Impacts from climate change pose a raft of challenges for societies, governments and policy-makers internationally. The anticipated changes are well documented, including rising sea levels, increased floods and other extreme weather conditions. Much research and policy emphasis has focused on technical and economic aspects. Less debated are questions about different communities' vulnerabilities, inequitable distributional impacts, social justice issues and how vulnerability links to social inclusion/exclusion. This paper explores a case study mapping social exclusion and vulnerability in Brisbane, Queensland, which found that while communities can be vulnerable through physical aspects of an area when social dimensions are added to the equation it amplifies or exacerbates the scale of vulnerability. The findings also suggest that in developing research agendas and policy debates around climate change, there could be benefits from interlinking the currently separate areas of work on social vulnerability to extreme weather events, to forms and processes of social inclusion/exclusion.  相似文献

This paper introduces a special issue of Local Environment that has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda.  相似文献

As new forms of governance for climate change emerge in African cities, will they enable emancipatory and socially progressive transformations or will they exacerbate existing inequality, poverty and vulnerability patterns? This paper presents one of the case studies developed by UN-Habitat Cities and Climate Change Initiative in Maputo, Mozambique. The case analyses first, the production of urban vulnerabilities under climate change, and second, the existing governance arrangements for climate change in the city. Building on the lessons of the case study, the paper argues that to ensure that new forms of climate change governance lead to socially and environmentally just outcomes climate change interventions should, at least, meet two conditions: first, they should consider the close interactions between social and ecological elements and, specially, how patterns of urban inequality interact with environmental factors; second, they should recognise the opportunities in African cities through a broad notion of governance that looks beyond the government as the sole agent of urban change.  相似文献

India has good reasons to be concerned about climate change as it could adversely affect the achievement of vital national development goals related to socio‐economic development, human welfare, health, energy availability and use, and infrastructure. The paper attempts to develop a framework for integrated impact assessment and adaptation responses, using a recently built railroad coastal infrastructure asset in India as an example. The framework links climate change variables — temperature, rainfall, sea level rise, extreme events, and other secondary variables — and sustainable development variables — technology, institutions, economic, and other policies. The study indicates that sustainable development variables generally reduce the adverse impacts on the system due to climate change alone, except when they are inadequately applied. The paper concludes that development is a vital variable for integrated impact assessment. Well crafted developmental policies could result in a less‐GHG intensive future, enhanced adaptive capacities of communities and systems, and lower impacts due to climate change.  相似文献

In this paper, we develop an approach for identifying the location of populations most vulnerable to extreme heat events and how those locations change over time. We scan the literature on measuring vulnerability, especially sensitivity and adaptive capacity of populations. We employ Census data for metropolitan Chicago for the years 1990, 2000, and 2010, and maximum likelihood factor analysis to derive an index and map the distribution of Census tracts where residents exhibit greater sensitivity and/or lower adaptive capacity to extreme heat. Our findings show a pattern of deconcentration and decentralization of these populations within the city and region over time, with gentrification and the suburbanization of poverty trends observed in many US metropolitan regions as possible contributing factors. Finally, we discuss the implications of these findings for planning efforts in the study area and offer suggestions for further research.  相似文献

This study examined the vulnerability of smallholder livestock farmers in North-West Ghana to climate change using data obtained from 200 livestock farmers obtained through the administration of a semi-structured questionnaire. The Livelihood Vulnerability Index (LVI) approach was used to examine the levels of vulnerability. The study compared the vulnerability between the Nandom district and the Lawra district. The empirical results revealed that livestock farmers are more vulnerable to climatic extremes in the Nandom district than the Lawra district. The study highlights the critical role of the government regarding education and construction of water resources, among others.  相似文献

