ABSTRACT: Procedures are presented for comparing and evaluating alternative engineering designs for a particular water resources project. By using certain aspects of fuzzy set theory, it is possible to introduce both quantitative and qualitative considerations into the decisionmaking process. In addition, the viewpoints of the various interest groups involved with the water resources development can be realistically incorporated by the evaluation techniques for the alternative designs. Methods are given for eliminating undesirable alternatives and thereby obtaining a reduced set of possible feasible solutions to the problem. Because of the flexibility of the evaluation methods, the viable alternatives should not only satisfy economical, technical. environmental and other types of constraints, but these possible solutions should be politically feasible as well. A method is formulated for checking the sensitivity of the feasible results with respect to the factors that are considered in the analysis. 相似文献

ABSTRACT: The psychosocial impact of a large water impoundment project upon members of a small farming community located within central Ohio was evaluated using a study-restudy research design. Attitudes toward selected community variables were examined during the initial stages of land acquisition and reevaluated four years later at the completion of the project. The findings revealed that fragmentation of the “social fabric” of the community did not occur. Several statistically significant differences were observed between the two data sets but the findings indicated that community residents held more positive attitudes toward their community following the development action than at the beginning of the project. 相似文献

ABSTRACT: There is considerable controversy inthe Northeast surrounding the extent to whcih public drinking water reservoirs should be used for recreational purposes. This paper reports the results of two integrated studies of (1) recreation users of Quabbin Reservation, the largest inland water source in New England and (2) the general public of Massachusetts. Data were obtained by conducting on-site interviews of Quabbin users and through state-wide telephone interviews of the general public; both studies focused on assessing attitudes toward the recreational use of drinking water reservoirs in Massachusetts. Unlike the findings of a 1969 study conducted by Baumann, results showed that the majority of Massachusetts residents do not favor recreation-prohibiting laws for most activities. Most favored at least moderate use of reservoirs for recreational purposes. In addition, over all views were not as restrictive as present legislation would suggest. Finally, these findings suggest that current recreation-prohibiting laws should be reassessed in light of pugblic opinion which favors the use of these valuable resources. 相似文献

ABSTRACT: Concern over the pollution of our lakes and streams has become a major issue in the United States. Sedimentation from sigricultural lands has been identified as a significant factor in water pollution. Some citizens suggest that government should force compliance with soil loss standards, while others suggest that we ask farmers to voluntarily comply. Related questions are “DO farmers think government should be involved in controlling erosion and protecting water quality?”“To what extent should government be involved?” What level of government should be involved? Federal? State? Local?“Why should pay for water quality projects?” Farmers from a small watershed in northeastern Indiana were interviewed before and after a major demonstration project. Their responses suggest that farmers feel that individual landowners should be responsible for controlling erosion and agricultural nonpoint source water pollution. However, over 60 percent of the study fanners indicated that the federal government should play an important role, in terms of both technical and financial assistance. 相似文献

Low impact development (LID) and other land development methods have been presented as alternatives to conventional storm water management and site design. Low impact development encourages land preservation and use of distributed, infiltration‐based storm water management systems to minimize impacts on hydrology. Such systems can include shallow retention areas, akin to natural depression storage. Other approaches to land development may emphasize land preservation only. Herein, an analysis of four development alternatives is presented. The first was Traditional development with conventional pipe/pond storm water management and half‐acre lots. The second alternative was Cluster development, in which implementation of the local cluster development ordnance was assumed, resulting in quarter‐acre lots with a pipe/pond storm water management system and open space preservation. The “Partial” LID option used the same lot layout as the Traditional option, with a storm water management system emphasizing shallow depression storage. The “Full” LID used the Cluster site plan and the depression storage‐based storm water management system. The alternatives were compared to the hydrologic response of existing site conditions. The analysis used two design storms and a continuous rainfall record. The combination of land preservation and infiltration‐based storm water management yielded the hydrologic response closest to existing conditions, although ponds were required to control peak flows for the design storms. 相似文献

A ground water development project in the northern part of Thailand was appraised by means of benefit-cost analysis. This is the first project in Thailand to develop ground water for irrigation purposes and it is also the first project which made use of an underground PVC pipe water distribution system. Results indicate that the project is economically feasible. In comparing different water distribution systems, it is also found that distribution by means of underground PVC pipes is more economical compared to an open ditch system if the life of the latter is relatively short and the rates of inflation are high. 相似文献

