ABSTRACT: Construction of a “peaking storage tank” may reduce the operational cost of municipal water in the availability of a time-of-use energy rate. A peaking storage tank is used for storing water that is pumped from wells or other sources of supply during off-peak periods when energy costs are less for use during periods of on-peak water demand. The optimal size of a peaking storage tank is that which results in the minimum total cost, which includes both the storage construction cost and the cost of operation of the pumps. The operational cost for a given time-of-use rate is determined by help of a pipe network simulation model solved by the Newton-Raphson technique and a dynamic programming optimization model. A more simplified method is also introduced. Analyses show that low off-peak energy costs make the construction of peaking storage tanks economically attractive and reduce on-peak energy use, which results in electrical load leveling.  相似文献

The use of linear programming as a planning tool for determining the optimal long-range development of an urban water supply system was explored. A stochastic trace of water demand was synthesized and used as an input to the model. This permitted evaluating the feasibility of imposing demand restrictions as an effective cost reduction mechanism. The City of Lincoln, Nebraska, was used as the urban model. The fundamental problem was to allocate limited water supplies from several sources to an urban load center to minimize costs and comply with system constraints. The study period covered twenty years, and findings indicate the planning direction for stage development during this period. Sensitivity analyses were performed on cost coefficients and demands. Thirteen sources were included in the initial computations. Conclusions were that linear programming and generated demand traces are useful tools for both short- and long-term urban water supply planning. Lowering peak demands results in long-range development of fewer sources of supply and more economic and efficient use of the supplies developed.  相似文献

Abstract: This paper describes an interactive data and model generator that is intended to bridge the gap between the water resource enginner and planner and the mathematical progrmming systems approach to regional water supply planning. The optimization objective is to minimize total annual cost with respect to capital investment and operation and maintenance costs. The matrix generator formulates the necessary hydrologic, demographic and programming problem for system optimization. The interactive program guides the user through the input and optimization segments, totally eliminates the chore of manually structuring the model matrix aides in eliminating errors, and allows use by planners without skill in mathematical programming.  相似文献

ABSTRACT: A water supply network optimization model called MODSIM3 is presented as a decision-support tool for aiding city staff in determining how best to utilize and exchange existing and potential water supplies with other users in a river basin. The model is applied to the City of Fort Collins, Colorado, water supply system as a means of determining optimum ways the City can utilize direct flow rights, storage rights, and exchangeable waters from various sources. Results clearly confirm both the benefits of the use of exchanges and the value of MODSIM3 as a water supply planning and management tool.  相似文献

This paper uses simple hydro-economic optimization to investigate a wide range of regional water system management options for northern Baja California, Mexico. Hydro-economic optimization models, even with parsimonious model formulations, enable investigation of promising water management portfolios for supplying water to agricultural, environmental and urban users. CALVIN, a generalized hydro-economic model, is used in a case study of Baja California. This drought-prone region faces significant challenges to supply water to agriculture and its fast growing border cities. Water management portfolios include water markets, wastewater reuse, seawater desalination and infrastructure expansions. Water markets provide the flexibility to meet future urban demands; however conveyance capacity limits their use. Wastewater reuse and conveyance expansions are economically promising. At current costs desalination is currently uneconomical for Baja California compared to other alternatives. Even simple hydro-economic models suggest ways to increase efficiency of water management in water scarce areas, and provide an economic basis for evaluating long-term water management solutions.  相似文献

The methodology of mass and energy integration is widely applied for reduction of water consumption, which belongs to the area of mass integration, and is also energy integration problem if water is considered an energy source (cooling water and steam). This work presents a study of water-consumption reduction through optimization of the process superstructure. A petroleum refinery water network was analyzed and a solution is proposed to minimize the costs of fresh water and wastewater treatment. Three processes which use water, with three contaminants, were monitored and three potential treatment units are proposed. The procedure was based on relaxation of a non-convex non-linear programming problem into a mixed integer linear programming (MILP). The MILP model was further simplified using heuristic rules and solved by using MATLAB.  相似文献

