This paper explores the attitudes of landowners across Ireland to the wider provision of public access for recreational walking using a multinomial logit model. The study also investigates the level of compensation required to improve the supply of this public good. Results indicate that 51% of landowners are not willing to provide access (non-providers), 21% are willing to provide access free of charge (free providers) and 28% seek compensation (willing providers). The findings indicate that participation by landowners in a proposed public access scheme is influenced by landowners' experience with walkers, farm type, farm insurance costs, household demographics, regional variations, opportunity cost of land and participation in other agri-environment schemes. Mean willingness-to-accept for landowners willing to facilitate improved public access for walking was found to be €0.27 per metre of walkway.  相似文献

ABSTRACT: The issues involved in the conflict between the rights of the public and those of riparian landowners are examined by reviewing the public access situation with regard to inland streams in the State of Virginia. Consideration is given to the legal framework defining access rights and to the attitudes of riparian landowners regarding the access question. Existing provisions of law suggest only limited recognition of public rights, but this law is incompletely developed. A considerably broader concept of public rights could be developed within the existing framework due to the existence of unresolved questions. The analysis of landowner attitudes is based on a survey of a sample of riparian owners chosen from throughout the state. The questionnaire used in the survey contained 123 questions in a variety of areas, including landowners' perceptions of public rights, problems encountered as the result of recreational water use, attitudes toward state designation and protection of scenic rivers, and the acceptability of alternatives for increasing public access. Although the survey results indicate substantial acceptance of the concept of public use, the landowners expressed concern over governmental control of land use and did not indicate a generally acceptable means for increasing public use.  相似文献

An empirical model of landowners' conservation incentive program choice is developed in which information about landowners' socio-economic and property characteristics and their attitudes, is combined with incentive program attributes. In a Choice survey landowners were presented with the choice of two incentive programs modelled as 'bundles of attributes' mimicking a voluntary choice scenario. Landowner behaviour and decision and the type of conditions and regulations they preferred were analyzed. Based on choice survey data, landowner heterogeneity was accounted for using a latent class approach to estimate the preference parameters. Three latent classes of landowners with different attitudes to the role and outcome of establishing conservation reserves on private land were identified: multi-objective owners; environment owners; and production owners. Only a small proportion of landowners, mostly environment owners, would voluntarily join a program. Although compensation funding contributed to voluntary program choice for multi-objective owners and environment owners, welfare losses were around 4000 AUD per hectare, which is less than the average agricultural land value in Tasmania. Landowners for whom compensation funding contributed to voluntary program choice were also most likely to set aside land for conservation without payment. This raises the possibility that the government's compensation expenditure could potentially be either reduced or re-allocated to landowners who will not voluntarily take conservation action. Increasing participation in conservation incentive programs and minimizing the welfare losses associated with meeting conservation targets may be best achieved by offering programs that allow flexibility in terms of legal arrangements and other program attributes.  相似文献

Just sustainabilities has emerged as a powerful discourse to guide local action towards sustainability. As an overarching discourse, it prescribes four policy principles: (1) addressing well-being and quality of life; (2) meeting the needs of present and future generations; (3) enabling justice and equity in terms of recognition, process, procedure, and outcome; and (4) living within ecosystem limits. Following previous calls for engaging public and private actors in just sustainabilities, this paper inquiries about the extent to which these principles can be realistically integrated in local environmental governance. A database of 400 sustainability initiatives in more than 200 cities in all world regions is analysed to examine whether just sustainabilities principles are already enshrined, explicitly or implicitly, in local sustainability initiatives. This analysis suggests that, in this sample, there is a significant deficit in terms of addressing the principles of justice and equity, and ecosystem limits. However, the data also suggest that local action may already be delivering some aspects of just sustainabilities, even if this is not always explicit. The paper concludes with a call for a coordinated effort to translate a just sustainabilities discourse to local actors leading action on the ground.  相似文献

