In Finland, the current water conservation policy sets equal incentives for water conservation, regardless of the environmental condition. Before any policy reform, it is vital to investigate the tendency of landowners to adopt water conservation measures. In this study, we were interested in examining adoption if the soil quality implies a high leaching risk and if the water quality is already poor. By combining survey data with GIS data, we analysed the effect of farm and farmer characteristics and attitudes towards adoption. Our probit models indicated that financial variables were the key determinants of adoption for active farmers, whereas for passive owners, adoption was also explained by attitudes. In contrast to our expectations, adoption in areas under risk was weakly supported by our estimates. Environmental awareness, providing it increases with risk, is not strong enough to motivate adoption. Targeted agri-environmental measures, even though costly, cannot be avoided, and spatially tailored measures can attract adopters in hotspot areas.  相似文献

ABSTRACT: The elimination of groundwater overdraft was a key feature of the 1980 Arizona Groundwater Management Act. To achieve this goal, the Arizona Department of Water Resources identified several Active Management Areas and developed urban, industrial, and agricultural water conservation plans. This study examines the reductions in groundwater use through agricultural water conservation in the Phoenix Active Management Area (AMA). Linear programming models are developed to analyze changes in groundwater use and net returns to agriculture over a 38-year period, 1990 to 2025, for farming areas in the Phoenix AMA. Results indicate that the agricultural conservation program provides only modest groundwater savings under a wide range of scenarios. The low level of savings is partly due to the current economically efficient use of water. Other policy measures such as retiring agricultural land may be necessary if the Phoenix AMA is to meet its overdraft reduction goals; even if urban water conservation goals are met.  相似文献

ABSTRACT: A study was undertaken to see if benefits from water supply could be increased by utilizing price-usage information in reservoir design studies. Three pricing policies were examined. The first policy assumed no price-use relationship, and quantity demanded was based on existing community usage with a low water rate. The price of water was set to recover system costs. A price-use relationship was assumed in the second policy and the water rate was constant. The price of water was determined from the associated system which provided maximum expected net benefits. The third policy assumed the price-use relationship and the price charged for water during each billing period was a non-linear function of storage which increased as the amount of water in storage at the beginning of the period decreased. It was found that the use of the conservation pricing policies substantially reduced storage requirements while providing demonstrable net benefits to the community and a large average supply. The conservation pricing policies substantially lowered the average price paid for water. The effect of uncertainty in consumer response to changes in price was studied by using a probabilistic price-use relationship. This uncertainty did not significantly reduce the effectiveness of the conservation policy. It was concluded that demand management by the use of a proper pricing policy could significantly increase net water supply benefits to a community.  相似文献

Public perceptions about water quantity and water as a common pool resource are understudied in humid regions. As water demand increases, the need to more closely manage water, even in humid areas, will increase, requiring better understanding how people perceive their water supply, how they view paying for water conservation and how water user characteristics influence attitudes. A survey finds correlations between utilizing an individual water source (e.g. well or spring) and attitudes toward water management and conservation. Compared to respondents with a shared water source, those with an individual source believe they are segregated from regional water concerns. They are less willing to pay for water management or conservation measures and less supportive of any government intervention in water management. These results suggest that planners and water managers may face resistance to conservation policies or any policy based on the idea of water as a common pool resource.  相似文献

ABSTRACT: The municipal water conservation options available to meet the goals of a national water conservation policy are evaluated. Water conservation with water conservation devices is shown to offer many significant advantages over education and pricing and metering as a method of accomplishing water conservation goals. ABSTRACT: Santa Fe Country, New Mexico, has adopted a land-use policy in which zoning densities provide a balance between the water use on a parcel of land and the water supply available bencath that land. In two of four mapped hydrologic zones, ground water in storage will be allowed to be mined to exhaustion in 100 years (40 years in urban areas). Elsewhere, the policy is for a steady state with use balanced by recharge. Equations to determine storage or recharge can be solved using site specific data or regional estimates of hydrologic conditions. Substantial reductions in the lot size requirements are allowed if water conservation convenants are adopted. Public acceptance indicates that the policy successfully integrates technical and political concerns. It is simple to administer, yet reflects widely expressed public goals and values.  相似文献

