Are Alaska-style citizen revenue distribution funds the solution to the resource curse in developing countries as their proponents conjecture? Unfortunately it appears not. First, it is questionable whether developing countries have the institutional capacity to implement and operate such funds successfully. Second, citizen funds are unlikely to have any substantial impact on governance and their macroeconomic effects are uncertain. Finally, as a comparative case study of the three natural resource-intensive economies that successfully steered clear of excessive real appreciation and crowding out of the non-minerals tradables sector—Botswana, Indonesia and Norway—shows, citizen funds are likely to carry detrimental indirect effects on the ability of governments to surmount the Dutch Disease.  相似文献

Summary The environmental education needs of a currently wealthy developing country, Libya, are outlined. Because of specific local requirements, the data presented clearly shows how such educational requirements differ in many respects from the various Western-style environmental sciences curricula. The aim is to produce graduates capable of comprehending environmental problems as they arise in the different regions of Libya. This involves not only dealing with the effects of new developments but also with peoples who must adapt to new life-styles.Since most of what has to be learned is communicated originally in English to Arabic-speaking students via lectures, visits and books, special emphasis is laid upon the added importance oflocally produced bilingual audio-visual teaching aids supported by spoken commentaries, printed texts and glossaries of technical terms used in both languages. Environmental governance in the twenty-first century in Bangladesh faces serious challenges in terms of improving service delivery. There are surfeits of laws, rules and regulations as well as institutions to manage and govern the environmental sector. The legal regime is quite comprehensive, yet little attempts have been made so far to iron out the contradictions and duplications among existing rules and regulations. Institutions continue to suffer because of a number of reasons. Coordination among different ministries and other agencies in the governmental and non-governmental sectors is poor. Inter-organizational meetings and other follow-up meetings are not regularly held and usually fail to achieve their intended objectives. Though attempts have been made to involve people at the formulation stage of action plans, seldom people are taken into confidence and consulted with when these plans are implemented. One of the consequences of such a situation is people’s lack of interest in government-sponsored environmental protection programs. The decision-making procedure/situation of different environmental development projects and policies did not follow the holistic or coordinated principles so that post-impacts of works appeared vast and diverse conflicts. This paper tries to search the history of environmental protection of Bangladesh, relevant environmental laws, rules, regulations and projects and major international conventions, treaties, and protocols signed or ratified by Bangladesh as well as investigates the current situation, mechanism and decision making regarding environment in the context of environmental governance, analyzing the problems and also explored the challenges for environmental management in Bangladesh and associated problems and risks of system and finally proposed some core guidelines of effective environmental governance and system management for Bangladesh.  相似文献

This paper examines from the motivational perspective of the Theory of Reasoned Action (TRA) how individual values and attitudes in a developing country influence purchase intention of a green product. It also investigates how values may affect attitudes towards environmentally responsible purchase intention. The study analyzed data collected from 257 working respondents who were asked their views concerning their value sets, attitudes and purchase intention of cloth diapers using the Structural Equation Modeling (SEM) technique. Findings indicate individual consequences relating to amount of effort and convenience of consumers is negatively related to intention to purchase green product. Environmental consequences are not a significant predictor of environmentally responsible purchase intention. Conservation value was found to be positively related to attitude on environmental consequences but less intensely with individual consequences while both self-transcendence value and self-enhancement value were positively related to individual consequences. Individual consequences and self-enhancement value were negatively related to environmentally responsible purchase intention. This paper has shown that the extended TRA is applicable and also this paper has enhanced understanding of predictors of environmentally responsible purchase intention in a developing country context.  相似文献

