The influence of science in the recognition of the effects of landscape changes on coastal ecosystems and in the development of effective policy for managing and restoring these ecosystems is examined through four case studies: Chesapeake Bay, San Francisco Bay, the Mississippi Delta, and Florida Bay. These ecosystems have undergone major alterations as a result of changes in the delivery of water, sediments and nutrients from their watersheds. Both science and management have been challenged by the spatial, functional and temporal scale mismatches inherent in the watershed-coastal ecosystem relationship. Key factors affecting the influence of science on management include (1) sustained scientific investigation, responsive to but not totally defined by managers; (2) clear evidence of change, the scale of the change and the causes of the change; (3) consensus among the scientific communities associated with various interests; (4) the development of models to guide management actions; (5) identification of effective and feasible solutions to the problems.  相似文献

Human activities and oceanic influences like mixing and/or upwelling define the hydrochemical and biological characteristics of coastal regions. In Sanya Bay, northern South China Sea, the balance between these two influences on spatial and temporal scales is poorly understood. The influence from human activities was due to discharge from Sanya River, whereas the most important marine influence was related to seasonal changes in hydrodynamics. Spatial differences (p<0.05) in total nitrogen (TN) and chlorophyll-a (Chl-a) were observed. Seasonal differences were observed for temperature and nutrients. Human activities are the dominant factor influemcing hydrochemistry in the inner bay. This region exhibited the maximum influence of discharge from Saya River as estimated by higher nutrient levels. Oceanic influences like upwelling and mixing caused by monsoons are the dominant factors influencing hydrochemistry in the central and outer bay. Both human activities and oceanic influences play important roles in coastal ecosystems in Sanya Bay. This study has defined these characteristics so that better management policies can be enacted.  相似文献

A three-dimensional, baroclinic numerical circulation model is applied to the combined Rookery Bay and Naples Bay estuary complex. We focus on two aspects of the model simulations: the tidal circulation, for which we have observations of sea level and currents at several stations spanning Rookery Bay, and the salinity variations, for which we have observations at one station. After establishing model veracity through quantitative comparisons with observations, we use the model to address salinity changes that could arise due to regulatory fresh water flow rate modifications. Two different sets of experiments are performed. The first considers the salinity changes in Rookery Bay by increasing the fresh water flow rates into Henderson Creek through the addition of either 1.4 m3/s or 2.8 m3/s to the ambient flow rates. The second considers the salinity changes in Naples Bay by decreasing the fresh water flow rates through the subtraction of 9.9 m3/s from the Golden Gate Canals’ ambient flow rates. All of these scenarios result in significant, quantifiable salinity changes within the Rookery Bay and Naples Bay estuary complexes, demonstrating the environmental management utility of using high resolution, three-dimensional, numerical circulation models, as applied herein, for assessing the water properties of complex, multi-connected estuarine systems.  相似文献

Abstract: Integrating knowledge from across the natural and social sciences is necessary to effectively address societal tradeoffs between human use of biological diversity and its preservation. Collaborative processes can change the ways decision makers think about scientific evidence, enhance levels of mutual trust and credibility, and advance the conservation policy discourse. Canada has responsibility for a large fraction of some major ecosystems, such as boreal forests, Arctic tundra, wetlands, and temperate and Arctic oceans. Stressors to biological diversity within these ecosystems arise from activities of the country's resource‐based economy, as well as external drivers of environmental change. Effective management is complicated by incongruence between ecological and political boundaries and conflicting perspectives on social and economic goals. Many knowledge gaps about stressors and their management might be reduced through targeted, timely research. We identify 40 questions that, if addressed or answered, would advance research that has a high probability of supporting development of effective policies and management strategies for species, ecosystems, and ecological processes in Canada. A total of 396 candidate questions drawn from natural and social science disciplines were contributed by individuals with diverse organizational affiliations. These were collaboratively winnowed to 40 by our team of collaborators. The questions emphasize understanding ecosystems, the effects and mitigation of climate change, coordinating governance and management efforts across multiple jurisdictions, and examining relations between conservation policy and the social and economic well‐being of Aboriginal peoples. The questions we identified provide potential links between evidence from the conservation sciences and formulation of policies for conservation and resource management. Our collaborative process of communication and engagement between scientists and decision makers for generating and prioritizing research questions at a national level could be a model for similar efforts beyond Canada.  相似文献