Climate change has become a permanent feature on the global media scene and in the decision-making of policy makers. The voices of academics, scientists, politicians and commentators dominate the climate change debate, yet local knowledges and beliefs, local realities, as well as local voices and actions are essential elements of navigating the way forward. Drawing on Paton's postgraduate research, this paper broadens the current dialogue by providing a platform for grassroots Tuvaluan voices to enter the climate change debate. It explores their local realities, knowledges and beliefs, and captures what Tuvaluans hold dear – factors which must play a central role in decision-making processes. To ensure the local population is fully mobilised, it will be argued that processes for engaging local voices must build on existing forums for engagement.  相似文献

Although transformational change is a rather new topic in climate change adaptation literature, it has been studied in organisational theory for over 30 years. This paper argues that governance scholars can learn much from organisation theory, more specifically regarding the conceptualisation of change and intervention strategies. We reconceptualise the divide between transformational change and incremental change by questioning the feasibility of changes that are concurrently in-depth, large scale, and quick; and the assumption that incremental change is necessarily slow and can only result in superficial changes. To go beyond this dichotomy, we introduce the conceptualisation of continuous transformational change. Resulting intervention strategies include (1) providing basic conditions for enabling small in-depth wins; (2) amplifying small wins through sensemaking, coupling, and integrating; and (3) unblocking stagnations by confronting social and cognitive fixations with counterintuitive interventions. These interventions necessitate a modest leadership. Governing transformational change thus requires transformation of the governance systems themselves.  相似文献

This article argues that climate change, seen as a socially constructed anticipation of natural disasters and a future-risk that plays out in present politics, is enabling the emergence of new modes of governance in cities of the global south. The article focuses on the process by which the city of Esmeraldas, Ecuador, developed a Climate Change Adaptation and Mitigation Strategy. Within the context of climate change adaptation, Esmeraldas mobilised new discourses, stakeholders, and planning mechanisms to address pre-existing urban planning and development limitations. This discursively enabled the municipality's ongoing governance project by leveraging resources, creating consensus, and informing practice. Climate change adaptation thus became an important mechanism for engaging with local priorities, particularly those of the most vulnerable populations, and for bridging the gap between the formal world of policymaking and the reality of life in the city, which is more often structured by informality.  相似文献

Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.  相似文献

Increasingly commonplace in cities, extreme heat events introduce multi-stress vulnerability, affecting people’s health and well-being, financial situation, mobility, social relations, and access to basic services. Planning to reduce heat vulnerability has become part of government business and to some extent community-level responses, cutting across a number of sectors including public health, emergency management, social services, critical infrastructure, and housing. This planning is often framed around heat as an emergency, focusing on preventing loss of life and severe health impacts, yet a vulnerability perspective also draws attention to the chronic and persistent impacts of heat. Our research, based on interviews and desktop research in Melbourne, Australia, found tensions between addressing heat as an emergency and heat as a source of chronic stress, with emergency responses taking precedence over responses addressing the chronic dimensions of heat. Each approach results in different but nonetheless related programmatic priorities for reducing vulnerability. In complex institutional settings, improving relations between policy and programme managers, non-government organisations, and vulnerable people themselves would enable the multiple stresses associated with extreme heat to be more effectively addressed. Policy and institutional responses that better appreciate the interconnections between the emergency and chronic aspects of heat would likely reduce vulnerability and contribute to more just approaches to urban sustainability.  相似文献

Farmers and pastoralists in Africa are remarkably consistent across countries in how they report climate is changing. These changes are still relatively small but, combined with the effects of chronic poverty, disease and environmental degradation, are already having severe human consequences. The changes are consistent with what is expected to occur due to man-made global warming and will increase. Women are especially impacted. Africa is least responsible for greenhouse gas emissions, but will suffer some of the most damaging consequences. Adaptation is essential. This will require finance from international sources. However, there is much African governments can and should do to start. Boosting adaptation to current climatic variability and shocks and tackling poverty will bring benefits today and for the future.  相似文献

