The white-tailed eagle (Haliaeetus albicilla) suffered a severe population decline due to environmental pollutants in the Baltic Sea area ca. 50 years ago but has since been recovering. The main threats for the white-tailed eagle in Finland are now often related to human activities. We examined the human impact on the white-tailed eagle by determining mortality factors of 123 carcasses collected during 2000–2014. Routine necropsy with chemical analyses for lead and mercury were done on all carcasses. We found human-related factors accounting for 60% of the causes of death. The most important of these was lead poisoning (31% of all cases) followed by human-related accidents (e.g. electric power lines and traffic) (24%). The temporal and regional patterns of occurrence of lead poisonings suggested spent lead ammunition as the source. Lead shot was found in the gizzards of some lead-poisoned birds. Scavenging behaviour exposes the white-tailed eagle to lead from spent ammunition.  相似文献

Proposals to end the use of lead hunting ammunition because of the established risks of lead exposure to wildlife and humans are impeded by concerns about the availability, price, and effectiveness of substitutes. The product availability and retail prices of different calibers of lead-free bullets and center-fire rifle ammunition were assessed for ammunition sold in the USA and Europe. Lead-free bullets are made in 35 calibers and 51 rifle cartridge designations. Thirty-seven companies distribute internationally ammunition made with lead-free bullets. There is no major difference in the retail price of equivalent lead-free and lead-core ammunition for most popular calibers. Lead-free ammunition has set bench-mark standards for accuracy, lethality, and safety. Given the demonstrated wide product availability, comparable prices, and the effectiveness of high-quality lead-free ammunition, it is possible to phase out the use of lead hunting ammunition world-wide, based on progressive policy and enforceable legislation.  相似文献

Much evidence demonstrates the adverse effects of lead ammunition on wildlife, their habitats and human health, and confirms that the use of such ammunition has no place within sustainable hunting. We identify the provisions that define sustainable hunting according to European law and international treaties, together with their guidance documents. We accept the substantial evidence for lead’s actual and potential effects on wildlife, habitats and health as persuasive and assess how these effects relate to stated provisions for sustainability and hunting. We evaluate how continued use of lead ammunition negatively affects international efforts to halt loss of biodiversity, sustain wildlife populations and conserve their habitats. We highlight the indiscriminate and avoidable health and welfare impacts for large numbers of exposed wild animals as ethically unsustainable. In societal terms, continued use of lead ammunition undermines public perceptions of hunting. Given the existence of acceptable, non-toxic alternatives for lead ammunition, we conclude that hunting with lead ammunition cannot be justified under established principles of public/international policy and is not sustainable. Changing from lead ammunition to non-toxic alternatives will bring significant nature conservation and human health gains, and from the hunter’s perspective will enhance societal acceptance of hunting. Change will create opportunities for improved constructive dialogue between hunting stakeholders and others engaged with enhancing biodiversity and nature conservation objectives.  相似文献

Beach litter contamination has been reported internationally as a major coastal issue needing evaluation for management strategies. The extent of contamination by litter has been assessed throughout a 12-month field investigation at Cassino beach, a long and wide sandy beach of great ecological importance and a major resort area of the southern Brazilian coast. This has been the first systematic study on the subject, and followed the IOC/FAO/ UNEP (1989) methodological guidelines. Further to the results identifying the most contaminated areas and times of the year and characterising the major components and likely sources of the litter collected, this study provides for estimations on the litter accumulated over Cassino beach on a global perspective, and refers to existing and future management perspectives. Although the main problem appeared to be waste left by beach-goers during summer, results also suggest that year-round inputs from other sources should not be neglected, and point to the need for prevention and control measures under an integrated approach to management.  相似文献

