Transgenic or genetically modified plants possess novel genes that impart beneficial characteristics such as herbicide resistance. One of the least understood areas in the environmental risk assessment of genetically modified crops is their impact on soil- and plant-associated microbial communities. The potential for interaction between transgenic plants and plant residues and the soil microbial community is not well understood. The recognition that these interactions could change microbial biodiversity and affect ecosystem functioning has initiated a limited number of studies in the area. At this time, studies have shown the possibility that transgenes can be transferred to native soil microorganisms through horizontal gene transfer, although there is not evidence of this occurring in the soil. Furthermore, novel proteins have been shown to be released from transgenic plants into the soil ecosystem, and their presence can influence the biodiversity of the microbial community by selectively stimulating the growth of organisms that can use them. Microbial diversity can be altered when associated with transgenic plants; however, these effects are both variable and transient. Soil- and plant-associated microbial communities are influenced not only by plant species and transgene insertion but also by environmental factors such as field site and sampling date. Minor alterations in the diversity of the microbial community could affect soil health and ecosystem functioning, and therefore, the impact that plant variety may have on the dynamics of the rhizosphere microbial populations and in turn plant growth and health and ecosystem sustainability, requires further study.  相似文献

Public policy on the development and use of genetically modified organisms (GMOs) has mainly been concerned with defining proper strategies of risk management. However, surveys and focus group interviews show that although lay people are concerned with risks, they also emphasize that genetic modification is ethically questionable in itself. Many people feel that this technology “tampers with nature” in an unacceptable manner. This is often identified as an objection to the crossing of species borders in producing transgenic organisms. Most scientists reject these opinions as based on insufficient knowledge about biotechnology, the concept of species, and nature in general. Some recent projects of genetic modification aim to accommodate the above mentioned concerns by altering the expression of endogenous genes rather than introducing genes from other species. There can be good scientific reasons for this approach, in addition to strategic reasons related to greater public acceptability. But are there also moral reasons for choosing intragenic rather than transgenic modification? I suggest three interrelated moral reasons for giving priority to intragenic modification. First, we should respect the opinions of lay people even when their view is contrary to scientific consensus; they express an alternative world-view, not scientific ignorance. Second, staying within species borders by strengthening endogenous traits reduces the risks and scientific uncertainty. Third, we should show respect for nature as a complex system of laws and interconnections that we cannot fully control. Thus far, the moral debateconcerning genetically modified foods (GMF) hasfocused on extrinsic consequentialist questionsabout the health effects, environmental impacts,and economic benefits of such foods. Thisextrinsic approach to the morality of GMF isdependent on unsubstantiated empirical claimsand fails to account for the intrinsic moralvalue of food and food choice and theirconnection to the agent's concept of the goodlife. I develop a set of objections to GMFgrounded in the concept of integrity andmaintain that food and food choice can beintimately connected to the agent's personalintegrity. I argue that due to the constitutionof GMF and the manner in which they areproduced, such foods are incompatible with thefundamental values and integrity of certainindividual moral agents or groups. I identifythree types of integrity that are threatened byGMF: religious, consumer, and integrity basedon certain other moral or metaphysical grounds.I maintain that these types of integrity aresufficiently important to provide justificationfor political and societal actions to protectthe interests of those affected. I conclude byproposing specific steps for handling GMFconsistent with the moral principles ofinformed consent, non-maleficence, and respectfor the integrity of all members of society.They include mandatory labeling of GMF, theimplementation of a system for control andregulations concerning such foods, andguaranteed provision of conventional foods.  相似文献

We present an annotated bibliography of peer reviewed scientific research highlighting the human health, animal welfare, and environmental risks associated with genetic modification. Risks associated with the expression of the transgenic material include concerns over resistance and non-target effects of crops expressing Bt toxins, consequences of herbicide use associated with genetically modified herbicide-tolerant plants, and transfer of gene expression from genetically modified crops through vertical and horizontal gene transfer. These risks are not connected to the technique of genetic modification as such, but would be present for any conventionally produced crops with the same heritable traits. In contrast, other risks are a direct consequence of the method used in gene manipulation. These come about because of the unstable nature of the transgene and vectors used to insert it, and because of unpredictable interactions between the transgene and the host genome. The debate over the release of genetically modified organisms is not merely a scientific one; it encompasses economics, law, ethics, and policy. Any discussion on these levels does, however, need to be informed by sound science. We hope that the scientific references provided here will provide a useful starting point for further debate.  相似文献