This paper analyses survey results of the effectiveness of information campaigns to promote energy efficiency among residential consumers in Brazil. The survey found that consumers have a relatively good knowledge of conservation measures to improve electricity usage. Summary The Greek natural environment shows an extensive diversity of flora and fauna and a significantly high density of important biotopes. This notable ecological wealth is threatened with rapid degradation caused by human activities. Its protection through nature conservation measures and through the control of development projects and activities is obstructed by factors such as the existence of a large number of non-point sources of disturbance which are related to a large number of people, the inefficiencies of State mechanisms, the indifference of local societies with regards to planning procedures and long-term social benefits, and a traditionally indifferent or hostile attitude of countryside people towards nature. A study of the threats against the natural environment shows that the most important of these derive from activities that bring people closer to nature, but which follow a development model that is not sustainable. Such activities are: farming, animal grazing, fishing, tourism, vacation house-building, the opening up of roads, hunting, motorized recreation, etc. Contrary to this, the development of industry and the big enterprises of the tertiary sector appears more compatible with the preservation of a rich natural environment when certain conditions such as effective control, use of modern technology and convergence of business and environmental benefits occur. Because of their economic and environmental vulnerability, small island developing states (SIDS) have peculiar developmental problems that severely affect their ability to implement the measures necessary for attaining sustainable development as recommended in UNCED's Agenda 21. Although this has been recognised by the Commission on Sustainable Development (CSD), and although there has been international acceptance of a SIDS Programme of Action (POA), SIDS have not been the focus of adequate attention by international and donor agencies. As a result, progress toward implementing the POA has been disappointing. This study examines the question of how sustainable management and development of ocean resources can contribute significantly to the achievement of the objectives of the SIDS POA.  相似文献

This paper contributes to the debate on governance, transparency and Corporate Social Responsibility (CSR) in oil-rich sub-Saharan Africa, focusing on the case of Chad. Over the past decade, Chad has gained international standing as an oil-producer on the back of the World Bank-catalyzed Chad–Cameroon pipeline project, which aims to develop the country's oil-rich Doba region. The analysis begins by examining at greater length the challenges to implementing a CSR agenda in fragile states such as Chad, highlighting, specifically, the barriers to facilitating development in environments exhibiting Dutch Disease-like symptoms. It subsequently critiques CSR programs in resource-rich developing countries, questioning the role of corporate intervention in such settings. The paper concludes by examining how CSR has been “operationalized” in Chad itself, where to ensure that the finances generated from the oil project are properly managed, the Bank instituted a comprehensive revenue management plan.  相似文献

The demand for energy services is growing rapidly in developing countries. Low levels of energy efficiency in electric power supply and in energy use mean that the energy sector threatens to absorb an intolerably high share of available financial resources. Energy inefficiency also contributes to local and global environmental problems. A strategy of vigorously improving energy efficiency is thus a key element of a sustainable development path. Results reported in this paper show that there is considerable room for efficiency improvement in both existing and new capital stocks, but a much larger effort than presently underway is essential if the potential is to be realized. Assistance from the industrialized countries can play a major role in such an effort.  相似文献

Proponents have long argued that small-scale mining, given proper direction and support, can contribute substantively to the socioeconomic development of rural areas in developing countries. The attitudes of governments, commercial mining companies and donor agencies have been coloured by the haphazard, informal, often dangerous and seemingly wasteful character of much local mining activity, especially at the smallest scale. Yet this 'artisanal' activity has come to assume a critical economic welfare function in many countries, especially those which have suffered through extended periods of environmental and economic stress. This paper argues that this type of mining, because of both its upside potential and its problematic nature, cannot be ignored: neither can it be eradicated. Instead, explicit and sustained attention from governments, non-government organizations, the private sector and donor agencies is advocated for an effort to rationalize and formalize this type of mining, to increase its economic and technical efficiency, and to maximize its social benefits and minimize its disadvantages.  相似文献

