The European Union (EU) is the world’s largest trading bloc and the most influential supra-national organisation in the region. The EU has been the goal for many eastern European States, for Croatia accession remains a priority and underpins many of its national policies. However, entry into the EU requires certain commitments and concessions. In October 2003 the Croatian parliament declared an ecological and fisheries protection zone in the Adriatic. Under pressure the zone was suspended, finally entering into force in March 2008 exempting EU States. There are other marine conflicts between Croatia and the EU, particularly the contested maritime border with Slovenia, and the development of the Croatian fishing fleet in opposition to the Common Fisheries Policy. Conversely, attempts to harmonise Croatian Nature Protection with the EU Habitats Directive, facilitated by pre-accession funding, has galvanised conservation policy. Since 2005 two marine protected areas have been declared, significantly increasing the marine ecosystem under protection. Finally, the development of the Marine Strategy Framework Directive is the latest EU attempt to integrate environmental policy in the maritime realm. This will have an effect not only on member States but neighbouring countries. For marine nature protection to be effective in the region the Adriatic Sea needs to be viewed as a mutually important shared and limited resource not a bargaining chip. Negotiations of the EU and Croatia have been watched closely by the other Balkan States and precedents set in this case have the potential to affect EU expansion to the East.  相似文献

In this article, several findings on socio-economic conditions derived from national reports and a web-based questionnaire are discussed and related to the changing role of forestry and the future forest policy development. A number of Central and South-eastern European countries taking part in a SEE-ERA-NET project ReForMan project (www.reforman.de) participated in data acquisition: Austria, Bosnia and Herzegovina, Croatia, Germany, Serbia and Slovenia. The aim of the research was to illustrate the present structure of forestry sector, as well as investigate newly emerging topics in forestry of Central and South-eastern Europe. The results indicated certain patterns in attitudes and perceptions among stakeholders that can be related to socio-economic conditions defined for each country. Clear differences between member and non-member countries exist only in level of implementation of EU legislation. Results showed consensus on main threats to the forests among all countries, but also some country specifics in perceptions of factors influencing forestry, their importance and professional competencies. These results could be additionally explained by influence of historical conditions which shaped development of forest sector in SEE region especially in its organizational dimension as well as in perceived role of forestry expressed through recognition of main forest functions. The influence of European forest policy processes in the region is evident through adaptation of EU legislation and perceived implications of international processes on national levels. Based on this observation, two possible options for future development of the forestry sector can be foreseen: (i) focusing on the productive function of forests and fostering its' sustainable use; or (ii) putting an emphasis on environmental and social issues. In both cases supporting public participation in decision-making processes is recommendable. Another conclusion based on perceived medium to low professional competencies to cope with new topics, that there is lack of confidence and need for professional support in decisionmaking processes.  相似文献

Studies have shown that ecological restoration projects are more likely to gain public support if they simultaneously increase important human services that natural resources provide to people. River restoration projects have the potential to influence many of the societal functions (e.g., flood control, water quality) that rivers provide, yet most projects fail to consider this in a comprehensive manner. Most river restoration projects also fail to take into account opportunities for revitalization of large-scale river processes, focusing instead on opportunities presented at individual parcels. In an effort to avoid these pitfalls while planning restoration of the Sacramento River, we conducted a set of coordinated studies to evaluate societal impacts of alternative restoration actions over a large geographic area. Our studies were designed to identify restoration actions that offer benefits to both society and the ecosystem and to meet the information needs of agency planning teams focusing on the area. We worked with local partners and public stakeholders to design and implement studies that assessed the effects of alternative restoration actions on flooding and erosion patterns, socioeconomics, cultural resources, and public access and recreation. We found that by explicitly and scientifically melding societal and ecosystem perspectives, it was possible to identify restoration actions that simultaneously improve both ecosystem health and the services (e.g., flood protection and recreation) that the Sacramento River and its floodplain provide to people. Further, we found that by directly engaging with local stakeholders to formulate, implement, and interpret the studies, we were able to develop a high level of trust that ultimately translated into widespread support for the project.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献

