ABSTRACT: Recognition of the flood hazard that exists on alluvial fans has seriously lagged behind the recognition of other more conventional flood hazards such as those associated with most rivers. This delay in recognition was due, until recently, to a general lack of economic investment and development in these areas and a concomitant lack of historical alluvial fan flood damage. Dramatic recent events, such as Tropical Storm Kathleen, emphasized to the Federal Insurance Administration (FIA) the need for developing an appropriate methodology to identify flood hazard areas on alluvial fans. This paper presents the methodology now employed by FIA as well as flood plain management considerations that could reduce future flood related damage to communities developing in these areas. 相似文献

ABSTRACT: The effect of urbanization on alternative flood control strategies was investigated for a large developing watershed in Texas. Urban and rural areas were modeled separately using a geographically-referenced data base and the U.S. Corps of Engineers HEC-1 and HEC-2 programs, and results yielded a double-peaked hydrograph. Hydrograph input parameters were modified to predict the effects of a wide range of management alternatives including on-site storage, reservoirs, channelization, and development controls. Results indicated a combination of alternatives is required to protect existing and future developments. 相似文献

ABSTRACT: This study is an examination of the relationship between flooding and property values for an urban community in southwestern Ontario which has a lengthy history of flooding. As well, peoples’perceptions of the effect of flooding on property values is discussed. Analysis of sales prices and assessment data demonstrated no statistically significant differences in values of property for residences located in high- and low-risk areas either before or after a major flood in 1974. With both the high- and low-risk areas, sales prices after the 1974 flood were significantly higher than sales prices before the flood. The perceived property values followed a similar pattern. We concluded that differences in flood risk and flood experience did not adversely affect actual or perceived long-term property values. 相似文献

ABSTRACT: Components contributing to uncertainty in the location of the flood plain fringe of a mapped flood plain are identified and examined to determine their relative importance. First-order uncertainty analysis is used to provide a procedure for quantifying the magnitude of uncertainty in the location of the flood plain fringe. Application of the procedure indicated that one standard deviation of uncertainty in flood plain inundation width was about one third of the mean computed inundation width for several flood population-flood geometry combinations. Suggested mapping criteria, which directly incorporate uncertainty estimates, are given. While these criteria are more suitable for use in developing areas than in flood plains that have had extensive development, the analysis procedure can be used to accommodate property owners who challenge the validity of estimated flood fringe boundaries. Use of uncertainty analysis in flood plain mapping should enhance the credibility of the final plan. 相似文献

ABSTRACT: The impact of floodplain regulations on mean appreciation rates of residential land values was tested at six study areas in five counties in western Oregon. The study hypothesis that such regulations significantly depress appreciation rates of regulated lands relative to those of similar unregulated lands was in most cases rejected. When the hypothesis was accepted circumstances would render conclusions tenuous. The problems and issues facing this type of research are presented in case studies of two of the research study areas. The following factors challenge investigators seeking to resolve questions about the relationship between land use regulations and land values: varying degrees of stringency with which regulations are enforced; unequal assessment procedures between counties; influences external to floodplain regulations that may affect appreciation rates, including denial of permits for septic tanks, flood damages, and amenity values associated with waterfront locations; and the uncertain effect that the availability of flood insurance, which accompanies floodplain regulations, has on land values. 相似文献

ABSTRACT: By integrating literature from flood hazard research and urban economics a theoretical structure is developed to explain changes in residential land values following flood events. The negative aspects of the flood hazard are shown to be capitalized in the value of the property. It is further suggested that land values (i.e., capitalization) will vary both spatially across the floodplain and temporally depending on the frequency, severity and spatial characteristics of the flood event. Previous work in this area has not addressed the capitalization process explicitly and has not specifically examined the ability of the land market to recover. This may account for the contradictory findings in the published literature. 相似文献

