There is now a wealth of international experience and lessons about options for managing environmentallysensitive zones. This paper1 provides a brief guide to two sets of options, regulatory instruments and incentive measures, that are commonly used to manage special areas. Managementapproachesthat combine both sets of tools are then reviewed, including integrated coastal zone management, municipal-level programmes and efforts to promote sustainable local development such as eco-tourism. The paper concludes that, regardless of which approach is applied to a protected area, the key threats to an area's sustainability must be identified and addressed. Examples and case studies of both good and poor practice are included to illustrate the use of different options. In order to sustain our global environment and improve the quality of living in our human settlements, we commit ourselves to sustainable patterns of production, consumption, transportation and settlement development, pollution prevention, respect for the carrying capacity of eco-systems, and the preservation of opportunities for future generations. Recreation ecology, the study of environmental consequences of outdoor recreation activities and their effective management, is a relatively new field of scientific study having emerged over the last 50 years. During this time, numerous studies have improved our understanding of how use-related, environmental and managerial factors affect ecological conditions and processes. Most studies have focused on vegetation and soil responses to recreation-related trampling on trails and recreation sites using indicators such as percent vegetation cover and exposed mineral soil. This applied approach has and will continue to yield important information for land managers. However, for the field to advance, more attention needs to be given to other ecosystem attributes and to the larger aspects of environmental conservation occurring at landscape scales. This article is an effort at initiating a dialog on needed advances in the field. We begin by reviewing broadly generalizable knowledge of recreation ecology, to separate what is known from research gaps. Then, based on the authors’ perspective of research in the USA and North America, several research directions are suggested as essential for continued progress in this field including theoretical development, broadening scale, integration with other disciplines, and examination of synergistic effects.  相似文献

Managing Protected Areas Under Climate Change: Challenges and Priorities   总被引:1,自引:0,他引:1  
The implementation of adaptation actions in local conservation management is a new and complex task with multiple facets, influenced by factors differing from site to site. A transdisciplinary perspective is therefore required to identify and implement effective solutions. To address this, the International Conference on Managing Protected Areas under Climate Change brought together international scientists, conservation managers, and decision-makers to discuss current experiences with local adaptation of conservation management. This paper summarizes the main issues for implementing adaptation that emerged from the conference. These include a series of conclusions and recommendations on monitoring, sensitivity assessment, current and future management practices, and legal and policy aspects. A range of spatial and temporal scales must be considered in the implementation of climate-adapted management. The adaptation process must be area-specific and consider the ecosystem and the social and economic conditions within and beyond protected area boundaries. However, a strategic overview is also needed: management at each site should be informed by conservation priorities and likely impacts of climate change at regional or even wider scales. Acting across these levels will be a long and continuous process, requiring coordination with actors outside the “traditional” conservation sector. To achieve this, a range of research, communication, and policy/legal actions is required. We identify a series of important actions that need to be taken at different scales to enable managers of protected sites to adapt successfully to a changing climate.  相似文献

The lack of scientific baseline information hinders appropriate design and management of protected areas. To illustrate the value of science to management, we consider five scenarios for the 202.0 km² Puerto Princesa Subterranean River National Park, Philippines: (1) closure to human activities, (2) and (3) two levels of increase in unplanned human activities, (4) creation of a forest corridor and (5) additional allocation of land for permanent or shifting agriculture. We then use habitat-specific bird density estimates to simulate the net effect of each scenario on 18 focal bird populations. Closure has significant benefits—populations of five species are predicted to increase by >50 % and nine by >25 %, but two secondary forest flycatchers, including the endemic and ‘Vulnerable’ Palawan flycatcher, decline dramatically, while the creation of a 4.0 km² forest corridor yields average increases across species of 2 ± 4 % (SD). In contrast, heavier unplanned park usage produces declines in all but a few species, while the negative effects of an extra 2.0 km² of shifting cultivation are 3–5 times higher than for a similar area of permanent agriculture and affect species whose densities are highest in primary habitats. Relatively small changes within the park, especially those associated with agricultural expansion, has serious predicted implications for local bird populations. Our models do not take into account the full complexities of bird ecology at a site, but they do provide park managers with an evidence base from which to make better decisions relating to biodiversity conservation obligations which their parks are intended to meet.  相似文献