Headwater streams are critical components of the stream network, yet landowner perceptions, attitudes, and property management behaviors surrounding these intermittent and ephemeral streams are not well understood. Our research uses the concept of watershed disproportionality, where coupled social-biophysical conditions bear a disproportionate responsibility for harmful water quality outcomes, to analyze the potential influence of riparian landowner perceptions and attitudes on water quality in headwater regions. We combine social science survey data, aerial imagery, and an analysis of spatial point processes to assess the relationship between riparian landowner perceptions and attitudes in relation to stream flow regularity. Stream flow regularity directly and positively shapes landowners’ water quality concerns, and also positively influences landowners’ attitudes of stream importance—a key determinant of water quality concern as identified in a path analysis. Similarly, riparian landowners who do not notice or perceive a stream on their property are likely located in headwater regions. Our findings indicate that landowners of headwater streams, which are critical areas for watershed-scale water quality, are less likely to manage for water quality than landowners with perennial streams in an obvious, natural channel. We discuss the relationships between streamflow and how landowners develop understandings of their stream, and relate this to the broader water quality implications of headwater stream mismanagement.  相似文献

ABSTRACT: Approximately 4.5 million people in the United States who rely on well water are exposed to nitrate‐N concentrations exceeding the 10 mg/l standard. In this study in the Southern Willamette Valley in Oregon we reassessed nitrate‐N in rural wells sampled in 2000–2001, compared nitrate‐N concentrations among geological units, and surveyed residents about their perceptions of well water quality. Nitrate‐N concentrations were again sampled in 2002 and found to have increased significantly from the previous period. With rapid population growth in the area, the potential health risk in drinking well water that exceeds 10 mg/l nitrate‐N warrants continued public education. Nitrate‐N concentrations were found to be higher in the Holocene alluvium of the Willamette River and the Pleistocene sand and gravel post‐Missoula Flood deposits. Researchers conducting future studies may choose to stratify and monitor wells by geologic unit and by other parameters that estimate input of nutrients to the environment. Opinions differed between agricultural landowners and nonagricultural landowners with regard to the impact that agricultural fertilizers may have on water quality. Participants were supportive of a range of regulatory actions that might be used by homeowners or landowners to address ground water contamination. Given that the area is now designated a Groundwater Management Area, understanding local stakeholders’perceptions is critical and strategic and has the potential to help public agencies manage potential conflicts of opinion among stakeholders, build consensus, and help guide the approach to restoring ground water quality.  相似文献

ABSTRACT

This paper applies a “justice” lens to the struggle of the people displaced by the Merowe Dam in northern Sudan. Application of distributive, procedural, and representational aspects of justice exposes the dissatisfaction of the affected people with the government’s offer and execution of compensation. Consideration of social justice and the utility of norms in trans-national activism brings into sharp focus the difference in interests, and abilities of the many actors involved, and highlights the government’s tactics to divide the communities, and the social divisions sown. As the struggle develops, justice claims are seen to change towards less material issues, suggesting that an expanded and dynamic conception of justice is more helpful than narrow or time-bound conceptions. The findings are of relevance to communities facing possible displacement from dams planned nearby, not least of all for the insight provided on the effectiveness of different tactics in the struggle.  相似文献

During the 2007–2008 global food crisis, the prices of primary foods, in particular, peaked. Subsequently, governments concerned about food security and investors keen to capitalize on profit-maximizing opportunities undertook large-scale land acquisitions (LASLA) in, predominantly, least developed countries (LDCs). Economically speaking, this market reaction is highly welcome, as it should (1) improve food security and lower prices through more efficient food production while (2) host countries benefit from development opportunities. However, our assessment of the debate on the issues indicates critical voices in both the media and academic discourse. This article aims to provide a philosophical law and economics analysis. We draw on John Rawls’s Theory of Justice, focusing on Rawls’s background institutions for distributive justice (§43) to evaluate LASLA form an ethical angle. Approaching LASLA into Sub Saharan LDCs as a socio-economic reform redistributing land from the local population of LDCs to investors, we acknowledge that they bear a highly desirable potential. Often, though, they cannot be regarded as ethically correct in practice as the insignificant improvements for local populations and sometimes even human rights violations contradict Rawls’s principles of justice. Then investigating whether and how international law can help overcome the shortcomings, we conclude that even though respective mechanisms exist in the current state of international law, it is hardly possible that it will produce more just outcomes in the near future.  相似文献