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems.  相似文献

Recent climate change projections and a push towards a universal agreement on carbon emission reductions suggest that firms will need to respond to future regulatory changes. This paper employs an influencing strategies lens to examine how large-scale firms might respond to future climate change regulations. The study uses a structured qualitative methodology to explore and explicate the strategic responses from 21 international firms to the proposed emissions trading scheme outlined in Australia's Garnaut Climate Change Review. The results of the analysis show that firms can use pre-emptive influencing strategies in attempts to shape and mould regulatory design parameters, secure high levels of transitional economic support, and shift the balance of public policies and expenditure. Complementary defensive strategies may also target policy makers and regulators with some of the potential negative consequences of the new regulations.  相似文献

Though managing vulnerabilities posed by climate change calls for effective strategies and measures, its challenges have hitherto not been fully understood. In Sweden, municipalities have recently started incorporating vulnerability management into their political and administrative agendas. This study discusses such experiences and explores how institutional determinants may influence adaptive capacity within a local case study area, to illustrate emerging challenges and opportunities for Swedish municipalities in managing climate vulnerabilities. Specifically, formal institutional structure and the use of knowledge are analysed, concluding that vulnerability management often is focused on technical and reactive fixes, due to limited co-operation between local sector organisations, lack of local co-ordination, and an absence of methods and traditions to build institutional knowledge. Even so, opportunities, such as a high capacity to examine risks to technical systems and important establishments which in turn facilitates protection of technical infrastructure exposed to climate variability and change, also exist.  相似文献

The impending form and extent of climate change and its direct impacts present disproportionate challenges for the most socially and economically disadvantaged groups within populations. Evaluating the vulnerability of disadvantaged groups in the context of climate change has presented tremendous theoretical, methodological and policy challenges especially where vulnerability assessment research is focused at the local community level. This study addresses the challenges by developing an interdisciplinary methodology, based on expert knowledge, and uses the state of South Australia as a case study. It focuses on key indicators that measure the exposure of local communities to climate change and socio-economic vulnerabilities of local populations. A main contribution in this study is the novel incorporation of physical, environmental and socio-demographic data sets and extensive use of spatial modelling and estimation methods to spatially define climate change and social vulnerability “hot spots”. This paper assesses vulnerability under moderate and high Intergovernmental Panel on Climate Change CO2 emission scenarios in order to generate an assessment model to be used before planning is done. The result is the creation of a practical tool through which decision-makers can better understand how the complexity of one's local spatial context influences the unique exposure, which different vulnerable communities have, to the impacts of climate change. This paper presents a useful tool that can be used in the initial assessment phase by planners and policy-makers to better assist those who are limited in their ability to adapt to climate change.  相似文献

Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general.  相似文献

This article contributes to the understanding of adaptive capacity within national sectors by utilising two perspectives from institutional theory. Resting on data from 21 interviews the paper analyses the Norwegian electricity sector and the influence on adaptive capacity to climate change from changes in formal structure and institutional culture. The sector underwent transformational change between the beginning of the 1980s and mid-2000s, with the reform from 1991 as a watershed, and gradual consolidation from about 2000. From a self-regulated vertically integrated sector with an emphasis on robustness of supply the sector changed into a liberalised and unbundled structure, with economic efficiency as the guiding principle. These changes reduced adaptive capacity to climate change. After 2000, gradually adaptive capacity has increased somewhat. The paper argues that also social contextual factors need to be taken account of, both to understand adaptive capacity to climate change and to provide practitioners with an ability to increase it.  相似文献

This paper clarifies the competing discourses of sustainability and climate change and examines the manifestation of these discourses in local government planning. Despite the increasingly significant role of sustainability and climate change response in urban governance, it is unclear whether local governments are constructing different discourses that may result in conflicting approaches to policy-making. Using a governmentality approach, this paper dissects the contents of 15 Canadian local governments’ sustainability plans. The findings show that there are synergies and tensions between discourses of sustainability and climate change. Both share discursive space and shape local governance rationalities, though climate change response logics are not necessarily highlighted even where the action could result in greenhouse gas (GHG) emission reductions. In some cases, existing GHG intensive practices are being rebranded as ‘sustainable’. This suggests a tension between discourses of sustainability and climate change that may complicate attempts to address climate change through local sustainability planning.  相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue.  相似文献
