Policy scholars have indicated that the quality of the solution to a perceived social problem depends on the adequacy of its framing. This paper examines how policy stakeholders and local residents frame the issue of the radioactive waste storage facility in Taiwan, the limits of institutional mechanisms in decision-making processes, and the implications of the deliberative forums undertaken by the national Stop Nukes Now organisation. The controversy illustrates the problems of a knowledge gap and the top-down procedures as well as the challenges that Taiwan faces in becoming a nuclear-free country. This case demonstrates civic society organisations’ efforts to challenge the ‘social–technical divide’ and technical experts’ prior definition of the ‘problems’ and selection of a ‘solution’. Deliberative forums enable the participation of affected communities to shape public discourses, which helps to strengthen public communication, improves citizen consciousness of nuclear waste issues, and attempts to link wider communities and public interests. 相似文献

Drawing on the wide social scientific literature on emotions and affects, we highlight the value and potential contribution of the affect theory for understanding public engagement in environmental policy and planning. We suggest that such theorization complements political ontologies that envision concerned publics to arise as citizens are attached to objects and other beings in their everyday life. Focus on emotions and affects enables in-depth exploration of the corporeality of these attachments, increasing understanding about how affected publics get driven for action and how new sensibilities and horizons for action are created. Based on the discussion of affect theory and case examples, we argue that emotions and affects should be treated as crucial carriers of knowledge about transformation of political subjects and their concerns. They also direct analytic gaze beyond public participation procedures and encourage the development of novel, more inclusive settings for public engagement. 相似文献

Participatory and systemic approaches in environmental management are advocated as they are thought to lead to more equitable, resilient and integrated solutions. However, there is mounting evidence that, in practice, these approaches are exceedingly challenging and do not always lead to improved environmental management, or greater community engagement. To better understand the challenges facing organisations wishing to use these approaches, we monitored the dynamics of a decision-making process on an estate. We observed an oscillating pattern of widening and narrowing participation and integration. Three key factors created tensions with the estate's desires to increase community participation and follow a more systemic approach: stewardship values, organisational capacity and unresolved core issues. A combination of these tensions and other factors led to the early cessation of a series of planned participatory workshops. We conclude that academia needs to take these challenges seriously by placing greater emphasis on multi-dimensional, transdisciplinary analysis of such transformation processes. 相似文献

Environmental justice studies that focus on the management of municipal solid waste (MSW) typically examine the unequal distribution of associated health and environmental risks in minority social groups and the political processes that generate these inequalities. With the aim to complement current views on the field, in this work, we explore whether there is an issue of environmental justice in municipal systems' grade of self-sufficiency in treating the MSW that they generate and in their effort to close their material cycles. The methodology used is based on the concept of urban metabolism and is applied to 12 coastal municipalities of Barcelona's Metropolitan Region in Spain. The metabolism of the MSW flows of each system is analysed to examine (i) the system's efficiency to close its MSW cycles, corresponding to an indicator of environmental sustainability, and (ii) the MSW export and import flows, as an indicator of social sustainability. The results demonstrate a positive correlation between socioeconomic status and the externalisation of MSW treatment-related hazards. The proposed indicator proves to be an excellent tool for the evaluation of both the environmental and social performance of a system considering MSW management. 相似文献

ABSTRACTLagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era. 相似文献

The problem of municipal solid waste has remained intractable in Nigeria despite the state’s central role in municipal solid waste management (MSWM). Policy and reforms of the MSWM system have invariably excluded the informal economy, with this exclusion frequently reinforced by uncritical implementation of neo-liberal development policies. Yet, the informal economy fortuitously remains active in solid waste collection, recycling, and disposal. This article is the aggregate outcome of an 8-year multi-stakeholder engagement in MSWM in Nigerian cities. It draws on insights from first-hand qualitative engagement with informal waste workers, interviews with key stakeholders, policy documents, and relevant literature to situate the Nigerian informal waste economy within current international development discourse. While highlighting the implications of social acceptance and inclusion of the waste economy in post-2015 MSWM and development policy, the study notes the lack of an articulate policy on MSWM in Nigeria and canvasses a specific policy to integrate the ubiquitous informal waste economy in MSWM. The paper suggests that inclusion per sé is central to the sustainable development goals (SDGs), and argues that an inclusive MSWM policy in Nigeria is desirable as it maps onto the SDGs which aim to improve lives in the post-2015 development era. 相似文献