Batch electrocoagulation experiments were carried out to evaluate the removal of sulfate and COD from petroleum refinery wastewater using three types of electrodes: aluminum, stainless steel, and iron. The effects of current density, electrode arrangement, electrolysis time, initial pH, and temperature were investigated for two wastewater samples with different concentrations of COD and sulfate. The experimental results indicated that the utilization of aluminum, as anode and cathode, was by far the most efficient arrangement in the reduction of both the contaminants. The treatment process was found to be largely affected by the current density and the initial composition of the wastewater. Although electrocoagulation was found to be most effective at 25°C and a pH of 8, the influence of these two parameters on the removal rate was not significant. The results demonstrated the technical feasibility of electrocoagulation as a possible and reliable technique for the pretreatment of heavily contaminated petroleum refinery wastewater.  相似文献

The primary reason for developing a nation's petroleum resources for export is to generate government revenues. The goal of most governments is to maximize the net present value of their petroleum revenues subject to efficient exploration and production practices and depletion considerations. This paper seeks to provide a basis for the determination of an effective tax regime that will achieve this goal. The analysis focuses on 12 standard production sharing contract options applied to four hypothetical exploration environments. A relatively recent Resource Rent Tax option is also examined as an add-on to production sharing contracts or other tax regimes. The results highlight the need for governments to understand and to use: (1) appropriate profit criteria, (2) an understanding of multi-national petroleum corporation behaviour, and (3) a priori geologic information in establishing effective tax regimes for petroleum.  相似文献

As financial markets start to acknowledge the significance of environmental issues, it is interesting to analyse how they combine finance and sustainable development. Dutch investment funds participating in tropical forest plantations project high expected returns. However, they carry huge financial risks, in particular country risk, currency risk, price risk and credit risk. The environmental and developmental returns appear to be positive but rather small. In addition, the environmental and developmental risks do not appear to be very large, as most plantations are established on former farmland and the quantitative impact of the plantations is still limited.  相似文献

The paper explores the role of a participatory approach in the outcome of the Finnish sustainable development indicator (SDI) exercise in 1998-2002. The process is analysed through three main objectives: to achieve stronger democracy, better quality of the end product and a more effective process. The analysis is further structured by a set of criteria needed for successful participation and differentiation of types of participants. The criteria comprise three main aspects: fairness, competence and social learning. In addition to the normally mentioned stakeholders (e.g. citizens and interest groups) participants also include experts and civil servants. Using the set of criteria above the participatory approach of the Finnish SDI process is then evaluated, and in the light of this evaluation the paper also discusses the specifications needed as evaluation criteria for national level policy programme processes like developing the SDIs. The results are based on documentation of the indicator task force meetings, written comments and a study of the putative end-users conducted after the publication of the indicators. The results show that the intense and broad participation of experts and civil servants increased the competence of the outcome and led to greater efficiency in working methods. However, this led to technocratic participation, absence of democratic participation and absence of social learning. Thus the ultimate goal of SDIs to contribute to achieving sustainability was not reached.  相似文献

Based on some 60 years of consulting practice in the field of environmental/sanitary engineering, about half in the USA and other affluent industrialized countries (ICs) and half with non-affluent developing countries (DCs), the Consultant summarizes the lessons leaned on why the technology transfer (TT) operation of the Multilateral Development Banks (MDBs) and other International Assistance Agencies (IAAs) have failed to achieve effective transfer of appropriate technology to DC practicioners in the environmental/sanitary engineering field, and presents the Consultant’s recommendations on feasible measures by which MDBs can significantly improve their TT operations. Eleven specific measures are recommended, all believed to be feasible for use by MDBs, as follows: (i) post-construction monitoring of project performance, (ii) develop appropriate design criteria for key infrastructure sectors, (iii) be realistic on O&M expectations, (iv) increase infrastructure project budgets to support TT, (v) prepare appropriate technology textbooks, (vi) sponsor graduate university programs in appropriate TT, (vii) sponsor appropriate TT professional journal, (viii) furnish copies of selected 1C references to DC-ers, (ix) sponsor work-type training assignments in ICs, (x) plan TT projects as series of steps, (xi) utilize ratired IC-ers for peripatetic training in DCs.  相似文献
