ABSTRACT

As local climate adaptation activity increases, so does the number of questions about costs, benefits, financing and the role that economic considerations play in adaptation-related decision-making and policy. Through five cases, covering a range of climate risks and types of adaptation measures, this paper critically examines Swedish project coordinators’ perceptions of costs and benefits in already-implemented climate adaptation measures. Our study finds that project coordinators make use of different system boundaries – on temporal, geographical and administrative scales – in their cost/benefit evaluations, making the practice of determining adaptation costs arbitrary and hard to compare. We further demonstrate that the project coordinators interpret costs and benefits in a manner that downplays the intangible environmental and social costs and benefits arising from the adaptation measures, despite their own experience of how such measures negatively impact upon social value. The exclusion of social and environmental costs and benefits has severe implications for justice, as it can bias decisions against people and ecosystems that are affected negatively. Based on the findings, we propose three tentative social justice dilemmas in local climate adaptation planning and implementation: 1. Cost and benefit distribution across scales; 2. The identification and valuation of non-market effects; and 3. The equitable allocation of costs and benefits.  相似文献

Evidence abounds attesting to changes in the global climate. In Ghana, climate change and climate variability have brought several exposure-sensitivities on different people and at different times. Due to the multiplicity of climate change and climate variability effects, adaptation strategies invariably could be influenced by several factors. This paper assesses the adoption of adaptation strategies in the rural northern savannah zone of Ghana as a result of climate change and variability. Using two villages each from Savelugu Nanton, West Mamprusi and Kassena Nankana East Districts, which are slightly different as case studies, the paper unearthed panoply of varied adaptation strategies in each of them including intensification of irrigation; integration of livestock production; changes in tillage practices; fertiliser application on farms; shift from agriculture to non-farm jobs; seasonal migration and purchase of drought insurance for maize. The results indicate that the relativity in adoption and utilisation of the different adaptive strategies are interlinked with geographical, social, economic, institutional and political factors and processes in the villages. The findings drum home the essentiality of location-specific planned adaptation strategies for climate change through a bottom-up approach, in order to ensure their effectiveness and sustainability.  相似文献

ABSTRACT

Climate adaptation is a complex policy domain, spanning multiple sectors, scales and actors, and wherein those most at risk have the least power. The influence of linear positivist models of science uptake are proving ineffective in a world with increasingly concentrated wealth and power, institutional barriers, and rapidly growing risks facing the many. A plurality of approaches is needed to better examine those dynamics of climate adaptation which are often invisible in models of science uptake – equity, the value of contestation, path dependency – and to consider how to empower communities to find solutions. In this conceptual paper, we argue that bridging existing positivist and interpretivist methods with insights from post-foundational theory so as to underpin pluralism and re-orient ethical principles of justice, strengthens the capacity of social research to support transformative climate adaptation. Principles are proposed to facilitate such bridging.  相似文献

Much can be learned about adaptation by applying structures and methodologies already used in other research fields. This study employs a public economic policy approach to investigate how – or if at all – adaptation should be supported by the public sector. Three different fields of adaptation activity are identified which are especially relevant for government intervention and the study proposes ways in which government intervention could be conducted. The analysis takes into account that developing regions are particularly vulnerable and they have insufficient funds to adequately adapt to climate change.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00548.x Abstract: Public water supplies in England and Wales are provided by around 25 private‐sector companies, regulated by an economic regulator (Ofwat) and environmental regulator (Environment Agency). As part of the regulatory process, companies are required periodically to review their investment needs to maintain safe and secure supplies, and this involves an assessment of the future balance between water supply and demand. The water industry and regulators have developed an agreed set of procedures for this assessment. Climate change has been incorporated into these procedures since the late 1990s, although has been included increasingly seriously over time and it has been an effective legal requirement to consider climate change since the 2003 Water Act. In the most recent assessment in 2009, companies were required explicitly to plan for a defined amount of climate change, taking into account climate change uncertainty. A “medium” climate change scenario was defined, together with “wet” and “dry” extremes, based on scenarios developed from a number of climate models. The water industry and its regulators are now gearing up to exploit the new UKCP09 probabilistic climate change projections – but these pose significant practical and conceptual challenges. This paper outlines how the procedures for incorporating climate change information into water resources planning have evolved, and explores the issues currently facing the industry in adapting to climate change.  相似文献

