ABSTRACT

Quests for devolving more power to local actors for nature protection stem from both international and national policies. Also, there is a growing recognition of the need for local governments to promote green infrastructure for citizens to recreate and learn about their environment. Starting in 2004, the Swedish government has allocated special funding towards these goals through the Local Nature Conservation Programme (LONA). Virtually all Swedish municipalities have received such funding in pursuit of facilitating wide access to nature and promoting recreational activities, including the protection of nature areas, creating pathways, information devices, and promoting these areas among new societal groups to enjoy. This study presents the results of ten years of experience with LONA. A survey with respondents from 191 municipalities and 20 county administrations, together with 20 key informant interviews, show that the programme has been a success in several respects. Not only have most municipalities created a wealth of new ways to engage local organisations and citizens in nature conservation and recreation, but they have also broadened the ways they think about how nature is important to their constituencies. Due to innovative ways to count voluntary work as local matching of funding, smaller and less resourceful municipalities have also become engaged. Still, the local needs for further initiatives are deemed considerable. State support coupled with knowledge sharing is important to show policy priority to such bottom-up initiatives.  相似文献

Scholars observe an increased involvement of citizens in green space governance. This paper focuses on green self-governance, in which citizens play a major role in realizing, protecting and/or managing green space. While existing research on green self-governance focuses mostly on specific cases, we aim to contribute towards a large overview via an inventory of 264 green self-governance practices across The Netherlands. With this, we discuss the relevance of green self-governance for nature conservation and its relationship with authorities. In our analysis, we show that green self-governance practices are very diverse: they pursue a wide variety of physical and social objectives; employ a multitude of physical and political activities; involve different actors besides citizens; mobilize different internal and external funding sources; and are active within and outside of protected areas. While green self-governance can contribute towards protection and management of green space and towards social values, we highlight that this contribution is mostly of a local relevance. Most practices are small scale and objectives do not always match those of authorities. Although we speak of self-governance, authorities play an important role in many practices, for example, as financial donor, landowner or regulatory authority. In this, self-governance is often not completely ‘self’.

This article reviews the influence of two specific European Union (EU) laws, the Birds and Habitats Directives, on the choice of national policy instruments by Member States. Both Directives leave the choice for policy instruments to manage the sites designated under the Directives to the Member States. Using path dependency as a leading concept, this article analyses the continuity or changes in policy instruments due to the implementation of the Directives in 15 countries. This article shows that the tendency to use existing instruments to implement EU policy is limited, as in almost all countries new instruments were developed. Yet, states do tend to choose instruments from their predominant policy instrument mix and preferred implementation style to address the management requirements of the Directives. Additionally, in Central and Eastern European countries where the implementation of EU policy coincided with a process of transition to a market economy, new instruments were introduced outside the existing implementation style. The introduction of new policy instruments is the result of historical turns, domestic pressure and a shift to new modes of governance. National case studies are needed to shed more light on the interaction between EU policy and domestic factors during the process of instrument choice.  相似文献

In many countries over the last decades, state initiatives have emerged to promote and support public participation in policy-making. Despite the emphasis on participation and deliberation, there are groups that remain outside the participatory proceedings. We follow through two case studies from Finland on how active citizen groups became excluded in the policy processes but decided to act nevertheless. Conceptually, the article tells two stories about multi-signification and improvisation in nature conservation processes from the citizen participation point of view. Using practice-oriented policy analysis, we explore the actors' conflicting interpretations of acting for “the sake of the lake”. We argue that in these kinds of complex policy processes, improvisation should be given more space.  相似文献

建立自然保护区是保护生物多样性的最有效的保护措施之一,但如何评估自然保护区保护效果一直是自然保护研究的难点。本文针对热带森林自然保护区保护效果评价方法进行综述,分析热带森林自然保护区保护效果评价面临的挑战:空间不可比、时间不可比;明确了热带森林自然保护区保护效果评价可比性建立的基本模式:确定森林退化指标,选择协变量,平衡协变量,选择对比方式,判断并去除空间溢出的影响范围;回顾了自然保护区保护效果评估常用统计方法:回归评估法和匹配评估法。为了加强热带森林自然保护区保护效果评估,在今后评估方法选择过程中建议:强化时空对比;强化多学科交叉方法的应用;强调多维度评估指标的选择和应用。  相似文献