The Carolinian Life Zone in southwestern Ontario, Canada is valued because it represents an almost disjunct ecosystem (i.e., one that is typical of the mid-Atlantic United States, rather than the rest of Canada or the nearby states in the United States). The landscape of the Carolinian Life Zone has undergone dramatic transformation, especially in recent decades as agriculture, urbanization, and recreation have intensified. One of the most apparent changes is the invasion of exotic plant species that exacerbates the need for mass restoration efforts. Within the Carolinian Life Zone, Rondeau Provincial Park has experienced an influx of nonindigenous, invasive species in recent years. Tree-of-heaven (Ailanthus altissima) is one example. The infestation is still relatively localized to (mainly) the park, slowly spreading, and manageable as long as something is done immediately. We examined the effects of hand-pulling and mulching, cut stump and glyphosate application, cut stump alone, and the EZJect Capsule Injection System (using glyphosate) on the management of A. altissima within the park. Cut stump and glyphosate treatment was most effective and efficient in its control of young A. altissima shoots because it limits disturbance and has acceptable capital and operating costs. Hand-pulling and mulching was the second choice, mainly because of the risk of additional disturbance that increased shoot densities 1 year after treatment. Cut stump alone was not effective, worsened the infestation, and is not recommended for this species. The EZJect system was effective at managing mature, seed-producing shoots, although the somewhat higher capital costs mean that the system probably should be purchased for management of several invasive tree species to make it more cost-effective.  相似文献

The assessment of management effectiveness in protected areas, i.e., the evaluation of whether management strategies are actually helping to achieve stated goals, is becoming a priority. In any such evaluation, accurate information concerning the dynamics of the managed system is required—information that is gathered through monitoring. Few protected areas, however, have well-developed monitoring plans, and reserve managers are faced with a shortage of protocols for their design. This paper proposes a methodology, applicable to a wide range of situations, for designing such plans. The process begins with the precise definition of the aims of the monitoring plan, followed by the identification of key ecological processes and management objectives for the area, and finally the selection of a reduced set of indicators. These indicators are represented at three levels of growing complexity, allowing the plan to be followed in a modular fashion and in agreement with available resources.  相似文献

Tropical forest countries are struggling with the partially conflicting policy objectives of socioeconomic development, forest conservation, and safeguarding the livelihoods of local forest-dependent people. We worked with communities in the lower Tapajós region of the central Brazilian Amazon for over 10 years to understand their traditional and present land use practices, the constraints, and decision making processes imposed by their biophysical, socioeconomic, and political environment, and to facilitate development trajectories to improve the livelihoods of forest communities while conserving the forest on the farms and in the larger landscape. The work focused on riverine communities initially in the Tapajós National Forest and then in the Tapajós–Arapiuns Extractive Reserve. These communities have a century-old tradition of planting rubber agroforests which despite their abandonment during the 1990s still widely characterize the vegetation of the river banks, especially in the two protected areas where they are safe from the recent expansion of mechanized rice and soybean agriculture. The project evolved from the capacity-building of communities in techniques to increase the productivity of the rubber agroforests without breaking their low-input and low-risk logic, to the establishment of a community enterprise that allowed reserve inhabitants to reforest their own land with tree species of their choice and sell reforestation (not carbon) credits to local timber companies while retaining the ownership of the trees. By making land use practices economically more viable and ecologically more appropriate for protected areas, the project shows ways to strengthen the system of extractive and sustainable development reserves that protects millions of hectares of Amazon forest with the consent of the communities that inhabit them.  相似文献

Marine protected areas (MPAs) and zoning plans require an understanding of stakeholders if they are to be successful at achieving social and biological objectives. This study examines recreational boaters in a proposed MPA in British Columbia, Canada, using the recreation opportunity spectrum (ROS) and models of recreation conflict as a basis for investigation. Boaters (n = 543) visiting the region during the summer completed face-to-face surveys. Results show variability in boater setting preferences, supporting an ROS-based approach to MPA planning and zoning. While boaters as a whole placed the greatest importance on natural settings, sailboat operators expressed stronger preferences for natural and quiet settings relative to motorboats, and motorboat operators expressed stronger preferences for settings characterized by built facilities and extractive activities relative to sailboats. Several marine activities emerged as sources of perceived conflict for boaters, including personal watercraft, commercial whale watching vessels, and shellfish aquaculture. Our analysis indicates that while some of these may be addressed through zoning, others are better addressed through education and communication. Recommendations for both MPA management and future research are made.  相似文献