This paper explores some ways in which differing views about the human–nature relationship reflect and are reflected in people's experiences of the places and environments they encounter in their lives. I first describe how ideas of humans being “part of” versus “apart from” nature have appeared in discussions of environmental ethics and management, and suggest how these contrasting views might relate to people's actual experiences of the natural and human aspects of places. Using qualitative survey responses about outdoor places in the midwestern USA to illustrate ideas from phenomenological and gestalt psychology, I show how a sense of the human–nature relationship is conveyed in the gestalt qualities of places and how this may give rise to a feeling of moral responsibility toward nature. I conclude that the experience of human and natural aspects of real places points toward a dialectical view of the human–nature relationship, in which humans can be seen as simultaneously “part of” and “apart from” nature.  相似文献

In the beginning, policy debates between critics and advocates of genetically modified (GM) crops focused on scientifically determined risks. Ten years later, the argument between environmentalists or consumers and regulators or industry has changed into a discussion about the implementation of more democratic policymaking about GM farming. A notable omission from the political debate about food biotechnology in the United States, however, is the opinion of farmers who cultivate the GM crops. Policymakers should value practical knowledge based on experiences from farmers, not only scientific industry reports or consumer product opinions. This project uses in-depth interviews to create an original mail survey that uses the practical discourse of farmers in order to explore the relationship of farmer attitudes and GM agriculture. Although national research indicates that larger yields are the most common reason for GM adoption, qualitative information suggest that the potential of GM crops to increase revenue per acre does not truly reflect all the concerns of modern farmers. For example, farmers who use GM seeds indicate that they constantly question the social impacts of their agricultural practices. As such, GM policies should be restructured as a political rationalization of both economic modeling and political theory because this research suggests that farmers’ business decisions are utility calucations that consider economics without ignoring environmental and political contexts. Farmers’ concerns about non-economic risks suggest that they need more information about GM crops and that governmental policies should respond to their interests, as they are more democratic or pluralistic than industry or consumer arguments.  相似文献

Summary By combining hazard assessment of effects of a potential biotechnology product with exposure assessments based on study of the genetically engineered organism's fate, conclusions may be reached about the risk involved in release of the product to the environment. In order to make this risk assessment, criteria (including regulatory endpoints) must be established and then developed further against a data base from well-accepted tests. Other aspects requiring research and development include test evaluation, quality assurance, statistical procedures, and methods of identifying and monitoring not only the nominal organism(s) in the products, but also any contaminating material or organisms to which the genetically engineered components may be transferred in the environment.Application of microcosm technology to testing of genetically engineered organisms is expected to be important, since these systems may be used safely to understand fate and effects prior to (or in place of) testing the product in the environment. Limitations in the use of microcosms may be offset by the cost-effectiveness and incisiveness of results, as has been shown for other pollutants.Risk management for biotechnology products currently lacks an adequate background, but components of the process exist or can be developed. New resources, in terms of personnel, training, facilities, and funding, will be needed in order to apply the risk assessment paradigm used for toxic chemicals and pesticides. ABSTRACT

This paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested “green” uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme’s explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short.  相似文献

The term moral considerability refers to the question of whether a being or set of beings is worthy of moral consideration. Moral considerability is most readily afforded to those beings that demonstrate the clearest relationship to rational humans, though many have also argued for and against the moral considerability of species, ecosystems, and “lesser” animals. Among these arguments there are at least two positions: “environmentalist” positions that tend to emphasize the systemic relations between species, and “liberationist” positions that tend to emphasize the attributes or welfare of a particular individual organism. Already, this classic conflict provides for some challenging theoretical clashes between environmentalists and animal liberationists. The question of moral considerability is complicated, however, by recent developments in genetic engineering. Some animals, like pigs and fish, have been genetically modified by humans to grow organs that can then be transplanted into humans. If environmental arguments for the moral consideration of species are correct, then we are released from our obligations to morally consider those animals that we have genetically modified, since they are by their nature always an “invader species.” If, instead, the welfare of the animal is of penultimate importance, then there is a case for strengthening the moral considerability of GM animals over “naturally-occurring” animals, since they bear a closer relationship to humans. This would appear to be an intractable problem, a “bad marriage,” as Mark Sagoff once proposed. This paper argues that the case of invasive transgenic animals exposes weaknesses in this classic conflict, and particularly, in the framing of this conflict. To remedy this framing problem, this paper argues for a reconceptualization of the term “moral considerability,” instead urging a strong distinction between moral considerability, moral relevance, and moral significance.  相似文献