Complex ecological issues like depredation and its management are determined by multiple factors acting at more than one scale and are interlinked with complex human social and economic behaviour. Depredation by wild herbivores can be a major obstacle to agricultural community support for wildlife conservation. For three decades, crop and fence damage, competition with livestock for native rangeland and tame pasture, and depredation of stored feed by elk (Cervus elaphus canadensis) have been the cause of conflict with agricultural producers in the Cypress Hills, Alberta and Saskatchewan. Tolerance of elk presence on private lands is low because few benefits accrue to private landowners; rather they largely perceive elk as a public resource produced at their expense. Government management actions have focused on abatement inputs (e.g., population reduction; fencing) and compensation, but incentives to alter land use patterns (crop choice and location) in response to damages have not been considered. Nor has there been information on spatial structure of the elk population that would allow targeted management actions instead of attempting to manage the entire population. In this study we analysed the spatial structure of the Cypress Hills elk population, the distribution of the elk harvest in relation to agricultural conflicts, developed models of the spatial patterns of conflict fields, and evaluated compensation patterns for damage by wild herbivores. We propose modifications to current abatement and compensation programs and discuss alternative approaches involving changes to agricultural land use patterns that may reduce the intensity of conflicts with elk, and increase the acceptance capacity of landowners.  相似文献

Structural changes in agriculture and urbanisation affect land management regimes and local landscape functions. Studying the new functions of land is as relevant as the owners' land management decisions, the replacement of farming with different activities and land uses may impact not only the local landscape's functions but also, in the long run, its structure and the environment. Drawing on a detailed case study in Tuscany based on qualitative interviews with landowners and on the understanding of the socio-economic context, this article analyses landowners' attitudes towards land property and farming in relation to individual motives as well as to local and supra-local contexts. Five relational typologies of landowners are identified: pure farmers, amenity farmers, land developers, land-with-house owners and house-with-land owners. Diverse trends – such as particular farmers’ attitudes towards land development, or the emerging role of non-professional farmers in land management – are found to raise challenges related to rural land planning and management.  相似文献

In the western United States, livestock grazing often co-exists with recreation, cultural resource management and biodiversity protection on federal and state protected rangelands as well as on many local government open space areas. While the value of livestock grazing for managing rangeland vegetation to reduce fire fuel loads and improve wildlife habitat is increasingly recognized by resource management professionals, public concerns, and conflict between recreationist and livestock have led to reductions in public land grazing. Traditional public input methods yield a constrained picture of people’s attitudes toward cows and public land grazing. Public meetings, hearings, and surveys, the most commonly used mechanisms for public land managers to solicit public opinion, tend to foster participation of organized special interests or, in the case of surveys, focus on a specific topic. General public input is limited. This study explored the use of personal photography in social media to gain insight into public perceptions of livestock grazing in public spaces. Key findings of this study include that many recreationist in grazed San Francisco Bay Area parks shared views, interests, and concerns about cows and grazing on the photo-sharing website, FlickrTM that seldom show up at a public meeting or in surveys. Results suggest that social media analysis can help develop a more nuanced understanding of public viewpoints useful in making decisions and creating outreach and education programs for public grazing lands. This study demonstrates that using such media can be useful in gaining an understanding of public concerns about natural resource management.  相似文献

