ABSTRACT

President Obama’s climate change record is assessed by looking at his success in translating policy goals into policy outputs (laws or regulatory action) during his time in office. Obama’s campaign speeches are examined to identify specific promises to take action on climate change before proceeding to examine whether, how and with what success he managed to act upon these pledges. Obama is shown to have set out a multi-pronged approach to deal with climate change in his campaign speeches and succeeded in translating many of his goals into policy outputs. This finding contributes to debates about Obama’s ‘green’ credentials.  相似文献

Climate adaptation politics presents both obstacles and opportunities for correcting inequities that leave some communities especially vulnerable to climate-related environmental harms. By revealing these obstacles and opportunities, theories of procedural justice can help to identify procedural reforms and political strategies that advance the interests of vulnerable populations. An account of procedural justice is proposed that foregrounds the capability for political control over one’s environment, defined as having the political power to influence adaptation decisions. While the variables shaping this capability in the politics of environmental injustice often interact in ways that reproduce environmental inequities, adaptation politics has the potential to produce more transformational outcomes. To illustrate this potential, differences between the politics of environmental injustice and the politics of climate adaptation are drawn on to sketch the basic features of a typology of vulnerable populations’ political capabilities in the politics of climate adaptation, before highlighting the potential points for intervention.  相似文献

ABSTRACT

The large share of carbon emitted by energy-intensive industries in the extraction and processing of basic materials must be limited to decarbonise society and the economy. Ways in which the state can govern industrial decarbonisation and contributes to green state theory are explored by addressing a largely ignored issue: the green state’s industrial relations and its role in industrial governance. With insights from a Swedish case study, the tension between the state’s economic imperative and ecological concerns in greening industry are shown to persist. However, as the energy-intensive industry’s previously privileged position in the economy is weakening, industry is opened to decarbonisation strategies. While the case exposes a number of governance challenges, it also suggests potential areas where the state can pursue decarbonisation in energy-intensive industry and points the way to an active role of the green state in governing industrial decarbonisation and greening industry.  相似文献

The Chinese state is squarely ‘back’ in the business of environmental governance with an increasing number of policy innovations or experiments to resolve environmental issues. These have been mostly enacted through the ‘experimentation under hierarchy’ framework, undergirded by compensation-for-performance incentive structures for local agents. Based on on-site ethnography in local China, a critical analysis is presented of low-carbon city policy experiments – one of the most prominent environmental policies introduced in the past decade. Using lessons from the agency theory, it is hypothesized that outcomes of these policy innovations are contingent on different policy dimensions. Although a number of positive outcomes have been achieved in output-oriented dimensions, the fundamental difficulty of specifying all aspects of complex, multidimensional work tasks involved in low-carbon city development has frequently led to policy unmaking. The findings raise important questions about China’s tendency to rely excessively on compensation-for-performance structures to promote environmental policies.  相似文献

ABSTRACT

The link between environmental frames and policy outcomes in China is explored. Environmental nongovernment organizations’ (ENGOs) issue interpretation and presentation affect environmental policy changes. The notion of ‘frame alignment’ is introduced, and it is argued that it can serve to link ENGOs’ advocacy needs and frame resonance among different stakeholders, thus successfully promoting advocacy. Based on in-depth interviews and analysis of news reports over a span of 10 years, it is found that where ENGOs are able to align their issue frames with those of the central state and media, the resulting frame resonance smooths policy change. In contrast, where ENGOs adopt conflict frames critical of state authorities, the absence of alignment leads to a slim chance of policy change. The findings shed light on why some ENGOs successfully create linkage and achieve their desired outcomes while others fail to do so.  相似文献

The effort to transition energy sources away from dependence on fossil fuels has become highly divided along partisan lines in some countries, but the social-science literature has not yet caught up with this important problem. Policy-adoption studies do not address the specific problem of polarization and gridlock, and the literature on gridlock does not examine conditions for breaking gridlock for renewable energy and energy efficiency (REEE) policy. Qualitative research can help to fill the void by identifying strategies that legislators use for achieving support for REEE policy where there is gridlock, polarization, and/or strong opposition. Interview data from a stratified sample of US states reveals three strategies that state-government legislators use to enhance REEE policy development under these conditions: bring to the process countervailing industrial interests to align REEE with business; transfer decision making to public service commissions; and use extra-legislative consultation processes to develop stakeholder consensus.  相似文献

