Since establishment of the ISO 14001 environmental management system in 1996, Japanese facilities have led the world in numbers of certifications. This research utilises survey data from more than 1700 Japanese facilities as well as follow-up interviews to identify the determinants of ISO certification, to examine the differences between early, recent and in-process certifiers, and to understand how ISO 14001 certification affects various environmental and managerial outcomes in Japan. Findings show that ISO certified facilities are larger and report higher levels of environmental management capacity. In addition, early certifiers are more likely to have established voluntary environmental agreements and are more active in international trade and business. Findings also provide evidence that while many facilities believe that ISO 14001 certification is excessively costly, they also report that certification has resulted in the establishment of new energy efficiency and waste reduction targets and higher target levels. Nevertheless, evidence indicates that certification does not generally result in longer-term outcomes such as post-certification adjustment of non-regulated targets. 相似文献

This paper reports on the results of a survey of environmental management and technical measures amongst almost 2000 European firms. Logit analysis is undertaken to determine the effects of firm characteristics, commercial conditions, perceived environmental impacts, expected benefits and stakeholder pressures on the probability of having an environmental management system in place. Subsequently, determinants of the likelihood of undertaking environmental actions in five environmental areas are estimated. There is a positive effect of environmental management on the likelihood of undertaking technical measures to reduce environmental impacts in some (but not all) areas, as well as a positive role for integrated environmental management strategies. 相似文献

An increasing number of organizations across the world have adopted Environmental Management Systems (EMSs) based on certifiable standards, notably the European Eco-Management and Audit Scheme (EMAS) and the ISO 14001 standards. Although the specialized literature has studied the motivations, obstacles and benefits of the adoption of these standards for EMSs extensively, the impact of the public incentives on the adoption of such environmental management tools has been overlooked. In order to fill this gap in the literature, this article aims to shed light on the level of companies' knowledge and application of the main regulatory relief initiatives provided by public administrations around the EU for organizations with a certified EMS. For that purpose, this article summarizes the main findings of a survey carried out with the participation of 244 European EMAS-registered organizations. The findings of the survey highlight the fact that most of the surveyed companies have adopted or benefitted from some form of regulatory relief, mainly by making use of the measures granting an extended duration of some permits (44%), reductions in financial guarantees in the waste-treatment sector (31%) and tax reductions (26%). Moreover, it emerges that, among countries, the role of regulatory relief to support companies in the path to the adoption of EMSs is not univocal. 相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives. 相似文献

It is concluded that the aim of management should be to enhance the capacity of the system for self-management, with active
intervention being used only to steer it away from large discontinuities. Environmental managers must view ecosystems and
themselves as parts of a larger sociobiophysical system, cultivate the capacity of environmental systems for self-management,
and learn to live with change and uncertainty. Practical consequences of this approach for plans, policies, programs, and

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently. 相似文献

Environmental surveys yield three principal products: maps, a set of data tables, and a textual report. The relationships between these three elements, however, are often cumbersome to present, making full use of all the information in an integrated and systematic sense difficult. The published paper report is only a partial solution. Modern developments in computing, particularly in cartography, GIS, and hypertext, mean that it is increasingly possible to conceive of an easier and more interactive approach to the presentation of such survey results. Here, we present such an approach which links map and tabular datasets arising from a vegetation survey, allowing users ready access to a complex dataset using dynamic mapping techniques. Multimedia datasets equipped with software like this provide an exciting means of quick and easy visual data exploration and comparison. These techniques are gaining popularity across the sciences as scientists and decision-makers are presented with increasing amounts of diverse digital data. We believe that the software environment actively encourages users to make complex interrogations of the survey information, providing a new vehicle for the reader of an environmental survey report. 相似文献

Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Industry's role in environmental protection is changing and growing. Increasing evidence shows that a corporation's understanding and response to environmental issues and concerns can have strategically important consequences for some kinds of businesses.1 Focusing on concepts of prevention, industry has developed and struggled with a number of environmental approaches, all of which attempt to link the environment with common business practice. Industry has followed and in some cases embraced concepts and approaches like sustainable development, eco-efficiency, green manufacturing, pollution prevention, and extended product responsibility. A particularly timely and promising strategy to reduce the environmental impact of both manufacturing and product use while enhancing business success is the integration of environmental management systems (EMS) with design for the environment (DFE) efforts. A desirable relationship can and should exist between DFE and EMS. This relationship has not been well understood, but is crucial to fulfill the promise of each. In application, the institutionalization of DFE in an organization is difficult and tenuous at best. Some authors suggest that management issues block the implementation of DFE.2 Others say that DFE has not been institutionalized to the extent that pollution prevention has.3 This article suggests that through an explicit connection between an EMS and DFE, DFE can extend the promise of EMS to reduce industry's environmental impact and produce business success, and it can do so in an ongoing way. The authors will show the importance of an EMS/DFE linkage, suggest company types that might benefit from investigating these approaches, and then review a series of DFE tool types. 相似文献

The notion of managing resources in partnership flourishes in natural resources literature. The terms partnership, collaboration, and co-management are associated with co-operative environmental management. Examining issues of definition reveals similarities, differences and, at times, imprecise use of the three terms. The potential for clarity prompts the proposal of a multi-dimensional model of co-operative environmental management. The model consists of three key dimensions. The first dimension reflects the extent power is shared among the actors and agencies involved in the agreement. The second dimension delineates who is involved in the management regime. Process, the final dimension, reflects the variety of ways in which co-management may function or proceed. The presented model highlights dimensions requiring attention by those working within co-operative environmental management. Participatory and systemic approaches in environmental management are advocated as they are thought to lead to more equitable, resilient and integrated solutions. However, there is mounting evidence that, in practice, these approaches are exceedingly challenging and do not always lead to improved environmental management, or greater community engagement. To better understand the challenges facing organisations wishing to use these approaches, we monitored the dynamics of a decision-making process on an estate. We observed an oscillating pattern of widening and narrowing participation and integration. Three key factors created tensions with the estate's desires to increase community participation and follow a more systemic approach: stewardship values, organisational capacity and unresolved core issues. A combination of these tensions and other factors led to the early cessation of a series of planned participatory workshops. We conclude that academia needs to take these challenges seriously by placing greater emphasis on multi-dimensional, transdisciplinary analysis of such transformation processes. 相似文献

The wetland ecosystems occurring within alluvial floodplains change rapidly. Within the ecological successions, the life span of pioneer and transient stages may be measured in several years or decades depending on the respective influences of allogenic (water dynamics, erosion, and deposition) and autogenic developmental processes (population dynamics, eutrophication, and terrestrialization). This article emphasizes the mechanisms that are responsible for the ecosystem changes and their importance to environmental management. Two case studies exemplify reversible and irreversible successional processes in reference to different spatial and temporal scales. On the scale of the former channels, the standing-water ecosystems with low homeostasis may recover their previous status after human action on the allogenic processes. On the scale of a whole reach of the floodplain, erosion and deposition appear as reversible processes that regenerate the ecological successions. The concepts of stability and reversibility are discussed in relation to different spatiotemporal referential frameworks and different levels of integration. The reversible process concept is also considered with reference to the energy inputs into the involved subsystems. To estimate the probability of ecosystem regeneration or the cost of restoration, a concept of degrees of reversibility is proposed. 相似文献

Life cycle assessment (LCA) can be successfully applied to municipal solid waste (MSW) management systems to identify the overall environmental burdens and to assess the potential environmental impacts. In this study, two methods used for current MSW management in Phuket, a province of Thailand, landfilling (without energy recovery) and incineration (with energy recovery), are compared from both energy consumption and greenhouse gas emission points of view. The comparisons are based on a direct activity consideration and also a life cycle perspective. In both cases as well as for both parameters considered, incineration was found to be superior to landfilling. However, the performance of incineration was much better when a life cycle perspective was used. Also, landfilling reversed to be superior to incineration when methane recovery and electricity production were introduced. This study reveals that a complete picture of the environmental performance of MSW management systems is provided by using a life cycle perspective. 相似文献