As invasion rates of exotic species increase, an ecosystem level understanding of their impacts is imperative for predicting future spread and consequences. We have previously shown that network analyses are powerful tools for understanding the effects of exotic species perturbation on ecosystems. We now use the network analysis approach to compare how the same perturbation affects another ecosystem of similar trophic status. We compared food web characteristics of the Bay of Quinte, Lake Ontario (Canada), to previous research on Oneida Lake, New York (USA) before and after zebra mussel (Dreissena polymorpha) invasion. We used ecological network analysis (ENA) to rigorously quantify ecosystem function through an analysis of direct and indirect food web transfers. We used a social network analysis method, cohesion analysis (CA), to assess ecosystem structure by organizing food web members into subgroups of strongly interacting predators and prey. Together, ENA and CA allowed us to understand how food web structure and function respond simultaneously to perturbation. In general, zebra mussel effects on the Bay of Quinte, when compared to Oneida Lake, were similar in direction, but greater in magnitude. Both systems underwent functional changes involving focused flow through a small number of taxa and increased use of benthic sources of production; additionally, both systems structurally changed with subgroup membership changing considerably (33% in Oneida Lake) or being disrupted entirely (in the Bay of Quinte). However, the response of total ecosystem activity (as measured by carbon flow) differed between both systems, with increasing activity in the Bay of Quinte, and decreasing activity in Oneida Lake. Thus, these analyses revealed parallel effects of zebra mussel invasion in ecosystems of similar trophic status, yet they also suggested that important differences may exist. As exotic species continue to disrupt the structure and function of our native ecosystems, food web network analyses will be useful for understanding their far-reaching effects.  相似文献

The Tampa Bay Ecosystem Services Demonstration Project (TBESDP) is part of the U.S. Environmental Protection Agency’s Ecosystem Services Research Program. The principal objectives of TBESDP are to (1) quantify the ecosystem services of the Tampa Bay watershed, (2) determine the value of ecosystem services to society, (3) predict the supply of ecosystem services under future scenarios of population growth and climate change, and (4) apply this knowledge through models and tools that will support the best informed environmental decisions possible. The scope and complexity of this project required intensive effort to establish which services can be quantified by applying existing models, data, and scientific literature and which services will require supporting research. Research priorities were assessed by: (1) developing and refining conceptual models of major ecosystems in the Tampa Bay region, (2) gathering input from stakeholders about the relative importance and values of various ecosystem services, (3) preparing and reviewing a bibliometric analysis of the volume of scientific literature relevant to the ecosystems and services of interest, and (4) evaluating an integrated analysis of importance, value, and availability of scientific information. This analysis led us to focus on two research priorities, seagrass-habitat functions as support for fishery production, and wetlands as regulators of water quality.  相似文献

