This paper examines a community grazing project to rehabilitate degraded land in Swaziland. Using data from interviews, questionnaires, and focus groups, we show that the ways in which participatory, decentralized approaches to natural resource management play out at the local level are closely linked to national-level power structures. The successes and issues that emerge at different stages of the grazing project reflect local socioeconomic priorities and show how people manage their time and labor according to household livelihood goals. However, the project favored the interests of cattle owners who were already the more socially and politically powerful members of the community. We argue that for participatory natural resource management to be more meaningful to communities, projects should focus on local ecological priorities, rather than addressing the environmental concerns that are rooted within existing dominant power structures. This requires change to social and political relationships across levels and the building of new institutions.  相似文献

Scaled up planning and implementation of nature-based solutions requires better understanding of broad characteristics (typologies) of the current governance and financing landscape, collaborative approaches amidst local complexities, and factors of scalability. An inventory was compiled of water-related ecological infrastructure intervention projects in two river systems in South Africa, incorporating actor, environmental, social, and financial dimensions and benefits. Qualitative participatory analysis revealed eight typologies. Post-hoc classification analysis determined similarities and/or unique characteristics of seven quantitative typologies. Key characterising factors included the complexity/size of financial flows, complexity of partnership/governance arrangements, mandates/goals of actors, type of ecological infrastructure, trade-offs in investment in ecological/built infrastructure, and the model used for social benefits. Identified scalable typologies offer structures suited to increased investment, with other typologies offering specialised local value. The ecosystem service concept is recognized as a useful tool to support sustainability in decision-making. In this study, we collaborated with actors in the Helge å catchment, southern Sweden, in an iterative participatory ecosystem service assessment. Through workshops and interviews, we jointly decided which ecosystem services to assess and indicators to use in order to achieve a sense of ownership and a higher legitimacy of the assessment. Subsequently, we explored the landscape-level interactions between the 15 assessed services, and found that the area can be described using three distinct ecosystem service bundles. The iterative, participatory process strengthened our analysis and created a shared understanding and overview of the multifunctional landscape around Helge å among participants. Importantly, this allowed for the generated knowledge to impact local strategic sustainability planning. Hydro-meteorological risks are a growing issue for societies, economies and environments around the world. An effective, sustainable response to such risks and their future uncertainty requires a paradigm shift in our research and practical efforts. In this respect, Nature-Based Solutions (NBSs) offer the potential to achieve a more effective and flexible response to hydro-meteorological risks while also enhancing human well-being and biodiversity. The present paper describes a new methodology that incorporates stakeholders’ preferences into a multi-criteria analysis framework, as part of a tool for selecting risk mitigation measures. The methodology has been applied to Tamnava river basin in Serbia and Nangang river basin in Taiwan within the EC-funded RECONECT project. The results highlight the importance of involving stakeholders in the early stages of projects in order to achieve successful implementation of NBSs. A detailed study of the air quality permitting process for 65 different forest products industry projects requiring preconstruction permit approvals from EPA, state, and local air pollution control agencies was conducted. The projects included a wide array of sources including kraft recovery furnaces, lime kilns, fossil fuel and wood residue fired boilers, solid wood products manufacturing facilities, paper coaters, and printing presses. Information concerning the time involved in the permitting process, costs associated with obtaining the permits, use of air quality models and ambient monitoring data, emission control technology determinations, problem areas encountered during the permitting process, perceived benefits and drawbacks of the permitting process, and the effect of permitting requirements on project planning was obtained.

The results indicate that certain permitting requirements such as Best Available Control Technology (BACT) determinations, dispersion modeling results, and use of ambient air quality monitoring data seldom influence the emission limitations ultimately imposed in the final approved permit, with 87% of the final emission limits equivalent to the applicable New Source Performance Standard (NSPS). The 65 permitting case histories also show that obtaining permits for projects subject to Prevention of Significant Deterioration (PSD) requirements takes approximately twice as long and costs twice as much as obtaining permits for projects not subject to PSD requirements.  相似文献

We present a synoptic, participatory vulnerability assessment tool to help identify the likely impacts of climate change and human activity in coastal areas and begin discussions among stakeholders on the coping and adaptation measures necessary to minimize these impacts. Vulnerability assessment tools are most needed in the tropical Indo-Pacific, where burgeoning populations and inequitable economic growth place even greater burdens on natural resources and support ecosystems. The Integrated Coastal Sensitivity, Exposure, and Adaptive Capacity for Climate Change (I-C-SEA Change) tool is built around a series of scoring rubrics to guide non-specialists in assigning scores to the sensitivity and adaptive capacity components of vulnerability, particularly for coral reef, seagrass, and mangrove habitats, along with fisheries and coastal integrity. These scores are then weighed against threat or exposure to climate-related impacts such as marine flooding and erosion. The tool provides opportunities for learning by engaging more stakeholders in participatory planning and group decision-making. It also allows for information to be collated and processed during a “town-hall” meeting, facilitating further discussion, data validation, and even interactive scenario building.