Lead contamination of seabirds from the use of lead shot in Greenland was studied in thick-billed murre hunted at Nuuk in November 1998. In each bird shot pellets were located and counted using X-ray. The birds were skinned and viscera, head, wings and legs removed, after which the carcass was cooked. The soup and breast meat were then analyzed for lead after removal of visible shot pellets. In the soup the lead concentration was quite low, mean 6.3 micrograms/l (95% confidence interval between 4.4 and 8.2 micrograms/l), whereas breast meat lead values have a mean of 0.22 microgram/g (wet weight basis; 95% confidence interval between 0.10 and 0.36 microgram/g). This is more than 10 times higher than in birds not killed with lead shot. We found no correlation between lead concentration measured and number of pellets recorded in the whole bird or in the soup or in meat. The study indicates that lead in the meat exists as small lead fragments, left during the passage of pellets through the breast. Because of inhomogeneous lead distribution in samples, the uncertainty of estimated lead concentration in breast meat is high. Based on this study, it is concluded that birds killed with lead shot are a significant source of lead, probably the most important single source, of the diet of many people in Greenland. We estimate an intake of 50 micrograms lead from eating one boiled murre with soup. In addition people will occasionally eat whole lead shot pellets which have documented health effects. An intake of 50 micrograms lead is about twice as much as the daily average lead intake from all dietary sources in Denmark, about 25 times the daily lead intake from other marine food items in Greenland, and about one-fourth of the accepted tolerable daily intake.  相似文献

This paper describes how the Shanxi Environmental Protection Agency and SINTEF have acted on the recommendations of a joint study by UNEP and the National Environmental Protection Agency of PR China (NEPA) to implement the following cooperation programme: to establish the Shanxi Centre for Energy and Environment; to develop a masterplan against air pollution in Shanxi province; and to initiate pilot projects with cleaner technologies. The work has so far (1997) been funded by Norwegian Agency for Development Aid (NORAD). Further action will however require contribution from a number of other sources, such as the Global Environment Facility, private companies, investment banks and governments. The results from our work have shown that such efforts, in a region like Shanxi province, give environmental cost benefits far ahead of most other places in the world.  相似文献

Preparation of European environmental policy needs detailed and consistent assessments. All possible and available means have to be applied to get the optimal solution for current and upcoming problems in the environment. As there will be a recognition of the increasing importance of linkages between the various aspects in the environment, a sound and appropriate method for tackling the integration problem is needed. One of the main features of Integrated Environmental Assessment (IEA) deals with the linkage between societal activities and the relevant environmental issues. The European Environment Agency (EEA) uses a chain of linkages between the driving forces within society (D), the pressure on the environment (P), the state of the environment itself (S), the impact on people and nature (I) and the desirable response (R). This approach is called the DPSIR chain. For each environmental issue a chain, including the linkages, could be developed by combining available knowledge and data. In fact it is a complex multi-dimensional system of relations between the chains belonging to the various aspects. Modelling the integration of all available scientific knowledge and data is the only way to deliver adequate information for the policy preparation process. The EEA made use of this approach for its assessments of Europe's environment. Every three years the EEA will publish an "Assessment" and a "State of the Environment". The latest publication was "Europe's Environment: The Second Assessment", in June 1998 (EEA,1998). The next will be the "State of the Environment 1998" (EEA,1998), to be published in 1999. A prospective analysis forms part of the preparation of this report, in which modelling, based on the same DPSIR-approach is essential. The above-mentioned publications contribute to the preparation of new policy lines within the European Community.  相似文献