Despite its successes, the U.S. Endangered Species Act (ESA) has proven challenging to implement due to funding limitations, workload backlog, and other problems. As threats to species survival intensify and as more species come under threat, the need for the ESA and similar conservation laws and policies in other countries to function efficiently has grown. Attempts by the U.S. Fish and Wildlife Service (USFWS) to streamline ESA decisions include multispecies recovery plans and habitat conservation plans. We address species status assessment (SSA), a USFWS process to inform ESA decisions from listing to recovery, within the context of multispecies and ecosystem planning. Although existing SSAs have a single-species focus, ecosystem-based research can efficiently inform multiple SSAs within a region and provide a foundation for transition to multispecies SSAs in the future. We considered at-risk grassland species and ecosystems within the southeastern United States, where a disproportionate number of rare and endemic species are associated with grasslands. To initiate our ecosystem-based approach, we used a combined literature-based and structured World Café workshop format to identify science needs for SSAs. Discussions concentrated on 5 categories of threats to grassland species and ecosystems, consistent with recommendations to make shared threats a focus of planning under the ESA: (1) habitat loss, fragmentation, and disruption of functional connectivity; (2) climate change; (3) altered disturbance regimes; (4) invasive species; and (5) localized impacts. For each threat, workshop participants identified science and information needs, including database availability, research priorities, and modeling and mapping needs. Grouping species by habitat and shared threats can make the SSA process and other planning processes for conservation of at-risk species worldwide more efficient and useful. We found a combination of literature review and structured discussion effective for identifying the scientific information and analysis needed to support the development of multiple SSAs. The Irish Sea’s distinctive hydrographic features present unique opportunities for research into the complex processes that regulate shelf-sea ecosystems. Such studies are essential in developing capabilities to detect and evaluate change in marine environments. A 1993 review showed almost 230 projects underway on the Irish Sea, spanning all the major fields of marine science. But a large proportion of research projects failed to indicate the purpose of the work; overall, there was a remarkable absence of clarity and specificity in the objectives. Progress in some fields is also hampered by insufficient coordination and cohesion; at present there are no standing arrangements between Ireland and the United Kingdom that provide for bilateral co-ordination of scientific work in the area. There is clearly a need for a more planned and integrated Irish Sea science programme to provide information for management purposes and also to advance scientific understanding of the components and functions of Irish Sea ecosystems, and how and why they change with time. There is a common belief that the first of these predominantly involves monitoring, and the second research. However, the paper cautions that this is a dubious and unnecessary distinction. A strategy aimed at better integration of research and monitoring (e.g. a framework of linked objectives and targets) could substantially increase the information dividend from current investments in Irish Sea science. Based on a joint Irish/UK review, this paper outlines studies and approaches that are seen as key elements of a future, more relevant and cost-effective research programme for the Irish Sea.  相似文献

Recent calls for the development of ecosystem-based fisheries management compel the development of resource management tools and linkages between existing fisheries management tools and other resource tools to enable assessment and management of multiple impacts on fisheries resources. In this paper, we describe the use of the Chesapeake Bay Fisheries Ecosystem Model (CBFEM), developed using the Ecopath with Ecosim (EwE) software, and the Chesapeake Bay Water Quality Model (WQM) to demonstrate how linkages between available modeling tools can be used to inform ecosystem-based natural resource management. The CBFEM was developed to provide strategic ecosystem information in support of fisheries management. The WQM was developed to assess impacts on water quality. The CBFEM was indirectly coupled with the WQM to assess the effects of water quality and submerged aquatic vegetation (SAV) on blue crabs. The output from two WQM scenarios (1985-1994), a baseline scenario representing actual nutrient inputs and another with reduced inputs based on a tributary management strategy, was incorporated into the CBFEM. The results suggested that blue crab biomass could be enhanced under management strategies (reduced nutrient input) when the effective search rate of blue crab young-of-the-year's (YOY's) predators or the vulnerability of blue crab YOY to its predators was adjusted by SAV. Such model linkages are important for incorporating physical and biological components of ecosystems in order to explore ecosystem-based fisheries management options.  相似文献

The Ecological Society of America has evaluated current U.S. national policies and practices on biological invasions in light of current scientific knowledge. Invasions by harmful nonnative species are increasing in number and area affected; the damages to ecosystems, economic activity, and human welfare are accumulating. Without improved strategies based on recent scientific advances and increased investments to counter invasions, harm from invasive species is likely to accelerate. Federal leadership, with the cooperation of state and local governments, is required to increase the effectiveness of prevention of invasions, detect and respond quickly to new potentially harmful invasions, control and slow the spread of existing invasions, and provide a national center to ensure that these efforts are coordinated and cost effective. Specifically, the Ecological Society of America recommends that the federal government take the following six actions: (1) Use new information and practices to better manage commercial and other pathways to reduce the transport and release of potentially harmful species; (2) Adopt more quantitative procedures for risk analysis and apply them to every species proposed for importation into the country; (3) Use new cost-effective diagnostic technologies to increase active surveillance and sharing of information about invasive species so that responses to new invasions can be more rapid and effective; (4) Create new legal authority and provide emergency funding to support rapid responses to emerging invasions; (5) Provide funding and incentives for cost-effective programs to slow the spread of existing invasive species in order to protect still uninvaded ecosystems, social and industrial infrastructure, and human welfare; and (6) Establish a National Center for Invasive Species Management (under the existing National Invasive Species Council) to coordinate and lead improvements in federal, state, and international policies on invasive species. Recent scientific and technical advances provide a sound basis for more cost-effective national responses to invasive species. Greater investments in improved technology and management practices would be more than repaid by reduced damages from current and future invasive species. The Ecological Society of America is committed to assist all levels of government and provide scientific advice to improve all aspects of invasive-species management.  相似文献

