Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

Recently the Vietnamese government has endorsed a long-term policy plan in which it is proposed to restore controlled seasonal flooding in the upper regions of the Vietnamese part of the Mekong delta. Restoring controlled flooding would contrast a period of several decades characterized by a dominant flood prevention approach to enable intensive rice production in the delta. This article investigates a series of long-term policy plans, which have been developed for the Mekong delta since the 1960s, on their take on flood control sensu flood prevention, or the opposite, controlled seasonal flooding. By doing so it is demonstrated how perspectives on flood management have gradually evolved and, in the specific case of suggesting controlled flooding, have been framed in various ways by various actors. Contemporary proposals for controlled seasonal flooding are supported by actors ranging from governmental institutes to environmental NGOs, and connect to on-going debates about environmental challenges and sustainable development of the Mekong delta. We adopt a systems approach to analyze social, environmental and technological dynamics in the Mekong delta, and discuss whether the different interpretations of controlled flooding may contribute to the long-term sustainability of the delta.  相似文献

The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals.  相似文献

The paper starts from an assessment of regional policy inspired by considerations of social justice. An effort is made to sketch the outline of a top‐down and bottom‐up approach and provide a new profile for regional planning, and for professional planners within the context of contemporary politico‐economic transformations. The planner, from having been a pure technician who does not question the nature of problems faced, must become actively engaged in, and committed to the problems and conflicts of the area, and to the specific proposals put forward.  相似文献

Planners and water managers seek to be adaptive to handle uncertainty through the use of planning approaches. In this paper, we study what type of adaptiveness is proposed and how this may be operationalized in planning approaches to adequately handle different uncertainties. We took a comparative case study approach to study two planning approaches: the water diplomacy framework (WDF) and adaptive delta management (ADM). We found that the approaches differ in their conceptualization of uncertainty and show that different types of adaptiveness are used in the approaches. While WDF builds on collaborative adaptive management as a set of ongoing adjustments and continuous learning to handle uncertainty, ADM deliberately attempts to anticipate future adaptations through a set of tools which allows for seizing opportunities and avoiding lock-in and lock-out mechanisms. We conclude that neither of the approaches is fully able to account for different uncertainties. Both approaches may benefit from specific insights in what uncertainty and adaptiveness entail for the development of water management plans.  相似文献

To achieve a sustainable development, impacts on biodiversity of urbanisation, new infrastructure projects and other land use changes must be considered on landscape and regional scales. This requires that important decisions are made after a systematic evaluation of environmental impacts. Landscape ecology can provide a conceptual framework for the assessment of consequences of long-term development processes like urbanisation on biodiversity components, and for evaluating and visualising the impacts of alternative planning scenarios. The aim of this paper was to develop methods for integrating biodiversity issues in planning and strategic environmental assessment in an urbanising environment, on landscape and regional levels. In order to test developed methods, a case study was conducted in the region of Stockholm, the capital of Sweden, and the study area embraced the city centre, suburbs and peri-urban areas. Focal species were tested as indicators of habitat quality, quantity and connectivity in the landscape. Predictive modelling of habitat distribution in geographic information systems involved the modelling of focal species occurrences based on empirical data, incorporated in a landscape ecological decision support system. When habitat models were retrieved, they were applied on future planning scenarios in order to predict and assess the impacts on focal species. The scenario involving a diffuse exploitation pattern had the greatest negative impacts on the habitat networks of focal species. The scenarios with concentrated exploitation also had negative impacts, although they were possible to mitigate quite easily. The predictions of the impacts on habitats networks of focal species made it possible to quantify, integrate and visualise the effects of urbanisation scenarios on aspects of biodiversity on a landscape level.  相似文献

At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

The first phase of noise mapping and action planning in Ireland, in accordance with EU Directive 2002/49/EC, is now complete. In total this included one agglomeration, one airport and approximately 600 km of major roads outside the agglomeration. These noise maps describe the level of noise exposure of approximately 1.25 million people. The first phase of noise mapping was dealt with by five noise mapping bodies while 26 action planning authorities were involved in the development of the associated action plans. The second phase of noise mapping, due to be completed in 2012, sees a reduction in the defined thresholds describing the required agglomerations, roads and railways that have to be mapped. This will have a significant impact on the extent of mapping required. In Ireland this will result in an increased number of local authorities being required to develop strategic noise maps for their area along with the further development of associated action plans. It is appropriate at this point to review the work process and results from the first phase of noise mapping in Ireland in order to establish areas that could be improved, throughout the noise mapping project. In this paper a review of the implementation procedures focussing on (dominant) road traffic noise is presented. It is identified that more standardisation is needed and this could be achieved by the establishment of a national expert steering group.  相似文献

Stakeholder engagement is a crucial concept of extension education. Engagement expresses democratic values of the land-grant mission by providing opportunities for stakeholders to influence program planning, including setting the agenda and negotiating resource allocations. In practice, the concept of engagement guides the formation of partnerships among extension, communities, industry, and government. In the area of sustainable agriculture, however, stakeholders may conflict, presenting challenges to the engagement process. Results from a study of a Canadian sustainable agriculture program, produced using cultural anthropology and participatory action research, detail challenges of the engagement process that led to reconstruction of a farmer-extension partnership. Notable in the early phase of the reconstruction process were critical reflection, stakeholder forums, exclusion through caucusing, and coalition building. An argument for a neopragmatist view provides a theoretical basis for understanding counterintuitive dimensions of engagement revealed by the study.  相似文献