This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability .  相似文献

为探究供应链环境协同治理问题,本文从复杂适应系统视角分析了供应链环境协同治理中内部主体之间以及内外部主体间的协同作用机理,以此为基础构建了供应链环境协同治理模型。为探究协同治理机制在该模型中的实际成效,本文运用多主体仿真技术,对二级供应链模型进行仿真模拟,验证了协同治理在企业运营发展以及供应链整体环境绩效方面的提升作用,并针对协同模型中制造商零售商间减排成本分担系数进行调整,检验上下游企业间减排成本分担系数变化对供应链环境治理效果的影响。仿真结果显示,虽然供应链整体利润随着制造商承担的减排成本增加而增加,但供应链单位产值排放量却随之呈现先下降后上升的趋势,进一步验证了协同治理的效果。  相似文献

A fairly realistic nonlinear model of a water reservoir system with multiple uses has been developed based on available data, and the optimum of the system based on the developed model has been determined by the combined use of dynamic programming and the pattern search techniques. Both the simplex search and the Hooke and Jeeves pattern search have been used. The approach in modeling and optimization can treat complex inequality constraints. The benefits or losses resulting from four purposes or uses of water, namely, urban water supply, hydroelectric power generation, irrigation, and recreation, are taken into account in the profit function. Other uses such as flood control, navigation, and fish and wildlife enhancement are considered indirectly by the use of inequality constraints. It appears that the approach developed in this work can treat a water resource allocation problem involving complex inequality constraints.  相似文献

This study proposes an improved integrated water resource management (IWRM), in which water conservation was analyzed for the entire water use process. A multi-objective optimization method was applied to optimize the IWRM, which investigated the reduction of freshwater consumption and the total water supply cost. Customer's preference for saving water and an end use analysis (EUA) was applied in the water conservation analysis. Taking Tianjin as the study area, a reduction in customer's economic pressure (EP) was utilized to evaluate the degree of the customer's preference for saving water. The results revealed that agriculture had a greater preference for saving water than other sectors, where as the public had the weakest motivation for saving water. Improving the transportation method could contribute 62.1% of the total water savings in the agriculture sector. The optimization of the IWRM demonstrated that the local freshwater savings would be 21.5%, and the total cost for water supplies would decrease by 13%. However, a government subsidy of 87.5 million Yuan would be needed. Additionally, by analyzing the change in the amount of water savings affected by water price, the appropriate water price increase range was suggested to be 1.5–1.7 times the original price.  相似文献

ABSTRACT: A nonlinear multilevel transportation model is developed to study large-scale allocations in a water resources system. The model uses a modified transportation matrix formulated with nonlinear cost functions as the basic subregional model and the goal coordination method for multilevel decomposition and optimization of the overall regional system. The model is applied to projected water requirements for Salt Lake County in 1985. Sources of water supply - surface water, ground water, import water, and reuse of reclaimed wastewater on a restricted basis - are available to satisfy water requirements for municipal, industrial, and agricultural sectors in four subregions. The conjugate gradient projection method is used to optimize the first level subregional models having cost functions of the form of C = aXb, and the second level problem is solved using the conjugate gradient method.  相似文献

The technical progress causes that increasing number of used devices presents a threat for environment, particularly in the rural areas. It can be prevented by organizing a proper system of waste disposal. Currently, the most important problem to solve is recycling of vehicles. The key element for the improvement of the functioning of the recycling network in Poland is to redesign the system so that it will allow for a reduction of the total cost related to the vehicle recycling. This paper presents a modelling approach that could be used to establish one important part of the reverse logistics (RL) network for end-of-life vehicles (ELVs) by defining the optimum locations for dismantling facilities. The proposed modelling approach is illustrated using Mazovia province in Poland as an example. The optimization criteria for the location of the elements of the recycling network are the components of the total cost of the ELV's recycling. Due to high complexity of the model a genetic algorithm has been adapted for solving the model and getting a good solution in a reasonable run time. The criteria of optimization was cost of the following processes: transportation, storage, and dismantling of ELVs. The results of simulation proved that the transportation costs of parts and materials may amount to about 70%, and that the cost of dismantling may exceed 25% of the total cost of recycling. The obtained results confirmed that genetic algorithm method can be used effectively to location the ELV's dismantling facilities. The effect of changing the location of processing facilities on the location of dismantling stations was also studied. The developed model is universal and may be used to determine the locations of different kinds of facilities organized in a reverse recycling network.  相似文献

