碳税是一种重要的环境经济手段,其设立初衷是将环境成本内部化,减少化石能源的消费和碳排放量。20世纪90年代以来,许多国家和地区探索实施了碳税。但作为一个干预经济运行的政策手段,碳税不仅会产生环境效应,还会产生经济效应和分配效应。这些效应互相影响,最终效果存在较大的不确定性:碳税的引入会在本国或本地区带来碳排放量的一定程度下降,但也可能引起"碳泄漏"。同时,由于碳税干扰了能源价格,可能加大能源成本,对工业生产竞争力,以及居民福利、就业等产生影响。既利用碳税实现碳减排,又要避免碳税对市场的扭曲,影响经济目标的实现,还要避免对贫困阶层的不利影响,同时达到这些目标实非易事,因此各国引入碳税前大多非常谨慎。特别是近几年,全球经济持续低迷,各国正设法推动制造业发展以提振经济走出疲软态势,对征收碳税的积极性有所下降。我国是一个发展中国家,正处于经济结构转型、多项重要改革同时推进的艰难转型期,在当前世界经济增长放缓的大背景下,保增长促就业的任务也很重,考虑到碳税三种效应的复杂性和不确定性,建议我国开征碳税应非常慎重。  相似文献

Governments often impose new energy strategies to support new CO2 emission-reducing technologies without affecting economic growth. Hence, this study aims to re-investigate the relationship between economic growth, renewable energy use, and CO2 emissions in Algeria from 1990 to 2018. Motivated by the mixed findings of the existing literature, which ignore the Fourier function and bootstrap test and apply the newly developed Fourier bootstrap autoregressive distributed lag model (FARDL). Our findings indicate that renewable energy use and growth have a long-run relationship with CO2 emissions and do not accept the existence of the Environmental Kuznets Curve (EKC) hypothesis for CO2 emissions in Algeria. In the long term, the results show that renewable energy use has a negative and significant impact, and growth has a positive and statistically significant effect on CO2 emissions. In the short run, the findings indicate that renewable energy use reduces CO2 emissions, while both the growth and squared growth had positive and statistically insignificant impacts on CO2 emissions, confirming the lack of evidence supporting the EKC hypothesis. Moreover, the causality test indicates a one-way causation from growth to renewable energy use, confirming the conservation hypothesis for Algeria and from growth to CO2 emissions. Interestingly, we found one-way causality from CO2 emissions to renewable energy use, attributing this to the fact that renewable energy usage has yet to reach a point that it can significantly cause a CO2 emissions reduction. Based on the results, we recommend that policymakers design appropriate policies to decarbonize energy consumption, e.g., increasing fossil fuel costs and implementing a carbon tax. In contrast, Algeria should promote new CO2 emission-reducing technologies without affecting economic growth, e.g., tax exemptions and reductions for enterprise owners in the renewable energy industry.  相似文献

经历了十几年的讨论,燃油税改革方案终于在2009年出台并实施,改革后燃油税究竟会对我国宏观经济及各部门产生怎样的影响,倍受关注.基于此背景,采用环境CGE模型对改革前后的两种不同燃油税税率进行了量化分析,总体研究得出:从长期发展来看,燃油税改革有利于我国经济结构调整,减少能源消耗和降低碳排放;短期内会增加企业生产成本,抑制宏观经济增长,其中交通运输业和石油加工业受到的冲击最大,应引起有关部门重视.  相似文献

At best, the future of alternative and renewable energy remains uncertain. Our dependency on fossil fuels is already depleting world supplies of coal and petroleum while increasing greenhouse gas emissions. Most assuredly, the ability of alternative energy, described in this article as biomass, hydrogen, wind, solar, and geothermal power, to compete and even integrate with fossil fuels will depend on several important variables: First, developing, as well as developed, countries must be willing to direct long-term public and private funding towards innovative energy technologies by increasing research and promoting public education. Secondly, the “bottom line” economics associated with alternative energy technology must clearly show a positive cost/benefit ratio. Revenues and not deficits are paramount to the sustainability of alternative energy. Lastly, many experts argue for the environmental benefits of alternative energy by way of carbon reductions. The 1997 Kyoto Global Warming Treaty requires the United States in particular to reduce carbon dioxide emissions from fossil fuel burning by 7 percent below 1990 levels. While many experts argue that reactions to global warming and the alternative energy benefits anticipated because of them are fiscally irresponsible and not worth the billions of tax dollars intended, we can be assured that a business-as-usual attitude will continue without increased government and public support.© 1999 John Wiley & Sons, Inc.  相似文献

