There is now an emerging sense of the scope and nature of response that can be implemented at building and neighbourhood scales to help adapt cities and urban areas to the changing climate. In comparison, the role of larger natural and semi-natural landscapes that surround and permeate cities is less well understood. Addressing this knowledge gap, this paper outlines two case studies that describe and map the flood risk management functions offered by green infrastructure landscapes situated within the Urban Mersey Basin in North West England. The case studies establish that areas potentially exposed to flooding can be located at some distance, and within different jurisdictions, from upstream areas where the flood hazard may be generated and could be moderated via functions provided by green infrastructure landscapes. This raises planning and governance challenges connected to supporting and enhancing flood risk management functions provided by green infrastructure landscapes. 相似文献

The study used the hypothetical lottery-choice questions to measure risk aversion and a detailed survey collected data on input use, farm production and non-farm activities to specifically assess whether risk aversion, risk perceptions, and socioeconomic factors affect the risk management strategies of farm households in Northern Ghana. Risk aversion significantly increases crop diversification strategies of households but marginally reduces herbicide use by households. Market risk significantly increases the use of improved seed varieties and the application of inorganic fertiliser but reduces diversification into livestock production. Production risk largely increases diversification into livestock production. Farmers’ risk management strategies are affected by socioeconomic variables such as access to extension services, area cultivated, age and gender. Policy effort focused on building pliable on-farm crop related risk management strategies should aim at considering the risk aversion and the perception of market risk whilst those focused on livestock should focus on production risk. 相似文献

The management of forests for multiple benefits, such as recreational services alongside timber production, can greatly benefit from the knowledge of public preferences for management-related forest attributes. This paper investigates citizens’ recreational use and preferences for recreation-oriented management in the case of state-owned commercial forests in Finland using data from a choice experiment study. We focus on attributes related to the typical management practices applied to enhance recreation: scenic buffer zones along waters, game bird habitats, and the quality of scenery along hiking trails. Recreational use and its frequency were found to be related to citizens’ background and specific outdoor activities. The scenic buffer zones were the most important attribute to the citizens. While the recreation-enhancing practices were generally valued, respondent segments with distinct preferences were found. Preference heterogeneity was related to citizens’ socioeconomic characteristics and recreational profiles. 相似文献

Based on in-depth interviews, this article presents findings of a study centred on public communication regarding Tiengemeten, a Dutch island previously occupied by farmers. An answer is sought to the question of how visitors to Tiengemeten evaluate, according to their own experiences, the discourse of people involved in Tiengemeten from a policy and communication perspective. This study showed that visitors’ experiences do not always match the emotions appealed to in public communication materials. It is also suggested that people involved from a policy and communication perspective should refrain from using ‘heavily value-laden’ phraseology. For reasons of trust, this article suggests aligning public communication with genuine experiences of visitors. This is also necessary for avoiding scepticism of visitors as policy makers and communication professionals run a risk that public communication regarding nature becomes counterproductive. 相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level. 相似文献

Recent “green” planning initiatives envision food production, including urban agriculture and livestock production, as desirable elements of sustainable cities. We use an integrated urban political ecology and human–plant geographies framework to explore how foraging for “wild” foods in cities, a subversive practice that challenges prevailing views about the roles of humans in urban green spaces, has potential to also support sustainability goals. Drawing on research from Baltimore, New York City, Philadelphia, and Seattle, we show that foraging is a vibrant and ongoing practice among diverse urban residents in the USA. At the same time, as reflected in regulations, planning practices, and attitudes of conservation practitioners, it is conceptualised as out of place in urban landscapes and an activity to be discouraged. We discuss how paying attention to urban foraging spaces and practices can strengthen green space planning and summarise opportunities for and challenges associated with including foragers and their concerns. 相似文献

This paper aims to contribute to the current debate on Marine Spatial Planning (MSP) by exploring the issue of stakeholder engagement. MSP is an emergent policy field that is subject to an increasing body of research, yet the role, scope and nature of participatory engagement within the process remains a neglected topic. This paper briefly reviews the nature of the ‘marine problem’, to which MSP is seen to be the response and describes the emergence of MSP policy in the UK with specific emphasis on participatory aspects. Drawing on the experience of terrestrial planning it discusses the potential benefits of stakeholder engagement in MSP and highlights some of the key issues that need to be taken into account when shaping stakeholder input into the process. It then goes on to describe the findings from a series of interviews with key stakeholders in the Irish Sea Region, which suggest that we need to develop a more critical and deeper understanding of how various interests frame the ‘marine problem’, and how they see their role in shaping the form of the MSP process. This highlights the importance of encouraging stakeholder involvement in MSP, the need to develop a shared vision of a ‘sea interest’. Priorities are then set for research to support this important policy agenda. 相似文献