This paper focuses on improving efficiency in the water and sewerage sectors through long-run marginal cost pricing, adjusted for financial needs, externalities, second best considerations, lifeline tariffs and cross subsidization within an integrated water resource planning (IWRP) framework. Supply efficiency suggests that for a given price structure, an optimal long-run investment plan and a corresponding level of supply quality should be determined which maximizes net social benefits. ABSTRACT: A deterministic dynamic programming optimization model with a refining sectioning search procedure is developed and implemented to find least cost withdrawal and release patterns for water supple from a multiple reservoir system serving a metropolitan area. Applications are made to teh four reservoir system operated by the city of Dallas, Texas. A realistic cost structure, including nonlinear power consumption, block rate unit power costs, and flow dependent power consumption for intracity water distribution, is utilized. Applications are made to find least cost operating patterns and, as well, by inclusion of a water loss penalty function, supply patterns which will reduce evaporation water losses for the Dallas system.  相似文献

ABSTRACT. Adequate and good-quality water supply for medium sized towns is costly when there are insufficient quantity and low quality of groundwater or surface water. In a central water supply system serving a number of towns, the economies of scale may permit a sufficient and good-quality supply at lesser rates. Such a system has the flexibility of supplying rural population through small service lines. The system may be an interbasin or intrabasin conveyance depending on the location of a suitable water source and the economics of the supply network. Seven cost elements are pertinent to the optimum or least-cost design of network consisting of pipelines and pumping stations. The relevant cost functions are based on the available data gathered from various sources. Water conveyance costs are calculated for various flow rates, pipeline diameters, flow variabilities, static heads, and interest rates, thus providing a measure of sensitivity of the conveyance cost to such variations. The economies of scale, the sensitivity of optimum unit conveyance costs, and variations in unit costs with change in cost functions are useful in making a feasibility study for a proposed conveyance system.  相似文献

The exemption for groundwater wells for residential uses from the prior appropriations system, common in the western United States, has eroded in Washington State since about 2000 due to a series of legal cases. Water markets can allow the transfer of an existing water right, typically from an agricultural use, to compensate for the effect of a new residential well. But water must be legally and physically available in a way suitable to satisfy mitigation requirements. A recent court case in the Skagit basin in Northwestern Washington State has effectively halted residential development in rural areas of the basin because no suitable water rights are available to purchase for mitigation. This paper presents and examines the cost‐effectiveness of various water supply mitigation strategies. We find a small‐scale, distributed stream‐side storage system for augmenting instream flow purchased from downstream sources is relatively cost‐effective to mitigate against the effects of domestic groundwater use compared to more common alternatives. We consider transporting water to storage sites by both small‐gauge pipe and by truck. Overall, trucking water to stream‐side storage and release points tends to be more cost‐effective to mitigate against indoor‐use only given current subbasin housing densities, whereas piping for direct streamflow augmentation is more cost‐effective for higher mitigation needs associated with indoor and outdoor use and higher housing densities.  相似文献

Rainwater is a traditional but underutilized water resource that has today had a resurgence due to the worldwide water crisis. This paper demonstrates the outcomes of research on the feasibility of rainwater use in high-rise residential envelopes for four Australian cities of Melbourne, Sydney, Perth and Darwin. Different climate patterns and various levels of water demand management were established for determination of storage dimensions; annual tank water use; reduction in both imported water flow and stormwater disposal; and water spillage from tanks. High level water demand management was a profoundly effective tool for reducing potable water supply, especially in combination with rainwater use. The economic feasibility of rainwater use systems were estimated; with Sydney having the shortest payback period compared to other cities either both with 3A rated appliances (8.6 years) or 5A ones installed (10.4 years). That was due to the higher and more consistent rainfall in Sydney. An outcome of this study was that Sydney was likely most suited to rainwater use, followed by Perth, Darwin, and then Melbourne. The objective of this study was to fill in the gap in estimating feasibility of rainwater use in various Australian cities. This investigation endeavors to provide assistance to water authorities and urban planners of Australian cities with the consideration of the potential of rainwater harvesting.  相似文献