The success of technological development depends on citizens’ social acceptance, whereas several challenges related to the understanding of citizens’ reactions to renewable energy and its policies are identifiable. Most importantly, the gap between general attitudes towards the environment and specific voting behaviour regarding environment-friendly policy proposals calls for an explanation of how a policy’s design causes citizens who might otherwise support environmental measures to express opposition in direct democratic votes. Therefore, how policy design and policy information impact opinion formation is investigated. Salient aspects are identified, and the different types of information or qualifications that may cause opposition are considered. This new approach reveals that citizens, in environmental decision-making, do indeed consider policy design and policy information, which they regard as conditions for support, and that the type of policy information matters since citizens do not consider all of the policy details when they make decisions.  相似文献

‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. In conclusion, the ways in which the contributions to this volume address that research agenda are introduced.  相似文献

ABSTRACT

The European Union (EU) has become the main driver for environmental policy output for its member states whose number has more than tripled over the past four decades. The EU’s deepening and widening has led researchers to expect more non-compliance with EU environmental legislation. In fact, however, the implementation gap has narrowed over the past 25 years. Except for Southern enlargement, taking on new member states has not exacerbated the EU’s compliance problem in the field of environmental policy. Nor has the expansion of the environmental acquis. This is explained by the European Commission’s strategies of managing and enforcing compliance. EU environmental policy has become less demanding on member states since it increasingly tends to amend existing rather than set new legislation. Simultaneously, the Commission has developed new instruments to strengthen member state capacities to implement EU environmental legislation.  相似文献

Whilst the ‘green state debate’ has primarily focused on a narrow range of usual suspects in the developed world, the debate can be enriched and challenged by considering more diverse cases. Viewing African states from a green state perspective invites empirical reassessment of the geographical scope of the concept, and introduces a new set of conceptual questions about the political significance of transitions in environmental governance. Ecological modernisation theory has largely neglected African states because it is assumed that African states are weak, failing, or failed, and that environmentalism is a post-materialist phenomenon. Whilst both assumptions can be challenged empirically, a biopolitical perspective on the African environmental state, drawing on the work of Michel Foucault, can both position African state development within a longer-term context and challenge some assumptions of ecological modernisation. Examples from Egypt, South Africa, and the Kavango-Zambezi Trans-frontier Conservation Area highlight underestimated continuities in environmental state practices. The international and transnational drivers of the green state in Africa are emphasised, as well as the political dangers of a green ‘state building’ project.  相似文献

Questions of equity, gender, power and rights are central to environmental justice in climate mitigation schemes such as REDD+ (Reducing Emissions From Deforestation and Degradation). Drawing on the ideas of co-benefits and safeguards, the strategies for challenging mainstream discourse on gender in REDD+ – from the outside and within – are examined of two organisations that have attempted to bring a political concept – gender – into the largely technical discourse of climate policy. The analysis points to the risks of co-option that women’s organisations face, trying to challenge and change the mainstream discourse on gender in climate policy-making. The need for diverse and flexible strategies for resistance and influence in order to seize opportunities that may arise in countering the depoliticising force of global climate governance are highlighted.  相似文献

Does the state of the economy condition public concern for the environment? Scholars have long argued that environmental preferences decline during economic downturns as individuals prioritize short-term economic needs over longer-term environmental concerns. Yet, this assumption has rarely been subjected to rigorous empirical scrutiny at the individual level. The presumed link between economic and environmental preferences is revisited, using the first individual-level opinion panel (n = 1043) of US climate attitudes, incorporating both self-reported and objective economic data. In contrast with prior studies that emphasize the role of economic downturns in driving environmental preference shifts, using a stronger identification strategy, there is little evidence that changes in either individual economic fortunes or local economic conditions are associated with decreased belief that climate change is happening or reduced prioritization of climate policy action. Instead, the evidence suggests that climate belief declines are associated with shifting political cues. These findings have important implications for understanding the dynamics of political conflict over environmental policy globally.  相似文献

