This article aims to develop a general model for the evaluation of ecological-economic efficiency that will serve as an information support tool for decision making at the corporate, municipal, and regional levels. It encompasses cost-benefit analysis in solid waste management by applying a sustainability promoting approach that is explicitly related to monetary measures. A waste managements’ efficient decision (WAMED) model based on cost-benefit analysis is proposed and developed to evaluate the ecological-economic efficiency of solid waste management schemes. The employment of common business administration methodology tools is featured. A classification of competing waste management models is introduced to facilitate evaluation of the relevance of the previously introduced WAMED model. Suggestions are made for how to combine the previously introduced EUROPE model, based on the equality principle, with the WAMED model to create economic incentives to reduce solid waste management-related emissions. A fictive case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept. It is concluded that the presented methodology reflects an integrated approach to decreasing negative impacts on the environment and on the health of the population, while increasing economic benefits through the implementation of solid waste management projects.  相似文献

Setting priorities for waste management strategies in developing countries.   总被引:2,自引:0,他引:2  
This study aimed to determine whether the waste management systems, that are presently applied in affluent countries are appropriate solutions for waste management in less developed regions. For this purpose, three cities (Vienna, Damascus and Dhaka) which differ greatly in their gross domestic product and waste management were compared. The criteria for evaluation were economic parameters, and indicators as to whether the goals of waste management (protection of human health and the environment, the conservation of resources) were reached. Based on case studies, it was found that for regions spending 1-10 Euro capita(-1) year(-1) for waste management, the 'waste hierarchy' of prevention, recycling and disposal is not an appropriate strategy. In such regions, the improvement of disposal systems (complete collection, upgrading to sanitary landfilling) is the most cost-effective method to reach the objectives of solid waste management. Concepts that are widely applied in developed countries such as incineration and mechanical waste treatment are not suitable methods to reach waste management goals in countries where people cannot spend more than 10 Euro per person for the collection, treatment and disposal of their waste. It is recommended that each region first determines its economic capacity for waste management and then designs its waste management system according to this capacity and the goals of waste management.  相似文献

In the present paper, an innovative model for the estimation of municipal solid waste generation and collection is proposed. This model is part of an extended solid waste management system and uses a spatial Geodatabase, integrated in a GIS environment. It takes into consideration several parameters of waste generation, such as population density, commercial activities, road characteristics and their influence on the location and allocation of waste bins. Ground-based analysis was applied for the estimation of the inter-relations between the aforementioned factors and the variations in waste generation between residential and commercial areas. Therefore, the proposed model follows a unified categorization approach for residential and commercial activities and focuses on the dominant factors that determine waste generation in the area under study. The most important result of the research work presented in the current paper is an accurate estimation of the optimal number of waste bins and their allocation. A new methodology and an appropriate algorithm have been developed for this purpose in order to facilitate routing and waste collection. By using these results, municipalities aware of social, economical and environmental factors, related to waste management, can achieve optimal usage of their resources and offer the best possible services to their citizens.  相似文献

The US Environmental Protection Agency (US EPA) launched the Resource Conservation Challenge (RCC) in 2002 to help reduce waste and move towards more sustainable resource consumption. The objective of the RCC is to help communities, industries, and the public think in terms of materials management rather than waste disposal. Reducing cost, finding more efficient and effective strategies to manage municipal waste, and thinking in terms of materials management requires a holistic approach that considers life-cycle environmental tradeoffs. The US EPA's National Risk Management Research Laboratory has led the development of a municipal solid waste decision support tool (MSW-DST). The computer software can be used to calculate life-cycle environmental tradeoffs and full costs of different waste management or materials recovery programs. The environmental methodology is based on the use of life-cycle assessment and the cost methodology is based on the use of full-cost accounting. Life-cycle inventory (LCI) environmental impacts and costs are calculated from the point of collection, handling, transport, treatment, and disposal. For any materials that are recovered for recycling, offsets are calculated to reflect potential emissions savings from use of virgin materials. The use of the MSW-DST provides a standardized format and consistent basis to compare alternatives. This paper provides an illustration of how the MSW-DST can be used by evaluating ten management strategies for a hypothetical medium-sized community to compare the life-cycle environmental and cost tradeoffs. The LCI results from the MSW-DST are then used as inputs into another US EPA tool, the Tool for the reduction and assessment of chemical and other environmental impacts, to convert the LCI results into impact indicators. The goal of this paper is to demonstrate how the MSW-DST can be used to identify and balance multiple criteria (costs and environmental impacts) when evaluating options for materials and waste management. This type of approach is needed in identifying strategies that lead to reduced waste and more sustainable resource consumption. A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

