The paper presents a novel transdisciplinary approach to investigate non-sustainable civilisation–nature interactions in the context of global change. The approach rests on the decomposition of intricate dynamics of Global Change into problematic patterns civilisation nature interactions (‘syndromes’) this is done by an iterative process of observations, data and theoretical system analysis and GIS-based modelling attempts. These syndromes of global change characterise endangering and risky developments of civilisation nature interaction and represent a baseline for measuring and indicating ‘non-sustainability’; in order to have a sustainable development it is necessary to have a far-reaching absence of syndromes. They encompass the core problems of global change, e.g. soil degradation, climate change, threats to biodiversity or global deforestation. Patterns are defined as characteristic constellations of global change trends (‘symptoms’). Cause–effect schemes of symptoms and their interrelations are constituted as complex phenomena resulting from interactions over the different spheres of the Earth system (biosphere, atmosphere, hydrosphere, population, pedosphere, economy, psychosocial sphere, social organisation, science and technology). The approach is illustrated by an analysis of civilisation–nature interaction patterns relevant for global deforestation. Global forest ecosystems have been chosen for this investigation because of their important role in the global carbon cycle and their importance for biological diversity. The resulting geographical patchwork of the combined dispositions and intensities of the different syndromes describes current and future regional threats to forests by their underlying global cause–effect patterns of civilisation–nature interaction.  相似文献

The social and economic ramifications of marine conservation strategies such as marine protected areas (MPAs) are important to consider prior to their implementation to ensure that they do not exceed the resilience of resource-users and that resource protection might be maximised through compliance and low resistance. This paper presents a framework in which the human dimensions can be more easily and usefully integrated into the design and delivery of conservation initiatives. The framework espouses quantifying (1) the level of dependency on the resource; (2) perceptions towards conservation initiatives; and (3) social resilience. The framework is applied in Salum, Egypt, which is the site of a prospective MPA.  相似文献

This paper critically examines pricing policy options for water resources and attempts to derive an operationally feasible and socially desirable pricing structure for this important resource. Marginal cost pricing options are studied under different economic and resource conditions, such as inflation, constrained water resources and price distortions in an economy. Options such as pricing of water at its ‘real’ resource value, ‘social’ pricing, and pricing to reflect intangible benefits are also examined.  相似文献

This includes a definition of real or opportunity costs in resource extraction as compared to money costs; some economics of secondary materials and recycling; energy resources; and a demonstration of the effect of exponential growth in resource use on the time to resource exhaustion. The use and development of natural resources is becoming a critical concern, especially considering the economic development and stability of the world money market. The question here is one of resources as a political weapon. As resources become more scarce, it becomes necessary to make greater intensive use of resources that are presently available. One dimension that has been missing is the development of urban areas. Resources in this domain have been abused and the question now is how to incorporate these types of decisions into land-use planning to refurbish urban areas. This paper argues that there has been insufficient analysis of long-term forecasting methods for resource demand at national level, compared with the attention devoted to supply factors. It suggests several important issues which need to be understood about the nature of demand projection and its pitfalls. A new environmental paradigm has emerged, reflecting a change in the public's understanding of resource sustainability. Forest policy makers need to be better informed about such changes to achieve economic, social, and environmental objectives in a manner that balances human needs and aspirations with ecosystem constraints. As an aid to this task, a forest resource accounting system based on the key concept of natural capital could help reshape forest policies to provide an even wider spectrum of benefits for both present and future generations by maintaining and enhancing the productive capacity of forest capital. Such a resource accounting system would provide a tool for integrating multidimensional information requirements in measuring the health of both forest ecosystems and economic systems. This paper outlines some of the features of this accounting system and proposes and framework that would integrate economic and ecological characteristics of natural resources. Forest resource accounting is urgently needed to achieve the sustainability goals of ecosystem management.  相似文献

Current economic assessment implies that there are considerable quantities of uranium available for use in present thermal reactors, albeit at very high costs. However, this method of appraisal contains a fundamental contradiction concerning the relationship between the price of electricity and the cost of uranium concentrate. Derivation of real costs with the technique of energy analysis is used to correct this basic inconsistency. This approach demonstrates that the amount of economically recoverable uranium is substantially less than previously expected. Consequently, if current forecasts of nuclear power growth are achieved then serious shortages of uranium will occur in the foreseeable future.  相似文献

The article states the case for greatly enhanced reliance on desalination in the provision of freshwater. It argues that the concept of integrated water resource management (IWRM), should be expanded to routinely include desalination, and that sea water and brackish water should be listed among available sources of freshwater. In recent years, the price per m3 of freshwater obtained from desalination has steadily declined, and is now within competitive range of conventional sources, especially as extracting water from surface sources (rivers, lakes) is becoming increasingly expensive as well as ecologically harmful, and groundwater in many locations is saline or depleted. With the expectation that by 2020, five billion people will reside in megacities, today's conventional water resources are likely to become insufficient. As many of these megacities are located near ocean coasts, sea water seems a logical solution.  相似文献

Institutional arrangements (formal governmental policies) are the key to many resource problems. However, few efforts have been made to explain changes in natural resource policy over time. This paper traces the changing pattern in US resource policy during the 20th century. Trends in natural resource institutions since 1900 are divided into three distinct periods. Each period is characterized in terms of the criteria used to evaluate policy, the management tools used to implement policy, the role of government in resource policy, and distributional issues of the day. The paper ends with speculation about the source of fundamental changes in resource policy and the role of economists in the policy-making process.  相似文献