Assessment of soil lead exposure in children in Shenyang, China   总被引:1,自引:0,他引:1  
Soil lead pollution is serious in Shenyang, China. The paper brings together the soil work, the bioaccessibility, and the blood lead data to assess the soil lead exposure in children in Shenyang, China. Approximately 15.25% of the samples were above China Environment Protection Agency guideline concentration for soil Pb to protect human from health risk (350 mgkg(-1)). Pb concentrations varied among use scenarios. The main lead contamination sources are industry emission and automobile exhaust. Bioaccessibility also varied among use scenarios. Children, who ingested soil from industrial area, public parks, kindergarten playground, and commercial area, are more susceptible to soil lead toxicity. The industrial area soil samples presented higher bioaccessibility compared to the other use scenario soil samples contaminated by automobile exhaust. The result also suggested a most significant linear relationship between the level of Pb contamination and the amount of Pb mobilized from soil into ingestion juice. Soil pH seemed to have insignificant influence on bioaccessibility in the present study. Bioaccessibility was mainly controlled by other factors that are not investigated in this study. A linear relationship between children blood lead and soil intestinal bioaccessibility was present in the study. Children who are 4-5 years old are more likely to demonstrate the significant relationship between soil lead bioaccessibility and blood lead as their behaviors place them at greatest risk of soil lead toxicity, and their blood lead levels are more likely to represent recent exposure.  相似文献

We assess lead contamination of Greenland seabirds killed with lead shot having studied thick-billed murre and common eider, the two most important species in the diet. The lead concentration is very high in meat of eiders killed with lead shot (mean 6.1 microg/g-wet wt, 95% CL 2.1-12). This level is about 44 times higher than in drowned eiders and eight times higher than in shot murres. Analyzing whole breasts instead of sub-samples reveals about seven times higher lead levels in birds' meat. We conclude that in some cases the lead intake by Greenland bird eaters will largely exceed the FAO/WHO tolerable lead intake guideline and that lead shot is a more important source of lead in the diet than previously estimated.  相似文献

Water is a renewable resource and acceptable quality is important for human health, ecological and economic reasons, but human activity can cause great damage to the natural aquatic environment. Managing the water cycle in a sustainable way is the key to protect natural resources and human health. On a global level, the microbiological contamination of water sources is a major problem in connection with poverty and the United Nations Millennium Development Declaration is an important initiative to handle this problem. In terms of environmental health, persistent organic pollutants (POPs) circulate globally; as they travel long distances, they are found in remote areas far from their original source of application and can cause damage wherever they move to. On a global scale, United Nations Environmental Programme (UNEP) issued the Stockholm Convention to reduce POPs; in the European Union (EU), one intention of the Water Framework Directive (WFD) is to reach the good chemical status of waters; beside these regulations, there are other directives in support of these goals. The aim of this paper is to discuss whether the Stockholm Convention and the WFD allows meeting the targets of protection of human and environmental health, which are established in the different directives and how could we approach the targets.  相似文献

The paper presents concentrations of trace elements in blood of homebred animals (cows and sheep) from Southern Serbia (Bujanovac) and the contents of natural and anthropogenic radionuclides and some heavy metals in feed. Through a case study on lead pollution in the former Soviet Union, the linkage of policy, environmental science, and environmental management is explored, and compared with the US experience. Soviet bans on leaded gasoline and lead-based paint appear to have been effective. Regional governments, in cooperation with the petroleum industry, are taking the initiative in phasing out leaded gasoline, to some extent in defiance of federal policy. Problems with management of lead-acid batteries have been worsened by the collapse of the political system. Lack of reliable environmental data impedes reliable environmental assessment. The types of environmental measurements reflect an emphasis on multipollutant environmental contamination, rather than on human exposure to single pollutants.  相似文献

The mining of gold can lead to toxic metals such as mercury (Hg) contaminating watercourses as by-products. The Reedy Creek sub-catchment, in northeast Victoria, Australia, was mined for gold in the 1850s. In 1998, samples were taken from six watercourses to measure any remaining toxic metal contamination in sediments and surface waters from two creeks with no previous gold mining (controls) and four that were mined. Although mean concentrations of Hg (measured using an ICP-OES) in sediments were below worldwide background levels, individual sites along Reedy Creek had slightly elevated Hg concentrations. In contrast, the Hg concentrations in the surface waters were above background levels. Temporal fluxes of very high Hg concentrations in the surface waters during periods of first flow and flood events revealed that Hg concentrations in the surface waters may, at certain times of the year, exceed all Australian and New Zealand Environment and Conservation Council (National Water Quality Management Strategy. Australian Water Quality Guidelines for Fresh and Marine Waters, ANZECC, 2000) guidelines for water use and the protection of the aquatic ecosystem.  相似文献