The main purpose of The NorwegianGene Technology Act (1993) is to enforcecontainment of genetically modified organisms(GMOs) and control of GMO releases.Furthermore, the Act intends to ensure that``production and use of GMOs should take placein an ethically and socially justifiable way,in accordance with the principle of sustainabledevelopment and without detrimental effects tohealth and the environment.' Hence it isobvious that, for the Norwegian authorities,sustainable development is a normativeguideline when evaluating acceptableconsequences of GMO use and production. Inaccordance with this, we have investigated theextent to which the sustainability criteriawere decisive for the destiny of one approvedand one declined application of geneticallymodified plant release. The presentunderstanding of the ecological,socio-economical, and cultural consequences ofGMO use and release is fragmentary anduncertain. We consider the PrecautionaryPrinciple and the notion of equitabledistribution as key issues within thesustainable development framework, henceconstituting important foundations for ouranalyses. The Act is legitimizingsustainability criteria, but does not seem tosecure their conversion into concrete action.We envisage a more conscious implementation ofthe Norwegian Gene Technology Act.Sustainability concerns ecological, economical,and social values, and these can only beensured through long-term thinking, initiationof independent risk-associated research, andbroad involvement of all stakeholders in theevaluation of GMO issues and concerns.  相似文献

The use of genetically modified plants in agriculture (GM crops) is controversially discussed in academic publications. Important issues are whether the release of GM crops is beneficial or harmful for the environment and therefore acceptable, and whether the modification of plants is ethically permissible per se. This study provides a comprehensive overview of the moral reasoning on the use of GM crops expressed in academic publications from 1975 to 2008. Environmental ethical aspects in the publications were investigated. Overall, 113 articles from 15 ecology, environmental ethics, and multidisciplinary science journals were systematically reviewed. Three types of moral concerns were used to structure the normative statements, moral notions, and moral issues found in the articles: concerns addressing consequences of the use of GM crops, concerns addressing the act (the technique itself), and concerns addressing the virtues of an actor. Articles addressing consequences (84%) dealt with general ecological and risk concerns or discussed specific ecological issues about the use of GM crops. Articles addressing the act (57%) dealt with the value of naturalness, the value of biotic entities, and conceptual reductionism, whereas articles addressing the actor (43%) dealt with virtues related to the handling of risks and the application of GM crops. The results of this study may help to structure the academic debate and contribute to a better understanding of moral concerns that are associated with the key aspects of the ethical theories of consequentialism, deontology, and virtue ethics.  相似文献

Landscape characteristics and parcel ownership information are often collected on different spatial scales leading to difficulties in implementing land use plans at the parcel level. This study provides a method for aggregating highly resolute landscape planning information to the parcel level. Our parcel prioritization model directly incorporates a Land Trust's conservation goals in the form of a compromise programming model. We then demonstrate the use of our approach for implementation decisions, including parcel selection under a budget constraint and the estimation of a total conservation budget necessary to meet specific conservation goals. We found that these cost constraints significantly alter the composition of the 'best' parcels for conservation and can also provide guidance for implementation. The model's results were integral to a local Land Trust's ability to further define and achieve their goals.  相似文献

It is widely recognized that our social and moral environments influence our actions and belief formations. We are never fully immune to the effects of cultural membership. What is not clear, however, is whether these influences excuse average moral agents who fail to scrutinize conventional norms. In this paper, I argue that the lack of extensive public debate about factory farming and, its corollary, extreme animal suffering, is probably due, in part, to affected ignorance. Although a complex phenomenon because of its many manifestations, affected ignorance is morally culpable because it involves a choice not to investigate whether some practice in which one participates in might be immoral. I contend further that James Montmarquet’s set of intellectual virtues can provide a positive account of what it means to act as a responsible moral agent while immersed in a meat eating culture; they also represent the moral and epistemic framework for the kind of public discourse that should be taking place.  相似文献

Extraction of Crotalaria juncea (Sunn hemp) oil from its seeds is important to study because of its proven promising clean fuel characteristics. Soxhlet-based solvent extraction with some modification has been tried to extract the oil. In a fluid-solid mass transfer system, where, solids are present as packed bed, dynamic behavior of bed can be described in terms of concentration of solute in solids/solvent-time profile. Some of the well-known semi-empirical models of adsorption dynamics are modified and applied since leaching of oil is just the reverse of the phenomenon of adsorption in porous media. Modified Bohart-Adams model (non-linear), modified Bed Depth Service Time (BDST) (linear), and modified Thomas model (non-linear forms) are applied. It is found that these models fit to the experimental result reasonably well. Results suggest that higher bed height, with proper shape (annular) of the bed, having a higher solvent velocity will work best. Comparing the error values (SSE, SAE, and ARE) in the four cases, it is very clear that the modified BDST model is the most suitable. In the light of transient study it is established that the modified Soxhlet apparatus with cylindrical and annular beds, performs best while leaching Crotalaria juncea oil from their seeds.  相似文献

