ABSTRACT: The 1950 flood disaster in the Red River Valley, Manitoba, and particularly in Winnipeg made all levels of government aware of the need for control measures. The principal elements of the system which was implemented were two large excavated diversion channels, a storage reservoir, and ring dykes around several small communities. In terms of cost and size, the flood control system is the largest in Canada and despite Federal contributions amounting to nearly 60 percent of the final cost, it represented a considerable fiscal burden for the comparatively small population of Manitoba. Between the opening of the Red River Floodway in 1968 and 1979, a series of exceptional spring peak flows on the Red and Assiniboine Rivers demonstrated the benefits of such a system to a degree which could not have been anticipated at the time the projects were being considered. Furthermore, maximum spring discharges from 1913 to 1978 show a clear rising trend, indicating that the flood hazard is becoming even more severe than was initially assumed; if this trend continues, future benefits will continue to exceed expectations. The overall effectiveness of the hazard reduction program in the Red River Valley, however, has suffered from continued development in unprotected areas. Recent federal-provincial agreements have been reached which will substantially reduce this problem and place greater emphasis on improving the non-structural components of an overall flood hazard reduction program.  相似文献

ABSTRACT: A flood control reservoir protects valuable developments on the downstream flood plain by storing flood waters and releasing them at a rate that will reduce the downstream damage. The water surface level of the flood pool behind the dam can fluctuate considerably during the occurrence of a large magnitude flood causing the inundation of trees, low vegetation, and water based recreation facilities located in those areas of the flood pool area that are normally well above the water level. The amount of damage that will occur in the upper levels of the flood storage area will depend on the depth and duration of the inundation that occurs. This, in turn, is directly related to the operating policy for the reservoir. A dynamic programming optimization model of flood control reservoir operation is presented. This model determines the reservoir operating schedule that minimizes downstream flood damages. Various constraints are added to the model to account for the environmental impacts of long periods of flood storage.  相似文献

ABSTRACT The flooding conditions in the basin of the Red River of the North are reviewed in terms of the accuracy of the flood forecasts and the response of both the floodplain occupants and government agencies to these forecasts. The flood prediction methods in Canada and the United States are compared. The accuracy of these prediction measures for the major floods in recent history is reviewed. The differences between the way in which the American and Canadian authorities approach the flood emergencies are outlined. The accuracy of the forecasts are plotted against a number of parameters which reflect the efficiency of the flood fighting measures initiated by those flood forecasts. ABSTRACT: This paper addresses the recent interest in management of the Missouri River. Interstate issues in the river basin include interbasin water diversions, riverbed and shoreline degradation, loss of recreational and natural areas, reduction in navigation capacity, the status of the Pick-Sloan Missouri Basin Program in terms of general river development, and the elimination of river basin commissions, An attempt to develop a comprehensive interstate water compact failed in the 1950s. The new efforts towards establishing a compact are discussed, as well as other available mechanisms for resolution of the current political and legal differences among the ten river basin states.  相似文献

ABSTRACT: The aim of this paper is to compare two views of flood management and thus add to the present thinking of living with floods as opposed to the traditional approach of flood control. The traditional pathway has widely been adopted in developed countries and aims to control floodwaters by means of dams and dikes. The alternative pathway tends towards a policy whereby society lives with the floods by being prepared and having the right damage reduction measures in place. In this paper two pathways are tentatively compared for the Lower Incomati Basin, Mozambique. In the design cultural theory is considered, as is how the design of each path may look according to different management perspectives. The Lower Incomati Basin provides an interesting case study as it is in a relatively undeveloped state. Hence, it is an ideal area for conducting research into the application of alternative flood management strategies. The preliminary results suggest that both pathways are feasible. However, considering recent hydrological extremes such as the 2000 floods, the resilient pathway may ultimately be a more appealing flood management strategy.  相似文献

ABSTRACT: Many approaches are available for operation of a multipurpose reservoir during flood season; one of them is allocation of storage space for flood control. A methodology to determine a reservoir operation policy based on explicit risk consideration is presented. The objective of the formulation is to maximize the reservoir storage at the end of a flood season while ensuring that the risk of an overflow is within acceptable limits. The Dynamic Programming technique has been used to solve the problem. This approach has been applied to develop operation policies for an existing reservoir. The performance of the policy was evaluated through simulation and was found to be satisfactory.  相似文献