Environmental protection and sustainable development are connected. Such connection is considered highly important for Venezuela, where fossil fuel abundance has created economic and environmental challenges. Surprisingly, only limited attention has been directed to identifying policy options for charting the path to sustainable development in the economy. Contributing to filling this gap in the literature, this study examines whether financial development, de facto and de jure conditions in trade and financial integration can trigger long‐term economic shifts that will change the trajectory of carbon dioxide (CO2) emissions in the economy using a novel estimation approach—dynamic simulations of autoregressive distributed lag (ARDL) models. The empirical modelling framework incorporates the impact of population, economic growth, energy intensity and government consumption expenditure. ARDL‐bounds test provides evidence that the variables are cointegrated. Long‐run estimates from the dynamic ARDL analysis show that de facto and de jure conditions in trade and financial components of economic integration offer varied policy options for carbon mitigation in Venezuela. Population size, energy intensity, government consumption expenditure and de facto condition in financial integration have increasing impact on CO2 emissions, exacerbating suitability challenges in the economy. On the other hand, positive shocks in financial development, de facto condition in trade integration and de jure condition in financial integration have a mitigation effect on CO2 emissions. Overall, financial development, trade integration and the control of cross‐border financial flows are needed economic conditions that can accelerate a quick transition to a low‐carbon develpoment in Venezuela.  相似文献

The Canadian province of British Columbia (BC) is taking significant steps towards climate change mitigation, including a carbon tax on fossil fuels and legislation that mandates greenhouse gas (GHG) reductions within public sector organisations and GHG reduction targets for municipalities. This paper carries out a preliminary scan of the GHG emissions of BC communities using the provincially mandated Community Energy and Emissions Inventory reports. We map trends in energy consumption and emissions per capita while uncovering correlations between these variables and land-use planning, geographic, and demographic variables. These data have shown that: (1) energy consumption in BC is an adequate proxy for GHG emissions; (2) transportation, more than buildings, is a strong driver of overall GHG emissions; (3) building emissions are not likely to be strongly influenced by dwelling type, but density of buildings is crucial; (4) geographic location influences emissions; and (5) population size and age do not appear to influence per capita emissions. These findings are particularly important as they suggest that the potentially intransigent factors of income and population size need not be barriers to achieving significant GHG reductions. The policy onus thus falls squarely on transportation planning, land-use, energy conservation, and fuel switching. This in turn highlights the importance of deeper underlying sociocultural and political preferences, which shape the behaviours that have a strong bearing on emissions profiles.  相似文献

This study quantified carbon storage and sequestration by urban forests and carbon emissions from energy consumption by several industrial sources in Hangzhou, China. Carbon (C) storage and sequestration were quantified using urban forest inventory data and by applying volume-derived biomass equations and other models relating net primary productivity (NPP) and mean annual biomass increments. Industrial energy use C emissions were estimated by accounting for fossil fuel use and assigning C emission factors. Total C storage by Hangzhou's urban forests was estimated at 11.74 Tg C, and C storage per hectare was 30.25 t C. Carbon sequestration by urban forests was 1,328, 166.55 t C/year, and C sequestration per ha was 1.66 t C/ha/year. Carbon emissions from industrial energy use in Hangzhou were 7 Tg C/year. Urban forests, through sequestration, annually offset 18.57% of the amount of carbon emitted by industrial enterprises, and store an amount of C equivalent to 1.75 times the amount of annual C emitted by industrial energy uses within the city. Management practices for improving Hangzhou's urban forests function of offsetting C emissions from energy consumption are explored. These results can be used to evaluate the urban forests' role in reducing atmospheric carbon dioxide.  相似文献

碳税作为削减温室气体排放的有效市场经济政策手段,被全球多个国家推进实施并取得较好减排效果。目前,我国碳排放仍处于高位水平,碳减排行动面临严峻挑战。随着欧盟碳边境调节机制的推进,我国碳减排行动面临的国际形势也日趋复杂。因此,跟踪研究国际碳税政策最新实践进展,为我国实现“双碳”目标做好政策能力储备十分必要。本文系统分析了国际上碳税政策的实践进展与经验,将国际碳税政策实践发展分为初始起步阶段、探索发展阶段和深入拓展阶段,并从税制要素的角度全面总结了国际碳税实践的相关经验。根据国际碳税实践经验和我国的实际发展情况,本文提出了我国开征碳税的基本思路,并提出对使用含碳化石能源的单位或个人征收碳税,将碳税纳入环境保护税中实施统一征管等政策建议。  相似文献

本文选取中国碳排放价格数据和8种能源价格指数为研究变量,运用灰色关联方法研究了中国能源价格对中国碳价的影响。研究结果发现,化石能源价格对中国碳排放价格的影响较大,特别是煤炭、成品油和基础油价格对碳价的影响最大;低污染能源中,与天然气相比,液化气价格对中国碳排放价格影响明显。研究结果指出了保持碳市场价格稳定、防范价格异常波动的重要性,并从能源价格体系和能源消费结构角度提出了政策建议。  相似文献