Spatial planning typically involves multiple stakeholders. To any specific planning problem, stakeholders often bring different levels of knowledge about the components of the problem and make assumptions, reflecting their individual experiences, that yield conflicting views about desirable planning outcomes. Consequently, stakeholders need to learn about the likely outcomes that result from their stated preferences; this learning can be supported through enhanced access to information, increased public participation in spatial decision-making and support for distributed collaboration amongst planners, stakeholders and the public. This paper presents a conceptual system framework for web-based GIS that supports public participation in collaborative planning. The framework combines an information area, a Multi-Criteria Spatial Decision Support System (MC-SDSS) and an argumentation map to support distributed and asynchronous collaboration in spatial planning. After analysing the novel aspects of this framework, the paper describes its implementation, as a proof of concept, in a system for Web-based Participatory Wind Energy Planning (WePWEP). Details are provided on the specific implementation of each of WePWEP's four tiers, including technical and structural aspects. Throughout the paper, particular emphasis is placed on the need to support user learning throughout the planning process.  相似文献

Landscape integrity data-sets represent a measure of a landscape's naturalness, or its inverse, the level of human modification. Generally referred to as human footprint modeling, a hybrid approach was developed here by incorporating distance, density, and spatially explicit fuzzy logic methods for quantifying the impacts of anthropocentric infrastructure on the landscape. Integrity scores varied markedly across this large and heterogeneous landscape. A comparative analysis among peer data products revealed that this model exhibited the highest level of correlation when compared to an independently derived expert survey of expected scores. Moreover, differences in correlation were found to be statistically significant in two cases indicating robust model performance. Data products such as these may be leveraged to quantify the nature and extent of human modifications on the landscape, identify highly natural areas for conservation purposes, and may serve as an overarching umbrella for guiding and coordinating large and local-scale planning efforts.  相似文献

The need for enhanced environmental planning and management for highland aquatic resources is described and a rationale for integrated action planning is presented. Past action planning initiatives for biodiversity conservation and wetland management are reviewed. A reflective account is given of integrated action planning from five sites in China, India and Vietnam. Eight planning phases are described encompassing: stakeholder assessment and partner selection; rapport building and agreement on collaboration; integrated biodiversity, ecosystem services, livelihoods and policy assessment; problem analysis and target setting; strategic planning; planning and organisation of activities; coordinated implementation and monitoring; evaluation and revised target setting. The scope and targeting of actions are evaluated using the Driving forces, Pressures, State, Impacts and Responses framework and compatibility with biodiversity conservation and socio-economic development objectives are assessed. Criteria to evaluate the quality of planning processes are proposed. Principles for integrated action planning elaborated here should enable stakeholders to formulate plans to reconcile biodiversity conservation with the wise use of wetlands.  相似文献

Since 1999, the International Atomic Energy Agency (IAEA) has been leading a multinational, multi‐agency effort to develop a set of energy indicators useful for measuring progress on sustainable development at the national level. This effort has included the identification of major relevant energy indicators, the development of a framework for implementation and the testing of the applicability of this tool in a number of countries. To achieve these goals, the IAEA has worked closely with other international organizations, leaders in energy and environmental statistics and analysis including the United Nations Department of Economic and Social Affairs (DESA), the International Energy Agency (IEA), Eurostat and the European Environment Agency (EEA). Also, the IAEA completed a three‐year coordinated research project for the implementation and testing of the original set of indicators in seven countries — Brazil, Cuba, Lithuania, Mexico, the Russian Federation, the Slovak Republic and Thailand. This article provides an overview of the IAEA programme on Indicators for Sustainable Energy Development (ISED) and highlights its experiences and accomplishments.  相似文献

This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident.  相似文献

The combined influence on the environment of all projects occurring in a single area is evaluated through cumulative impact assessments (CIA), which consider the consequences of multiple projects, each insignificant on its own, yet important when evaluated collectively. Traditionally, future human activities are included in CIA using an analytical platform, commonly based on complex models that supply precise predictions but with reduced accuracy. To compensate for the lack of accuracy in current CIA approaches, we propose a shift in the paradigm governing CIA. The paradigm shift involves a change in the focus of CIA investigations from the detailed analysis of one unlikely future to the identification of the patterns describing multiple potential future changes in the environment. To illustrate the approach, a set of 144 possible and equally likely futures were developed that aimed to identify the potential impacts of forest harvesting and petroleum drilling on the habitat suitability of moose and marten in northeast British Columbia, Canada. The evolution of two measures of habitat suitability (average habitat suitability index and surface of the stands with habitat suitability index >0.5) revealed that the human activities could induce cycles in the habitat dynamics of moose and marten. The planning period of 100 years was separated into three distinct periods following a sinusoidal pattern (i.e., increase - constant - decrease in the habitat suitability measures). The attributes that could induce significant changes in the assessment of environment are the choice of harvesting age and species.  相似文献
