In considering the prospects for sustainable energy, most studies have focused on developments in the urban and industrial areas. However, in Asia where the bulk of the population continues to live in rural areas, it is essential to monitor the changes occurring in the countryside. Therefore, this paper examines the developments taking place in rural energy in Asia in general and focuses specifically on the situation in China. It is observed that a total reorganization of the energy picture is occurring in rural China with regard to both conventional and non-conventional energy, as a result of the huge market for power and fuel created by rapid economic growth. This has led to new distribution networks for electricity (with the Chinese Government following the example of the US Rural Electrification Administration), fossil fuels and renewable energy systems. The growing affluence of the population coupled with rapid industrialization is producing far-reaching changes in the transportation structure as well as in the household energy structure. The situation in China is seen to be comparable to that in other East and Southeast Asian countries, particularly those which combine a rapidly growing industrial sector with a large rural population engaged in agriculture, such as the Republic of Korea, Thailand, and Indonesia. 相似文献

Many different approaches for national sustainable development strategies (NSDS) have been proposed since 1992, with some components common to all. A country's national strategy should be designed to help mainstream environmental concerns into policy. More broadly, it should coordinate local policy with global concerns, as well as integrate scientific knowledge into policy and development planning. The peer review mechanism for national strategies was piloted by France, and also involved representatives of countries from the North and the South as well as stakeholders. The peer review process allows countries to share their experience and information, and can assist them in identifying their own path to sustainable development. The business community can also contribute to sustainable development through provision of local and global public goods. Another input to sustainable development could come from the International Organization for Standardization (ISO) and its Guidance Standard on Social Responsibility (ISO 26000), as a coordinating mechanism between voluntary initiatives and binding obligations (such as international conventions). ISO standards and guidelines should therefore be integrated with national sustainable development strategies and local Agenda 21 frameworks. 相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. Three forms of governance beyond the nation state and appropriate case studies are presented here: (1) the Helsinki Convention as an international regime; (2) Baltic 21, the world's first regional Agenda 21, as an international policy network; (3) the Union of the Baltic Cities (UBC) as a transnational network. The achievement of sustainable development in the BSR undoubtedly requires a fruitful combination of national governance and these forms of international and transnational governance. In this respect, international policy networks, such as Baltic 21, and transnational networks, such as the UBC, promise to provide new approaches that can complement international and intergovernmental cooperation between nation states. This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. To conclude, the paper presents an overview of current policy measures taken in Asian countries to green economic development and realise sustainable consumption and production patterns. 相似文献

Due to environmental constraints and reactive water management practices, water shortages exist across the Everglades ecosystem. A growing human population and continued wetlands damage and loss decrease the system's ability to provide water for sustained natural areas and for human uses. 'The Restudy' is an $8 billion plan to restore the Everglades while also continuing to provide water storage for urban and agricultural areas. The Restudy proposes a mix of water storage systems to provide for the predicted future growth in water demand. This mix is purported to be the most cost-efficient at providing water supplies, within the constraints of unchanged agricultural and urban land use. However, a sensitivity analysis of the Restudy's cost equation reveals that the total cost of water storage systems is influenced by real estate, land acquisition and water treatment costs. The interaction of land use and agricultural policies can affect these cost factors, and can change the relative cost-efficiency between storage systems. Real estate and land acquisition costs are affected by several 1996 Farm Bill provisions, which influence the cost of aboveground water storage systems versus Aquifer Storage and Recovery systems. The Governor's Commission for a Sustainable South Florida recommendations also influence the water storage options available to the Restudy. Due to the Restudy's initial assumptions and constraints, it may not advocate the most economically and ecologically sound remediation. 相似文献

The problem of assessing the sustainability of human development is discussed in theoretical and practical terms.In Part I, two theoretical tools for describing the challenge of assessing sustainable development are introduced and briefly discussed: (i) the use of an energetic model to describe the dynamic interaction between the human and the biophysical compartment; (ii) basic concepts derived from the hierarchy theory applied to the development of human society. Sustainable and ethical development of human society requires the consideration of three hierarchical levels: the biosphere, the societal and the individual level. Such a holistic assessment can be obtained by integrating scientific and ethical considerations.In Part II, data illustrating the current terms of the dilemma of human development are presented and discussed within the theoretical frame provided in Part I. It is argued that even if we had a better understanding of the consequeces of human activity on the biosphere, current modes of organization of human society and its economic activity do not readily enable adequate planning for the sustainable development of mankind. Ideologies that can bias the discussion and the assessment of sustainable and ethical development are discussed. No solution is at hand; therefore, when we consider human development today, we are facing a high level of uncertainty. 相似文献

This paper seeks to identify some promising policy options which could be part of a strategic and holistic effort to address India's future water challenges. Significant increases in agricultural water productivity would be a major factor in reducing the need for developing new water sources. Crop diversification, appropriately targeted to account for the present agricultural systems and available water resources, will increase productivity. Furthermore, much more emphasis needs to be placed on effective management of the groundwater resources through renewed efforts to enhance artificial recharge and conservation. Also, efforts should be revived to improve the existing surface irrigation systems. In particular, systems could be reconfigured to provide a more reliable water supply and allow effective community level management, where appropriate. Finally, while some of the increasing demands from domestic and industrial users will be met by the development of groundwater and reallocation of water from the agricultural sector, this will not be sufficient. Given that such conditions are emerging in states with high economic growth and relatively water scarce basins, this will require the further development of water resources. In some cases, these conditions along with the demand for reliable water for high value crops, will be part of the justification for inter‐basin transfers. 相似文献