This paper situates livelihood adaptations in two coastal villages within the broader context of Belize's colonial and post-colonial history and environmental processes of change. Through observations, qualitative interviews, and archival reviews, we explore the dynamics of livelihood change and analyse the diverse factors that have been influencing options and adaptation over time. The results reveal that both villages have undergone profound changes in livelihoods and productive activities on several occasions. While the villages' histories, geographies, and cultures are different, similarities in long-term trends include the transition from land-based to marine resources and the decline of small-scale agriculture. Our analysis illuminates the deep connections between local livelihoods and national as well as global political–economic processes, which favour extraction and export of natural resources throughout the period investigated, whereby resource access and market mechanisms create and constrict adaptation options for the villagers. Gradual environmental changes, such as erosion, and episodic events, such as hurricanes, have also influenced livelihood shifts and adaptations in combination with a wide range of political–economic factors. Despite the demonstrated importance of the influence of history and dimensions of political economy on contemporary adaptation options in the communities studied, the literature on climate change adaptation inadequately accounts for these factors. This paper adds new perspectives to current debates in climate change research by emphasising that longer temporal dimensions of livelihood change are important for understanding the current context for adaptation.  相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

The division of responsibilities between public and private actors has become a key governance issue for adaptation to climate change in urban areas. This paper offers a systematic, comparative analysis of three empirical studies which analysed how and why responsibilities were divided between public and private actors for the governance of local urban climate adaptation. For 20 governance arrangements in European and North-American cities, the divisions of responsibilities and the underlying rationales of actors for those divisions were analysed and compared. Data were gathered through content analysis of over 100 policy documents, 97 in-depth interviews and 2 multi-stakeholder workshops. The comparative analysis reveals that local public authorities are the key actors, as they bear the majority of responsibilities for climate proofing their cities. In this stage of policy emergence, local authorities are clearly in the driving seat. It is envisaged that local public authorities need to more actively engage the different private actors such as citizens, civil society and businesses through governance networks along with the maturation of the policy field and the expected acceleration of climate impacts in the coming decades.  相似文献

There are gaps in the existing climate change adaptation literature concerning the design of spatial planning instruments and the relationship between policy instruments and the sociopolitical barriers to adaptation reform. To help address this gap, this article presents a typology of spatial planning instruments for adaptation and analyses the pattern of instrument choice in Australian planning processes in order to shed light on contextual factors that can impede adaptation. The analysis highlights how policy design can amplify the barriers to adaptation by arranging policy actors in ways inimical to reform and stripping decision makers of the instruments necessary to make and sustain desired policy changes.  相似文献

The institutional structure and public service delivery apparatus required to meet the future effects of climate change already exist in Norway. However, there are huge challenges in coordinating these institutions at different authority levels for climate change adaptation purposes. Based upon a broad case study, this article presents how local actors consider the multi-level coordination of different levels of government and policy sectors to function today, which are the mechanisms that are used and what are the coordination challenges that are identified. Based upon the challenges revealed, this article discusses how best can the government-level institutions be organised for better goal attainment. We argue here that the elected regional level in Norway – the counties – has a huge potential to act as a multi-level coordination actor.  相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress.  相似文献

Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures.  相似文献

Construction industry consumes about half of all material resources taken from nature, and generates a large portion of waste to landfill. A way of tackling negative environmental impacts impending from continuous material extraction and waste generation is the use of recycled materials for construction projects. However, the use of recycled materials is yet to become a commonplace in construction industry. This study evaluates the factors hampering the use of recycled products in UK construction industry as well as strategies that could be adopted to enhance its use in the industry. In order to identify the impediments and critical strategies, a two-fold methodical approach was used. An unstructured interview preceded a quantitative questionnaire survey which was used to elicit broader industry practitioners’ opinion.The study shows that designers rarely specify recycled products. This is due to lack of adequate information about quality and market availability of the products, negative perception from clients, and unexpectedly high cost of the products, despite its perceived low quality. The study suggests that a number of strategies could be adopted to promote the use of the products. These include allocation of points to the use of recycled products in sustainable design appraisal tools, governments legislative measures, improved collaboration between designers, contractors and materials suppliers, contractors involvement at earlier stage of design, improved education of the professionals about the products, and the use of tax break to influence the cost of the products. The findings of this study would therefore help policy makers, manufacturers and construction professionals to identify the factors hampering the use of recycled products for construction projects as well as the strategies that could be adopted in order to create market for the products.  相似文献

Progress in formulating and implementing effective adaptation policies is often hampered by a wide variety of barriers that are well documented in the literature. Among the barriers are lack of awareness, certainty, resources and political commitment. Since these and other barriers can be overcome (e.g., by raising awareness, closing knowledge gaps, and increasing resources), numerous decision‐support frameworks (mainly written guidelines) have been developed for this purpose. The present paper takes stock of both the barriers in adaptation policymaking, as documented in the literature, and the guidelines that aim to facilitate public policies on climate change adaptation. It then compares to what degree selected adaptation guidelines serve as knowledge‐brokerage tools that provide guidance on how to overcome the barriers addressed in the scientific literature. The comparison shows that adaptation guidelines address barriers of adaptation policymaking neither comprehensively nor systematically. Since most adaptation guidelines focus on (subjective) experiences with good practices than on empirical research findings, we conclude that they represent a missed opportunity of scientific knowledge‐brokerage in climate change adaptation.  相似文献