ABSTRACT: With implementation of the Flood Insurance Act of 1968 many additional local flood protection projects are being considered. Consulting engineers and local agencies need consistent methods to estimate flood damage in order to perform feasibility studies. Federal agencies have a great deal of data and long experience in making damage estimates but no comprehensive guides are available at the local level. Curves of flood damages to different residential structure types are presented. The relationships in use by the U. S. Federal Insurance Administration are shown to be reasonable and are recommended for use as approximate guides. Additional research is recommended and discussion of the paper is invited in order to make additional data available in the literature. 相似文献

ABSTRACT: The project described in this report was undertaken by the Louisiana State Planning Office to establish the extent of backwater flooding in Louisiana in April 1975. Band 7 Landsat imagery, enlarged to a scale of 1:250,000 was used to visually identify flooded areas. Inundated areas were delineated on overlays keyed to 1:250,000 U.S. Geological Survey topographic quadrangles. Tabular data identifying acres flooded, according to land use type, were derived by merging the flood map overlays with computerized 1972 land use data. Approximately 1.12 million acres of the state were inundated by flood waters. The total acreage and land use types affected by flooding were determined within 72 hours from the time the flood areas were imaged. Flooded maps were prepared for 26 parishes. Field observations were made by Louisiana Cooperative Extension Service county agents in order to determine the accuracy of parish flood maps and flood acreage figures by land use type. Results indicated that this was a fast, accurate, and relatively inexpensive method of compiling flood data for disaster planning and postflood analysis. 相似文献

ABSTRACT: The distribution of trace elements in New Jersey streambed sediments is described with respect to physiographic provinces and major drainage areas. Samples were collected during 1976–1993 at 295 sites distributed throughout New Jersey. Copper, chromium, lead, and zinc were detected with the greatest frequency and at the highest concentrations of the elements. Concentrations of most trace elements were significantly higher in streambed sediments from the New England (glaciated) and Piedmont physiographic provinces - the provinces with the lowest and highest percentages of urban land use, respectively - than in sediments from the other provinces. High trace-element concentrations in the New England (glaciated) province reflect previous mining of extensive magnetite deposits, whereas those in the Piedmont province most likely reflect urban land use. Significantly lower trace-element concentrations in streambed sediments from the Coastal Plain are attributable to the low pH of the streamwater, the lack of iron and manganese available to form coatings that scavenge trace elements, and the relatively low percentage of urban land use in the province. Trace-element concentrations were related to land use, population, or point sources in the drainage basin specific to the sampling location by using logistic regression. Results of this analysis indicate a relation between arsenic and agricultural land use; chromium and physiographic province; and copper, lead, and zinc and population density. 相似文献

ABSTRACT: Parts of the Raritan River basin in central New Jersey have undergone increasing development over the last several decades. The increasing population relies on the region's ground water and surface water sources for its residential, commercial, and industrial water supply. Urbanization, regionalized wastewater-treatment facilities, stream channel alterations, and interbasin transfers of water can all affect water availability. This pilot study was conducted to determine whether significant trends exist in the base-flow and overland-runoff characteristics of streams in two subbasins with different percentages of urban/built-up land (Anderson et at., 1976). Changes in flow characteristics that could indicate future reductions in safe water yield of the Raritan River basin were examined. Flow and flow variability of the steams draining these two subbasins have increased over time. Many of the flow measures studied experienced pronounced trend shifts about 1960. The cause of these changes cannot be readily determined from the data, nor is it clear whether the increased flow variability lies outside the natural range of flow variability of the streams draining the subbasins. 相似文献