The loss of forest area globally due to change of land use, the importance of forests in the conservation of biodiversity and in carbon and other biogeochemical cycles, together with the threat to forests from pollution and from the impacts of climate change, place forestry policy and practice at the center of global environmental and sustainability strategy. Forests provide important economic, environmental, social, and cultural benefits, so that in forestry, as in other areas of environmental policy and management, there are tensions between economic development and environmental protection. In this article we review the current information on global forest cover and condition, examine the international processes that relate to forest protection and to sustainable forest management, and look at the main forest certification schemes. We consider the link between the international processes and certification schemes and also their combined effectiveness. We conclude that in some regions of the world neither mechanism is achieving forest protection, while in others local or regional implementation is occurring and is having a significant impact. Choice of certification scheme and implementation of management standards are often influenced by a consideration of the associated costs, and there are some major issues over the monitoring of agreed actions and of the criteria and indicators of sustainability. There are currently a number of initiatives seeking to improve the operation of the international forestry framework (e.g., The Montreal Process, the Ministerial Convention of the Protection of Forests in Europe and European Union actions in Europe, the African Timber Organisation and International Tropical Timber Organisation initiative for African tropical forest, and the development of a worldwide voluntary agreement on forestry in the United Nations Forum on Forests). We suggest that there is a need to improve the connections between scientific understanding, policy development, and forestry practice, and also the cooperation between the various international initiatives and processes, so that the international framework is more effective and its influence is extended geographically.  相似文献

The benefits and drawbacks consequent to the widespread use of chemicals are inextricably interwoven. According to recent estimates, more than 8 million substances are presently known, 70,000 of which are in common use as industrial compounds, pesticides, Pharmaceuticals, food additives, cosmetics and the like. It is estimated that substances used as such will increase annually by 1000 in number. The deleterious consequences deriving from their exploitation pose tremendous challenges to the scientific community for the protection of human health and the environment. Therefore it is of utmost priority to appropriately select valid information generated in this investigation area and to convey it correctly to users. Here, the adoption of the principles of good laboratory practice in experimental activities is essential, as well as the creation of global networks for data exchange on the safe use of chemicals. The structure and goals of the International Register of Potentially Toxic Chemicals (IRPTC, the database of the United Nations Environment Programme) are detailed to give an example of such an undertaking. Seventeen fields are covered,i.e. identifiers, properties and classification, production/trade, production processes, use, pathways into the environment, concentrations, environmental fate tests, environmental fate, chemobiokinetics, mammalian toxicity, special toxicity studies, effects on organisms in the environment, sampling/preparation/analysis, spills, treatment of poisoning, waste management and recommendations/legal mechanisms.  相似文献

