbin Reservoir, located in central Massachusetts, served as a case study for the model. An interdisciplinary research team was formed to study the impact of selected recreation activities on water quality, public demand and willingness to pay for selected recreation activities, carrying capacity constraints, and the economic cost/benefits associated with increases in recreation at the Quabbin Reservation. Study variables were integrated into a quadratic programming model, producing the number of participants that corresponds to maximum net benefits for specific development packages on design days. The recreation mix associated with maximum net economic benefits was found to be cost-effective (assuming the use of reasonable entrance fees) and not deleterious to water quality. However, as a result of the findings of a related study, it was recommended that nutrients, particularly from wastewater, not be permitted to enter the reservoir, since the current phosphorous level may be at a critical point. Management techniques that would safeguard against this occurrence were recommended. The model was sensitive to management objectives; recommendations were limited to activities that would not lower the existing high quality of Quabbin water.  相似文献

ABSTRACT: There is considerable controversy inthe Northeast surrounding the extent to whcih public drinking water reservoirs should be used for recreational purposes. This paper reports the results of two integrated studies of (1) recreation users of Quabbin Reservation, the largest inland water source in New England and (2) the general public of Massachusetts. Data were obtained by conducting on-site interviews of Quabbin users and through state-wide telephone interviews of the general public; both studies focused on assessing attitudes toward the recreational use of drinking water reservoirs in Massachusetts. Unlike the findings of a 1969 study conducted by Baumann, results showed that the majority of Massachusetts residents do not favor recreation-prohibiting laws for most activities. Most favored at least moderate use of reservoirs for recreational purposes. In addition, over all views were not as restrictive as present legislation would suggest. Finally, these findings suggest that current recreation-prohibiting laws should be reassessed in light of pugblic opinion which favors the use of these valuable resources.  相似文献

Using this process, 41 managers who attended a 1983 conference on river management identified 114 specific information needs grouped under 11 general questions. The estimation of the value of recreation benefits resulting from improved water quality is required for many purposes. In particular, the Water Pollution Control Act of 1980 requires the consideration of the reasonableness of costs of reducing water pollution in relation to benefits to be derived from establishing effluent standards (Clean Water Act of 1977). Recreation is often the most important benefit resulting from water quality improvement. Current methods used to calculate recreation benefits are either not site-specific or are expensive and controversial. This paper presents a relatively simple, inexpensive, and less controversial method of calculating site-specific recreation benefits resulting from improved water quality. It does this by producing an upper bound estimate which often is adequate for the relevant decision. The upper bound estimates is based on two assumptions: 1) there are alternative equivalent substitute sites for the newly augmented water quality site, and 2) the new augmented recreation opportunities at the site will be used to their maximum supply capacity. Clearly, if an upper bound benefit estimate in a cost-benefit ratio does not produce a favorable ratio, no other benefit estimate will. In cases where this estimate produces an ambiguous result resort must be had to other more precise methods of estimation.  相似文献

ABSTRACT: Accurate valuation of recreational lakes and rivers in contingent valuation (CV) studies requires that the definition of the environmental good being sold meets the requirements of correspondence, proximity, and familiarity. The concept of ‘water quality’ normally used fails to meet these requirements. This paper offers a broader concept of “lake/river quality” - a collection of physical, ecological, and aesthetic characteristics that create the opportunity for recreation, scenic enjoyment, and fish and wildlife propagation - that better describes the characteristics that recreationists value in lakes and rivers. The concept therefore better meets CV requirements and should be the basis for defining environmental improvements and declines to be hypothetically sold in CV surveys.  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

In Massachusetts, the Charles River Watershed Association conducts a regular water quality monitoring and public notification program in the Charles River Basin during the recreational season to inform users of the river's health. This program has relied on laboratory analyses of river samples for fecal coliform bacteria levels, however, results are not available until at least 24 hours after sampling. To avoid the need for laboratory analyses, ordinary least squares (OLS) and logistic regression models were developed to predict fecal coliform bacteria concentrations and the probabilities of exceeding the Massachusetts secondary contact recreation standard for bacteria based on meteorological conditions and streamflow. The OLS models resulted in adjusted R2s ranging from 50 to 60 percent. An uncertainty analysis reveals that of the total variability of fecal coliform bacteria concentrations, 45 percent is explained by the OLS regression model, 15 percent is explained by both measurement and space sampling error, and 40 percent is explained by time sampling error. Higher accuracy in future bacteria forecasting models would likely result from reductions in laboratory measurement errors and improved sampling designs.  相似文献

ABSTRACT: Use-oriented benefits and treatment costs analysis has been incorporated into a water quality index to show an economically optimized concentration for the treatment of the pollutants and the resulting water quality. This combined water quality index can be used in decisionmaking at the federal and local government levels. Five major pollutants, i.e., coliforms, nitrogen, phosphorus, suspended solids, and detergent, have been considered for the municipal waste water. With each higher level of improvement the treatment costs increase accordingly and the benefits associated with the reuse of this treated waste water will increase too but not for the nutrient removal in agricultural use. The optimal concentration is determined when the marginal costs equal the marginal benefits. The combined water quality index is the combination of the maximum net benefits and the water quality index of the optimized residual concentrations. This water quality index is zero dollars for the Tucson region in this study. The possible reclaimed use of municipal waste water is for agricultural irrigation and recreational lakes for the Tucson region.  相似文献

ABSTRACT: Wise interbasin management of Southeastern U.S. water resources is important for future development. Alabama‐Coosa‐Tallapoosa and Apalachicola‐Flint‐Chattahoochee River basins' water usage has evolved from power generation to multiple uses. Recreation and housing have become increasingly valuable components. Changing use patterns imply changing resource values. This study focused on six Alabama reservoirs, using contingent valuation questions in on‐site, telephone, and mail surveys to estimate impacts on lakefront property values, recreational expenditures, and preservation values for scenarios of permanent changes to reservoir water quantity. As summer full‐pool duration decreased, lakefront property value decreased, and as duration increased, property values increased, but at a lesser rate. Similar findings occurred for winter draw down alternatives. Permanent one‐foot reductions in summer full‐pool water levels resulted in a 4 to 15 percent decrease in lakefront property values. Recreational expenditures decreased 4 to 30 percent for each one‐foot lowering of reservoir water levels. Current nonusers of the six reservoirs showed strong preferences for protecting study reservoirs with willingness to pay values of 47 per household or approximately 29 million for the entire six‐reservoir watershed basin area. Resource management based on historic use patterns may be inappropriate and more frequent and comprehensive valuation of reservoir resources is needed.  相似文献

ABSTRACT: The paper presents a methodology for outdoor recreation analysis in a comprehensive State water resources planning study. This methodology applies to determination of recreation participation desires among the population, allocation of those desires to areas of potential resources within which they must be satisfied, comparison of the areal potential resources against the allocated desires to identify areas having recreational resource deficits or needs, and exploration of alternative solutions to the identified needs. Major elements discussed are: market area, inflow-outflow, resource desire determination and projection, resource desire allocation, facility inventory, resource desire-resource analysis and alternative solutions to identified needs of water-oriented outdoor recreation.  相似文献