Waste represents the loss of both material and energy resources. Because excessive waste generation is a symptom of inefficient production processes, low durability of goods and unsustainable consumption patterns, waste quantities can be considered as an indicator of how efficiently society uses raw materials. Therefore, good waste management begins with preventing waste from being generated. The objective of this paper is to present the work related to waste minimization in Lithuania by introducing successful examples from industry, to bring ideas and inspiration to authorities, companies, and others working in the field of waste minimization. The paper is supporting EU waste policy manifested in the EU waste strategy and the proposed Sixth Environmental Action Programme. Many enterprises are still unaware of the full costs of waste management. Therefore, by applying the methodology presented in the paper, companies could make substantial reductions in their waste, and therefore, disposal costs. Waste minimization (WM) often results in substantial savings through reduced purchasing costs and more efficient practices. It also has wide environmental benefits such as reduced energy consumption and less environmental pollution, conservation of natural resources and extension of valuable landfill capacity. Therefore, waste prevention should have the highest priority in waste strategies, as this is the only way to stop the growth of the amount of waste and reduce the loss of resources (EUC Bulletin 12, 1996).  相似文献

Waste prevention has been addressed in the literature in terms of the social and behavioural aspects, but very little quantitative assessment exists of the environmental benefits. Our study evaluates the environmental consequences of waste prevention on waste management systems and on the wider society, using life-cycle thinking. The partial prevention of unsolicited mail, beverage packaging and food waste is tested for a "High-tech" waste management system relying on high energy and material recovery and for a "Low-tech" waste management system with less recycling and relying on landfilling. Prevention of 13% of the waste mass entering the waste management system generates a reduction of loads and savings in the waste management system for the different impacts categories; 45% net reduction for nutrient enrichment and 12% reduction for global warming potential. When expanding our system and including avoided production incurred by the prevention measures, large savings are observed (15-fold improvement for nutrient enrichment and 2-fold for global warming potential). Prevention of food waste has the highest environmental impact saving. Prevention generates relatively higher overall relative benefit for "Low-tech" systems depending on landfilling. The paper provides clear evidence of the environmental benefits of waste prevention and has specific relevance in climate change mitigation.  相似文献

Although the 2Rs (reduce and reuse) are considered high-priority approaches, there has not been enough quantitative research on effective 2R management. The purpose of this paper is to provide information obtained through the International Workshop in Kyoto, Japan, on 11–13 November 2015, which included invited experts and researchers in several countries who were in charge of 3R policies, and an additional review of 245 previous studies. It was found that, regarding policy development, the decoupling between environmental pressures and economy growth was recognized as an essential step towards a sustainable society. 3R and resource management policies, including waste prevention, will play a crucial role. Approaches using material/substance flow analyses have become sophisticated enough to describe the fate of resources and/or hazardous substances based on human activity and the environment, including the final sink. Life-cycle assessment has also been developed to evaluate waste prevention activities. Regarding target products for waste prevention, food loss is one of the waste fractions with the highest priority because its countermeasures have significant upstream and downstream effects. Persistent organic pollutants and hazardous compounds should also be taken into account in the situation where recycling activities are globally widespread for the promotion of a material-cycling society.  相似文献

This article presents a proposal of methodology for conducting such research and development. The data/statistics waste collection statistics phase must cover geographical distribution, seasonal variations on production rates, waste management practices, current applications and their related costs and revenues. Waste characterisation must be comprehensive with physical, environmental and chemical aspects, including waste variability and waste contamination from shipping, handling and storage activities. Based on the previous results a broad forecast of potential applications must be developed based on very simple rules like minimisation of transportation distances and energy consumption, etc. Marketing evaluation is a very important step, frequently neglected when choosing the best applications for a particular waste. Other steps are product development and performance evaluation. Environmental evaluation of the new technology is very important because not all recycling is environmentally sound. This evaluation must be based on the life cycle assessment (LCA) and has to consider the environmental benefit of avoiding landfill disposal of the waste, and could include leaching or other specific tests or simulations. Also, the technological transference phase must be carefully planned and developed. Each proposed step is discussed, examples are given and needs for further research emphasised.  相似文献

Based on a review of hundreds of environmental restoration program optimization reviews, this article describes management tools found in successful and efficient remediation programs. Projects that consistently struggled to achieve their objectives were observed to be missing certain, or to have inadequately used, these tools. The tools are articulated as best practices because when they are present and actively used, project shortcomings were minimal. Priority objectives for site owners and project managers include improving efficiency and effectiveness through performance management, reducing resource usage and energy consumption, ensuring protectiveness, and reducing uncertainty in management decision making. Restoring environmental resources damaged by historic waste management practices began in earnest in the late 1960s and early 1970s with the broad recognition of the problems caused by environmental discharges and spills when wastes are not managed appropriately. Under new regulations, soil and groundwater remediation projects could be, and were, conducted within a defined framework. The number and variety of restoration projects that were launched resulted in a slew of projects progressing through the stages of characterization, decision, and cleanup, and more were added to the cleanup process each year. In the 1990s, the Department of Defense noted that many cleanup efforts were projected to incur substantial operational, maintenance, and monitoring costs for decades into the future. This was correctly perceived as an opportunity to optimize those systems and programs, minimize costs, and reduce health and environmental risks. The best practices outlined in this article address management tools that were identified in optimization efforts that led to effective and efficient environmental remediation projects. © 2010 Wiley Periodicals, Inc.  相似文献