ABSTRACT The definition and comparison of alternative water resource systems designed to meet long-range goals (say 60 years) is illustrated by a case study in Hungary. A comprehensive cost-effectiveness approach is adapted to define goals, specifications, criteria, alternatives and their capabilities. Specifications include demands given in probabilistic terms. The comparison of alternative systems is based on 12 criteria, one of which is the balance between total energy consumed and peak energy produced. Important factors involving social elements, such as flood protection and land and forest use, are described both as monetary quantities and as qualitative appreciations. Five alternative systems are defied involving flat land reservoirs, pumped storage reservoirs, interbasin transfer, and conjunctive use of surface and ground water. International cooperation is then used to rank systems and reduce the problem to a tradeoff between only two alternatives. 相似文献

ABSTRACT: Water resource scientists face complex tasks in evaluating aspects of water projects, but relatively few assessment procedures have been applied and accepted as standard applications. Decision-makers often rely on environmental assessments to evaluate the value and operation of projects. There is often confusion about scientists' role in policy decisions. The scientist can affect policy-making as an expert withess, an advocate or a surrogate. By understanding the policy process, scientists can make their work more “policy relevant.” Using the Terror Lake hydro project in Alaska as a guide, three lessons are discussed: (1) not all problems are able to be solved with technology; (2) policy-relevant technology is rarely imposed on a problem; and (3) the scientist need not just react to the policy process, but can have an impact on how that process unfolds. 相似文献

: This article examines the willingness and capacity of local districts to control ground water mining of the Ogallala Aquifer in the High Plains. The questions of willingness and capacity were approached through extensive field interviews and a survey of all district board members and managers. The analysis focuses on the policy alternatives board members and managers perceive and how they evaluate these alternatives. Methodologically, the study utilized factor analysis of responses rating the desirability of various policy alternatives to ascertain what alternatives were perceived by the sample. Then the sample's preferences for each of the identified factors were calculated. The results demonstrate that the sample of those who must regulate if ground water mining is to be controlled at the substate level are not oriented to regulatory policies and therefore lack the willingness to deal with ground water mining. 相似文献

ABSTRACT. Evidence from 1969 studies in Virginia and Ohio suggests that neither community leaders nor the general public are likely to define water related problems as major problem areas. An examination of the components of a social problem tends to indicate that water problems have not moved beyond a level of minimal public concern. When respondents were willing to describe existing or potential water problems, perceptions as well as possible solutions were described in abstract rather than action-oriented terms. It is suggested that efforts to eliminate water resource problems are not likely to be effective until public concern moves to motivational and behavioral levels. 相似文献

SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. ABSTRACT: A non-linear optimization model is applied to the California State Water Project (SWP) and portions of the Central Valley Project (CVP). The model accounts for the major hydrologic, regulatory, and operational features of both projects. The model maximizes long-term SWP yields over a 70-year period, using a quarterly time step. The potential for increased yield associated with a proposed facility improvement is evaluated with the model. The proposed facility is an extension of the Folsom-South Canal, which would allow water to be conveyed from the American River below Folsom Reservoir into New Melones Reservoir on the Stanislaus River or into the California Aqueduct. Model results indicate that extension of the Folsom-South Canal has the potential to increase SWP yields by 13 percent. 相似文献

ABSTRACT: Most of the precipitation that falls is unused because it never reaches a stream or recharges an underground supply. This storm water evaporates and is transpired and consumed by plants. Described below are pertinent legal principles and the concept for a small-scale system to capture and store some of this “lost” storm water from the subflow of small gravelly washes that are not part of or connected with a stream system. The subsurface flow is interrupted by an elastomer faced earthen barrier (dam) and stored in a gravel bed. Both the barrier and the gravel storage bed are situated below the surface of the wash bed. If the gravel bed is not underlain by a natural substratum that is relatively impervious, it is either placed on a liner of suitable compacted clay or is underlain with an elastomeric membrane to limit the downward infiltration and loss of the stored water. A system may be used to capture and store sub-flow after surface flow has ceased and during periods of drought; to supply household and irrigation water; to exercise Winters Doctrine rights; and to replace small dams and surface impoundments by underground storage of the captured water to ensure a more reliable and sanitary supply for livestock and wildlife. A system is most effective in desert regions where (or when) both stream and ground water are unavailable; where rainfall is infrequent, but in storms resulting in rapid runoff; and where land surface topography and morphology coincide to form sites that permit the productive use of a system. A system should not be installed without sound legal and hydrological advice. Careful engineering is essential to the safe and proper design of a system, especially its subsurface barrier. 相似文献