Park managers in alpine areas must deal with the increase in forest coverage that has been observed in most European mountain areas, where traditional farming and agricultural practices have been abandoned. The aim of this study is to develop a fine-scale model of a broad area to support the managers of Paneveggio Nature Park (Italy) in conservation planning by focusing on the fate of priority areas for conservation in the next 50–100 years. GIS analyses were performed to assess the afforestation dynamic over time using two historical maps (from 1859 and 1936) and a series of aerial photographs and ortho-photos (taken from 1954 to 2006) covering a time span of 150 years. The results show an increase in the forest surface area of about 35%. Additionally, the forest became progressively more compact and less fragmented, with a consequent loss of ecotones and open habitats that are important for biodiversity. Markov chain-cellular automata models were used to project future changes, evaluating the effects on a habitat scale. Simulations show that some habitats defined as priority by the EU Habitat Directive will be compromised by the forest expansion by 2050 and suffer a consistent loss by 2100. This protocol, applied to other areas, can be used for designing long-term management measures with a focus on habitats where conservation status is at risk.  相似文献

This article discusses the current problems and issues associated with the implementation of a National System of Marine Protected Areas in Brazil. MPA managers and higher governmental level authorities were interviewed about their perceptions of the implementation of a national MPA strategy and the recent changes in the institutional arrangement of government marine conservation agencies. Interviewees’ narratives were generally pessimistic and the National System was perceived as weak, with few recognizable marine conservation outcomes on the ground. The following major flaws were identified: poor inter-institutional coordination of coastal and ocean governance; institutional crisis faced by the national government marine conservation agency; poor management within individual MPAs; problems with regional networks of marine protected areas; an overly bureaucratic management and administrative system; financial shortages creating structural problems and a disconnect between MPA policy and its delivery. Furthermore, a lack of professional motivation and a pessimistic atmosphere was encountered during many interviews, a malaise which we believe affects how the entire system is able to respond to crises. Our findings highlight the need for a better understanding of the role of ‘leadership’ in the performance of socio-ecological systems (such as MPA networks), more effective official evaluation mechanisms, more localized audits of (and reforms if necessary to) Brazil’s federal biodiversity conservation agency (ICMBio), and the need for political measures to promote state leadership and support. Continuing to focus on the designation of more MPAs whilst not fully addressing these issues will achieve little beyond fulfilling, on paper, Brazil’s international marine biodiversity commitments.  相似文献

The requirement to assess the management effectiveness (ME) in protected areas (PAs) is increasing around the world to help improve management and accountability. An evaluation of ME for Khojir National Park (KNP), one of the Iran’s oldest PAs, was conducted using a multi-method approach that consisted of structured interviews, open interviews, and site visits. This was the first ME evaluation in Iran. The structured interview was based on the management effectiveness tracking tool methodology. KNP received an average score of 43 %, which is lower than the global average, illustrating that its general management was in the low-intermediate level. The indices of legal status, resource inventory, planning for land and water use, regulations, and objectives received the highest average scores, whereas education and awareness, community co-management, regular work plan, boundary demarcation, visitor facilities, budget sources, staff training, protection systems, and management plan received the lowest ones. The management system of KNP was generally established, but many problems of the management still need to be resolved. To improve ME, some countermeasures should be taken, such as increasing funding, strengthening capacity building, planning, and adaptive management, and implementing community participation.  相似文献

This paper discusses the zoonosis Lyme disease in the context of reduction and control options for the human disease, tick vectors, tick hosts and tick habitats. A questionnaire survey on three moorland recreational areas in the UK (Dartmoor, the Quantock Hills and the North York Moors) was carried out to investigate awareness of the problem of Lyme disease by people using these upland areas. A total of 567 questionnaires analysed showed extremely low levels of knowledge of the disease, symptoms, mode of infection and measures which might reduce the risk of tick bites. The results of this study extend knowledge of a countryside management/human health issue which is of increasing concern across the whole of Europe and North America.  相似文献

This paper discusses the complexity of the protected area mosaic that has evolved in the United Kingdom over the past 40 or so years. Experimental matrices have been used to assist in the analysis of the various types of protected areas. The trend has been towards the development of protected areas to serve multiple objectives, although categories of protected area introduced under European legislation are more narrowly defined. There has been a proliferation in the number of categories of protected area in the past ten years; since 1990 six new categories of protected area have been established, two resulting from European directives. Most of the protected areas operate indirectly through the planning system and/or voluntary agreements. However, a distinction is drawn between systems for nature conservation and landscape protection with the former relying more on direct controls (ownership and/or legal force). There is considerable potential overlap of protected areas. New categories of protected area have often been superimposed upon the existing system without consideration of whether they will result in duplication of effort, expenditure etc. We conclude that there is scope for some rationalization of the system. Ideally this would involve replacing existing protected areas with broader based ones but considerable simplification could be obtained in practice by making the powers of the agencies more flexible and changing the administrative arrangements for managing the various protected areas.  相似文献