This paper looks into the complexity of managing flood risks in the Hawkesbury–Nepean catchment, Australia. Several aspects are explored: (1) the complexities created by the way different agencies are involved in assessing flood risks; (2) different perceptions on acceptable flood risk level; (3) community engagement in defining acceptable flood risk level; (4) views on a holistic flood risk management plan; and (5) challenges of a centralised information system. This study concludes that the complexity of managing a large catchment is exacerbated by the difference in the way professionals perceive the problem. This has led to (1) different standards for acceptable risks; (2) inconsistent attempt to set up a regional-scale flood management plan beyond the jurisdictional boundaries; (3) absence of a regional-scale agency with licence to share and update information; and (d) lack of forums for dialogue with insurance companies to ensure an integrated approach to flood management. 相似文献

Scholars observe an increased involvement of citizens in green space governance. This paper focuses on green self-governance, in which citizens play a major role in realizing, protecting and/or managing green space. While existing research on green self-governance focuses mostly on specific cases, we aim to contribute towards a large overview via an inventory of 264 green self-governance practices across The Netherlands. With this, we discuss the relevance of green self-governance for nature conservation and its relationship with authorities. In our analysis, we show that green self-governance practices are very diverse: they pursue a wide variety of physical and social objectives; employ a multitude of physical and political activities; involve different actors besides citizens; mobilize different internal and external funding sources; and are active within and outside of protected areas. While green self-governance can contribute towards protection and management of green space and towards social values, we highlight that this contribution is mostly of a local relevance. Most practices are small scale and objectives do not always match those of authorities. Although we speak of self-governance, authorities play an important role in many practices, for example, as financial donor, landowner or regulatory authority. In this, self-governance is often not completely ‘self’. Hydroelectric dams represent major investments and major sources of environmental and social impacts. Powerful forces surround the decision-making process on public investments in the various options for the generation and conservation of electricity. Brazil’s proposed Belo Monte Dam (formerly Kararaô) and its upstream counterpart, the Altamira Dam (better known by its former name of Babaquara) are at the center of controversies on the decision-making process for major infrastructure projects in Amazonia. The Belo Monte Dam by itself would have a small reservoir area (440 km 2) and large installed capacity (11, 181.3 MW), but the Altamira/Babaquara Dam that would regulate the flow of the Xingu River (thereby increasing power generation at Belo Monte) would flood a vast area (6140 km 2). The great impact of dams provides a powerful reason for Brazil to reassess its current policies that allocate large amounts of energy in the country’s national grid to subsidized aluminum smelting for export. The case of Belo Monte and the five additional dams planned upstream (including the Altamira/Babaquara Dam) indicate the need for Brazil to reform its environmental assessment and licensing system to include the impacts of multiple interdependent projects. 相似文献

Despite consensus on the need to adapt to climate change, who should adapt, and how, remain open questions. While local-level actions are essential to adaptation, state and federal governments can play a substantial role in adaptation. In this paper, we investigate local perspectives on state-level flood mitigation policies in Vermont as a means of analysing what leads top-down adaptations to be effective in mobilizing local action. Drawing on interviews with town officials, we delineate local-level perspectives on Vermont's top-down policies and use those perspectives to develop a conceptual framework that presents the ‘fit’ between top-down policies and the local-level context as comprised of three components: Receptivity, Ease of Participation, and Design. We explain how these components and their interactions influence local-level action. This analysis points to how careful consideration of the components of ‘fit’ may lead to greater local-level uptake of top-down adaptation policies. 相似文献

The results of an empirical study into the perceptions of “hands-on” experts concerning the welfare of (non-human) animals in traveling circuses in the Netherlands are presented. A qualitative approach, based on in-depth conversations with trainers/performers, former trainers/performers, veterinarians, and an owner of an animal shelter, conveyed several patterns in the contextual construction of perceptions and the use of dissonance reduction strategies. Perceptions were analyzed with the help of the Symbolic Convergence Theory and the model of the frame of reference, consisting of knowledge, convictions, values, norms, and interests. The study shows that the debate regarding animals in circuses in the Netherlands is centered on the level of welfare that is required; the importance of animal welfare is not disputed. Arguments that were used differed according to the respondents’ specific backgrounds and can be placed on a gradient ranging from the conviction that the welfare of animals in circuses is sufficiently warranted and both human and animal enjoy the performance (right end), to the conviction that animal welfare in circuses is negative, combined with the idea that the goal of entertaining people does not outweigh that (left end). The study confirms that perceptions reflect people’s contexts, though the variety in scopes suggests that the (inter)relations between people and their context are complex in nature. Evidence of cognitive dissonance was abundant. Coping strategies were found to be used more by respondents towards the right end of the gradient, suggesting that those respondents experience more ambivalence. This encountered pattern of association between position on the gradient and frequency of dissonance reduction strategies calls for further research on the type of ambivalent feelings experienced. The authors argue that, to come to an agreement about the welfare of animals in circuses, including the way this welfare should be guaranteed, stakeholders from different contexts need to engage in a dialogue in which a distance is taken from right/wrong-schemes and that starts from acceptance of dilemmas and ambiguity. 相似文献

Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations. This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory. As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management. 相似文献

Norway has more than 100,000?km of coastline and associated shore zone. The shore zone is an attractive area for development and infrastructure on the one hand, and recreation and protection of biological diversity on the other. The Norwegian Planning and Building Act contains a general ban on any building in the area between the ordinary high water mark and up to 100?m inland from the shoreline. Exemptions can be granted, however, by the competent municipality through land planning and individual decisions. The importance attached to leaving the shore zone untouched varies from region to region. There are large geographical differences in terms of biodiversity, cultural heritage, landscape, development, development pressure, migration and depopulation, and commercial activity, as well as public access to the coastal areas and the ocean. Since 2011, the entire Norwegian shore zone became subject to guidelines that regulate a geographical differentiation of management and a more severe protection of central areas. Adaptation planning at the community level takes on various forms. It generally involves a process of defining climate impacts, vulnerabilities, and actions that can build community resilience. Typically, these processes rely on climate experts and policy-makers to define what is at risk, and therefore what is worthy of investment and protection. Emerging approaches to community-based adaptation-planning advocate for stronger community control over these processes. Drawing on a place-based approach to adaptation, this paper examines place meaning as a co-constructed process. It explores how this process shapes opportunities for community-based climate action in Churchill, Canada. Results indicate that community members acknowledge many competing threats to their sense of place, and suggest that this competition may reduce the perceived need to prioritise climate action to protect connections to place. Results also reveal a concern among community members that local place identity has been appropriated for economic gain, which may further reduce the drive to act in protection of an already exploited sense of place. Overall, findings support calls to adopt place-based perspectives to enhance the capacity of adaptation planning to understand local needs, values, and levers for action. 相似文献

The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land. 相似文献

Baselines are used extensively in environmental regulation and usually serve as a proxy of a certain ‘natural’ environment upon which the potential toxicity of a certain substance is assessed. However, there is nothing natural or automatic about the process via which baselines are created. Most of the time they are produced through a series of baselining practices in which heterogeneous entities are assembled in highly idiosyncratic ways, a process always crisscrossed by technical, political and ethical issues. This particular paper, based on material collected while observing an environmental risk assessment exercise carried out in an abandoned mining waste dump in northern Chile, looks at two kinds of practices that are especially salient. On the one hand, there is the recognition of a certain ‘naturalness’ of a particular piece of soil, a process in which visual valuation processes play a central role. On the other hand, there is the creation of ‘traceability,’ through which the particular extracted sample is linked to a series of entities, gaining in the process validity as representative of the ‘natural soil’ existing in this particular patch. In the conclusion, both operations will be connected with different difficulties that current environmental regulation faces in dealing with polluted sites such as the one under study. 相似文献

ABSTRACTThe article explores one of the biggest controversies over sustainability in modern Czech history, a protracted conflict over whether the Brno railway station should be re-built in a new location. By examining the language of the interaction between a ‘modernizing discourse’ and a ‘sustainability discourse’, the article highlights reflexivity as analytic enterprise that bares the governance dimension of policy conflicts. The reflexive analysis focuses on how actors justify their positions, how they distinguish themselves from their opponents and how they express trust in their own group. It reveals that both discourses are not only related to the re-location issue per se, but that they entail contested notions of legitimate knowledge and modes of governance. Since such power contest is common in sustainability controversies, the reflexive analysis suggests a novel analytical agenda for addressing policy conflicts in sustainability issues. 相似文献

There have been conflicting accounts of the role and influence of local opposition within planning application outcomes for wind power developments. There is an expanding literature that considers public responses to proposed renewable energy developments and much of this suggests that public opposition is a key factor in the slow growth in renewable energy capacity. However, this paper will show that local opposition groups' power over such planning processes is very limited, and in fact extends only so far as delaying an outcome. Through a thematic content analysis of objection letters to one particular proposed wind power development, the key issues raised in connection with the development will be highlighted. Subsequently, these issues will be compared with those discussed in the official report of the planning appeals process, and it will be shown that the concerns of local objectors had little influence over the eventual verdict. 相似文献