To the average layman, the distinction between opinion and attitude is artificial at best, and is neither consistent nor logically defensible. For many purposes one need not distinguish between the two. However, when assessing opinion and attitude the disparity becomes quite evident. Opinion surveys are characteristically concerned with replies to specific questions which need not be related. The responses are kept separately as opposed to being combined into a total score. Attitude scales, on the other hand, typically yield a total score indicating both a direction and intensity of an individual's feelings, thoughts, and predispositions to act toward a given concept. Further, in the construction of an attitude scale, the different statements are designed to measure a single attitude or unidimensional variable. The Likert method of constructing attitude measuring instruments requires a large number of judges to indicate their own attitudes by responding to statements thought to pertain to an attitude in question. Five possible responses are provided for each item. The procedure for construction of a Thurstone type scale utilizes the Law of Categorical Judgment as a basis. Statements are obtained and analyzed for the various categories and in final form, the attitude scale is presented to the respondent who indicates statements with which he agrees or disagrees. 相似文献

ABSTRACT This paper examines the social impact of reservoir construction on a rural community group located in the urban fringe of a major metropolitan area in central Ohio. The study data were collected at three intervals over a ten-year period (1970, 1974, 1980). Evaluation of resident opinions in the affected community revealed significant attitude differences over time for four of the five variables measured. The findings revealed that the study group desired more social stability but had accommodated the changes experienced to date. Responses to the attitude scales showed that the people in the study group were well integrated and were closely identified with each other at all three test periods. Attitudes toward the lake project were significantly more positive over time, and in 1980 the collective community group held a basically neutral attitude about the lake. ABSTRACT: While federal water resources laws and regulations require social analysis, no one workable formula exists for integrating it into water resources planning. Two primary problems in integrating social analysis into planning are examined; making trade-offs between policy acceptability and theoretical competence, and managing social analysis in planning. For illustration, the article builds on emerging trends within the U.S. Army Corps of Engineers. ABSTRACT: Social scientists were included in the planning and design for an integrated, trans-basin water resource project. Within this complex project, a socioeconomic impact assessment (SIA) concentrated on identifying the social, political, and economic issues and potential impacts inherent in developing a city's water rights. Before the SIA began, some of the development alternatives had already generated widespread hostility and organized opposition from communities within the watershed. The SIA involved residents of affected communities in the study design and project planning. The study found a number of components that constituted the concerns, beliefs, and expectations about perceived, potential impacts that might result from the different alternatives. In most cases these issues constituted threats to valued environmental resources, valued community resources, the social environment, the economic base, and a secure future. The social science component was a key factor in the ultimate decision to pursue a particular alternative which was sensitive to the social and political issues, minimized environmental and socioeconomic impacts, and ultimately had support among the communities potentially affected. The experience from this case study suggests that the approach used can be applied successfully in the planning of other water development projects and result in cooperation from the wide range of interest groups that often present costly obstacles to such projects. 相似文献

ABSTRACT: A decision support tool is developed for the management of water resources, focusing on multipurpose reservoir systems. This software tool has been designed in such a way that it can be suitable to hydrosystems with multiple water uses and operating goals, calculating complex multi‐reservoir systems as a whole. The mathematical framework is based on the parameterization‐simulation‐optimization scheme. The main idea consists of a parametric formulation of the operating rules for reservoirs and other projects (i.e., hydropower plants). This methodology enables the radical decrease of the number of decision variables, making feasible the location of the optimal management policy, which maximizes the system yield and the overall operational benefit and minimizes the risk for the management decisions. The program was developed using advanced software engineering techniques. It is adaptable in a wide range of water resources systems, and its purpose is to support water and power supply companies and related authorities. It already has been applied to two of the most complicated hydrosystems of Greece, the first time as a planning tool and the second time as a management tool. 相似文献

ABSTRACT: Most of us are aware, or feel we are aware, of the impacts of major water resources projects on our lives. “Dam-lovers” note the life-saving flood-risk reduction and recreational benefits of a proposed reservoir, while “dam-haters” bemoan the future drowning out of the wildlife habitat of its river valley, and the recreational disbenefits to stream (as opposed to lake) fishermen. Water supply projects can often be given such a revered status, assuming the “obvious” tenet that water, air, food, and shelter are basic requirements of decent living, that the economic viability of the project may not even be assessed. Water resources planners are supposed to impartially weigh the environmental and economic benefits, and especially now, the energy implications of all proposed water projects, but many times the partial views of political or public advocates may be hard to ignore. The assumptions used in the planning of four recent water projects in the Province of Alberta will be presented and some revisions suggested which materially affect their Benefit/Cost ratios. In one project that is still in the public hearing stage, the economic analysis will be revealed, indicating that the original B/C ratio of about 1.6:1 might be more realistically placed at 0.6:1. In another project just completed, the apparent lack of an economic or energy analysis that has resulted in a perpetual and unnecessary energy load on the province, will be described. 相似文献