Despite the popularity of marine protected areas (MPAs) as a management tool, increasing evidence shows that many fail to achieve conservation objectives. Although several MPAs exist in Sri Lanka, most are not managed, and resource extraction and habitat degradation continue unabated. At present, the declaration and management of MPAs is carried out without adequate consideration of the ecology, socioeconomic realities, or long-term management sustainability. Managers have focused more toward the creation of new legislation and protected areas rather than ensuring the implementation of existing regulations and management of existing protected areas. Poor coordination and a lack of serious political will have also hindered successful resource management. As in other developing countries, MPA managers have to contend with coastal communities that are directly dependant on marine resources for their subsistence. This often makes it unfeasible to exclude resource users, and MPAs have failed to attract necessary government support because many politicians are partial toward the immediate needs of local communities for both economic and political reasons. A more integrated approach, and decisions based on the analysis of all relevant criteria combined with a concerted and genuine effort toward implementing strategies and achieving predetermined targets, is needed for effective management of MPAs and the sustainable use of marine resources in Sri Lanka.  相似文献

The primary objective of planning in protected natural areas should be the conservation of their inherent natural values. With this idea in mind, a proposal of an objective method for the environmental planning of a protected natural area is presented. The method used was principal components analysis, a multivariate analysis technique that integrates the natural value and the state of conservation (the degree of alteration due to human activity) of the main characteristics of the environment. The method is applied to the specific case of a protected natural area in the Comunidad de Madrid (Madrid Autonomous Region), Spain.  相似文献

Community-based conservation projects implemented in conjunction with protected area management often struggle to meet expectations. This article argues that outcomes will improve if project leaders pay closer attention to four development indicators—rights, capacity, governance, and revenue—that are often taken for granted or considered beyond the scope of local conservation projects. I make the case for focusing on these variables in four steps. First, I distinguish community-based conservation linked to protected area management from community-based institutions studied by scholars of the commons. Second, I draw on the theory and practice of international development to highlight the central relevance of the variables highlighted in this article to development projects at all levels. Third, I discuss the four variables in some detail, considering problems of definition and measurement and reviewing possible interactions among them. Fourth, to illustrate the influence of the variables in particular cases, I review outcomes from community-based conservation projects implemented near protected areas in El Salvador and Zimbabwe.  相似文献

Accurate monitoring of the effectiveness of protected areas (PAs) in decreasing deforestation is increasingly important given the vital role of forest protection in climate change mitigation. Recent studies on PA effectiveness have used remote-sensing imagery to compare deforestation rates within PAs to surrounding areas. However, remote-sensing data used in isolation provides limited information on the factors contributing to effectiveness. We used landscape-modelling techniques to estimate the effectiveness of ten PAs in Madre de Dios, Peru. Factors influencing PA effectiveness were investigated using in situ key-informant interviews. Although all of the PAs studied had positive effectiveness scores, those with the highest scores were ecotourism and conservation concessions, where monitoring and surveillance activities and good relations with surrounding communities were reported as possible factors in decreasing deforestation rates. Native community areas had the lowest scores, with deforestation mainly driven by internal resource use and population growth. Weak local governance and immigration were identified as underlying factors decreasing the effectiveness of protection, whereas good relations with surrounding communities and monitoring activity increased effectiveness. The results highlight the need to combine remote sensing with in situ information on PA management because identification of drivers and deterrents of deforestation is vital for improving the effectiveness of protection.  相似文献

Recreational activities can have major impacts on vegetation and wildlife in frequently visited forests. We assessed forest perception and knowledge (state, functions, and species diversity) among hikers and mountain bikers in a frequently visited, seminatural suburban recreation forest (Muttenz) and in a more distantly situated, naturally grown excursion forest (Wasserfallen) in northwestern Switzerland. In all, 239 hikers and 126 mountain bikers were interviewed. Mountain bikers in both forests and hikers in the more intensely used recreation forest at Muttenz assessed the state of the forest less optimistically and showed a higher awareness of the negative impact of recreational activities on the flora and fauna than hikers at Wasserfallen. Furthermore, mountain bikers seemed aware of the social conflicts caused by their activity, since they appreciated neutral or positive encounters with other forest visitors. In contrast, 57% of hikers at Muttenz reported on negative experiences with other forest visitors, particularly with mountain bikers. In general, the interviewees ecological and biological forest knowledge (forest type and function, species diversity) was rather high. A large proportion was aware of the pros and cons of different forest conditions for plants and animals, and could name or recognize at least some plant and/or animal species typical for the visited forest. The forest knowledge was neither influenced by the type of recreational activity carried out nor by any aspect of forest visit behavior (frequency and duration of forest visits, means of transportation and travel distance to forest). However, the interviewees forest knowledge was influenced by their age and educational level.  相似文献