The commercial fishing fleet in New Bedford, Massachusetts, USA, harvests seafood on George’s Bank, home of one of the nation’s most productive fisheries. We calculated the energy return on investment (EROI) and carbon intensity of protein harvest in the New Bedford fisheries from 1968 to 1988. EROI is the ratio of the energy content of the edible fish protein harvested to the quantity of fossil fuel energy used directly in the harvesting process. Carbon intensity is the quantity of carbon dioxide (CO2) released (from the burning of fossil fuels) per calorie of edible fish protein harvested. The results show that the EROI of protein harvest declined from 0.18 to 0.028 from 1968 to 1988, indicating that the energy used to harvest seafood increased from about 6 to 36 kcal of fuel for each kilocalorie of protein harvested. The quantity of CO2 released per calorie of edible fish protein is a linear function of energy use and therefore increased in a similar manner. During this period there was a large increase in fishing effort (caused by the increase in the real price of seafood products, favorable tax treatment for new vessel construction, and low interest loans from the government), and a decline in several important species of fish. The results suggest that fishing pressure could be managed effectively by the regulation of fuel use by the fleet. Despite the increase in the price of many seafood products, fishermen absorbed many of the costs of increasing scarcity in the form of longer working hours and fewer men per vessel.  相似文献

The drying up of the fossil energy sources and the damage from unchecked carbon emissions demand the development of low carbon economy, which promotes the development of new energy sources, such as wind power and photovoltaic. However, the direct connections of wind/photovoltaic power into power grid bring great impacts on power systems, thus affecting the security and stability of power system operations, which challenges the power system dispatching. In despite of many methods for power system dispatch, lack of the models, for power system containing wind power and photovoltaic considering carbon trading and spare capacity variation (PSCWPCCTSCV), restricts the further optimal operations of power systems. This paper studies the economic dispatch modeling problem of power system containing wind power and photovoltaic, establishes the model of economic dispatch of PSCWPCCTSCV. On this basis, adaptive immune genetic algorithm is applied to conduct the economic operation optimization, which can provide the optimal carbon trading price and the optimal power distribution coefficient. Finally, simulations based on the newly proposed models are made to illustrate the economic dispatch of PSCWPCCTSCV. The results show that optimization with the proposed model can not only weaken the volatility of the new energy effectively, but also reduce carbon emissions and reduce power generation costs.  相似文献

A number of schemes to increase household energy efficiency have operated in the UK over the last 5–10 years. This paper evaluates their effectiveness in terms of reducing household energy use, carbon emissions and fuel poverty. It then draws on the quantitative results of these schemes, and published plans for their continuation, to model an extended and expanded Household Energy Efficiency Scenario to 2020, using an integrated economy–energy–environment model of the UK. The results suggest that while such schemes can play a significant role in reducing carbon emissions from households, much more ambitious schemes than those currently implemented will be necessary to offset the underlying growth in these emissions. Finally, the results are compared with the UK government's own estimates, in its Climate Change Programme, of carbon emission reductions from such schemes to 2010. The paper concludes that the government's estimates are somewhat optimistic, and that it will need substantial new policy measures beyond those already announced if its carbon reduction targets in this area are to be met. Renewable energy as well as nuclear energy are low carbon power that presents the life cycle emissions of greenhouse gases than fossil fuel energy. However, analyzing the relationship between the consumption of renewable energy, consumption of nuclear energy, CO2 emissions and economic growth is crucial for the economic and energy policy decision; we address this question for developed countries. This paper deals with the relationships between nuclear energy, environmental degradation, real GDP and renewable energy. We apply a panel data model for a global panel consisting of nine developed countries during the period 1990–2013. The group studied consists of Canada, France, Japan, Netherlands, Spain, Sweden, Switzerland, UK and the USA. The empirical findings suggest that: (1) a causal link between emissions and real income, (2) a unidirectional causality running from renewable energy to nuclear energy, (3) a unidirectional causal relationship running from capital to environmental degradation, (4) a unidirectional causal relationship running from income to nuclear energy consumption, since the growth hypothesis is valid, (5) a unidirectional causality running from capital to income, (6) no an outstanding role of renewable energy use in the contribution of CO2 emissions.  相似文献

控制汽柴油消费对中国的能源安全和环境保护有着重要意义.燃油税和碳税是中国近期两种主要的已经或可能施加于燃油的税收政策.以自回归分布滞后模型为核心,本研究构建了一个燃油税和碳税的区域能源环境影响评估模型.利用模型估计了我国的燃油需求价格弹性,测算了燃油需求响应,计算了在相同CO2减排目标下,提高汽油消费税、提高柴油消费税、引入碳税三种政策情景下各省份预计产生的节能效应、减排效应和税收效益.研究结果显示,在相同的CO2减排目标下,第一,在不同情景下,各省份节能程度差异均有限,但节能数量均体现出区域匹配性,燃油消费越多的省份,节能数量一般越多,且提高汽油消费税的全国节能总量最大;第二,在引入碳税情景下,各省份CO2减排比例差异最小;第三,在全国层面,三种政策情景中空气污染物(PM2.5和NOx和SO2)减排数量均为提高汽油消费税>引入碳税>提高柴油消费税,但在提高柴油消费税情景下,有4/5的省份预计PM2.5排放减少程度超过14%.除此之外,提高汽油消费税的税收收益最大.  相似文献