Problems associated with the disposal of municipal solid waste have become a source of public concern worldwide as awareness of potential adverse environmental impacts and health threats from solid waste has increased. Communities are concerned about the generation and management of solid waste to the extent of refusing to allow new disposal facilities near their homes, often after witnessing the legacy of existing facilities. Under these conditions, the development of national policies for the management of solid waste becomes highly political, all while requiring appropriate technical solutions that ensure environmental protection and proper management plans that support an acceptable solution for the disposal of municipal solid waste. In some locations, the conversion of old quarries into well-engineered and controlled landfills appears as a promising solution to a continuously increasing problem, at least for many decades to come. This paper describes the environmental impacts associated with solid waste disposal in a converted quarry site and the mitigation measures that can be adopted to alleviate potential adverse impacts. Environmental management and monitoring plans are also discussed in the context of ensuring adequate environmental protection during and after the conversion process.  相似文献

The dominant methodological assumptions in climate ethical debates are rational-individualistic. The aim of this paper is to examine whether the rational-individualistic methodological framework is compatible with a theory of moral responsibility for climate change. I employ three fitness criteria of moral agency: (1) a normatively significant choice, (2) sufficient knowledge and (3) control. I demonstrate that the rational-individualistic methodology does not provide a framework in which rational agents meet the three criteria. I conclude that rational-individualistic agents are not fit to be held morally responsible for climate change. The paper demonstrates that the dominant climate-ethical view rests on a methodology that does not allow for a conceptualisation of a moral agent of climate change.  相似文献

The reported research seeks to answer several questions regarding energy conservation within urbanizing areas. As a practical matter, to what extent can dependence upon exhaustible resources be reduced? Can these reductions be achieved without severely impairing social well-being and environmental quality? And, what seem to be the prevailing institutional constraints limiting energy conservation within urbanizing areas? The study area was the proposed “downtown” of The Woodlands, a new town north of Houston, Texas. Two plans were developed for this area. In one, no particular attempt was made to conserve energy (conventional plan), while in the other, energy conservation was a primary consideration (conservation plan). For both plans, estimates were made of energy consumption within buildings, in the transportation sector, and in the actual production of building materials themselves (embodied energy). In addition, economic and environmental analyses were performed, including investigation of other resource issues such as water supply, solid waste disposal, stormwater management, and atmospheric emissions. Alternative on-site power systems were also investigated. Within the bounds of economic feasibility and development practicality, it was found that application of energy-conserving methods could yield annual energy savings of as much as 23%, and reduce dependence on prime fuels by 30%. Adverse economic effects on consumers were found to be minimal and environmental quality could be sustained. The major institutional constraints appeared to be those associated with traditional property ownership and with the use of common property resources. The resistance to change of everyday practices in land development and building industries also seemed to constrain potential applications.  相似文献

The ethics of technology use has tended to arise from the theory of the role of technology in human life and society and thus introduces a bias into moral assessment of such use. I propose a dialectical method of morally assessing a technology use without such a preset notion. Instead the assumption is that the moral agent is as responsible for use of a technology as for any other moral action of the agent, that is, the individual’s use of a technology is a moral action that can be morally assessed. I apply this outlook to automobile use, weighing its moral pros and cons, such as in terms of autonomy, environmental degradation, land use, health hazards, and other moral drawbacks arising from the technology’s use or non-use. Although the conclusion leaves the final moral assessment undecided, the method points to a way fairly to assess morally the use of technologies in terms of human betterment and environmental and health concerns, minimizing biases from assumptions of the role or nature of technologies.  相似文献

In 1906, Henry Stephens Salt published a short collection of essays that presented several rhetorically powerful, if formally deficient arguments for the vegetarian position. By interpreting Salt as a moral sentimentalist with ties to Aristotelian virtue ethics, I propose that his aesthetic argument deserves contemporary consideration. First, I connect ethics and aesthetics with the Greek concepts of kalon and kalokagathia that depend equally on beauty and morality before presenting Salt’s assertion: slaughterhouses are disgusting, therefore they should not be promoted. I suggest three areas of development since Salt’s death that could be fruitfully plumbed to rebuild this assertion into a contemporary argument: (1) an updated analysis of factory farm conditions, (2) insights from moral psychologists on the adaptive socio-biological benefits of disgust as a source of cognitive information, and (3) hermeneutical considerations about the role of the audience that allow blameworthiness for slaughterhouse atrocities to be laid upon the meat-eater.  相似文献