Unsustainable land-use decisions and agricultural practices have become the key drivers of deteriorating watershed services in developing countries. However, landholders may have little or no incentives to take these impacts into account in their decision-making process. In recent years, reward-based provision of environmental services has emerged as an important market-based incentive for motivating landholders to adopt environmentally friendly land-use changes and agricultural practices. In this regard, for instance, the Pro-Poor Rewards for Environmental Services in Africa (PRESA) project has emerged as a large network to support and facilitate reward mechanisms in Africa. However, in many African rural settings, little is known about landholder attitudes and preferences related to the alternative land-management schemes. Using locally identified sets of six key land-management attributes, this paper applies conjoint methods to evaluate landholder preferences towards alternative land-management schemes aimed at enhancing the provision of watershed services in the River Kapingazi catchment in central Kenya. Data were collected from primary sources through focus groups and a questionnaire based conjoint survey. Three conjoint models were used; a traditional conjoint ratings model, a binary logit model, and an ordered logit model. Results from the focus groups indicated that shortage of water for both domestic use and irrigation was perceived as the most acute environmental problem in the area. Deforestation, poor river bank management and agricultural practices were identified as the major causes of the problem. Results from conjoint models show that the three principal attributes influencing landholder's ratings and probability of adopting the proposed land management options were 'size of land area to be committed', 'length of contract period', and 'granting or prohibiting rights to harvest environmental products from the committed land'. Thus, these attributes should be the focal points in designing land-management contract for watershed services in the study area.  相似文献

Nowadays many debates are going on that relate to the agricultural and food sector. It looks as if present technological and organizational developments within the agricultural and food sector are badly geared to societal needs and expectations. In this article we briefly present a toolkit for moral communication within the food chain. This toolkit is developed as part of a European research project. Next, we discuss what such a toolkit can bring about, given the characteristics of the present day agricultural and food sector and its wider context. We defend that the toolkit can be seen as one of the mechanisms that can help enterprises in the agricultural and food sector to be accountable. It should, however, be complemented with other mechanisms, first, to empower the wider public and, second, to stimulate a dialogue, on a more equal footing, between public authorities, citizens, and economic actors.  相似文献

EurepGAP is a pioneering field level food safety protocol called ‘good agricultural practices’ currently exercising influence over the global food quality assurance system. Developed by a consortium of major European retailers, this private standard enforces codes of conduct that address issues of health and safety for producers and consumers, as well as working conditions and environmental management on the farmland. Despite various merits and benefits that the standard is premised to offer, the institutional design gives a financial edge to powerful large farms and exporters while diminishing opportunities for smaller growers and exporters to remain in the profitable agricultural export sector of the Global South. This paper explores the institutional origin and evolution of EurepGAP, discusses entry barriers and risks that EurepGAP imposes on the global value chain stakeholders, as well as the ethical implications from broader theoretical perspectives. Subsequently, it examines the evolving nature of a new trend in the fresh fruit and vegetable sector, i.e., the rise of public GAP standards. Promoted by some governments in the Global South, these GAP standards emphasize support for horizontal partnerships among value chain stakeholders, farmer participation, and less capital-intensive agricultural innovations. The paper argues that, within certain limitations, these GAP standards have the potential to be the major alternative GAP approach by encouraging a much broader inclusion of small-scale producers towards the attainment of various social, economic, and environmental benefits.  相似文献

The study analyses the contribution of relevant economic actors to the provision of private and public goods in agricultural landscapes. A method consisting of a multi-sectoral perspective and an integrated approach based on the analytic network process (ANP) and the use of selected local stakeholders is applied. The usefulness of the method is demonstrated in three European case studies in Austria, Italy and Spain. The results show that agriculture and tourism are the sectors that contribute the most and the least, respectively, to the provision of goods and services in agricultural landscapes. Moreover, the results underscore that policy instruments towards such provision need to be targeted differently in different areas and must take into account the different roles of the local actors involved.  相似文献

This research compares environmental volunteering among students in South Korea and the US (n = 3612). Given differing environmental histories of these countries, we explore whether and to what extent volunteer proclivity and intensity varies, and potential factors that explain existing variation. Findings suggest that American students are more likely to volunteer for, and devote time to, environmental causes, while South Korean students differ on socio-economic correlates of such behaviour. In a global society, understanding determinants of environmental volunteer participation is critical to the management of environmental NGOs that are involved in broad-based and participatory planning, educating stakeholders and legitimising environmental advocacy.  相似文献