ABSTRACT: Methods of floodplain management are changing in the United States. There has been a gradual shift in emphasis from “flood control” to “management” of the floodplain. The complexities of multilevel governmental involvement in floodplain management demand an analysis of a new means to coordinate these efforts. It is the intent of this paper to discuss the role of the Corps of Engineers in this area and the problems the Corps has encountered in its endeavors. ABSTRACT: An analogue method of ex post evaluation is proposed as a method of measuring the effectiveness of small watershed projects in obtaining flood control and economic benefits. Two watersheds were compared on a “with vs. without” project basis by both direct and indirect measurement of economic benefits. Direct measurements indicated that small watershed flood control projects did not generate the expected economic benefits. However, the indirect measurements of the same watersheds using land value enhancement as a surrogate suggested that the expected economic benefits were reflected in differential land values. The economic efficiency of small watershed projects should be measured ex ante and ex post on a “with vs. without” project basis rather than on a “before vs. after” basis whether using direct or surrogate variables. 相似文献

ABSTRACT: Identifying phosphorus (P) source areas and transport pathways is a key step in decreasing P loading to natural water systems. This study compared the effects of two modeled runoff generation processes ‐ saturation excess and infiltration excess ‐ on total phosphorus (TP) and soluble reactive phosphorus (SRP) concentrations in 10 catchment streams of a Catskill mountain watershed in southeastern New York. The spatial distribution of runoff from forested land and agricultural land was generated for both runoff processes; results of both distributions were consistent with Soil Conservation Service‐Curve Number (SCS‐CN) theory. These spatial runoff distributions were then used to simulate stream concentrations of TP and SRP through a simple equation derived from an observed relation between P concentration and land use; empirical results indicate that TP and SRP concentrations increased with increasing percentage of agricultural land. Simulated TP and SRP stream concentrations predicted for the 10 catchments were strongly affected by the assumed runoff mechanism. The modeled TP and SRP concentrations produced by saturation excess distribution averaged 31 percent higher and 42 percent higher, respectively, than those produced by the infiltration excess distribution. Misrepresenting the primary runoff mechanism could not only produce erroneous concentrations, it could fail to correctly locate critical source areas for implementation of best management practices. Thus, identification of the primary runoff mechanism is critical in selection of appropriate models in the mitigation of nonpoint source pollution. Correct representation of runoff processes is also critical in the future development of biogeochemical transport models, especially those that address nutrient fluxes. 相似文献

ABSTRACT: The effect of a floodplain location on the market value for property is controversial, with the conventional wisdom being that buyers are myopic. Previous parametric and nonparametric statistical tests have proven inconclusive in deciding the issue. Herein, a theoretical model, that of hedonic price indexes, is posited and tested, using housing sales characteristics data obtained from a Multi-List Service cooperative. This study suggests that home buyers do adjust the purchase price for houses within a floodplain, and this amounts to, on average, just over 12 percent. ABSTRACT: Wise interbasin management of Southeastern U.S. water resources is important for future development. Alabama‐Coosa‐Tallapoosa and Apalachicola‐Flint‐Chattahoochee River basins' water usage has evolved from power generation to multiple uses. Recreation and housing have become increasingly valuable components. Changing use patterns imply changing resource values. This study focused on six Alabama reservoirs, using contingent valuation questions in on‐site, telephone, and mail surveys to estimate impacts on lakefront property values, recreational expenditures, and preservation values for scenarios of permanent changes to reservoir water quantity. As summer full‐pool duration decreased, lakefront property value decreased, and as duration increased, property values increased, but at a lesser rate. Similar findings occurred for winter draw down alternatives. Permanent one‐foot reductions in summer full‐pool water levels resulted in a 4 to 15 percent decrease in lakefront property values. Recreational expenditures decreased 4 to 30 percent for each one‐foot lowering of reservoir water levels. Current nonusers of the six reservoirs showed strong preferences for protecting study reservoirs with willingness to pay values of 47 per household or approximately 29 million for the entire six‐reservoir watershed basin area. Resource management based on historic use patterns may be inappropriate and more frequent and comprehensive valuation of reservoir resources is needed. 相似文献

ABSTRACT: A case study is used to demonstrate a methodology for measuring the residential property value benefit of water pollution abatement. Increases in the value of single-family homes attributable to improvement in the water quality of the nearby Willamette River (Clackamas County, Oregon) were measured using a regression analysis technique. Sales prices and tax assessment data were used to estimate the change in property values coincident with the changes in water quality. The percentage increase in property value due to pollution abatement is expressed as a function of the distance between properties and the river bank. 相似文献