ABSTRACTTheory on participatory and collaborative governance maintains that learning is essential to achieve good environmental outcomes. Empirical research has mostly produced individual case studies, and reliable evidence on both antecedents and environmental outcomes of learning remains sparse. Given conceptual ambiguities in the literature, we define governance-related learning in a threefold way: learning as deliberation; as knowledge- and capacity-building; and as informing environmental outputs. We develop nine propositions that explain learning through factors characterizing governance process and context, and three propositions explaining environmental outcomes of learning. We test these propositions drawing on the ‘SCAPE’ database of 307 published case studies of environmental decision-making, using multiple regression models. Results show that learning in all three modes is explained to some extent by a combination of process- and context-related factors. Most factors matter for learning, but with stark differences across the three modes of learning, thus demonstrating the relevance of this differentiated approach. Learning modes build on one another: Deliberation is seen to explain both capacity building and informed outputs, while informed outputs are also explained by capacity building. Contrary to our expectations, none of the learning variables was found to significantly affect environmental outcomes when considered alongside the process- and context-related variables. 相似文献

Typhoon Morakot triggered flooding and mudslides in various areas and devastated Aboriginal villages located near areas under construction by the Water Diversion Project in Kaohsiung County. This paper examines the controversy surrounding Typhoon Morakot in Taiwan from the perspective of disaster governance. This study provides competing perspectives regarding who was responsible for causing the disaster. Post-disaster reconstruction initiatives by the government tend to adopt a technical approach to risk, and do not incorporate the complex social and cultural dimensions of vulnerability and sustainability. This perspective reflects misrecognition problems, and the lack of empowerment and participation in governance by residents, as well as their exclusion in decision making. Aboriginal civic groups have various methods of interacting with local residents to alleviate the suffering of survivors, promoting tribal culture and building resilient communities. This continuing development of social interactions and new forms of engagement will effectuate transformation and contribute to broader reflections on the Morakot disaster and social capability and building resilience. 相似文献

This paper explores the opportunities for and the benefits of considering gender in municipal waste management (MWM) policy. Two case studies in Ireland and the UK are presented. These show that the structural mechanisms for achieving a more consistent and coherent approach to ensuring that MWM policy is sensitive to gender differences and inequalities are still weak. They also show that political structures and champions for gender equality and equal opportunities make a difference to the way in which women are involved and considered in MWM policy making. The research is set within the broader context of environmental justice which, to date, has been more concerned with race, ethnicity and wealth inequalities than with gender inequalities. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

This paper takes a new look at the importance of context – institutional and political – in effective public engagement processes. It does so through a rare comparative opportunity to examine the effectiveness of processes of public engagement in two UK waste authorities, where the same waste company was involved as both the primary contractor for the delivery of the waste management service (including new energy-from-waste facilities) and, furthermore, the same staff delivered the public engagement. Interrogating these cases affords the opportunity to place flesh on the bones of the sometimes ‘abstract’ skeleton of context. While engagement processes support effective local governance in an era of partnerships and deliberative democracy, the paper identifies that the methods adopted cannot be played out devoid of detailed understanding and response to local context, including the strength of partnership working between the public and private sector, the degree of political support for engagement, and the extent to which a traditional institutional paternalism still dominates. 相似文献