The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them.  相似文献

Over the last fifteen years, Environmental Assessment systems of transitional societies of Central and Eastern Europe and Central Asia have undergone dramatic change from appraisals integrated into centrally planned economies to formal procedures aimed to ensure interdisciplinary analysis of environmental impacts and linked to publicly accountable decision-making. In most Central European nations, EA systems have been radically reformed to approximate the procedures used in developed countries, particularly in the European Union. In contrast, EA in most of the former Soviet republics has been reformed more gradually and is still based on the so-called State Environmental Review procedure inherited from the USSR and substantially different from 'Western' EA. About one-third of the transitional countries (in the Balkans, the Caucasus and Central Asia) have, so far, failed to establish functioning EA systems. Throughout the region, there has been a gap between EA legislation and practice, especially concerning interdisciplinary analysis of environmental impacts, public participation, and utilisation of EA findings in decision-making. A key driving force in the reform of EA systems has been the change in their societal context, the so-called 'process of transition'. Three main policy agendas--environmental protection, reforms of decision-making, and conforming to international requirements--along with the institutional context of EA regulations and practice have influenced both the change of EA systems over time and the regional variations in the patterns of their evolution. This study suggests that an effective reform of an EA system should be context-sensitive, or be 'in gear' with the political and economic transition. Future EA research should consider their changing societal contexts and focused on practical effects of applying EA procedures.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

Mismanagement of Agrochemicals Plastic Packaging Waste (APPW) constitutes a major environmental problem, resulting in the pollution of soil, air and water resources and compromising the agricultural products safety, the protection of the environment and the public health. Systems for the management of APPW have been established in some European countries and they are operational for several years now. However, these schemes are incompatible while their operational conditions and technical criteria could be improved. In many countries no schemes exist yet for the management of APPW with serious negative consequences for the environment and public health. In response to these problems the European project AgroChePack has developed an environmental friendly, economically viable European APPW management scheme by transferring know-how from existing schemes, designing a new integrated APPW management scheme and testing it through pilot trials in five countries. This work presents the basic design principles established by AgroChePack by identifying problems and bottlenecks faced by existing schemes in Europe, by developing an integrated APPW scheme and by implementing, evaluating and optimising this scheme through pilot trials in Greece.  相似文献

ABSTRACT: The agricultural revolution occurred because the un-managed environment was not providing food in either the quantity or quality that society desired. The “environmental revolution” is developing because the unmanaged environment is clearly not capable of assimilating societal wastes without being seriously degraded. Effective environmental management will require regional and site-specific modification of general principles and practices that can be used at a national or international level. An environmental management system can be operated in the same manner as any industrial quality control system with three basic components: (a) sensors at appropriate locations, (b) rapid generation and feedback of information, and (c) a quality control group capable of taking immediate effective action when system performance is outside predetermined boundary conditions. This discussion focuses primarily on three areas: (a) management options available to regulate intrusion of societal wastes into natural systems, (b) types of methods available for predicting and validating effects on natural systems, and (c) modifications of present legislation that would permit the most flexibility in selecting from the various management options. Also considered are multispecies toxicity tests using species with cosmopolitan distribution in test systems with a high degree of environmental realism. Among the many values of such tests is the ability to exchange information from all parts of the world effectively because the test organisms are not restricted to a particular geographic region.  相似文献

The perception of two key stakeholders such as policymakers and scientists on genetic modification (GM) technology was examined in Ghana and Nigeria using semi-structured interviews. A total sample of 20 policymakers (16 at ministries and 4 at parliament/cabinet) and 58 scientists (43 at research institutes and 15 at universities) participated at the interviews. This study revealed respondents perspectives on potential benefits and risks of GM technology, status and development of biosafety regulatory frameworks, role of science and technology innovation in agricultural development, intellectual property right and related issues. The study also shed some light on a possible influence of the European Union and United States in the development and potential adoption of GM technology. More importantly, the article suggests that most respondents including policymakers believe that GM technology has great potential to solve part of agricultural problems in both countries. But, lack of appropriate regulatory framework, lack of trained personnel, weak institutions and poor equipped laboratory among others represent a significant challenge in introducing GM technology in this part of Africa.  相似文献