Private stewardship can be an efficacious strategy for wetland protection in areas not subject to development pressure, provided landowners are environmentally conscious and a safety net of regulations has been enacted. Public acquisition is better directed toward areas undergoing rapid land‐use change. The St Lawrence Valley National Wildlife Refuge proposed by the United States Fish and Wildlife Service was ill‐advised, because wetlands are not being converted to other uses, landowners are engaging practices that promote and enhance wildlife, and wetlands are protected from serious losses by state regulations. A less costly and less contentious role for governmental agencies in such situations is to initiate and support activities of private landowners.  相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys (N?=?377) and semi-structured interviews with producers (N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers.  相似文献

Management of all-terrain vehicle (ATV) use on Minnesota state forest lands has a contentious history and land managers are caught between ATV riders, non-motorized recreationists, private landowners, and environmental advocates. In this paper, we demonstrate the usefulness of framing distinct perspectives about ATV management on Minnesota state public forests, understand the structure of these management perspectives, identify areas of consensus and disagreement, specify which stakeholders hold the various perspectives, clarify stakeholder perceptions of other stakeholders, and explore the implications for ATV planning and management. Using Q methodology, three distinct perspectives about how we should or should not manage ATVs resulted from our analysis, labeled Expert Management, Multiple Use, and Enforcement and Balance. A surprising degree of unanimity among the three management perspectives was found. Although some of the areas of agreement would be difficult to implement, others would be relatively simple to put into place. We suggest that land managers focus on widely accepted management actions to ameliorate commonly recognized problems, which may ease tensions between stakeholders and make tackling the tougher issues easier.  相似文献

To combat land degradation in the Central Rift Valley (CRV) of Ethiopia, farmers are of crucial importance. If farmers perceive land degradation as a problem, the chance that they invest in land management measures will be enhanced. This study presents farmers’ perceptions of land degradation and their investments in land management, and to what extent the latter are influenced by these perceptions. Water erosion and fertility depletion are taken as main indicators of land degradation, and the results show that farmers perceive an increase in both indicators over the last decade. They are aware of it and consider it as a problem. Nevertheless, farmers’ investments to control water erosion and soil fertility depletion are very limited in the CRV. Results also show that farmers’ awareness of both water erosion and soil fertility decline as a problem is not significantly associated with their investments in land management. Hence, even farmers who perceive land degradation on their fields and are concerned about its increase over the last decade do not significantly invest more in water erosion and soil fertility control measures than farmers who do not perceive these phenomena. Further research is needed to assess which other factors might influence farmers’ investments in land management, especially factors related to socioeconomic characteristics of farm households and plot characteristics which were not addressed by this study.  相似文献

ABSTRACT

The impacts of extreme weather events, causing severe storms and wildfires, cascade across administrative borders within a country, challenging the steering capacity of governance networks at different political scales. This paper examines how accountability and risk were constructed and negotiated in the aftermath of Sweden’s largest wildfire. It draws on results from an interview study with executives of organizations and landowners involved, and an analysis of government reports about the wildfire’s cause and consequences. Although the fire was human-caused, public administrative bodies paid considerable attention to the local emergency services and their poor handling of the wildfire, caused by lack of knowledge of forest fire behavior. The study confirms many of the challenges associated with governance networks. It finds that issues about who to hold accountable, in what forum and for what issue are not fully addressed, being overwhelmed by demands for better knowledge of forest fire prevention and improved coordination and collaboration. To conclude, the paper calls for a better-informed public administration, forest sector and interrelated networks that take responsibility for their actions or lack thereof.  相似文献

