Summary Philanthropy has been vital to the environmental movement in the United States. Individual gifts and foundation grants have sustained the organizations, people, and programs of the independent sector which, although small in comparison to either government or industry, has contributed much through shaping environmental issues and setting directions for public policy. The importance of these efforts belies their size and the small amount of money which has supported them. Recent trends, however, indicate that the amount of support received by environmental groups may have peaked, a development which could have disturbing consequences for the field.Prior to this, E. Summary The paper examines the problems associated with transboundary environmental pollution. While briefly recording the efforts of international organizations in this area, the main content of the paper is concerned with an analysis of problems arising between the United States and Mexico, and between the United States and Canada. The paper also discusses new organizational forms that have been developed to bring transboundary issues to a higher policy-making level.Professor Wilcher entered the academic profession after a career in government service. He holds Masters Degrees from West Virginia University and the University of Pittsburgh and a Doctoral Degree from West Virginia University. He is currently Assistant Professor of Political Science at The Pennsylvania State University, New Kensington Campus. The US Soil Conservation Service has developed an agricultural land evaluation and site assessment (LESA) system. The LESA system is being used by the US Department of Agriculture and other federal agencies to implement the Farmland Protection Policy Act of 1981. Interviews were carried out with Japanese firms and environmental agencies regarding their current practices regarding life-cycle assessment (LCA). The results of this informal survey are compared with an executive survey of U.S. Fortune 500 companies. The findings show that Japanese LCA activity has increased rapidly over the past four years with several government agencies involved in LCA. Private industry has also founded LCA forums and recycling centers. The primary Japanese LCA interests include use in ecodesign and ecolabeling with the main environmental efforts focused on design for environment. Solid waste was identified as the most significant current environmental problem in Japan, in contrast to the United States where atmospheric and liquid discharges are ranked equally important. Neither the Japanese nor EPA plan to use LCA as a regulatory tool. This article summarizes several LCA case studies performed in Japan and lists the agencies involved in LCA development, ISO 14000, and ecoauditing/ecolabeling. Some recent Japanese legislation affecting LCA is also reviewed. 相似文献

Training has been an important component of the environmental audit profession since its outset some 15–20 years ago. Training and education have taken on a variety of forms—from audit texts and articles, to formal courses, to videotapes, to on-the-job training programs. These efforts have helped to advance the sophistication of environmental auditing over the past few years. Now, with the advent of the international ISO 14012 Environmental Auditor Qualification Guidelines,1 the auditing profession in the United States and around the world likely will be transformed in the near future. In fact, many organizations are now reengineering their programs in anticipation of the emerging Guidelines. The expected transformation holds for training and education programs as well. This article suggests some of the ways in which environmental audit training is likely to be reshaped as a result of ISO 14012. Offerors of training courses and seminars would be wise to anticipate the changes and modify their programs accordingly. A quick response could provide a competitive advantage. Moreover, corporate audit program managers should conduct critical evaluations of commercial offerings to assure that the programs' contents are consistent with ISO 14012 “auditor certification” expectations. 相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

The Environmental Auditing Roundtable recently promulgated the Standards for the Performance of Environmental, Health, and Safety Audits that are featured in this article. With many global initiatives converging in the development of environmental auditing and management standards, this document represents a vital building block, unique from many others in that it was built by a broad-based consensus effort of actual practitioners.