In order to meet the recycling and recovery targets set forth by the European Union's (EU) Waste and Landfill Directives, both the Irish and Czech governments’ policy on waste management is changing to meet these pressures, with major emphasis being placed upon the management of biodegradable municipal waste (BMW). In particular, the EU Landfill Directive requires reductions in the rate of BMW going to landfill to 35% of 1995 values by 2016 and 2020 for Ireland and the Czech Republic, respectively. In this paper, the strategies of how Ireland and the Czech Republic plan to meet this challenge are compared. Ireland either landfills or exports its waste for recovery, while the Czech Republic has a relatively new waste management infrastructure. While Ireland met the first target of 75% diversion of BMW from landfill by 2010 and preliminary 2012 data indicate that Ireland is on track to meet the 2013 target, the achievement of the 2016 target remains at risk. Indicators that were developed to monitor the Czech Republic's path to meeting the targets demonstrate that it did not meet the first target that was set for 2010 and will probably not meet its 2013 target either. The evaluation reports on the implementation of Waste Management Plan of Czech Republic suggest that the currently applied strategy to divert biodegradable waste from landfill is not effective enough. For both countries, the EU Waste Framework and Landfill Directives will be a significant influence and driver of change in waste management practices and governance over the coming decade. This means that both countries will not only have to invest in infrastructure to achieve the targets, but will also have to increase awareness among the public in diverting this waste at the household level. Improving environmental education is part of increased awareness as it is imperative for citizens to understand the consequences of their actions as affluence continues to grow producing increased levels of waste. 相似文献

A comparison of the potential risks to human health from municipal solid waste (MSW) incineration and landfill on a generic basis is attempted. For this purpose a 'worst case' approach is adopted and a number of assumptions regarding the size and activities of each waste disposal method are made. The airborne pollutants measured for an incinerator are different from those for a landfill with or without gas collection. However, based on the available information it appears that as far as airborne pollution is concerned, landfill sites without gas collection pose a potentially higher generic risk to human health than MSW incinerators performing to Environmental Agency (UK) standards. This analysis cannot be used to replace specific evaluations for a particular incinerator or a landfill site because local conditions can have a very large impact on the magnitude of risks involved. 相似文献

ABSTRACTElaborated in publications on transition management, sustainability governance and deliberative environmental governance, ‘reflexive governance’ addresses concerns about social-ecological vulnerabilities, flawed conceptualisations of human-nature relations fragmented governance regimes and conditions for a sustainability transition. Key barriers to reflexive government include unavoidable politics; the influence of broader discursive systems that shape actors’ strategic interests; and structural and deliberate limitations to the range of admitted epistemological understandings, normative perspectives and material practices. Against this background, the contributions to the special issue provide novel conceptual linkages between reflexive governance and boundary objects, intercultural dialogue, conflict management heuristics, discourse linguistics, theories of the policy cycle and reflexive law, network and learning theories, and Lasswell’s ‘developmental constructs’. Based on the contributions, we identify five inherent conceptual tensions of reflexive governance: between the openness of horizontal learning processes and the desired direction towards sustainable development; between reflexive governance as a normative or procedural concept; between expected learning orientations and other, strategic orientations; between governance as a precondition for reflexivity and reflexive learning as a precondition for reorganized governance structures; and between reflexivity as an open-ended, evolutionary process and the need to strategically defend the space for reflexivity against powerful groups with an interest in the status quo. 相似文献

This paper explores the concept of environmental justice (EJ) in solid waste management (SWM) in Kinshasa, the Democratic Republic of Congo (DRC). It evaluates the extent to which EJ occurs in SWM and discusses the factors accounting for this state of affairs. The paper examines the relevant theoretical framework(s) and mechanisms that would facilitate the attainment of EJ in Kinshasa. It is argued that solid waste (SW) often ends up in the poorest and least powerful communities in the cities of the DRC. A qualitative research methodology, which includes exhaustive critical review of the literature, system analysis, reflections from best practices through case studies and discussion with stakeholders, was used for this study. Findings revealed that SWM in Kinshasa is a duty entrusted to publicly-funded municipal authorities. There are evidences of a clear divide between the rich and poor neighbourhoods in the manner SW is managed. This is an inequality that has only recently begun to be recognised as injustice practices in SWM. It is argued that a politico-cultural mechanism on remedying SWM inequities could enable changes that will address EJ in Kinshasa. An assessment of potential biomass resources in Nigeria for the production of methane and power generation is presented in this paper. Nigeria, as an underdeveloped and populous country, needs an uninterrupted source of energy. The country's energy problems have crippled large sectors of the economy. The percentage of people connected to the national grid is 40%. These 40% experience electricity supply failure on average 10–12 hours daily. Energy generation from municipal solid waste (MSW) is an effective MSW management strategy. Yearly waste generation has increased from 6,471 gigagrams (Gg) in 1959 to 26,600 Gg in 2015. This amount is projected to reach 36,250 Gg per year by 2030. Methane emission for 2015 was 491 Gg, and it is projected to reach 669 Gg in 2030. These values translate to 3.48 × 109 kilowatt hours (kWh) of electricity for 2015, with a projected 4.74 × 109 kWh by 2030. The revenue to be derived from the electricity that is generated could have been US$365.04 × 106 for 2015, and it is estimated that it will reach US$473.82 × 106 by 2030. It was found that methane emissions from MSW increased with time, and capturing this gas for energy production will lead to a sustainable waste management. 相似文献