ABSTRACT: Economic theory clearly indicates that the use of increasing rate structures will reduce the demand for water and produce monetary incentives for consumers to conserve. One problem with estimating the effectiveness of using rate structures as a conservation program is that they are usually accompanied by other conservation efforts. Thus, it is difficult to determine the effectiveness of any one conservation component. This paper examines the effectiveness of increasing rate structures in a situation where no other conservation program was introduced. The paper uses customer data from the Spalding County (Georgia) Water Authority where an increasing rate structure replaced a descending rate structure in January 1991. Since the imposition of the increasing rate structure, the number of customers has increased 21 percent while total water demand has gone up only 15 percent and per customer water use has declined 5 percent. The daily water use per connection has declined from 243 gallons in 1990 to 231 in 1993, and monthly use has gone from 7,381 gallons to 7,028 per connection over the same period. Statistical tests indicate that water consumption during the two periods was significantly different while weather factors were not.  相似文献

ABSTRACT: The effect on water usage of installing water conservation kits in the city of Oxnard, California, is statistically evaluated. Using binary multiple regression analysis on a large sample of residential units, water consumption was compared before and after receipt of the kit. For this sample, installers reduced water consumption by 4.2 percent each billing period. ABSTRACT: The effectiveness of water conservation policies on reduction of water consumption was evaluated by use of a multiple regression predictive model. Data were obtained from eight Iowa communities, with regard to water consumption and water conservation policies adopted during the drought of 1977. The proposed model, which takes precipitation, temperature, month effects, and uniqueness of communities into account, is considered superior to the use of simple percent changes in evaluating the significance of reduction in water consumption due to conservation efforts. Among the variety of policies reviewed, mandatory policies with per capita restrictions were found to be most effective. However, voluntary conservation policies also resulted in significant reduction in some communities located in close proximity to other communities with severer water shortages. High credibility of local governments as to water shortage information was singled out as the most important factor in successful conservation by water resource policymakers of these communities. Use of the proposed predictive model for water consumption was demonstrated. Recommendations regarding future water conservation were made.  相似文献

Water is a scarce resource in many parts of the developed world. Two solutions are possible to address water scarcity: conservation of existing resources, or the further production of water from new sources e.g. through recycling of wastewater or desalination of seawater. However, the main hurdle to implementation of many of these solutions is often viewed as a lack of public willingness to adopt these alternative water behaviours. Research in this area is therefore crucial. Yet, and possibly due to the interdisciplinary nature of such research, there is currently no comprehensive overview of what has been done before. This study fills this gap by (1) choosing a general consumer behaviour perspective as a starting point, (2) developing a conceptual model of research required in the area of water-related public acceptance studies, (3) identifying eight key water-related behaviours which require future research attention, and (4) reviewing which areas of the conceptual model have been investigated in the past by conducting an extensive literature review of water-related social science research.The review established that the majority of work which has been conducted is located at the cross-roads of personal characteristics and behavioural intentions. Significant gaps exist in relation to researching the adoption of a wide range of demand-side water behaviours. This indicates a dominance of supply-side solutions in social-research exploration. The review identifies a number of research needs including: the exploration of actual adoption of water-related behaviours (rather than behavioural intentions); and to widen the scope of water behaviour enquiry to include more demand-side solutions. Given the increasing scarcity of water in many areas of the world, addressing these identified gaps will be of significant importance. Thus our model informs the social-research agenda for water policy.  相似文献

ABSTRACT: Adequate water supplies are critical to the maintenance of a community's health and economic well-being. Across the nation communities are struggling to meet an expanding demand for water from municipal, industrial, agricultural, recreation, water quality, and power generation users. As the demand grows and communities actively compete with one another for a limited water supply, states are being called upon to help solve the problem. One possible solution that is being used in many areas is the development and implementation of a water conservation program to stretch the limited supply as far as possible. using a mailed survey, state water conservation programs and some of the characteristics of the different programs were documented. Responses to the nationwide survey were obtained from all 50 states. The specific water conservation program elements on which information was received from the survey included laws and restricted use, community assistance, education, research, and other services. Recommendations for states developing or considering the development of a water conservation program are outlined.  相似文献

