Coastal sustainability is elusive in South Africa and the Mississippi delta. These case studies and convergent literatures demonstrate the merits of reconceptualising coastal management as a transformative practice of deliberative governance. A normative framework is presented that focuses attention on underpinning deliberative outcomes to enable governance actors and networks to build cognitive, democratic, sociopolitical and institutional capacity to transform unsustainable and maladaptive coastal practices. But operationalising such intentions is complex and contested and requires a volte-face in thinking and practice. The South African and Mississippi delta experiences provide insights about how to develop a deliberative praxis of coastal governance based on consideration of the choice of process, timeliness, quality of process, equity and representation, connections to the policy cycle, impact, implementation and institutionalisation.  相似文献

Community-based adaptation (CBA) seeks to address climate risks and socio-economic drivers of vulnerability simultaneously. However, as CBA activities appear very similar to standard development work, difficulties in identifying good practices arise. To clarify the role of CBA, this study elucidated how climate change can impact pre-existing development problems by investigating the experiences of four low-lying island communities in central Philippines. The islands currently suffer from frequent and extreme tidal flooding (following an earthquake-induced land subsidence in 2013, with a magnitude that is broadly similar to sea-level rise projections under a 1.5 to 2 °C global warming scenario), and endured a dry spell in 2016. The study also identified various publicly and privately initiated adaptation strategies, and evaluated their resilience against actual biophysical events. The study conducted focus group discussions with local leaders and in-depth interviews with government officials and residents in March 2016. Results show that tidal flooding impacted almost all aspects of daily life on the islands, while the dry spell completely depleted their limited water supplies. The strategies implemented by governments and NGOs (e.g., seawalls, rainwater collectors) were found to be inadequate in preventing tidal flooding and compensating for the dry spell. Also, communities used coral stones and plastic waste for raising the floors of their homes, which have an erosive effect on their capacity to adapt in the long term. Lack of community participation in publicly initiated projects and lack of adaptation funding for community-based strategies were the greatest obstacles to implementing climate-resilient solutions.  相似文献

The International Atomic Energy Agency (IAEA), through the BIOMASS program, has provided a unique international forum for assessing the relative contribution of different sources of uncertainty associated with environmental modeling. The methodology and guidance for dealing with parameter uncertainty have been fairly well developed and quantitative tools such as Monte-Carlo modeling are often recommended. The issue of model uncertainty is still rarely addressed in practical applications and the use of several alternative models to derive a range of model outputs (similar to what was done in IAEA model intercomparisons) is one of a few available techniques. This paper addresses the often overlooked issue of what we call 'modeler uncertainty,' i.e., differences in problem formulation, model implementation and parameter selection originating from subjective interpretation of the problem at hand. This study uses results from the Fruit and Forest Working Groups created under the BIOMASS program (BIOsphere Modeling and ASSessment). The greatest uncertainty was found to result from modelers' interpretation of scenarios and approximations made by modelers. In scenarios that were unclear for modelers, the initial differences in model predictions were as high as seven orders of magnitude. Only after several meetings and discussions about specific assumptions did the differences in predictions by various models merge. Our study shows that the parameter uncertainty (as evaluated by a probabilistic Monte-Carlo assessment) may have contributed over one order of magnitude to the overall modeling uncertainty. The final model predictions ranged between one and three orders of magnitude, depending on the specific scenario. This study illustrates the importance of problem formulation and implementation of an analytic-deliberative process in fate and transport modeling and risk characterization.  相似文献

Pursuing integrated research and decision-making to advance action on the sustainable development goals (SDGs) fundamentally depends on understanding interactions between the SDGs, both negative ones (“trade-offs”) and positive ones (“co-benefits”). This quest, triggered by the 2030 Agenda, has however pointed to a gap in current research and policy analysis regarding how to think systematically about interactions across the SDGs. This paper synthesizes experiences and insights from the application of a new conceptual framework for mapping and assessing SDG interactions using a defined typology and characterization approach. Drawing on results from a major international research study applied to the SDGs on health, energy and the ocean, it analyses how interactions depend on key factors such as geographical context, resource endowments, time horizon and governance. The paper discusses the future potential, barriers and opportunities for applying the approach in scientific research, in policy making and in bridging the two through a global SDG Interactions Knowledge Platform as a key mechanism for assembling, systematizing and aggregating knowledge on interactions.  相似文献

