Over the last fifteen years, Environmental Assessment systems of transitional societies of Central and Eastern Europe and Central Asia have undergone dramatic change from appraisals integrated into centrally planned economies to formal procedures aimed to ensure interdisciplinary analysis of environmental impacts and linked to publicly accountable decision-making. In most Central European nations, EA systems have been radically reformed to approximate the procedures used in developed countries, particularly in the European Union. In contrast, EA in most of the former Soviet republics has been reformed more gradually and is still based on the so-called State Environmental Review procedure inherited from the USSR and substantially different from 'Western' EA. About one-third of the transitional countries (in the Balkans, the Caucasus and Central Asia) have, so far, failed to establish functioning EA systems. Throughout the region, there has been a gap between EA legislation and practice, especially concerning interdisciplinary analysis of environmental impacts, public participation, and utilisation of EA findings in decision-making. A key driving force in the reform of EA systems has been the change in their societal context, the so-called 'process of transition'. Three main policy agendas--environmental protection, reforms of decision-making, and conforming to international requirements--along with the institutional context of EA regulations and practice have influenced both the change of EA systems over time and the regional variations in the patterns of their evolution. This study suggests that an effective reform of an EA system should be context-sensitive, or be 'in gear' with the political and economic transition. Future EA research should consider their changing societal contexts and focused on practical effects of applying EA procedures.  相似文献

Summary Here, the author examines the management implications of a previously developed model of environmental control. A short account of the model is given, and its implications for an integrated environmental strategy are discussed. The need for a UK, national centre for environmental management, research, education and training is identified. An analytical system for investigating monitoring effort derived from the model is illustrated in use, by reference to the UK Monitoring Networks for Smoke and Sulphur Dioxide. The use of the model in providing the underlying theory for a systems approach to environmental management is demonstrated. The paper concludes by examining the implications of the model for education and training with special reference to technologists and professionals. Appropriate types of environmental education for such groups are considered. A curriculum generator is presented. Trevor Harvey trained as a microbiologist and subsequently specialised in pollution control. He was course organiser of “Environmental Pollution, Monitoring and Control”, an international course which was sponsored by Unesco, UNEP and WHO. Summary Schools and higher education institutions in Sweden have developed a wide range of innovative and demanding curricula to meet the objectives of Sweden's environmental policy. Environmental education in compulsory schools is taught principally through biological sciences, although social studies are beginning to occupy a substantial component of the environmental curriculum. Upper secondary schools offer more opportunities to develop environmental awareness, understanding and practical skills than comparable sixth form and post-secondary colleges in England. In Sweden there is a strong emphasis on practical work developed through projects based on contemporary environmental issues and their resolution. The development of environmental education has been well supported by a substantial input of new resources, especially materials developed by the Swedish Environmental Protection Agency and Industry. Universities have also begun to adopt new organisational structures to help develop inter-disciplinary teaching and research teams. Several universities are experimenting with common core courses, parts of which comprise environmental elements.Dr P. The current research agenda in environmental science is dominated by calls to integrate science and policy to better understand and manage links between social (human) and natural (nonhuman) processes. Freshwater resource management is one area where such calls can be heard. Designing computer-based models for integrated environmental science poses special challenges to the research community. At present it is not clear whether such tools, or their outputs, receive much practical policy or planning application. It is argued that this is a result of (1) a lack of appreciation within the research modeling community of the characteristics of different decision-making processes including policy, planning, and (2) participation, (3) a lack of appreciation of the characteristics of different decision-making contexts, (4) the technical difficulties in implementing the necessary support tool functionality, and (5) the socio-technical demands of designing tools to be of practical use. This article presents a critical synthesis of ideas from each of these areas and interprets them in terms of design requirements for computer-based models being developed to provide scientific information support for policy and planning. Illustrative examples are given from the field of freshwater resources management. Although computer-based diagramming and modeling tools can facilitate processes of dialogue, they lack adequate simulation capabilities. Component-based models and modeling frameworks provide such functionality and may be suited to supporting problematic or messy decision contexts. However, significant technical (implementation) and socio-technical (use) challenges need to be addressed before such ambition can be realized.  相似文献