The theoretical concept, “asset specificity,” is applied to real data in the context of Danish nature conservation network planning in order to produce illustrative examples of an economic measure of the network’s vulnerability to exogenous shocks to the species composition. Three different measures of asset specificity are quantified from the shadow value of eliminating a key species from the individual grid cells. This represents a novel approach and a different interpretation of the term, as it is conventionally used as a qualitative indicator in the transaction cost economics literature. Apart from supplementing existing cost measures with an indicator of risk associated with investments in protected areas, this study demonstrates how the estimation and interpretation of various asset specificity measures for geographical areas may qualify policy makers’ choice of policy instrument in conservation planning. This differs from the more intuitive approach of basing policy instrument choice solely on the rarity of the species in a given area.  相似文献

Water conservation is a much emphasized policy of the Federal government. Discussion of water conservation proposals often involves confusion between a conservation “ethic,” which is an end in itself, and conservation as a means for attaining various economic objectives. Analysis indicates that outside of ground water “mining.” water is usually a renewable and reusable resource. During periods of normal precipitation, water conservation should be employed only when the value of the water saved exceeds the cost of effecting the savings. Water conservation is most valuable as a drought contingency tactic. Water conservation as a substitute for structural provision to meet normal water demand growth is apt to prove shortsighted.  相似文献

ABSTRACT: Water providers nationwide are implementing nonprice conservation measures such as education, public information, appliance retrofit and ordinances, with the expectation that these programs will reduce residential water demand. However, little empirical information exists on the effectiveness of nonprice conservation programs in reducing water demand. Previous econometric studies indicate these programs have had minimal impact. We examine the types and number of major nonprice conservation programs that have been implemented during an 11-year period in seven cities in the southwestern United States. A cross sectional, monthly time series residential water demand model, with parameters to control for variation in prices, temperature, precipitation and other factors, was used to empirically investigate the effectiveness of nonprice conservation programs in reducing water demand. We found significant reductions in use ranging between 1.1 percent and 4.0 percent per program. Because of the lack of information, we were unable to distinguish the effectiveness of individual or specific types of programs. Beyond finding that nonprice programs can be effective in reducing demand, questions regarding the efficiency and benefits to be achieved by conservation remain. As a step towards separating and evaluating the effects of individual programs, program benefits and efficiency, we recommend that utilities maintain more detailed and consistent information regarding the implementation of their nonprice programs.  相似文献

Like many developing countries, Nepal has adopted a community-based conservation (CBC) approach in recent years to manage its protected areas mainly in response to poor park–people relations. Among other things, under this approach the government has created new “people-oriented” conservation areas, formed and devolved legal authority to grassroots-level institutions to manage local resources, fostered infrastructure development, promoted tourism, and provided income-generating trainings to local people. Of interest to policy-makers and resource managers in Nepal and worldwide is whether this approach to conservation leads to improved attitudes on the part of local people. It is also important to know if personal costs and benefits associated with various intervention programs, and socioeconomic and demographic characteristics influence these attitudes. We explore these questions by looking at the experiences in Annapurna and Makalu-Barun Conservation Areas, Nepal, which have largely adopted a CBC approach in policy formulation, planning, and management. The research was conducted during 1996 and 1997; the data collection methods included random household questionnaire surveys, informal interviews, and review of official records and published literature. The results indicated that the majority of local people held favorable attitudes toward these conservation areas. Logistic regression results revealed that participation in training, benefit from tourism, wildlife depredation issue, ethnicity, gender, and education level were the significant predictors of local attitudes in one or the other conservation area. We conclude that the CBC approach has potential to shape favorable local attitudes and that these attitudes will be mediated by some personal attributes.  相似文献