The role of community-based plantation development in forest rehabilitation and poverty alleviation is a pressing issue for the government of Ghana. In this paper, we present an analysis of the prospects of a community-based plantation using taungya systems and indigenous trees as means to forest rehabilitation and livelihood improvement in Ghana. The project management strategies, communication process and incentive mechanism and their impact on local participation are discussed with the aim to recommending a mechanism through which local farmers can best be involved in rehabilitation of degraded sites in the future in Ghana. Data were collected through a survey using personal interviews of 431 farming households and ten key informants from ten communities living in scattered hamlets in and around forests reserves. The results show a high rate of local participation in project tree planting activities. Four years after the project’s initiation, about 250 ha of plantations had been established using twelve priority indigenous and one exotic species and farmers had indicated improvement in their farming practices and availability of food and forest products. Restoring forest quality as a timber resource and associated values, getting money, food stuff and timber and non-timber for domestic use, and having access to fertile land for farming were the top three issues prioritised by respondents as motivational factors for engaging in the project activities. Overall, this project demonstrates that reversing tropical forest degradation is possible. For this we need local involvement in tree domestication combined with activities that addresses livelihood needs and environmental concerns. This case also demonstrates the prospects of utilising indigenous tree species, not only exotic species that dominated tree planting in the past, for plantations and landscape rehabilitation in Ghana. For the first time, this work described pyrethroid bioaccumulation in edible river fish samples. We analyzed 42 whole fish samples collected in 4 different Iberian rivers. All samples were positive to these insecticides. Levels of concentration ranged from 12 to 4938 ng g 1 lipid weight (lw). Moreover, isomeric characterization was carried out. Our results remarked a general preference of cis isomers in bioaccumulation. Finally, the enantiomeric evaluation showed that there was an enantioselective bioaccumulation of some pyrethroids, depending on the studied species. Pyrethroid concentrations were compared with levels obtained for other common pollutants, such as flame retardants, personal care products, hormones and pharmaceuticals. The highest values corresponded to pyrethroid insecticides, even though, pyrethroid levels are safe for human consumption taken into account the current regulations.  相似文献

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost–benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on ‘climate proofing’ the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future.  相似文献

A major incident of phthalate-contaminated foodstuffs happened in Taiwan between April and July, 2011. Phthalates were deliberately added to foodstuffs as a substitute of emulsifier. We describe the course of this incident, government response and management of the crisis, and its future implications.Five major food categories, including sports drinks, fruit beverages, tea drinks, fruit jam or jelly, and health food or supplements in tablet or powder form, were contaminated with Di-(2-ethylhexyl)phthalate and/or Di-isononyl phthalate. At least 900 different food products were affected.Like the scandal of melamine-tainted infant formula, this event represents another large deliberate food contamination incident. It is important to be reminded that many governments in developing countries make rapid economic growth as their first priority, often compromising environmental safety and public health. The administration leaders need to find a balance between economic expansion and health and environmental safety.  相似文献

The goals of Integrated Water Resources Management (IWRM) can be achieved by embracing the principles of distributive governance, which places both customary and statutory water institutions on the same pedestal in the governance of water resources. As culture and traditions constitute intangible aspects of water resources management in rural Africa, the recognition of water governance systems grounded in local norms, which correspond better with the aspirations of local water users as against the expert-knowledge systems is desirable. Following the introduction of the statutory institutions in postcolonial Africa, customary institutions, which were once effective in regulating water resources became relegated to the background in those countries, including Botswana . Adopting a critical literature review approach, this article employs the concept of legal pluralism to analyze the institutional factors that create the disharmony between cultural and statutory water governance and management institutions. Findings indicate that water has been abstracted from its social nature and transformed into a tradable economic good. Ultimately, the local meanings and images encoded in water as a nature-given resource are overlooked, thus generating conflicts in water governance. The paper recommends the adoptions of legal pluralism under which water institutions need to embrace both customary and statutory institutions.  相似文献