Regime shift often results in large, abrupt, and persistent changes in the provision of ecosystem services and can therefore have significant impacts on human wellbeing. Understanding regime shifts has profound implications for ecosystem recovery and management. China’s coastal ecosystems have experienced substantial deterioration within the past decades, at a scale and speed the world has never seen before. Yet, information about this coastal ecosystem change from a dynamics perspective is quite limited. In this review, I synthesize existing information on coastal ecosystem regime shifts in China and discuss their interactions and cascading effects. The accumulation of regime shifts in China’s coastal ecosystems suggests that the desired system resilience has been profoundly eroded, increasing the potential of abrupt shifts to undesirable states at a larger scale, especially given multiple escalating pressures. Policy and management strategies need to incorporate resilience approaches in order to cope with future challenges and avoid major losses in China’s coastal ecosystem services.

Assessments of large-scale changes in habitat are a priority for management and conservation. Traditional approaches use land use and land cover data (LULC) that focus mostly on “structural” properties of landscapes, rather than “functional” properties related to specific ecological processes. Here, we contend that designing functional analyses of LULC can provide important and complementary information to traditional, structural analyses. We substantiate this perspective with an example of functional changes in habitat due to industrial anthropogenic footprints in Alberta’s boreal forest, where there has been little overall forest loss (~ 6% structural change), but high levels of functional change (up to 93% functional change) for species’ habitat, biodiversity, and wildfire ignition. In Latin America and the Caribbean, river restoration projects are increasing, but many lack strategic planning and monitoring. We tested the applicability of a rapid visual social–ecological stream assessment method for restoration planning, complemented by a citizen survey on perceptions and uses of blue and green infrastructure. We applied the method at three urban streams in Jarabacoa (Dominican Republic) to identify and prioritize preferred areas for nature-based solutions. The method provides spatially explicit information for strategic river restoration planning, and its efficiency makes it suitable for use in data-poor contexts. It identifies well-preserved, moderately altered, and critically impaired areas regarding their hydromorphological and socio-cultural conditions, as well as demands on green and blue infrastructure. The transferability of the method can be improved by defining reference states for assessing the hydromorphology of tropical rivers, refining socio-cultural parameters to better address river services and widespread urban challenges, and balancing trade-offs between ecological and social restoration goals.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01565-3.  相似文献

Decentralized Nature-based Solutions such as Urban Green Infrastructures (UGI) are increasingly promoted to reduce flooding in urban areas. Many studies have shown the effectiveness of flood control of UGI at a plot or neighbourhood level. Modelling approaches that extrapolate their flood reducing impact to larger catchment scales are often based on a simplistic assumption of different percentages of UGI implementation. Additionally, such approaches typically do not consider the suitable space for UGI and potential implementation constraints. This study proposes a scenario development and modelling approach for a more realistic upscaling of UGI based on empirical insights from a representative neighbourhood. The results from this study, conducted in the metropolitan area of Costa Rica, show that upscaling the full potential for UGI could significantly reduce surface runoff, peak flows, and flood volumes. In particular, the permeable pavement has the highest potential for flood reducing in public space while cisterns perform best at the property level. This study evaluates carbon emissions of construction and demolition (C&D) waste generated by building refurbishment, using a life cycle assessment approach through a case study project in China. Three waste management scenarios were developed for a building refurbishment project in the city of Suzhou. Scenario 1 is under the business-as-usual C&D waste management practice in China; scenario 2 is based on the open-ended 3R strategy, which focuses on the downstream impact of waste; and scenario 3 considers both the upstream and downstream impact of waste. The results reveal that the composition of the waste generated from building refurbishment projects is different from construction and demolition projects. In the life cycle of C&D waste management of building refurbishment projects, the refurbishment material stage generates the highest carbon emissions compared to the dismantlement, refurbishment construction, and refurbishment material end of life stages. Scenario 1 produces higher carbon emissions than scenario 2, but the difference is not significant in the whole life cycle of the building refurbishment project, whereas carbon emissions for scenario 3 are significantly less than both scenario 1 and scenario 2. The study finds the reason for this difference is that scenario 1 and scenario 2 are based on a linear economy that relies on unsustainable demand for raw materials, whereas scenario 3 is based on a circular economy that uses upcycled materials to substitute for raw materials and considers waste management from a cradle to cradle perspective. This study fills a research gap by evaluating carbon emissions of different waste management strategies for building refurbishment projects, which are expected to be an increasing portion of overall construction activity in China for the foreseeable future.