Environmental policies in the developing countries are the product of circumstances quite different from those found in advanced nations. As a result, such policies have thus far been rather permissive. There is, however, considerable variance among developing countries in this respect, as well as substantial change over time. Not much evidence has been uncovered pointing to a migration of industry and mining to ‘pollution havens’ in developing countries—the reverse in fact seems to be the case. Nevertheless, it is likely that environmental policies will remain less stringent in developingthan developed countries for the foreseeable future. Previous evaluations of the National Environmental Policy Act (NEPA) have focused on the effectiveness of its procedural requirements in improving the quality of decision making with respect to environmental matters. Subsequent growth of other environmental regulation and the changing role of Environmental Impact Statements in the decision-making process should also be considered. The many federal and state environmental laws passed in the 1970s have, by defining the nature and acceptability of environmental impact and prohibiting unacceptable impacts, superseded the substantive role of NEPA in environmental protection. Although the EIS continues to serve as a focus for public debate regarding proposed government actions, such debates usually center around social or economic rather than environmental issues. NEPA has thus been superseded by other environmental laws, and its role in the decision-making process today has little relation to its earlier environmental significance.  相似文献

Summary The existence of conflicts over the use of resources and with respect to the environment is widely acknowledged. The fields of resource management and environmental planning are, in fact, largely dedicated to identifying and resolving such conflicts. In this paper it is proposed that the sources of conflict can be seen in terms of the different values held by groups and individuals in relation to the environment and resource use. The discussion is also concerned with identifying more specifically the nature of conflicts that arise in relation to particular resource-use issues. A further important proposition developed is that in order to promote effective planning, rigorous and systematic methods of analysis are often required. Those best suited to evaluation in environmental and resources planning are capable of incorporating multiple metrics.Dr Chris Cocklin is Lecturer in Geography and an Associate of Environmental Science at the University of Auckland, New Zealand. His research interests are in resources and environmental management, energy studies and rural land-use analysis and planning. The U.S. Environmental Protection Agency (EPA) defines environmental justice as the “fair treatment for people of all races, cultures, and incomes, regarding the development of environmental laws, regulations, and policies.” The last decade has focused considerable national attention on the environmental pollution inequity that persists among the nation’s poorest communities. Despite these environmental justice efforts, poor communities continue to face adverse environmental conditions. For the more than 550 Native American communities, the struggle to attain environmental justice is more than a matter of enforcing national laws equitably; it is also a matter of a federal trust duty for the protection of Indian lands and natural resources, honoring a promise that Native American homelands would forever be sustainable. Equally important is the federal promise to assist tribes in managing their reservation environments under their reserved powers of self-government, an attribute that most distinguishes tribes from other communities. The PM Northwest, Inc. (PMNW) dumpsite is located within the boundaries of the Swinomish Indian Reservation in Washington State. Between approximately 1958 and 1970, PMNW contracted with local oil refineries to dispose of hazardous wastes from their operations at the reservation dumpsite. Almost two decades would pass before the Swinomish tribe was able to persuade EPA that a cleanup action under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) was warranted. This article reviews the enduring struggle to achieve Indian environmental justice in the Swinomish homeland, a process that was dependent upon the development of the tribe’s political and environmental management capacity as well as EPA’s eventual acknowledgement that Indian environmental justice is integrally linked to its federal trust responsibility.  相似文献

In managing environmental problems, several countries have chosen the management by objectives (MBO) approach. This paper investigates how focus group participants from the Swedish environmental administration used metaphors to describe the mode of organization needed to attain environmental objectives. Such analysis can shed light on how an MBO system is perceived by actors and how it works in practice. Although the Swedish government intended to stimulate broad-based cooperation among many actors, participants often saw themselves as located at a certain “level,” i.e., “higher” or “lower,” in the MBO system—that is, their conceptions corresponded to a traditional, hierarchical interpretation of MBO. Prepositions such as “in” and “out” contributed to feelings of inclusion and exclusion on the part of MBO actors. However, horizontal metaphors merged with vertical ones, indicating ongoing competition for the right to interpret how the system of environmental objectives should best be managed. The paper concludes that any organization applying MBO could benefit from discussing alternate ways of talking and thinking about its constituent “levels.”  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