Nature conservation policies and procedures have recently acquired a wider mission. Disciplinary advances, the approval of international guidelines and regulations, and the increasing number and variety of protected areas require to overcome the traditional rigid separation between designated areas and the rest of the territory. In particular, the challenge of biodiversity protection and the attention devoted to protected landscapes require innovative approaches. The paper provides a disciplinary framework and illustrates the methodology used in drawing up a management plan for the Paneveggio-Pale di San Martino Natural Park, an alpine protected area located in Trentino, Italy. The Park is characterised by ecological values and spectacular Dolomite scenery, but also by man-made landscapes and the presence of economic activities. The key planning instrument applied is the ‘landscape unit’, which integrates the different values to be protected in a way that reflects the identity of local communities and the shared perspective of nature conservation.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. We have investigated why conflicts linked to the distribution of power between governments and actors at the national and local levels concerning environmental management of mountain areas in Norway persist despite political intentions to strengthen local powers. We seek to explain this by analysing changes in policies, institutional frameworks, and regional contexts, and the local perceptions of these changes. Paradoxically, the national government's power has apparently been strengthened by new sectoral regulations and more stringent enforcement of the existing ones, increases in the number and extent of protected areas, and failures to act on intentions to devolve power. An additional factor spurring conflicts is the increased importance of tourism to mountain communities. To become more relevant to policies and development in mountain areas, future studies on multilevel governance must address multilevel politics, entire mountain areas, and the context of their development, rather than focusing on minor projects and protected areas.  相似文献

The management of Natura 2000 sites faces several challenges. Responsible authorities need to achieve specific conservation objectives and they need to balance these objectives with social and economic interests. A study of two cases, one in England and one in the Netherlands, shows that the initial choices about the organisation of a deliberative planning process can create a solid basis for further co-operation. This paper contributes to the knowledge about the design and consequences of deliberative planning processes. It shows how a specific process design can strengthen the possibilities to develop social capital, trust and reciprocity, but also how it can result in a deliberative quicksand, characterised by ongoing discussions and even conflicts between the various stakeholders.  相似文献

This paper presents a comprehensive framework for the sustainable management of groundwater resources in the Makutupora basin, Dodoma, Tanzania. The framework was developed through a systematic four-phase methodology. Phase I involved a literature and document review to generate foundational insights. Phase II comprised a review of existing conceptual frameworks to identify best practices. Phase III included primary data collection through interviews, focus groups, and stakeholder surveys to understand current challenges and capacities. Phase IV involved synthesizing the findings to develop the proposed management framework. The framework includes a nested, multi-scale structure with four hierarchical levels, overarching goals, primary management functions, specific operations, and subordinate tasks. It was informed by sustainability Principles and Intergrated Water Resources Mangagement concepts. The framework facilitates coordinated planning and implementation across relevant organizations through well-defined roles and regular monitoring/evaluation. Key functions address resource assessment, regulatory compliance, stakeholder participation, financing, and capacity development. Validation by subject matter experts strengthened the framework's grounding in evidence and enhanced its implementation, adaptability, and long-term sustainability. The final framework is envisioned as a dynamic decision support tool to address the complexities of groundwater utilization, protection, and conservation in an equitable, adaptive manner for current and future generations.  相似文献

The study examines the relationship between nature management and land use planning in order to balance nature protection and tourism development within and outside national park borders. Applying theory about local networks and social learning, we highlight how responsible actors coordinate in order to strike a balance between protection and tourism. Based on this study of a Norwegian coastal national park, we state that competent key individuals are crucial preconditions for fulfilling the management and planning objectives in a wider regional context. In our case study, such personnel within the national park management and municipal land use planning system serve as bridge builders between nature protection and tourism. However, we argue that the existing management system is very vulnerable, and an important implication of our study is that the present local network should be more firmly institutionalized in order to become sufficiently robust and resistant to changes.  相似文献