ABSTRACT

The aim of this paper is to investigate the relationship between environmental policy stringency and CO2 emissions in BRIICTS (Brazil, Russia, India, Indonesia, China, Turkey and South Africa) for the period 1993–2014 after controlling for renewable energy, fossil energy, oil prices and income. We believe that this is the first attempt to use the recently OECD-developed environmental policy stringency index to test the effectiveness of environmental stringency policy in reducing CO2 emission in these countries. Applying the Panel Pooled Mean Group Autoregressive Distributive Lag (PMG-ARDL) estimator, we found an inverted U–shaped relationship between environmental policy stringency and CO2 emissions. This suggests that initially strict stringent environmental policy does not lead to improvements in the environment but after a certain level or a threshold point, environmental stringency policy leads to improvement in environmental quality. Renewable energy consumption was negatively related to CO2 emissions while fossil energy consumption and real oil prices and income were positively and significantly related to CO2. Our findings suggest that strengthening the stringency of environmental policies and promoting renewable energy are effective ways of preventing environmental degradation in BRIICTS countries.  相似文献

基于STIRPAT模型,建立了北京碳排放与经济发展水平、能源消耗强度、产业结构和能源消费结构间的变参数模型,得出以下结论:①经济发展水平、能源利用效率和能源消费结构与人均碳排放正相关;产业结构大多数年份与人均碳排放负相关.②经济发展水平对人均碳排放的变弹性系数最大,依次是能源消费结构、能源利用效率和产业结构.③经济发展水平、能源利用效率和产业结构的变弹性系数呈现先升后降再升的趋势,只是上升和下降转折点有差异,能源消费结构变弹性系数波动较大.  相似文献

能源作为经济社会发展的重要物质基础,也是碳排放的主要来源,推动能源结构调整、大力发展可再生能源产业是实现碳达峰碳中和目标的必然要求。为了促进可再生能源产业发展,国家实施了一系列财税宏观调控政策。本文在梳理政策现状的基础上,对存在的问题进行了识别,包括弃风弃光现象影响财政资金使用效益、可再生能源电价补贴不到位、财税优惠政策形式相对单一、优惠政策执行的配套机制不足等。从建立、完善可再生能源电力消纳保障机制,多种渠道解决可再生能源补贴缺口问题,进一步完善税收优惠政策,适时优化调整财政支持政策,与其他政策协同发挥作用等方面提出了政策优化建议。  相似文献

气候变暖与环境恶化已成为人类生存和发展的重大威胁。鉴于碳排放具有负外部性,研究碳排放的边际外部性成本并探究最佳碳税,对于推进实现“双碳”目标具有重要意义。本文通过构建一个无限期的多部门新古典增长模型,探究碳排放的边际外部性成本及其影响因素,并对最优的碳税政策进行思考。研究结果表明:当居民消费效用函数呈对数形式、大气损害与产量成正比、大气中的碳含量存在线性关系和储蓄率不变等假设条件成立时,碳排放的边际外部性成本与产出成正比,且比例只与贴现率、大气损害函数和大气中的碳消散结构有关。因此,在碳税政策的制定上,要坚持经济发展与生态环境保护并重,分阶段动态优化调整碳税税率:在高贴现率时期提高碳税税率,分行业施行碳税政策和补贴政策,同时为了避免经济社会遭受到较大的冲击,起初征收碳税时税率不宜过高;考虑不同体量企业收入差距和负担能力,采用累进碳税征收机制;分地区实施差别税率,统筹区域协调发展。  相似文献

This paper presents projections of motor vehicles, oil demand, and carbon dioxide (CO2) emissions for India through the year 2040. The populations of highway vehicles and two‐wheelers are projected under three different scenarios on the basis of economic growth and average household size in India. The results show that by 2040, the number of highway vehicles in India would be 206‐309 million. The oil demand projections for the Indian transportation sector are based on a set of nine scenarios arising out of three vehicle‐growth and three fuel‐economy scenarios. The combined effects of vehicle‐growth and fuel‐economy scenarios, together with the change in annual vehicle usage, result in a projected demand in 2040 by the transportation sector in India of 404‐719 million metric tons (8.5‐15.1 million barrels per day). The corresponding annual CO2 emissions are projected to be 1.2‐2.2 billion metric tons.  相似文献