The large waste generation has become one of the worldwide environmental problems. Circular economy has been seen as a way to tackle its urgent problems of environmental degradation and source scarcity. In recent years, under the concepts of circular economy, waste prevention through “Reduce, Reuse and Recycle” (3R) rules have attracted a broad concern in China. China has made some great achievements on waste management, and at the same time is facing many challenges. It is very necessary to share the management experiences and practices with the scholars and managers in other countries. This review covered the current situation and progress of circular economy development from the perspective of the legal regime and project practices, and the recycling practices of typical waste. The typical household wastes, including municipal solid wastes (MSW), e-waste, and end of life vehicles (ELV), were studied as the typical cases. Based on an examination of the statistical results, we also identified the potential problems and challenges for waste prevention through 3R in China. Finally, we provided some effective measures to further improve the waste management and recycling in China.  相似文献

In the last years, the European Union (EU) has been focused on the reduction of construction and demolition (C&D) waste. Specifically, in 2006, Spain generated roughly 47million tons of C&D waste, of which only 13.6% was recycled. This situation has lead to the drawing up of many regulations on C&D waste during the past years forcing EU countries to include new measures for waste prevention and recycling. Among these measures, the mandatory obligation to quantify the C&D waste expected to be originated during a construction project is mandated. However, limited data is available on civil engineering projects. Therefore, the aim of this research study is to improve C&D waste management in railway projects, by developing a model for C&D waste quantification. For this purpose, we develop two equations which estimate in advance the amount, both in weight and volume, of the C&D waste likely to be generated in railway construction projects, including the category of C&D waste generated for the entire project.  相似文献

Strategic and operational decisions in waste management, in particular with respect to investments in new treatment facilities, are needed due to a number of factors, including continuously increasing amounts of waste, political demands for efficient utilization of waste resources, and the decommissioning of existing waste treatment facilities. Optimization models can assist in ensuring that these investment strategies are economically feasible.Various economic optimization models for waste treatment have been developed which focus on different parameters. Models focusing on transport are one example, but models focusing on energy production have also been developed, as well as models which take into account a plant’s economies of scale, environmental impact, material recovery and social costs. Finally, models combining different criteria for the selection of waste treatment methods in multi-criteria analysis have been developed.A thorough updated review of the existing models is presented, and the main challenges and crucial parameters that need to be taken into account when assessing the economic performance of waste treatment alternatives are identified. The review article will assist both policy-makers and model-developers involved in assessing the economic performance of waste treatment alternatives.  相似文献

The study tested whether attitude towards littering mediates the relationship between personality attributes (altruism and locus of control) and responsible environmental behavior (REB) among some residents of Ibadan metropolis, Nigeria. Using multistage sampling technique, measures of each construct were administered to 1360 participants. Results reveal significant independent and joint influence of personality attributes on attitude towards littering and responsible environmental behavior, respectively. Attitude towards littering also mediates the relationship between personality characteristics and REB. These findings imply that individuals who possess certain desirable personality characteristics and who have unfavorable attitude towards littering have more tendencies to engage in pro-environmental behavior. Therefore, stakeholders who have waste management as their priority should incorporate this information when guidelines for public education and litter prevention programs are being developed. It is suggested that psychologists should be involved in designing of litter prevention strategies. This will ensure the inclusion of behavioral issues in such strategies. An integrated approach to litter prevention that combines empowerment, cognitive, social, and technical solutions is recommended as the most effective tool of tackling the litter problem among residents of Ibadan metropolis.  相似文献

Human activities generate waste and the amounts tend to increase as the demand for quality of life increases. Today’s rate in the Southeast Asian Nations (ASEANs) is alarming, posing a challenge to governments regarding environmental pollution in the recent years. The expectation is that eventually waste treatment and waste prevention approaches will develop towards sustainable waste management solutions. This expectation is for instance reflected in the term ‘zero emission systems’. The concept of zero emissions can be applied successfully with today’s technical possibilities in the agro-based processing industry. First, the state-of-the-art of waste management in Southeast Asian countries will be outlined in this paper, followed by waste generation rates, sources, and composition, as well as future trends of waste. Further on, solutions for solid waste management will be reviewed in the discussions of sustainable waste management. The paper emphasizes the concept of waste prevention through utilization of all wastes as process inputs, leading to the possibility of creating an ecosystem in a loop of materials. Also, a case study, focusing on the citrus processing industry, is displayed to illustrate the application of the aggregated material input–output model in a widespread processing industry in ASEAN. The model can be shown as a closed cluster, which permits an identification of opportunities for reducing environmental impacts at the process level in the food processing industry. Throughout the discussion in this paper, the utilization of renewable energy and economic aspects are considered to adapt to environmental and economic issues and the aim of eco-efficiency. Additionally, the opportunities and constraints of waste management will be discussed.  相似文献