It is often said that we live in the ecological era. It is also often said that society has entered a new phase, which—depending on the theoretical orientation—is called post-modern, post-industrial or risk society. This article analyses to what extent the presupposed shift to a phase beyond modernity is reflected in nature conservation policy. To do so, an analysis is first made of whether the basic perception and appreciation of nature in latter-day society differs essentially from perceptions and appreciations that were dominant during the heyday of modernity. When this turns out not to be the case, the development of nature conservation policy in the Netherlands during the last decades of the twentieth century is investigated to establish if conservation policy—that is, the way in which society deals with nature—has fundamentally changed. The conclusion is that Dutch policy with regard to nature has been undergoing a process of belated modernization in the sense that it is striving towards a firmer base in science and a more objective and quantifiable process of policy development. This can be seen as removing a pre-modern relic from modern society. At the same time, there is a late-modern drive towards consensus building and communication, which cannot be reconciled entirely with the stronger orientation towards science as the sole basis for deciding which kind of nature and how nature should be protected. ABSTRACT: The water reductions resulting from Contra Costa Water District's 1989 residential audit program are measured using a multivariate regression model. The model explains metered residential water use as a function of both conservation and other household variables. The principle conclusions drawn are that (1) installation of low-flow showerheads reduced indoor water use by 9.7 percent or 7.8 gallons per capita day, (2) the outdoor segment of the audit reduced irrigation needs by 18.7 percent, and (3) irrigation timers are being used inefficiently.  相似文献

Grasslands provide many ecosystem services required to support human well-being and are home to a diverse fauna and flora. Degradation of grasslands due to agriculture and other forms of land use threaten biodiversity and ecosystem services. Various efforts are underway around the world to stem these declines. The Grassland Programme in South Africa is one such initiative and is aimed at safeguarding both biodiversity and ecosystem services. As part of this developing programme, we identified spatial priority areas for ecosystem services, tested the effect of different target levels of ecosystem services used to identify priority areas, and evaluated whether biodiversity priority areas can be aligned with those for ecosystem services. We mapped five ecosystem services (below ground carbon storage, surface water supply, water flow regulation, soil accumulation and soil retention) and identified priority areas for individual ecosystem services and for all five services at the scale of quaternary catchments. Planning for individual ecosystem services showed that, depending on the ecosystem service of interest, between 4% and 13% of the grassland biome was required to conserve at least 40% of the soil and water services. Thirty-four percent of the biome was needed to conserve 40% of the carbon service in the grassland. Priority areas identified for five ecosystem services under three target levels (20%, 40%, 60% of the total amount) showed that between 17% and 56% of the grassland biome was needed to conserve these ecosystem services. There was moderate to high overlap between priority areas selected for ecosystem services and already-identified terrestrial and freshwater biodiversity priority areas. This level of overlap coupled with low irreplaceability values obtained when planning for individual ecosystem services makes it possible to combine biodiversity and ecosystem services in one plan using systematic conservation planning.  相似文献

Abstract: Landscape water conservation is an important issue for municipalities throughout the Western United States, and especially in Utah as rapid growth strains existing water supplies. We conducted interdisciplinary research in Layton, Utah, that aimed at understanding patterns of landscape water use among households and businesses. The research project involved three basic tasks. First, a landscape “water budget” was developed by producing a calibrated and classified mosaic of landscape type and area from airborne multispectral digital imagery, integrating this information with Layton City parcel boundary data to determine landscape vegetated areas per lot, and estimating irrigation needs derived from reference evapotranspiration (ETo) obtained using weather data for the Salt Lake City metropolitan region. Second, utilizing Layton water billing data, water use for each household and business was identified and categorized as “conserving,”“acceptable” or “wasteful” by determining how much the water applied varied from actual landscape plant need. Third, surveys were administered to a random stratified sample of households and businesses in the study area to investigate various factors that were hypothesized to be predictive of wasteful watering practices. This paper primarily focuses on analysis of the household and business survey data, which explores factors affecting urban landscape water use from a human behavioral perspective. We found that the most significant factors predicting actual water use were the type of irrigation system and whether the location was a household or business. Attitudinal and motivational characteristics were not consistently associated with water use. We found that wasteful watering is the result of many factors embedded in the complex context of urban landscapes. This implies that water conservation programs should identify potential wasteful users through analyses of water billing data and direct water conservation measures at these users by focusing on site‐specific evaluations and recommendations. Water audits or water checks are one such tool that some communities have employed to help people understand and assess the quantity of water needed by and applied to their landscapes. This approach provides an opportunity to evaluate situational constraints at particular locations and design appropriate strategies for reducing water waste.  相似文献