Nature-based solutions (NBS) for mitigating climate change are gaining popularity. The number of NBS is increasing, but research gaps still exist at the governance level. The objectives of this paper are (i) to give an overview of the implemented NBS for flood risk management and mitigation in Germany, (ii) to identify governance models that are applied, and (iii) to explore the differences between these models. The results of a hierarchical clustering procedure and a qualitative analysis show that while no one-size-fits-all governance model exists, polycentricism is an important commonality between the projects. The study concludes by highlighting the need for further research on traditional governance model reconversion and paradigm changes. Blue Carbon Ecosystems (BCEs) help mitigate and adapt to climate change but their integration into policy, such as Nationally Determined Contributions (NDCs), remains underdeveloped. Most BCE conservation requires community engagement, hence community-scale projects must be nested within the implementation of NDCs without compromising livelihoods or social justice. Thirty-three experts, drawn from academia, project development and policy, each developed ten key questions for consideration on how to achieve this. These questions were distilled into ten themes, ranked in order of importance, giving three broad categories of people, policy & finance, and science & technology. Ecological interactions between crops and wild animals frequently result in increases or declines in crop yield. Yet, positive and negative interactions have mostly been treated independently, owing partly to disciplinary silos in ecological and agricultural sciences. We advocate a new integrated research paradigm that explicitly recognizes cost-benefit trade-offs among animal activities and acknowledges that these activities occur within social-ecological contexts. Support for this paradigm is presented in an evidence-based conceptual model structured around five evidence statements highlighting emerging trends applicable to sustainable agriculture. The full range of benefits and costs associated with animal activities in agroecosystems cannot be quantified by focusing on single species groups, crops, or systems. Management of productive agroecosystems should sustain cycles of ecological interactions between crops and wild animals, not isolate these cycles from the system. Advancing this paradigm will therefore require integrated studies that determine net returns of animal activity in agroecosystems.

The 2015–2016 El Niño had large impacts globally. The effects were not as great as anticipated in Kenya, however, leading some commentators to call it a ‘non-event’. Our study uses a novel combination of participatory Climate Vulnerability and Capacity Analysis tools, and new and existing social and biophysical data, to analyse vulnerability to, and the multidimensional impacts of, the 2015–2016 El Niño episode in southern coastal Kenya. Using a social-ecological systems lens and a unique dataset, our study reveals impacts overlooked by conventional analysis. We show how El Niño stressors interact with and amplify existing vulnerabilities to differentially impact local ecosystems and people. In the last years, the idea of using natural elements or nature-based solutions (NbS) to mitigate the impacts of cities on climate, biodiversity and citizens'' health became more popular in research and practice. Nevertheless, there are currently uncertainties in finding and selecting appropriate criteria and indicators for monitoring and evaluating the impact and performance of NbS and its co-creation processes. This paper proposes an easy-to-use and structured procedure for selecting appropriate criteria and indicators for monitoring and evaluating any kind of NbS project. The user is guided step by step in selecting meaningful metrics. The procedure is tested using a real case study from the Horizon 2020 research project CLEVER Cities as an example. The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. For the prediction of metal mixture ecotoxicity, the BLM approach is promising since it evaluates the amount of metals accumulated on the biotic ligand on the basis of water chemistry, i.e., species (major cations) competing with metals, and related toxicity. Based on previous work by Farley et al. (2015) (MMME research project), this study aimed at modeling toxicity of Cd:Cu mixtures (0:1 - 1:1 - 1:0 - 1:2 - 1:3 - 2:1 - 3:1 - 4:1 - 5:1 - 6:1) to the crustacean Daphnia magna(48-h immobilization tests) and the microalga Pseudokirchneriella subcapitata (72-h growth inhibition tests). The 2012 version of the USGS model was chosen, assuming additivity of effects and accumulation of metals on a single site. The assumption that EDTA could contribute to toxicity through metals complexing was also tested, and potential effects due to reduction of ions Ca2+ absorption by metals were considered. Modeling started with parameter values of Farley et al. (2015) and some of these parameters were adjusted to fit modeled data on observed data. The results show that toxicity can be correctly predicted for the microalgae and that the hypothesis of additivity is verified. For daphnids, the prediction was roughly correct, but taking into account CuEDTA led to more realistic parameter values close to that reported by Farley et al. (2015). However, It seems that, for daphnids responses, metals interact either antagonistically or synergistically depending on the Cu:Cd ratio. Furthermore, synergy could not be explained by additional effects linked to a reduction of Ca absorption since this reduction, mainly due to Cd, increased inversely to synergy. Finally, the USGS model applied to our data was able to predict Cu:Cd mixture toxicity to microalgae and daphnids, giving rise to estimated EC50s roughly reflecting EC50s calculated from observed toxicity.

In this review paper, we aim to describe the potential for, and the key challenges to, applying PES projects to mangroves. By adopting a “carbocentric approach,” we show that mangrove forests are strong candidates for PES projects. They are particularly well suited to the generation of carbon credits because of their unrivaled potential as carbon sinks, their resistance and resilience to natural hazards, and their extensive provision of Ecosystem Services other than carbon sequestration, primarily nursery areas for fish, water purification and coastal protection, to the benefit of local communities as well as to the global population. The voluntary carbon market provides opportunities for the development of appropriate protocols and good practice case studies for mangroves at a small scale, and these may influence larger compliance schemes in the future. Mangrove habitats are mostly located in developing countries on communally or state-owned land. This means that issues of national and local governance, land ownership and management, and environmental justice are the main challenges that require careful planning at the early stages of mangrove PES projects to ensure successful outcomes and equitable benefit sharing within local communities.

Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+.