ABSTRACT: The effect of urbanization on alternative flood control strategies was investigated for a large developing watershed in Texas. Urban and rural areas were modeled separately using a geographically-referenced data base and the U.S. Corps of Engineers HEC-1 and HEC-2 programs, and results yielded a double-peaked hydrograph. Hydrograph input parameters were modified to predict the effects of a wide range of management alternatives including on-site storage, reservoirs, channelization, and development controls. Results indicated a combination of alternatives is required to protect existing and future developments.  相似文献

ABSTRACT. The setting of rule curves for reservoirs or lakes operation requires balancing the flood control storages reserved against the storage requirements for various conservation uses. In this study, a linear programming model is developed to perform single purpose analysis that minimizes flood damages of a multi-lake river system under various initial and input conditions. A flood control utility measure function is arrived from the resulting analysis, and the inclusion of the function in conservation analysis could provide the total functional analysis. The river-system transition function involving time-lags of short duration is described. The function constitutes the basis for the optimization model, and also provides the transformation to reduce significantly the size of the problem. The application to a critical subsystem in the Oswego River System is reported.  相似文献

ABSTRACT: There is a lamentable absence of comprehensive planning in the current cursade to improve water quality. A serious shortcoming is the lack of evaluation of the effects of waste water treatment upon environmental quality. At some point in time the public may ask what they have obtained for their money. The nature of pollution in a river basin demands a coordinated attack against it. Engineering and economic criteria suggest that a properly empowered river basin authority would be the logical organization to plan and operate a water quality management system. Several forms of such authorities have operated effectively and efficiently for many years in the United States and other industrialized countries. Examples of successful river basin authorities and their advantages and methods of operation are discussed.  相似文献

ABSTRACT: In many interstate river basins, the institutional arrangements for the governance and management of the shared water resource are not adequately designed to effectively address the many political, legal, social, and economic issues that arise when the demands on the resource exceed the available supplies. Even under normal hydrologic conditions, this problem is frequently seen in the Colorado River Basin. During severe sustained drought, it is likely that the deficiencies of the existing arrangements would present a formidable barrier to an effective drought response, interfering with efforts to quickly and efficiently conserve and reallocate available supplies to support a variety of critical needs. In the United States, several types of regional arrangements are seen for the administration of interstate water resources. These arrangements include compact commissions, interstate councils, basin interagency committees, interagency-interstate commissions, federal-interstate compact commissions, federal regional agencies, and the single federal administrator. Of these options, the federal-interstate compact commission is the most appropriate arrangement for correcting the current deficiencies of the Colorado River institution, under all hydrologic conditions.  相似文献

ABSTRACT: A framework for combining economic factors and the hydrolo of detention basins is provided. The general development of economic production functions for water quality (sediment) and flood control is discussed. Example production functions are generated to compare water quality (sediment control only) and flood control. For the given example, the design of a detention basin for downstream sediment control is economically unwarranted. When compared to on-site detention facilities, regional detention structures appear to be more practical from an economic standpoint for water quality control. Since sediment was the only water quality parameter assessed, it is entirely possible that the design of a detention basin for water quality control would be justified if the effects of all pollutants of concern could be quantified. Policy aspects of detention facilities that relate to the economics of water quality control are also discussed.  相似文献

ABSTRACT: An analogue method of ex post evaluation is proposed as a method of measuring the effectiveness of small watershed projects in obtaining flood control and economic benefits. Two watersheds were compared on a “with vs. without” project basis by both direct and indirect measurement of economic benefits. Direct measurements indicated that small watershed flood control projects did not generate the expected economic benefits. However, the indirect measurements of the same watersheds using land value enhancement as a surrogate suggested that the expected economic benefits were reflected in differential land values. The economic efficiency of small watershed projects should be measured ex ante and ex post on a “with vs. without” project basis rather than on a “before vs. after” basis whether using direct or surrogate variables.  相似文献