Wildfire, like many natural hazards, affects large landscapes with many landowners and the risk individual owners face depends on both individual and collective protective actions. In this study, we develop a spatially explicit game theoretic model to examine the strategic interaction between landowners’ hazard mitigation decisions on a landscape with public and private ownership. We find that in areas where ownership is mixed, the private landowner performs too little fuel treatment as they “free ride”—capture benefits without incurring the costs—on public protection, while areas with public land only are under-protected. Our central result is that this pattern of fuel treatment comes at a cost to society because public resources focus in areas with mixed ownership, where local residents capture the benefits, and are not available for publicly managed land areas that create benefits for society at large. We also find that policies that encourage public expenditures in areas with mixed ownership, such as the Healthy Forest Restoration Act of 2003 and public liability for private values, subsidize the residents who choose to locate in the high-risk areas at the cost of lost natural resource benefits for others.  相似文献

This paper provides a critical overview and analysis of the student-led fossil fuel divestment (FFD) movement and its impact on sustainability discourse and actions within US higher education. Analysing higher education institutes’ (HEIs) divestment press releases and news reports shows how institutional alignment with cultures of sustainability and social justice efforts played key roles in HEIs’ decisions to divest from fossil fuels. Key stated reasons for rejection were: minimal or unknown impact of divestment, risk to the endowment, and fiduciary duty. Participant observation and interviews with protagonists reveal the intricate power structures and vested business interests that influence boardroom divestment decision-making. While some HEIs embrace transformative climate actions, we contend that higher education largely embraces a business-as-usual sustainability framework characterised by a reformist green-economy discourse and a reluctance to move beyond business-interest responses to climate politics. Nonetheless, the FFD movement is pushing HEIs to move from compliance-oriented sustainability behaviour towards a more proactive and highly politicised focus on HEIs’ stance in the modern fossil fuel economy. We offer conceptual approaches and practical directions for reorienting sustainability within HEIs to prioritise the intergenerational equity of its students and recognise climate change as a social justice issue. Fully integrating sustainability into the core business of HEIs requires leadership to address fundamental moral questions of both equity and responsibility for endowment investments. We contend that HEIs must re-evaluate their role in averting catastrophic climate change, and extend their influence in catalysing public climate discourse and actions through a broader range of external channels, approaches, and actors.  相似文献

We examined community perceptions of preferred objectives for wild reindeer management in Southern Norway as the former population-based model is being replaced with an area-based, multi-level regional management model spanning large mountain regions. Communally oriented objectives are favoured over economic benefits to landowners. Environmental attitudes discriminate on many of the issues and can be useful factors in sorting out levels of support for proposed management actions and compromises in land use decisions. The regional reindeer plans create a new political context for land use management across large mountain areas which will require better cooperation among municipalities.  相似文献

Most large scale resource extraction projects in Papua New Guinea (PNG) require companies to negotiate with customary landowners for access to development sites. In the discussion of process and challenges of development and operation of projects, particularly mines, the paper, basing as a case study of land use arrangements in PNG mining, has several objectives to address. First, it discusses land use arrangements in the mining industry and how they have evolved over the last few decades. Today, most of these arrangements involve pluralistic framework agreements which have been shaped by land tenure debates, civil uprisings, government initiatives and increasingly politically savvy customary landowners. This pluralistic process encourages key stakeholder involvement, particularly customary landowner participation which has been an innovative piece of sustainable mineral policy development in PNG. Second, the paper argues that ‘it is not business as usual’ for mining companies as it would generally be the case in developed and many developing countries because they are increasingly forced to be proactive in addressing landowner and community interests while managing mining projects. A brief overview of land use debates in PNG is summarised at the outset to provide background to mining and development in the country. Third, the significance of the corporate social responsibility (CSR) paradigm and its impact on business, particularly the mining industry is acknowledged intermittently in the discussion to shed light on how it is influencing development of local communities. Finally, the paper argues that the post-Bougainville period has led to a change of the old enclave model of mining development to a broad based community driven form of development around mining. However, it is difficult to predict as to how this model of mining led development in rural PNG will span out in the long run. In the meantime, genuine landowner partnerships with developers and government in the management and operation of mining projects in the country are proving to be a positive outcome for everyone despite some major challenges.  相似文献