Disposal of about 1750tons of solid wastes per day is the result of a rapid population growth in the province of Khuzestan in the south west of Iran. Most of these wastes, especially hospital solid wastes which have contributed to the pollution of the environment in the study area, are not properly managed considering environmental standards and regulations. In this paper, the framework of a master plan for managing hospital solid wastes is proposed considering different criteria which are usually used for evaluating the pollution of hospital solid waste loads. The effectiveness of the management schemes is also evaluated. In order to rank the hospitals and determine the share of each hospital in the total hospital solid waste pollution load, a multiple criteria decision making technique, namely analytical hierarchy process (AHP), is used. A set of projects are proposed for solid waste pollution control and reduction in the proposed framework. It is partially applied for hospital solid waste management in the province of Khuzestan, Iran. The results have shown that the hospitals located near the capital city of the province, Ahvaz, produce more than 43% of the total hospital solid waste pollution load of the province. The results have also shown the importance of improving management techniques rather than building new facilities. The proposed methodology is used to formulate a master plan for hospital solid waste management.  相似文献

A new model has been developed for evaluating the overall resource consumption and environmental impacts of municipal solid waste management systems by the use of life cycle assessment. The model is named EASEWASTE (Environmental Assessment of Solid Waste Systems and Technologies) and is able to compare different waste management strategies, waste treatment methods and waste process technologies. The potential environmental impacts can be traced back to the most important processes and waste fractions that contribute to the relevant impacts. A model like EASEWASTE can be used by waste planners to optimize current waste management systems with respect to environmental achievements and by authorities to set guidelines and regulations and to evaluate different strategies for handling of waste. The waste hierarchy has for decades been governing waste management but the ranking of handling approaches may not always be the most environmentally friendly. The EASEWASTE model can identify the most environmentally sustainable solution, which may differ among waste materials and regions and can add valuable information about environmental achievements from each process in a solid waste management system.  相似文献

In the present paper, a new system of purpose built landfill (PBLF) has been proposed for the control of methane emissions from municipal solid waste (MSW), by considering all favourable conditions for improved methane generation in tropical climates. Based on certain theoretical considerations multivariate functional models (MFMs) are developed to estimate methane mitigation and energy generating potential of the proposed system. Comparison was made between the existing waste management system and proposed PBLF system. It has been found that the proposed methodology not only controlled methane emissions to the atmosphere but also could yield considerable energy in terms of landfill gas (LFG). Economic feasibility of the proposed system has been tested by comparing unit cost of waste disposal in conventional as well as PBLF systems. In a case study of MSW management in Mumbai (INDIA), it was found that the unit cost of waste disposal with PBLF system is seven times lesser than that of the conventional waste management system. The proposed system showed promising energy generation potential with production of methane worth of Rs. 244 millions/y ($5.2 million/y). Thus, the new waste management methodology could give an adaptable solution for the conflict between development, environmental degradation and natural resources depletion.  相似文献

This paper analyses some of the higher education and research capacity building experiences gained from 1998-2006 by Danish and Malaysian universities. The focus is on waste management, directly relating to both the environmental and socio-economic dimensions of sustainable development. Primary benefits, available as an educational legacy to universities, were obtained in terms of new and enhanced study curricula established on Problem-oriented Project-based Learning (POPBL) pedagogy, which strengthened academic environmental programmes at Malaysian and Danish universities. It involved more direct and mutually beneficial cooperation between academia and businesses in both countries. This kind of university reach-out is considered vital to development in all countries actively striving for global and sustainable development. Supplementary benefits were accrued for those involved directly in activities such as the 4 months of field studies, workshops, field courses and joint research projects. For students and academics, the gains have been new international dimensions in university curricula, enhanced career development and research collaboration based on realworld cases. It is suggested that the area of solid waste management offers opportunities for much needed capacity building in higher education and research, contributing to sustainable waste management on a global scale. Universities should be more actively involved in such educational, research and innovation programmes to make the necessary progress. ISWA can support capacity building activities by utilizing its resources--providing a lively platform for debate, securing dissemination of new knowledge, and furthering international networking beyond that which universities already do by themselves. A special challenge to ISWA may be to improve national and international professional networks between academia and business, thereby making education, research and innovation the key driving mechanisms in sustainable development in solid waste management.  相似文献