ABSTRACT: The level of macroinvertebrate community impairment was statistically related to selected basin and water-quality characteristics in New Jersey streams. More than 700 ambient biomonitoring stations were chosen to evaluate potential and known anthropogenic effects. Macroinvertebrate communities were assessed with a modified rapid-bioassessment approach using three impairment ratings (nonimpaired, moderately impaired, and severely impaired). Maximum-likelihood multiple logistic-regression analysis was used to develop equations defining the probability of community impairment above predetermined impairment levels. Seven of the original 140 explanatory variables were highly related to the level of community impairment. Explanatory variables found to be most useful for predicting severe macroinvertebrate community impairment were the amount of urban land and total flow of municipal effluent. Area underlain by the Reading Prong physiographic region and amount of forested land were inversely related to severe impairment. Nonparametric analysis of variance on rank-transformed bioassessment scores was used to evaluate differences in level of impairment among physiographic regions and major drainage areas simultaneously. Rejection of the null hypothesis indicated that the levels of impairment among all six physiographic regions and five major drainage areas were not equal. Physiographic regions located in the less urbanized northwest portion of New Jersey were not significantly different from each other and had the lowest occurrence of severely impaired macroinvertebrate communities. Physiographic regions containing urban centers had a higher probability of exhibiting a severely impaired macroinvertebrate community. Analysis of major drainage areas indicates that levels of impairment in the Atlantic Coastal Rivers drainage area differed significantly from those in the Lower Delaware River drainage area. 相似文献

ABSTRACT: Land use planning in rapidly developing areas can serve as an effective tool for minimizing water quality impacts on ground water supplies. A land use management model applied to Jackson Township of the New Jersey Pine Barrens was developed. The management model consisted of a simulation model for the transport of nitrates from septic tank systems through the aquifer and a multiobjective, goal programming optimization model to determine population density restrictions using 208 areawide planning population projections. Results showed that growth may have to be curtailed in several areas of Jackson Township and that current population projections over the next 30 years may result in unacceptably high nitrate concentrations downgradient of Jackson Township. ABSTRACT: The aim of this paper is to compare two views of flood management and thus add to the present thinking of living with floods as opposed to the traditional approach of flood control. The traditional pathway has widely been adopted in developed countries and aims to control floodwaters by means of dams and dikes. The alternative pathway tends towards a policy whereby society lives with the floods by being prepared and having the right damage reduction measures in place. In this paper two pathways are tentatively compared for the Lower Incomati Basin, Mozambique. In the design cultural theory is considered, as is how the design of each path may look according to different management perspectives. The Lower Incomati Basin provides an interesting case study as it is in a relatively undeveloped state. Hence, it is an ideal area for conducting research into the application of alternative flood management strategies. The preliminary results suggest that both pathways are feasible. However, considering recent hydrological extremes such as the 2000 floods, the resilient pathway may ultimately be a more appealing flood management strategy. 相似文献

ABSTRACT: Storm water detention is an effective and popular method for controlling the effects of increased urbanization and development. Detention basins are used to control both increases in flow rates and sedimentation. While numerous storm water management policies have been proposed, they most often fail to give adequate consideration to maintenance of the basin. Sediment accumulation with time and the growth of grass and weeds in the emergency spillway are two maintenance problems. A model that was calibrated with data from a storm water detention basin in Montgomery County, Maryland, is used to evaluate the effect of maintenance on the efficiency of the detention basin. Sediment accumulation in the basin caused the peak reduction factor to decrease while it increased as vegetation growth in the emergency spillway increased. Thus, the detention basin will not function as intended in the design when the basin is not properly maintained. Thus, maintenance of detention basins should be one component of a comprehensive storm water management policy. 相似文献