Currently, China is facing critical problems regarding the management of municipal solid waste (MSW). The failure of existing pilot programs in implementing MSW source-separated collection highlights the need to analyze the factors significantly influencing public participation in this activity. To this end, a comprehensive analysis of MSW source-separated collection in Guilin, which is representative of wider areas located in inland China and with a GDP around the national average, was conducted. The research consisted of in-person interviews involving a questionnaire and theoretical analyses in terms of public perception, public awareness, public attitude, and willingness to pay. The analytical results identify the status of waste source-separated collection and influencing factors in implementation, and provides exercisable suggestions for decision makers in both China and more generally in industrializing countries to design promotion programs and education campaigns. 相似文献

The paper explores the role local governments and territorial proximity play in the efficiency of collaborative environmental governance. It develops the hypothesis that the representatives of local authorities involved in partnerships possess resources to diminish the pitfalls of sustainable governance, facilitate coordination, and contribute to the success of shared policy-making. Four French and English partnerships are presented. They include a diversity of stakeholders such as fisheries, ports, farmers, yachting associations, environmental NGOs, or local authorities. Thereby, the paper develops whether and under which conditions local governments play a positive or negative role, as well as comparing territorial levels of implementation and the effects of geographical proximity. It is shown that collaboration at the regional level prevents the integration of decision-making in organisational networks, the inclusion of citizens, and the development of social responsibility for stakeholders – the partnership acting as a formalisation of pre-existing lobbying. Locally, governments assume inter-organisational leadership and do contribute to the institutionalisation of the new forums. Yet, local successes of partnerships answer logics of social, rather than environmental, regulation. The local attenuation of usage conflicts does not necessarily reduce the negative effects of those usages on the environment. By stressing a collaborative definition of environmental problems, the partnerships tend to sideline substantial policy changes, and possibly conflict with the goals and long-term temporality of sustainable governance. 相似文献

This paper computes and analyses, for the first time, environmental efficiencies in waste generation of 116 European regions in NUTS 2 level in five European countries over the period of 2008–2010. For this reason, different data envelopment analysis (DEA) model formulations are used for modeling the pollutant in the form of waste generation as a regular output and as a regular input. In the latter case, we also use the notion of eco-efficiency. The empirical findings reveal environmental inefficiencies among the regions, indicating the lack of a uniform regional environmental policy among the European countries. This finding is observed not only for regions between different countries but also among the regions within countries, implying the need for implementation of unified appropriate municipal environmental policies in waste management. 相似文献

The purpose of this essay is twofold. First, I examine interdisciplinary literature to reveal the environmental injustices associated with the front and back ends of nuclear power production in the USA – Uranium mining and high-level nuclear waste (HLW) storage. Second, I argue that the injustices associated with nuclear power are upheld, in part, through discourse. This essay examines how the term “wasteland” is invoked in relation to HLW waste storage in the USA and contributes to the discursive formation of nuclear colonialism. Examination of this discourse not only contributes to current literature on nuclear colonialism but also to environmental justice research by arguing for the importance of examining the discursive aspects of environmental injustices. Further, the essay adds to current scholarship in energy justice by highlighting the environmental injustices associated with nuclear power. 相似文献