Monitoring data collected for all ecosystems will be integrated for regional and national status and trends assessments. the near coastal component of EMAP consists of estuaries, coastal waters, and the Great Lakes. Near coastal ecosystems have been regionalized and classified, and an integrated sampling strategy has been developed. EPA and NOAA have agreed to coordinate and, to the extent possible, integrate the near coastal component of EMAP with the NOAA National Status and Trends Program. A demonstration project was conducted in estuaries of the mid-Atlantic region (Chesapeake Bay to Cape Cod) in the summer of 1990. in 1991, monitoring continued in mid-Atlantic estuaries and was initiated in estuaries of a portion of the Gulf of Mexico. Preliminary results indicate: there are no insurmountable logistical problems with sampling on a regional scale; several of the selected indicators are practical and sensitive on the regional scale; and an efficient effort in future years will provide valuable information on condition of estuarine resources at regional scales.  相似文献

This paper examines how scientific literature and policy documents frame the ecosystem concept and how these frames have shaped scientific dialogue and policy making over time. This was achieved by developing a frame typology, as a basis for organizing relevant value expressions, to assess how different frames have altered perspectives of the ecosystem concept. The frame typology and analysis is based on a semi‐grounded and longitudinal document analysis of scientific literature and policy documents using the ecosystem concept. Despite changing discourses and public priorities (e.g., cultural constructs of biodiversity) both science and policy documents are characterized by stable value systems that have not changed substantially since the 1930s. These value systems were defined based on ethical principles that delineate 6 core frames: humans first, dual systems, eco‐science, eco‐holism, animals first, and multicentrism. Specific crises (e.g., climate change) and cross‐disciplinary uptake and re‐uptake of, for example, the ecosystem services concept, have brought new perspectives to the forefront of public discourse. These developments triggered changes in the core frames that, rather than being value based, are based on how the ecosystem is conceptualized under fixed value systems and over time. Fourteen subframes were developed to reflect these longitudinal changes. There are as such clear framing effects in both scientific literature and in policy. Ecosystem research is for instance often characterized by unstated value judgments even though the scientific community does not make these explicit. In contrast, policy documents are characterized by clear value expressions but are principally management driven and human centered.  相似文献

Abstract: Conservationists commonly have framed ecological concerns in economic terms to garner political support for conservation and to increase public interest in preserving global biodiversity. Beginning in the early 1980s, conservation biologists adapted neoliberal economics to reframe ecosystem functions and related biodiversity as ecosystem services to humanity. Despite the economic success of programs such as the Catskill/Delaware watershed management plan in the United States and the creation of global carbon exchanges, today's marketplace often fails to adequately protect biodiversity. We used a Marxist critique to explain one reason for this failure and to suggest a possible, if partial, response. Reframing ecosystem functions as economic services does not address the political problem of commodification. Just as it obscures the labor of human workers, commodification obscures the importance of the biota (ecosystem workers) and related abiotic factors that contribute to ecosystem functions. This erasure of work done by ecosystems impedes public understanding of biodiversity. Odum and Odum's radical suggestion to use the language of ecosystems (i.e., emergy or energy memory) to describe economies, rather than using the language of economics (i.e., services) to describe ecosystems, reverses this erasure of the ecosystem worker. Considering the current dominance of economic forces, however, implementing such solutions would require social changes similar in magnitude to those that occurred during the 1960s. Niklas Luhmann argues that such substantive, yet rapid, social change requires synergy among multiple societal function systems (i.e., economy, education, law, politics, religion, science), rather than reliance on a single social sphere, such as the economy. Explicitly presenting ecosystem services as discreet and incomplete aspects of ecosystem functions not only allows potential economic and environmental benefits associated with ecosystem services, but also enables the social and political changes required to ensure valuation of ecosystem functions and related biodiversity in ways beyond their measurement on an economic scale.  相似文献

