Spartina pectinata (prairie cordgrass) was grown under five hydroperiods (wet–dry cycles) to determine its potential for use in stormwater wetlands, particularly as an alternative to the highly invasive Phalaris arundinacea (an exotic grass). Rhizomes planted in outdoor microcosms grew vigorously in all treatments, namely, weekly flooding in early summer, weekly flooding in late summer, flooding every three weeks throughout the summer, weekly flooding throughout the summer, and no flooding. Neither the timing nor frequency of 24-hour floods (10–20 cm deep) affected total stem length (grand mean 1003 ± 188.8 cm per pot, n = 140) or above-ground biomass (46.5 ± 8.3 g per pot, equivalent to ∼360 g/m2). However, by late summer, fewer new tillers were found in unflooded microcosms, indicating that vegetative expansion is drought-sensitive. The growth of Spartina plants was further assessed with and without Glyceria striata (a native grass) and Phalaris arundinacea. Glyceria growth was not affected by hydrologic treatment. Glyceria reduced Spartina growth by approximately 11%, suggesting potential as a cover crop that might reduce establishment and growth of Phalaris seedlings. Seeds of Phalaris did not germinate, but branch fragments established where soil was moist from flooding, regardless of the presence of Glyceria. The ability of Spartina to establish vegetatively and grow well under variable water levels leads us to recommend further testing in stormwater wetlands, along with early planting of Glyceria to reduce weed invasions.  相似文献

Sustainability is a concept that has been widely embraced both politically and intellectually but has not been addressed in terms of practical application. In most resource sectors, the features of a sustainable future remain unclear and there are few examples that give practical expression to sustainability. This is especially true in the case of water resources management which has been conspicuous in its absence from the majority of the literature. This paper attempts to address this deficiency on two counts. First, it provides a discussion of sustainability and the application of the concept to the management of water resources. Second, the paper illustrates how the concept can be utilized for the management and planning of urban stormwater. The paper concludes by offering research opportunities to investigate the feasibility of adopting natural channel design and artificial wetlands for sustainable stormwater management.  相似文献

Urban/rural stormwater quantity modelling has been well-researched and has achieved sufficient accuracy benchmark. However, modelling stormwater runoff quality (i.e. pollutants transport associated with stormwater) are relatively difficult and largely depends on catchment characteristics/land-uses; these can be estimated with acceptable accuracy provided pollutants transport equations are established through extensive field measurements. To ensure ecologically sustainable development, several stormwater treatment systems have been proposed. Model of Urban Stormwater Improvement Conceptualisation (MUSIC) developed and widely used in Australia, estimates pollutant transport from catchments and stormwater treatment through different systems. This paper presents a study on the accuracy of MUSIC estimations for different stormwater treatment options used in Australia and abroad. Data on several field measurements on different constructed stormwater treatment systems (bioretention, grass swale and porus pavement) in Australia, Sweden, New Zealand and Scotland was collected from literatures. The experimental results were compared with MUSIC's estimations under similar conditions. In general, it has been found that MUSIC can simulate flow conditions with good accuracy, however MUSIC's predictions on the removal efficiencies of Total Suspended Solids (TSS), Total Phosphorus (TP) and Total Nitrogen (TN) are varying. Potential reasons for these discrepancies are discussed. Also, a summary table showing MUSIC's overall capability on simulating stormwater treatment efficiencies for different treatment measures has been presented.  相似文献

The major purpose of this paper is to explore the potential value of benefit–cost evaluation for stormwater quality management decisions at a local level. A preliminary benefit–cost analysis (BCA) screening method is used for maximum extent practicable (MEP) analysis, identifying promising management practices, and identifying societal and economic tradeoffs for local stormwater problems. Ballona Creek, a major urban storm drain in Los Angeles, California, USA, is used to illustrate the practicality of the benefit–cost evaluation. The Ballona Creek example demonstrates the economic limits of stormwater management in an urban region and attests to the value of coordinated basinwide management compared to uncoordinated management by individual landowners. Evaluation results suggest that in urban areas, the benefit of stormwater quality improvements might be far greater if accompanied by comprehensive redesign of drainage networks and neighboring land uses. In this case, benefit–cost analysis is found to be useful for evaluating and understanding stormwater management alternatives despite the uncertainties in characterizing stormwater quality and the effects of stormwater management on improving receiving water quality.  相似文献