The study explored the sub-national implementation of the Pan-European Criteria and Indicators (C&I) for Sustainable Forest Management in Italy, based on the statistical analysis of answers to a questionnaire provided by representatives of the Italian sub-national forest administrations. The questionnaire explored the implementation of C&I in five applications and through the analytical lenses of ‘suitability of C&I to sub-national contexts’ and ‘adaptability of administrations to C&I’. The analysis of suitability and adaptability made it possible to identify and compare challenges in, and successful experiences with, the implementation of C&I, which were then used to formulate recommendations aimed at encouraging implementation and promoting academic and policy debate. The study reveals that C&I were implemented to a moderate extent. This level of implementation was determined most of all by the suitability of C&I to the Italian sub-national contexts, and less by the adaptability of administrations. Recommendations to foster implementation of and dialogue on C&I include the need for Italian sub-national administrations to transpose the Pan-European C&I into sub-national sets tailored to local circumstances by, for example, modifying existing C&I or integrating these into new customized indicator sets.  相似文献

South Africa sought to implement an ecologically representative Marine Protected Area (MPA) network to achieve biodiversity and fisheries management goals with least impact on offshore stakeholders. The result was the declaration of a spatially efficient network representing 131 of 150 marine ecosystem types (87%) in 5.4% of ocean area. We outline the 15-year process from planning to implementation of 20 new MPAs, including contentious areas recognized as important for conservation decades ago. Systematic Conservation Planning (SCP) supported by 532 data layers and an inclusive stakeholder process identified priority areas, reduced conflict and guided complex trade-offs. Multiple scenarios and iterative improvements increased transparency, supported ocean zonation and achieved balanced compromises while maintaining conservation objectives. Key challenges, enabling factors and lessons are shared. We demonstrate that flexible, evidence-based SCP together with adaptive social processes that are alert to opportunities can support implementation of representative MPA networks aligned to ocean economy goals.  相似文献

Internationally agreed sustainability goals are being missed. Here, we conduct global meta-analyses to assess how the extent to which humans see themselves as part of nature—known as human–nature connectedness (HNC)—can be used as a leverage point to reach sustainability. A meta-analysis of 147 correlational studies shows that individuals with high HNC had more pronature behaviours and were significantly healthier than those with low HNC. A meta-analysis of 59 experimental studies shows significant increases in HNC after manipulations involving contact with nature and mindfulness practices. Surprisingly, this same meta-analysis finds no significant effect of environmental education on HNC. Thus, HNC is positively linked to mind-sets that value sustainability and behaviours that enhance it. Further, we argue that HNC can be enhanced by targeted practices, and we identify those most likely to succeed. Our results suggest that enhancing HNC, via promotion of targeted practices, can improve sustainability and should be integrated into conservation policy.  相似文献

Over the past decade, trophy hunting in Africa has seen increased public and scientific interest. Much of that attention has come from outside of Africa, with little emphasis on local views. We circulated an online survey through international networks to explore demographic and regional differences in opinion regards support for African trophy hunting, trophy import bans, and outside funding of conservation estates supported by hunting. We received ∼5700 responses and found that location, demography, and conservation background influenced opinion. African and North American respondents showed (significantly) more support for trophy hunting than respondents from Europe or other areas, as did respondents with conservation backgrounds. Unlike North Americans, Africans supported external subsidies of wildlife areas presently funded by hunting. Many factors affected opinions on African hunting, but respondent location played a major role. Realistic policy on African trophy hunting should thus integrate African perspectives, in particular those of rural communities.  相似文献

The aim of this study was to explore the relationship between pro-environmental behaviour and two forms of emotional association: attachment to place and connectedness to nature. This relationship is explored in the context of farmers' management of native vegetation on their properties. A postal survey was conducted to measure the extent to which farmers felt connected to nature and to their property. The survey also measured vegetation management behaviours and associated valued outcomes. A total of 141 farmers in northwest Victoria, Australia, completed the survey. Results showed that vegetation protection behaviours increased with connectedness to nature (CNS), although CNS accounted for only a modest amount of the variation in behaviour. Place attachment was not related to management behaviours. Further analysis suggested that the relationship between CNS and management behaviour was mediated by importance given to environmental benefits of vegetation management. The findings lend weight to studies showing a relationship between CNS and more simple conservation behaviours (e.g. recycling). The findings are also consistent with frameworks suggesting that emotional association with nature leads to an expanded sense of self and greater valuing of non-human species, and so to pro-environment behaviour. This demonstrates the importance of using a range of instrumental and more affective strategies to promote conservation behaviours.  相似文献