Livestock grazing is the most widespread land management practice in western North America. Seventy percent of the western United States is grazed, including wilderness areas, wildlife refuges, national forests, and even some national parks. The ecological costs of this nearly ubiquitous form of land use can be dramatic. Examples of such costs include loss of biodiversity; lowering of population densities for a wide variety of taxa; disruption of ecosystem functions, including nutrient cycling and succession; change in community organization; and change in the physical characteristics of both terrestrial and aquatic habitats. Because livestock congregate in riparian ecosystems, which are among the biologically richest habitats in arid and semiarid regions, the ecological costs of grazing are magnified in these sites. Range science has traditionally been laden with economic assumptions favoring resource use. Conservation biologists are encouraged to contribute to the ongoing social and scientific dialogue on grazing issues.  相似文献

丛枝菌根(arbuscular mycorrhizal, AM)真菌是生态系统地上地下部的重要连接体,对其群落结构特征的研究有助于菌种资源的发掘和生态系统的可持续发展.人类生产生活活动对全球环境带来了一系列的改变,如二氧化碳和臭氧浓度升高、氮沉降、增温及降水减少/增多等,全球环境变化对AM真菌群落结构的影响也引起了广泛关注.针对二氧化碳和臭氧浓度升高、增温、氮沉降和降水减少/增多等全球环境变化因子,总结其对AM真菌群落结构影响的国内外研究进展,探讨全球环境变化对AM真菌群落的可能作用途径.已有模拟全球环境变化实验研究主要集中于北半球的草原、农田和森林系统.大多研究发现二氧化碳和臭氧浓度升高未对AM真菌多样性产生不利影响,但使AM真菌群落结构显著分异.氮沉降和增温对AM真菌多样性的影响表现为降低、无显著影响和增加等多种情况,对AM真菌群落结构的影响也表现为未显著和显著分异,主要与模拟实验处理方式、增加幅度、土壤养分水平和生态系统类型等因素有关.降水减少未显著影响AM真菌群落结构和多样性,而降水增加使AM真菌群落结构发生显著分异.这些研究主要注重AM真菌群落结构和多样性如何改变等生态现象而潜在机理探索以及热带和南半球不同生态系统下的研究尚不足.另外,鉴于全球变化因子间的关联性,复合因子对AM真菌群落结构的影响值得重视.(图1表4参113)  相似文献

Fungi are undoubtedly important for ecosystem functioning; however, they have been omitted or given scant attention in most biodiversity policy documents, management plans, and formal conservation schedules throughout the world. This oversight may be due to a general lack of awareness in the scientific community and compounded by a scarcity of mycology‐associated curricula at the tertiary level and a lack of mycologists in research institutions. Although molecular techniques advance the systematic cataloging of fungi and facilitate insights into fungal communities, the scarcity of professional mycologists in the environmental sciences hampers conservation efforts. Conversely, citizen science initiatives are making significant contributions to the mycology discipline by increasing awareness and extending the scope of fungal surveys. Future research by professional and amateur mycologists into the distribution of fungi and their function in ecosystems will help identify wider and more effective conservation goals.  相似文献

The ocean provides food, economic activity, and cultural value for a large proportion of humanity. Our knowledge of marine ecosystems lags behind that of terrestrial ecosystems, limiting effective protection of marine resources. We describe the outcome of 2 workshops in 2011 and 2012 to establish a list of important questions, which, if answered, would substantially improve our ability to conserve and manage the world's marine resources. Participants included individuals from academia, government, and nongovernment organizations with broad experience across disciplines, marine ecosystems, and countries that vary in levels of development. Contributors from the fields of science, conservation, industry, and government submitted questions to our workshops, which we distilled into a list of priority research questions. Through this process, we identified 71 key questions. We grouped these into 8 subject categories, each pertaining to a broad component of marine conservation: fisheries, climate change, other anthropogenic threats, ecosystems, marine citizenship, policy, societal and cultural considerations, and scientific enterprise. Our questions address many issues that are specific to marine conservation, and will serve as a road map to funders and researchers to develop programs that can greatly benefit marine conservation.