Stormwater management upgrade and maintenance costs in the province of Ontario are significant. As capital grant programs decline, municipalities are exploring alternative means for financing the abatement of stormwater quantity and quality problems. User pay financing represents one such option. The economic, institutional and legal issues related to implementing user pay financing of stormwater management in Ontario are addressed using the Regional Municipality of Ottawa-Carleton (RMOC) as a case-study. The paper reviews the experience with user pay stormwater management programs in Canada and the USA, and recent stormwater issues and financing needs in the RMOC. The presented spreadsheet rate model is based on stormwater quantity and quality considerations and best management practices (BMPs) for various land-use categories. The modelling results vary depending on the inclusion or exemption of certain land-use categories and whether BMPs are implemented. Preliminary results indicate the monthly stormwater user charges are comparable with those charged in USA programs. In Ontario, existing statutes provide the enabling legislation for stormwater user charges, and there are no legal or regulatory barriers to implementing them. However, program we start-up costs and public perception could be significant obstacles to instituting user charges.  相似文献

In urban and suburban areas, stormwater runoff is a primary stressor on surface waters. Conventional urban stormwater drainage systems often route runoff directly to streams and rivers, thus exacerbating pollutant inputs and hydrologic disturbance, and resulting in the degradation of ecosystem structure and function. Decentralized stormwater management tools, such as low impact development (LID) or water sensitive urban design (WSUD), may offer a more sustainable solution to stormwater management if implemented at a watershed scale. These tools are designed to pond, infiltrate, and harvest water at the source, encouraging evaporation, evapotranspiration, groundwater recharge, and re-use of stormwater. While there are numerous demonstrations of WSUD practices, there are few examples of widespread implementation at a watershed scale with the explicit objective of protecting or restoring a receiving stream. This article identifies seven major impediments to sustainable urban stormwater management: (1) uncertainties in performance and cost, (2) insufficient engineering standards and guidelines, (3) fragmented responsibilities, (4) lack of institutional capacity, (5) lack of legislative mandate, (6) lack of funding and effective market incentives, and (7) resistance to change. By comparing experiences from Australia and the United States, two developed countries with existing conventional stormwater infrastructure and escalating stream ecosystem degradation, we highlight challenges facing sustainable urban stormwater management and offer several examples of successful, regional WSUD implementation. We conclude by identifying solutions to each of the seven impediments that, when employed separately or in combination, should encourage widespread implementation of WSUD with watershed-based goals to protect human health and safety, and stream ecosystems.  相似文献

This study develops and tests a novel optimization method for optimally selecting and sizing stormwater control measures (SCMs) in urban landscapes for selected design storms. The developed methodology yields SCMs that capture and retain stormwater via onsite percolation, remove stormwater pollutants, and minimize stormwater control expenditures. The resulting environmental optimization problem involves integer and real variables imbedded in an objective function that is subjected to multiple constraints. This study's methodology aims at practicality and ease of implementation in the solution of the SCM sizing and selection optimization problem while taking into account the main factors that govern stormwater management in urban landscapes. The near‐optimal global solution of the SCM selection and design problem is obtained with nonlinear programming and verified with the average of multiple solutions calculated with multiple runs of an optimization evolutionary algorithm. The developed methodology is illustrated with one stormwater project in the City of Los Angeles, California.  相似文献

With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively.  相似文献

Urban stormwater runoff is often of poor quality, impacting aquatic ecosystems and limiting the use of stormwater runoff for recreational purposes. Several stormwater treatment facilities (STFs) are in operation or at the pilot testing stage, but their efficiencies are neither well documented nor easily compared due to the complex contaminant profile of stormwater and the highly variable runoff hydrograph. On the basis of a review of available data sets on urban stormwater quality and environmental contaminant behavior, we suggest a few carefully selected contaminant parameters (the minimum data set) to be obligatory when assessing and comparing the efficiency of STFs. Consistent use of the minimum data set in all future monitoring schemes for STFs will ensure broad-spectrum testing at low costs and strengthen comparability among facilities. The proposed minimum data set includes: (i) fine fraction of suspended solids (<63 μm), (ii) total concentrations of zinc and copper, (iii) total concentrations of phenanthrene, fluoranthene, and benzo(b,k)fluoranthene, and (iv) total concentrations of phosphorus and nitrogen. Indicator pathogens and other specific contaminants (i.e., chromium, pesticides, phenols) may be added if recreational or certain catchment-scale objectives are to be met. Issues that need further investigation have been identified during the iterative process of developing the minimum data set.  相似文献