The European Union (EU) has had a profound effect upon its members’ environmental policy. Even in the United Kingdom (UK), the EU’s most recalcitrant member state (historically labeled the ‘Dirty man of Europe’), environmental policy has been Europeanised. As the UK moves to the EU’s exit door it is timely to assess the utility of Europeanisation for understanding policy dynamics in the UK. Drawing upon interviews and extensive engagement with stakeholders, this article analyses the potential impact of Brexit upon environmental policy and politics. The analytical toolkit offered by de-Europeanisation is developed to identify the factors that drive and inhibit de-Europeanisation processes, thereby providing insights that may be applicable in other settings. Disengagement and policy stagnation are presented as more likely environmental outcomes of Brexit, with capacity emerging as a central explanatory variable.  相似文献

Environmental nongovernmental organizations (NGOs) in Australia have struggled to generate and sustain public concern about climate change. If debates about climate policy can be viewed as sites of contestation between competing actors, Australia’s environmental NGOs have found it difficult to compete against countervailing forces that have sought to shape public attitudes to climate action and the contours of policy responses. While to a significant degree this reflects the power of those forces and the sentiments of the government of the day, there is also a case to be made that some of Australia’s most prominent environmental NGOs have appeared wedded to strategies inconsistent with building or sustaining public support for action or guiding policy responses. How have Australia’s largest environmental NGOs engaged climate politics, and why has this engagement taken that form? Pierre Bourdieu’s political sociology provides unique insight for coming to terms with the multifaceted nature of the constraints, opportunities, and drivers of political action, from the context of climate politics to the forces behind Australian NGOs’ engagement with that politics, and the limits of that engagement. Bourdieu’s work also suggests possible avenues for more effective forms of political communication on climate change in the Australian context.  相似文献

The ‘social licence to operate’ (SLO) concept is increasingly associated with environmental activism in nations with prominent resource extractive industries. Environmental non-governmental organisations (ENGOs) deploy it as a campaigning strategy to contest corporate activity, in particular, the environmental sustainability of existing or planned commercial projects. Drawing on two prominent Australian ENGO campaigns – against Seafish Tasmania’s Abel Tasman vessel and Tassal’s proposed fish farm operations on Tasmania’s east coast – the SLO strategy is assessed in the context of the governance literature, arguing that it constitutes ‘governance via persuasion’, a mode that incorporates appeals to normative values. Australian SLO campaigns are primarily directed at the state, promoting opportunities for ENGOs to shape reviews and revisions to environmental regulation alongside governmental and corporate actors. SLO campaigns are therefore a contemporary expression of environmental strategies seeking regulatory change in contrast to ENGO-led private governance initiatives that often bypass the state.  相似文献

Political parties are important actors in domestic climate politics. What drives variation in parties’ climate policy preferences? To contribute to a growing literature on the party politics of climate change, we focus on the roles of public opinion, party competition, and parties’ traditional policy preferences in shaping parties’ climate policy preferences in Denmark and Ireland. In case studies that draw on in-depth interviews with policy practitioners, we show how parties respond to public opinion, accommodate issue-owners, and are powerfully constrained and enabled by their existing preferences. These mechanisms also help to explain different responses on climate policy across the left-right spectrum. Competition between mainstream parties is particularly powerful, but can constrain as much as it enables ‘greener’ climate policy preferences. While climate change may be a distinctive problem, the party politics of climate change features similar incentives and constraints as other domains.  相似文献

The variety of ideas about ways nature is ‘valued’ in public policymaking are investigated. A theoretical ideational approach is combined with empirical analysis of the UK’s ecosystem services framework. Several types of ideas are identified, and how they interact is examined: ideas about nature itself; about the role that different research on the value of nature can or should play in decision-making; and about how policy decisions are made. In particular, the ways these ideas appear in academic debates, especially in ecological economics and philosophy, are confronted with how ideas appear in the policy practice of employing a ‘valuing nature’ concept. This reveals political dynamics sometimes missed by both advocates and critics of the concept of ecosystem services, such as the importance of promoting organisations and their agendas and activities, persuading different actors to change positions, and institutional commitments and sunk costs.  相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’.  相似文献

The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Innovation represents, in the end, a game of power that should be analysed as such.  相似文献

The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. The historical path to the Paris accord is outlined, and a preliminary assessment is offered of its key elements and outcomes.  相似文献