This study examined the effects of individual responsibility and communication in a simulated resource management problem. Subjects faced the problem of how to harvest resources from a regenerating pool so as to maximize their individual harvests without overexploiting the pool. One behavioral option open to individuals involved the sacrifice of a harvesting opportunity in order to add to the pool, thereby benefiting the rest of the group. A 2 x 2 factorial design was used to test the effect of this kind of heroism by (1) including a volunteer leader in the group and (2) including the possibility of communication. Results showed communication produced a significant increase in heroism and in group harvest, resulting from better management of the pool. The presence of a leader in a group had no overall effect on group performance. The implications of these findings for current resource management crises are discussed.  相似文献

Countries that possess rich mineral deposits, it is widely assumed, are fortunate. Such deposits are assets, part of a country's natural capital. Mining is the key that converts dormant mineral wealth into schools, homes, ports, and other forms of capital that directly contribute to economic development. Over the past two decades, however, a more negative view of mining has emerged that questions the positive relationship between mineral extraction and economic development. The impetus for the alternative view came from empirical studies suggesting that countries where mining is important have not grown as rapidly as other countries. More recent studies have explored the possible reasons behind the disappointing performance of many mineral producing countries. While the central point of contention between the conventional and alternative views — namely, whether or not mining usually promotes economic development — remains unresolved, there is widespread agreement that rich mineral deposits provide developing countries with opportunities, which in some instances have been used wisely to promote development, and in other instances have been misused, hurting development. The consensus on this issue is important, for it means that one uniform policy toward all mining in the developing world is not desirable, despite the recent suggestions by some to the contrary. The appropriate public policy question is not should we or should we not promote mining in the developing countries, but rather where should we encourage it and how can we ensure that it contributes as much as possible to economic development and poverty alleviation.  相似文献

Chilean economic reforms, introduced in the 1970s and early 1980s, discarded decades of state intervention in the economy, but were accompanied by considerable economic pain and social stress from domestic and international sources. In the 1990s, Chile, supported by a competitive micro-economy, a stable macro-economy, strong linkages with the world economy and the return to democratic government, is exploiting its world-class resource sectors to propel economic growth in order to address social problems. However, the prospects for raising living standards in Chile and other resource-exporting developing countries are critically dependent on a favourable external environment.  相似文献

Age dependency of [3H]-ouabain binding, 45Ca2+ eflux and its magnetosensitivity in rats’ brain cortex and heart muscle tissues were studied. Curves of dose-dependent [3H]-ouabain binding consisted of three components with different affinities (10−7–10−4 M (α1); 10−9–10−7 M (α2); and 10−11–10−9 M (α3)). These curves were also characterized by different dose-dependent kinetics. [3H]-ouabain binding with α3 receptors in brain cortex and heart muscle tissues of young and adult animals had a dose-dependent character, while that in old ones had a dose-independent character. A 0.2 T static magnetic field (SMF) exposure had modulation effect on ouabain binding with α1, α2 and α3 receptors in young rats, while in adult ones, only α3 receptors were magnetosensitive. In old animals, SMF exposure had no significant effect on ouabain binding with α3 receptors in brain cortex, while in heart muscle, it had inhibitory effect on it. Age-dependent effect of ouabain impact on 45Ca2+ efflux showed that all concentrations of ouabain lead to inhibitory effect in young animals’ brain cortex and heart muscle (with the exception of 10−10 and 10−6 M), while in old ones, it had activation effect as compared with data received without ouabain. SMF exposure in young animals had activation effect on 45Ca2+ efflux from brain cortex and heart muscle in data without ouabain, and in old rats, 45Ca2+ efflux from brain cortex was magnetic insensitive. In old animals, SMF increased 45Ca2+ efflux even after extra low concentration of ouabain. It is suggested that α3 receptors having a crucial role in the regulation of Na+/Ca2+ exchange serve as age-dependent magnetosensors of excitable cells.  相似文献

The increasing acceptance of inappropriate concepts in the realms of plant genetic resources and biological conservation prompts re-examination of the subject. This paper analyses proposals for new multi-level governance of Swedish water resources to implement the EU Water Framework Directive. The question is, do they satisfy the criteria for ecologically rational and democratically legitimate governance? The core of the analysis concerns an administrative 'trilemma' encountered in designing ecologically effective and democratically acceptable multi-level governance. This trilemma is characterised by tensions between effectiveness, participation and legitimacy, all core values of 'good governance'. The Swedish proposal constitutes an effort to achieve cost-effective implementation of the EU Directive through an ecosystem-based multi-level organisation. It also seeks to bring about democratically legitimate governance through stakeholder networks and negotiations at the sub-catchment level, and governance 'partnerships' among local governments and organised interests. In particular, the assessment addresses issues of integrating such 'super-local' and local alternatives within the larger web of multi-level water resource governance. Although intended to escape the 'trilemma', the proposed combination of formal government and informal governance is found wanting in terms of effectiveness as well as participation and legitimacy.  相似文献

There are several strategies open to an economy in its attempt to attain sustainable economic development depending on its historical background and resource endowment. One of such is the resource-led strategy. Nigeria is superabundantly rich in crude oil and has reaped billions of petrodollars. However, the country seems to be facing the problem of successfully translating this huge oil wealth into sustainable development. This paper employs the vector error-correction methodology in examining the long-run impact of the huge oil wealth accruing to Nigeria on its economic development. Indicators such as per capita GDP (PGDP), household consumption, infrastructural development (electricity), and agricultural and manufacturing output growth rates are examined. The results suggest a significant positive long-run impact of per capita oil revenue on per capita household consumption and electricity generation, while a negative relationship is established for GDP, agriculture and manufacturing. Even for those variables with negative relationship at current period, there exist positive relationships at subsequent lags. Thus, oil revenue, if properly managed and invested, could be effectively used to induce oil-led development in Nigeria provided the current inhibitions of corruption, lack of transparency, accountability and fairness in its use and distribution are removed.  相似文献