ABSTRACT: Levee sump systems are used by many riverine communities for temporary storage of urban wet weather flows. The hydrologic performance and transport of stormwater pollutants in sump systems, however, have not been systematically studied. The objective of this paper is to present a case study to demonstrate development and application of a procedure for assessing the hydraulic performance of flood control sumps in an urban watershed. Two sumps of highly variable physical and hydraulic characteristics were selected for analysis. A hydrologic modeling package was used to estimate the flow hydrograph for each outfall as part of the flow balance for the sump. To validate these results, a water balance was used to estimate the total runoff using sump operational data. The hydrologic model calculations provide a satisfactory estimate of the total runoff and its time‐distribution to the sump. The model was then used to estimate pollutant loads to the sump and to the river. Although flow of stormwater through a sump system is regulated solely by flood‐control requirements, these sumps may function as sedimentation basins that provide purification of stormwater. A sample calculation of removals of several conventional pollutants in the target sumps using a mass balance approach is presented.  相似文献

ABSTRACT: This study examined the disposition of streamflow increases that could be created by vegetation management on forest land along the upper reaches of the Colorado River. A network optimization model was used to simulate water flow, storage, consumptive use, and loss within the entire Colorado River Basin with and without the flow increases, according to various scenarios incorporating both current and future consumptive use levels as well as existing and potential institutional constraints. Results indicate that very little of the flow increases would be consumptively used at current use levels, or even at future use levels, if water allocation institutions remain unchanged. Given future use levels and economically based water allocation institutions, up to one-half of the flow increases could be consumptively used. The timing of streamflow increases, and the institutional constraints on water allocation, often limit the potential for consumptive use of flow increases.  相似文献

Abstract: Recent water sector reforms and increased scarcity and vulnerability of water resources, combined with declining public funding available for large scale infrastructure investment in the sector, have led to a greater awareness by the Government of Vietnam for the need to analyze water resource allocation and use in an integrated fashion, at the basin scale, and from a perspective of economic efficiency. In this study we focus on the development, application, and selected policy analyses using an integrated economic hydrologic river basin model for the Dong Nai River Basin in southern Vietnam. The model framework depicts the sectoral structure and location of water users (agriculture, industry, hydropower, domestic, and the environment) and the institutions for water allocation in the basin. Water benefit functions are developed for the major water uses subject to physical limitations and to constraints of system control and policy. Based on this modeling framework, we will analyze policies that can affect water allocation and use at the basin level, including both basin-specific and general macroeconomic policies.  相似文献

ABSTRACT: Changes in irrigation and land use may impact discharge of the Snake River Plain aquifer, which is a major contributor to flow of the Snake River in southern Idaho. The Snake River Basin planning and management model (SRBM) has been expanded to include the spatial distribution and temporal attenuation that occurs as aquifer stresses propagate through the aquifer to the river. The SRBM is a network flow model in which aquifer characteristics have been introduced through a matrix of response functions. The response functions were determined by independently simulating the effect of a unit stress in each cell of a finite difference groundwater flow model on six reaches of the Snake River. Cells were aggregated into 20 aquifer zones and average response functions for each river reach were included in the SRBM. This approach links many of the capabilities of surface and ground water flow models. Evaluation of an artificial recharge scenario approximately reproduced estimates made by direct simulation in a ground water flow model. The example demonstrated that the method can produce reasonable results but interpretation of the results can be biased if the simulation period is not of adequate duration.  相似文献

ABSTRACT The Colorado River Basin faces the dilemma of an increasing demand for water while presently struggling with salinity concentrations approaching critical levels for some water uses. Based upon projected development salinity concentrations are predicted to exceed 1200 mg/1 at Imperial Dam by the year 2010. Annual losses to the basin economy associated with increased salinity will exceed $50 million by the year 2010. Although methods of controlling salt discharges are relatively unrefined, certain conclusions, based upon Bayesian statistical methods, can be reached. Five basic alternatives for coping with the problem are presented and evaluated in this paper: (1) do nothing; (2) adopt arbitrary salinity standards; (3) limit development; (4) control salt discharges at a cost equal to the cost of doing nothing, or (5) minimize total costs to the basin. Total costs associated with any given alternative, or the given salinity resulting, are the sum of salinity detriments (cost to users for water of increased salinity plus economic multiplier effects) plus the cost of constructing salt discharge control works. These impacts upon basin economy and Colorado River water quality for each alternative are presented and related to questions of equity which will play a role in arriving at any long-term solution to the Basin's problem.  相似文献