Differences between inland and coastal aquacultural production systems in Asia are discussed in terms of market orientation, resource allocation and property rights, and scale of operations. The production of shrimp grown in coastal brackish water ponds has featured prominently in aquacultural development programmes in Asia. Emphasis placed on capital-intensive shrimp production for export, however, has distracted attention from the potential of inland freshwater aquaculture to generate employment opportunities for rural people and food production for domestic consumers. The paper concludes with a discussion of an alternative policy direction for promoting aquacultural development on a socially sound basis, recognizing the need to balance equity and human nutrition with profitability and foreign exchange earnings. 相似文献

Considering its specific economic, social, environmental and political features, the status and evolution of the Mediterranean have always been of great interest to its countries and concerned partners. From the protection of the sea against pollution, the interest was progressively expanded to land based development and its impacts on environment, to coastal management and finally to sustainable development with the establishment of the Mediterranean Commission on Sustainable Development (MCSD). Cumulated knowledge, coupled with political support and commitment to a common vision, has prepared the ground for the preparation of a regional strategy for sustainable development. Its preparatory process, coordinated by the MCSD Secretariat, has been very interactive, involving various stakeholders. In this paper, we focus on the issues related to development densities that emerged from our study of sprawl and development issues in three regions of British Columbia, Canada. We chose to focus on this aspect of the Smart Growth agenda because, while many of its other elements enjoy wide support across social interests, the goal of achieving a higher density urban fabric is highly controversial. We proceeded by collecting data on development densities and 13 indicators of community sustainability in 26 municipalities. The results suggest that the density of communities is associated with efficiencies in infrastructure and with reduced automobile dependence, with the ecological and economic implications which flow from that. However, it does not necessarily correlate with greater affordability of housing or more access to green space. In fact, if anything, we discovered a negative relationship between housing affordability and green space per capita and higher land-use densities. In a second stage of the research, we conducted a qualitative analysis of a subset of six municipalities and identified key policy issues for moving ahead with the Smart Growth agenda. This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level. 相似文献

Summary Over the past two decades, since initial establishment of Thailand's National Environment Board by the original National Environmental Quality Act of 1975 (NEQA/75), many lessons have been learned on the complex problems of establishing a meaningful national environmental program in the country. Based on these lessons, a new act was promulgated in 1992 (NEQA/92), which furnishes very substantial powers and financing for planning and implementing such a program. The result has been a marked upgrading and acceleration of the program, but with the realization that the principal problem now is scarcity of the many needed technical skills in the government's Ministry of Science, Technology and Environment, which serves as the Working Arm for the National Environment Board. One of the approaches now being explored is how to make effective use of the private sector to supplement and complement the government's resources.Thailand's goal, from the point of view of the Ministry of Science, technology and Environment, is the continuing sustainable development of Thailand. This means planning and implementing economiccum-environmental development projects, where the investment pays good dividends in both financial earnings and in environmental protection. This will not be easy, because the projects must be suited to the political, cultural, and social as well as the economic realities of Thailand. The common mistake in developing countries of trying to emulate practices developed and utilized in the affluent industrialized countries must be avoided. It is realized that pioneering studies and research, to obtain the planning and design guidelines which will fit the current national development situation, must be undertaken here in Thailand.Mr Kasem Snidvongs is Permanent Secretary to the Ministry. There is a large body of research devoted to understanding sustainable growth in resource-based economies. Some of this research cannot be applied to real economies directly because the initial states of real economies do not match the initial states assumed in the models. Using a model of theDasgupta–Heal–Solow–Stiglitz variety the paper shows that inconsistency between assumed and actual initial states can lead to a less desirable, in particular, a Pareto inferior path of consumption per capita. The upflow anaerobic sludge blanket (UASB) process is reported to be a sustainable technology for domestic wastewaters treatment in developing countries and for small communities. However, the inability of UASB process to meet the desired disposal standards has given enough impetus for subsequent post treatment. In order to upgrade the UASB based sewage treatment plants (STPs) to achieve desired effluent quality for disposal or for reuse, various technological options are available and broadly differentiated as primary post-treatment for the removal of organic and inorganic compounds and suspended matter; secondary post-treatment for the removal of hardly degradable soluble matter, colloidal and nutrients; and polishing systems for removals of pathogens. Hence, this paper discusses the different systems for the treatment of UASB reactor effluent treating sewage. Additionally, a comparative review, an economic evaluation of some of the emerging options was conducted and based on the extensive review of different integrated combination, i.e. UASB-different aerobic systems, a treatment concept based on natural biological mineralization route recognized as an advanced technology to meet all practical aspects to make it a sustainable for environmental protection, resource preservation and recovering maximum resources. 相似文献