Environmental assessment of alternative development plans, programs, and policies may bring conflict among decision-makers, particularly when some quantitative measures for decision-making are needed and where cumulative impacts are neglected. Environmental impact assessment (EIA) and environmental economics theories, despite their usefulness, are not capable of addressing those issues and problems alone. In recent years, the decision support system (DSS) has provided some solutions, but mathematical analysis of the system to show the internal structure of the problem is not always possible. To addres the above shortcomings and ongoing problems of decision-making in Iran, a degradation model (DM) was introduced as an instrument of EIA, to act as a DSS for managers. The model is a compromise between knowledge-based decision support systems, detailed models, digested information models, and the basic theorem of environmental economics. In the present study (1996–2000), the model was applied in three provinces of Iran, representing three of four biogeographical regions of Iran. The study area was divided into a set of grids (100 km2). The degradation coefficient (H) was computed for all grids (1333), representing the degree of degradation in the grid. It is obvious that the higher the coefficient the more area is degraded and less prone to further development, and vice versa. In order to provide decision-makers with a set of quantitative measures to observe impacted areas (critical and noncritical) for resource allocation and further development, the degradation coefficients of all grids were classified into categories and criteria, using a fuzzy set theoretic approach. Accordingly, only 24% of study areas are prone to further development. The degradation model as a knowledge-based decision support system has its strengths and weaknesses, but it has solved managers' ongoing problems in Iran and it could be used elsewhere.  相似文献

Latin American countries have an extensive biological diversity and a tropical or subtropical climate. This condition has advantages for development and for the implementation of biotechnological solutions for environmental problems. Environmental biotechnology could be used to enhance biodegradation, waste recovery, and also for the development of biotechnology-based products to diagnose and reduce environmental impacts such as biosensors, biopesticides, biofertilizers and biofuels. To generate new environmental biotechnological products, Latin American countries must not only overcome the known limitations associated with investment in science and technology and in human resource training, but also develop their own vision of using environmental biotechnology, adapted to the economic, and environmental context. Biotechnology used wisely as a tool for promoting sustainable development in Latin American countries may also contribute to the solution of problems that represent potential risks to society and the environment in general. This document discusses the context of the research and innovation in Latin American countries around environmental biotechnology and also reviews perspectives for the improvement of these developments.  相似文献

Offshore drilling for oil and gas has been conducted since the early 1900s. Oil and gas under the seabed continue to be an important part of the energy resources of the United States. The need to balance the value of these resources against the potential for environmental damage is an important concern. This article explains why and how the Minerals Management Service (MMS) of the US Department of the Interior uses research in physical sciences to help fulfill its environmental goals, and it provides background information on the role of physical sciences in decision-making for Outer Continental Shelf (OCS) oil, gas, and other minerals development. Established in the 1970s, the MMS Environmental Studies Program is a highly focused marine research program designed to provide the environmental information necessary for OCS energy and nonenergy minerals planning and development activities. The physical sciences research supported by MMS includes physical oceanography, oil-spill risk analyses, atmospheric sciences, and sand and gravel studies. Instead of giving a comprehensive review on physical sciences research in MMS, this article presents sample MMS studies and illustrates how these studies are utilized to support decision-making in environmental management.Published online Note: This version was published online in June 2005 with the cover date of August 2004.  相似文献

Despite supportive policy frameworks and increased environmental awareness, a growing body of evidence indicates that environmental sustainability is not central to planning and decision-making processes in land reform in South Africa. Increasing pressures on government to meet land reform targets, cumbersome and often inappropriate environmental assessment procedures, and a confusing multitude of laws all contribute to neglect of long-term environmental sustainability considerations in land reform. This is exacerbated by poor recognition of resource rights, a lack of proactive and pre-emptive environmental management plans, and insufficient implementation capacity. This paper argues that the early incorporation of environmental sustainability issues in pre-settlement and post-settlement land reform planning processes could significantly improve the environmental, social and economic outcomes of these projects. A simple, participant-driven environmental sustainability assessment tool is proposed to achieve these environmental and developmental goals.  相似文献