For almost 50 years, the Council of Europe through a series of documents has been helping to build up a set of rules, principles, and strategies related to culture, environment, ethics, and sustainable development. At the moment, one of the most important aims of the Council of Europe’s agenda deals with the elaboration of the General Principles for the Protection of the Environment and Sustainable Development, as raised in document CO-DBP (2003)2 related to the environmental subject. The intention of the Council of Europe is to encourage national authorities to implement these General Principles into their national environmental policies. These principles should have an important effect, especially in those countries which are new members of the European Union. The primary target of this paper is the study of these principles and the setting of their entailed implications in order to establish a relation between values and policy making. Quite often, the conclusions adopted by the agreements generated within the framework of the European Union are controversial. Therefore, a study aiming to lay the foundations of these principles will make the exchange of ideas easier, providing a wider and more detailed scope in the European environmental policy.  相似文献

In many countries, an increasing amount of attention is being paid to the economic and environmental repercussions of mineral resources development, and in particular to the problems of industrialisation of an agricultural society. In Botswana, the discovery of and planning for the development of nickel deposits is an important element of national policy. However, often overlooked is the basic and continuing role that has to be provided by the agricultural sector. The pressure of people and of livestock on the land, and the extension of cultivation into increasingly fragile environments where the availability of water is a critical constraint, pose serious problems for policy makers. The author examines the dilemma in a case study of Botswana, showing how changes in the agricultural sector have precipitated problems of water supply and of environmental stress. The need for inter-disciplinary approaches to policy making is underscored, together with detailed and integrated studies of the dimensions of these inter-related problems. The problem of the availability of water in adequate quantities and of appropriate quality has become a serious policy concern. Later this year the United Nations Conference on Desertification will address the broad scope of the relationships between man, land and water. Corporate social responsibility (CSR) has long been an issue for research and practice. More recently, in response to growing public scrutiny, it has also gained importance in the agribusiness sector. Research has highlighted a growing gap between public perceptions of farming and food production processes and the realities of modern agriculture and the food industry. This can threaten the reputation and legitimacy of companies operating in this sector. One proactive means for companies to meet societal expectations is to make an active commitment to society and its needs by implementing a CSR policy. However, there is still no clear definition of CSR, and what important stakeholders actually expect from companies remains largely unknown. This paper focuses on consumers’ perception of CSR. Its objective is to explore a CSR policy design for German agribusiness based on Archie B. Carroll’s famous pyramid model. A consumer survey was conducted to evaluate the CSR demands society places on agribusiness companies. An explorative factor analysis was employed to discover the outline of the construct in the German agribusiness context. The results reveal that Carroll’s model, which was developed from a U.S. point of view, cannot be confirmed for German agribusiness. Instead of Carroll’s four responsibility groups, three areas of responsibility were identified: economic, internal and external. These results have manifold implications for CSR strategies in agribusiness firms and represent an important origin for future investigations on CSR in other countries as well as in specific agribusiness subsectors.  相似文献

Across the western United States, environmental water transaction programs (EWTPs) restore environmental flows by acquiring water rights and incentivizing changes in water management. These programs have evolved over several decades, expanding from relatively simple two‐party transactions to multiobjective deals that simultaneously benefit the environment and multiple water‐using sectors. Such programs now represent an important water management tool and provide an impetus for collaboration among stakeholders; yet, most evaluations of their effectiveness focus exclusively on environmental outcomes, without adequate attention to impacts on other water users or local economies. To understand how these programs affect stakeholders, a systematic, multiobjective evaluation framework is needed. To meet this need, we developed a suite of environmental and socioeconomic indicators that can guide the design and track the implementation of water transaction portfolios, and we applied them to existing EWTPs in Oregon and Nevada. Application of the indicators quantifies impacts and helps practitioners design water transaction portfolios that avoid unintended consequences and generate mutually beneficial outcomes among environmental, agricultural, and municipal interests.  相似文献