The focus of this paper is to present a discussion of the role of the private sector in response to the need for climate change adaptations. The study, which was conducted through a literature review, investigates the concept of the green economy and climate change, as well as businesses’ commitment to advance climate actions in ways that build resilience in vulnerable communities in developing countries. The paper calls on companies with national, regional, and/or global reach to adopt or develop strategies that improve resource efficiency, reduce greenhouse gas emissions, and reduce the loss of biodiversity. Businesses can accelerate this transition by aligning their investments with climate change adaptation opportunities, and thus, “green” the economy. In addition, green growth could be achieved through tactical public and private investments in mitigating climate change. The paper concludes that the private sector is a key sector in addressing the challenges of vulnerable communities, and it has much to contribute to the planning, development, and implementation of climate adaptation strategies, including sector‐specific expertise, technology, efficiency, financing, and entrepreneurship. Finally, some social conditions and environmental boundaries have been highlighted in this paper to attract the attention of business leaders who are trying to build initiatives and advance climate actions that will reduce socio‐community risks from climate change. Also, comprehensive initiatives and strategies have been recommended to private companies seeking to address climate vulnerabilities.  相似文献

气候变化是全人类面临的严峻挑战,我国受到气候变化的不利影响更为显著,加快采取雄心勃勃的适应气候变化行动显得尤为重要,但资金机制一直是我国适应进程中的主要障碍,亟须借鉴国际经验构建完善适应气候变化的资金机制。基于此,本文首先简要分析国际适应气候变化资金机制的基本情况,然后选取适应进程较为完善的美、英、德、日等典型发达国家,分别从适应政策体系、国内适应资金和国际援助资金等三个方面梳理总结各国适应气候变化资金机制,最后分析我国适应气候变化资金机制及存在的问题,并提出对我国适应气候变化资金机制的启示。研究发现,《联合国气候变化框架公约》及其气候变化国际谈判进程是各国推进适应气候变化资金机制的主要动因,发达国家重视适应政策的法制化,但政策力度和运行模式有所不同,公共部门是各国适应资金的主要来源,私人资金潜力尚待挖掘,国际气候援助注重减缓与适应并重,但援助力度有待加强。未来我国应从完善适应气候变化顶层设计、建立适应气候变化资金保障机制、提高适应气候援助力度、加强国际交流与合作等方面完善我国适应气候变化资金机制。  相似文献

Local government is attributed a vital role in climate-change adaptation. Previous studies contend that conflicting priorities, insufficient institutional incentives and knowledge of risks, and inadequate resources all impede local climate adaptation. Though the importance of local political support in enabling climate adaptation is widely acknowledged, the views of local politicians have rarely been analysed. Drawing on semi-structured interviews with local politicians in Sweden, we explore what affects their engagement in climate adaptation. The study claims that climate adaptation contrary to mitigation is not viewed as political beyond directing attention and sanctioning guidelines set by officials. A limited number of interviewees claim a more strategic political role in adaptation. The combined effect of institutional incentives (e.g. fragmented national guidelines, unappealing goals, and lack of funding), relative weight in local politics, and ability to exercise political leadership (e.g. campaign value, public and media pressure, and lack of ideology) is perceived as too insignificant to trigger strong political engagement. In less-populous municipalities, adaptive measures were highly valued for demonstrating political action.  相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue.  相似文献

This paper aims to understand the role of organizational routines as possible barriers to the mainstreaming of climate adaptation at the implementation stage. While the mainstreaming of climate adaptation into policy documents is relatively easy, the implementation of these policies seems to be more problematic. Barriers to climate adaptation often occur during this stage as the implementation of the policies is generally undertaken by other actors than the policy-makers. These actors act based on organizational routines. As organizational routines aim to provide stability, they tend to be reaffirmative. Reorganizing the resources and practices of these actors to initiate mainstreaming then proves difficult. Consequently, the routines could prevent change that might be necessary to address new policy objectives such as climate adaptation. An analytical framework consisting of four self-reinforcing mechanisms is used to understand and explain why and how organizational routines can hamper the mainstreaming of climate adaptation during implementation. A case study is used to illustrate organizational routines as possible barriers. The paper concludes by stating that to optimize the possibilities of mainstreaming climate adaptation, a change in routines is necessary. In order to stimulate change in organizational routines, the focus should be on reflecting on existing routines, legitimacy building and learning.  相似文献

This paper examines the science-practice interface in the process of adapting to climate change in society. This paper analyses science-based stakeholder dialogues with climate scientists, municipal officers and private individual forest owners in Sweden, and examines how local experts both share scientific knowledge and experience and integrate it into their work strategies and practices. The results demonstrate how local experts jointly conceptualise climate adaptation, how scientific knowledge is domesticated among local experts in dialogue with scientific experts, the emergence of anchoring devices, and the boundary-spanning functions that are at work in the respective sectors.  相似文献