The treatment of hazardous sites in Baden-Württemberg is based on three legal documents: the state waste disposal art (LAbfG, 1990), the assessment committee directive (KommissionsVO, 1990), and the guide values directive (UM & SM B-W, 1993). The guide values directive was commonly issued by the Ministry of Labor, Health and Social Affairs and the Ministry of the Environment of the state of Baden-Württemberg (UM & SM B-W, 1993) and contains a three-level hierarchy of numerical criteria and rules which serve as both screening levels during the investigation and as remediation objectives. The decision for the appropriate level of remediation is based on feasibility and environmental balance considerations. The levels are ordered as follows:
  • ? Level 1 (Background-Values) On principle, all remediations have to be based first on background levels. In the case of lack of feasibility or negative environmental balance for level-1 objectives use-specific requirements are considered next.
  • ? Level 2 (Assessment-Values for Worst Case Exposure Conditions) The generic requirements underlying level 2 afford appropriate protection for humans regarding the most sensitive uses of the environment. At least four resources are considered on this level: Ground-water as such and its use, the health of humans on contaminated sites, and soil with respect to growth and quality of plants. Barriers against migration of the contaminants, the effect of dilution, and abandonment of certain uses, etc., are not taken into consideration on level 2.
  • ? Level 3 (Site-Specific Requirements) Lack of feasibility or a negative environmental balance of level-2 objectives lead to consideration of site-specific circumstances which may alleviate the requirements. With respect to groundwater, the distinction is again necessary between groundwater as a resource and the use of groundwater. On level 3 the guideline gives rules of how to derive site-specific remediation objectives for groundwater in the form of concentrations and fluxes of contaminants after taking into account barriers, dilution, and the abandonment of uses.
  • The guideline is the only directive of its kind in the world that regulates both concentrations and fluxes of contaminants into groundwater.  相似文献

    The purpose of this article is to review interdisciplinary systemic frameworks of environmental protection and evaluate their use as tools, educational policymaking and education. We analyze the pressures-state-responses (PSR) framework of the Organization for Economic Cooperation and Development, the drivers-pressures-state-impact-response (DPSIR) framework developed in the European Environment Agency and a later environmental political dynamics framework developed by Schroll and Staerdahl. We then continue the discussion by introducing a comprehensive model, labeled as the environmental protection process (EPP) framework that can be used to analyze and teach why there are environmental problems, what are their characteristics, and in which ways they can be mitigated. The EPP model is used for classifying measures of coping with environmental problems. Finally, a submodel of individual and societal factors affecting human action is formed. Environmental issues of transport are used as an illustrative example. We hope to contribute a relevant way to outline a wide interdisciplinary picture of environmental problems and solutions.  相似文献

    Causal chain analysis and root causes: the GIWA approach   总被引:1,自引:0,他引:1  
    The Global International Waters Assessment (GIWA) was created to help develop a priority setting mechanism for actions in international waters. Apart from assessing the severity of environmental problems in ecosystems, the GIWA's task is to analyze potential policy actions that could solve or mitigate these problems. Given the complex nature of the problems, understanding their root causes is essential to develop effective solutions. The GIWA provides a framework to analyze these causes, which is based on identifying the factors that shape human behavior in relation to the use (direct or indirect) of aquatic resources. Two sets of factors are analyzed. The first one consists of social coordination mechanisms (institutions). Faults in these mechanisms lead to wasteful use of resources. The second consists of factors that do not cause wasteful use of resources per se (poverty, trade, demographic growth, technology), but expose and magnify the faults of the first group of factors. The picture that comes out is that diagnosing simple generic causes, e.g. poverty or trade, without analyzing the case specific ways in which the root causes act and interact to degrade the environment, will likely ignore important links that may put the effectiveness of the recommended policies at risk. A summary of the causal chain analysis for the Colorado River Delta is provided as an example.  相似文献

    A nitrogen decision support system in the form of a game (NitroGenius) was developed for the Second International Nitrogen Conference. The aims were to: i) improve understanding among scientists and policy makers about the complexity of nitrogen pollution problems in an area of intensive agricultural, industrial, and transportation activity (The Netherlands); and ii) search for optimal policy solutions to prevent pollution effects at lowest economic and social costs. NitroGenius includes a model of nitrogen flows at relevant spatial and temporal scales including emissions of ammonia and nitrogen oxides and contamination of surface- and groundwaters. NitroGenius also includes an economic model describing relationships for important sectors and impacts of different nitrogen control measures on Gross Domestic Product (GDP), unemployment, energy use, and environmental costs. About 50 teams played NitroGenius during the Second International Nitrogen Conference. The results show that careful planning and selection of abatement options can solve Dutch nitrogen problems at reasonable cost.  相似文献