This paper aims to identify how targeted asset transfers help to build adaptive capacity and adaptive actions of the urban extreme poor to climate change phenomena. This paper explores the theoretical debates of community-based adaptation approach and failure of such approach to address urban extreme poor. The empirical evidence of these theoretical debates will be drawn from two informal settlements of Dhaka city, where a targeted asset transfer project has been implementing since 2009. This paper explains that urban extreme poor usually work as unskilled labour and lack different livelihood capitals; and climate change is an increasingly important influence exacerbating an already vulnerable livelihood context. There is growing recognition in the literature that poor urban people and communities are adapting to climate change in physical and behavioural terms. But, in the case of urban extreme poor these adaptation approaches are delivering short-term survival strategies disregarding the notion of wellbeing in the medium to long-term perspectives. It is also evident that community level initiatives structurally reproduce the exclusion of the urban extreme poor. However, poverty literatures acknowledge that poverty-centred approaches could help to reduce vulnerability. As urban extreme poor are significantly more resource constrained, it is reasonable to assert that targeted asset transfers could be a poverty-centred adaptation approach in a changing climate. Targeted asset transfers approaches are the outcomes of recent social protection revolution that especially consider accumulation of physical, financial, human, and social capital in order to build adaptive capacity of the urban extreme poor. This adaptive capacity of the extreme poor may facilitate adjustments in assets, livelihoods, behaviours, and technologies in order to reduce future climate vulnerability. In this context, this paper seeks to answer whether targeted asset transfer approaches can be considered as effective poverty-centred adaptation approaches for the urban extreme poor or not.  相似文献

Climate adaptation is a complex task surrounded by uncertainty. To support climate adaptation policies, a new scenario approach is pursued to explore possible discontinuous future developments of societal perspectives on climate adaptation issues. The scenario approach was tested for a case study on Dutch river management. In a series of scenario development workshops, a select group of stakeholders explored the perspectives on the management of the River Meuse in the past, present, and future. The process was supported by an analytical perspectives mapping tool to illustrate and analyze the development of perspectives over time. The process and analytical tools contributed to insight into the drivers of perspective change for the case study at hand. Moreover, the stakeholders highlighted the potential of the approach for water management policy for creating awareness about the plurality of perspectives and the dynamics of perspective change, monitoring perspectives and perspective change as part of a flexible policy approach, and anticipating on the occurrence of shock events. Further work is required to better represent the social dynamics of perspectives change, to better empirically ground the perspective change model, and to apply integrated water models in the scenario development process to assess water–society interactions.  相似文献

Freshwater scarcity is a global issue of environmental concern that threatens agricultural production and human health.In this study,we established freshwater stress indices(WSIs) for the nine water basins of Tanzania by using the quantity of freshwater available and various water uses.The relationship between water availability and different water uses,including environmental water requirements,was analyzed,with uncertainty and sensitivity analysis performed by a Monte Carlo simulation technique.Extreme WSI values close to 1.00 were obtained in the Rufiji,Pangani,and Wami-ruvu basins,Internal drainage,and Lake Rukwa,while low and moderate WSI values ranging from 0.03 to 0.84 were found in Lake Victoria and the Ruvuma,Tanganyika,and Nyasa basins.This study adds further knowledge on the level of freshwater scarcity,relationships between water availability and different water uses,and suggests policy options to reduce freshwater scarcity at the basin level for sustainable water supply.  相似文献

Climate change and its impact on water resources have become a reality in many parts of the world. Uncertainties in water supply as well as the gradual and abrupt change in water availability are increasing. To maintain the sustainability of the water sector, its ability to adapt to unforeseen events needs to increase. Making adaptation an integral part of the governance of water resources will thus be one of the major future challenges for the water sector. This paper focuses on how far Integrated Water Resource Management (IWRM), the guiding concept of water management and governance, is able to address these challenges and which additional features would be required for increasing the adaptability of water governance and management. In the empirical part of the paper, South African water legislation and its adaptability to the challenges of climate change is scrutinised. The paper finds that IWRM offers a number of entry points for increased adaptability. However, the IWRM concept should be complemented with features of adaptive governance such as polycentric, redundant and flexible governance structures to be better prepared for unforeseen events. It is concluded that the features of IWRM and adaptive water governance comprise a number of synergies and trade-offs, which play out differently in different combinations and contexts. The paper outlines the need for further empirical research on these trade-offs as well as on the appropriate degree of features such as participation, flexible institutions and redundancy.  相似文献