Urban areas generate considerably more stormwater runoff than natural areas of the same size due to a greater percentage of impervious surfaces that impede water infiltration. Roof surfaces account for a large portion of this impervious cover. Establishing vegetation on rooftops, known as green roofs, is one method of recovering lost green space that can aid in mitigating stormwater runoff. Two studies were performed using several roof platforms to quantify the effects of various treatments on stormwater retention. The first study used three different roof surface treatments to quantify differences in stormwater retention of a standard commercial roof with gravel ballast, an extensive green roof system without vegetation, and a typical extensive green roof with vegetation. Overall, mean percent rainfall retention ranged from 48.7% (gravel) to 82.8% (vegetated). The second study tested the influence of roof slope (2 and 6.5%) and green roof media depth (2.5, 4.0, and 6.0 cm) on stormwater retention. For all combined rain events, platforms at 2% slope with a 4-cm media depth had the greatest mean retention, 87%, although the difference from the other treatments was minimal. The combination of reduced slope and deeper media clearly reduced the total quantity of runoff. For both studies, vegetated green roof systems not only reduced the amount of stormwater runoff, they also extended its duration over a period of time beyond the actual rain event.  相似文献

ABSTRACT: Control of stormwater runoff from impervious surfaces is an important national goal because of disruptions to downstream ecosystems, water users, and property owners caused by increased flows and degraded quality. One method for reducing stormwater is the use of vegetated (green) roofs, which efficiently detain and retain stormwater when compared to conventional (black) roofs. A paired green roof‐black roof test plot was constructed at the University of Georgia and monitored between November 2003 and November 2004 for the green roof's effectiveness in reducing stormwater flows. Stormwater mitigation performance was monitored for 31 precipitation events, which ranged in depth from 0.28 to 8.43 cm. Green roof precipitation retention decreased with precipitation depth; ranging from just under 90 percent for small storms (< 2.54 cm) to slightly less than 50 percent for larger storms (> 7.62 cm). Runoff from the green roof was delayed; average runoff lag times increased from 17.0 minutes for the black roof to 34.9 minutes for the green roof, an average increase of 17.9 minutes. Precipitation and runoff data were used to estimate the green roof curve number, CN = 86. This information can be used in hydrologic models for developing stormwater mitigation programs.  相似文献

This paper investigates the nutrient contribution from leaf litter in urban waterways, using data from a gross pollutant monitoring programme in a 50 ha catchment in an inner-city suburb of Melbourne, Australia. The data indicate that the potential nutrient contribution of stormwater leaf litter (greater than 5 mm) is about two orders of magnitude smaller than the typical nutrient loads in urban stormwater. The results suggest that removing leaf litter from urban waterways will do little to reduce the total stormwater nutrient load.1998 Academic Press  相似文献

ABSTRACT: In addition to measuring the quantity of stormwater runoff generated during ten rainfall events from the Vehicle Assembly Building (VAB) area of Kennedy Space Center (KSC), historical rainfall records were also used for determining the feasibility of implementing a program of stormwater recycling to air conditioning cooling towers. It was projected that 0.182 million gallons per day (MGD) of runoff would be generated from the VAR area during a year of average rainfall (48 inches); only 0.117 MGD is required for coolant makeup water in the VAR area. Due to the seasonal variations in rainfall, stormwater recycling may not always meet all the cooling water demands.  相似文献

A changing climate and increasing urbanisation has driven interest in the use of aquifer storage and recovery (ASR) schemes as an environmental management tool to supplement conventional water resources. This study focuses on ASR with stormwater in a low permeability fractured rock aquifer and the selection of water treatment methods to prevent well clogging. In this study two different injection and recovery phases were trialed. In the first phase ~1380 m(3) of potable water was injected and recovered over four cycles. In the second phase ~3300 m(3) of treated stormwater was injected and ~2410 m(3) were subsequently recovered over three cycles. Due to the success of the potable water injection cycles, its water quality was used to set pre-treatment targets for harvested urban stormwater of ≤ 0.6 NTU turbidity, ≤ 1.7 mg/L dissolved organic carbon and ≤ 0.2 mg/L biodegradable dissolved organic carbon. A range of potential ASR pre-treatment options were subsequently evaluated resulting in the adoption of an ultrafiltration/granular activated carbon system to remove suspended solids and nutrients which cause physical and biological clogging. ASR cycle testing with potable water and treated stormwater demonstrated that urban stormwater containing variable turbidity (mean 5.5 NTU) and organic carbon (mean 8.3 mg/L) concentrations before treatment could be injected into a low transmissivity fractured rock aquifer and recovered for irrigation supplies. A small decline in permeability of the formation in the vicinity of the injection well was apparent even with high quality water that met turbidity and DOC but could not consistently achieve the BDOC criteria.  相似文献

Urban stormwater practices are individually diverse, but they are components of an overall urban watershed system. This study proposes a conceptual model of that system, including its component spatial areas, their arrangement along the flow route, and their associations with urban land uses and values. The model defines three spatial areas along the flow route which have evolved over time into their present forms: (1) the source area, which is arranged and furnished primarily or entirely for human use, accommodation, and comfort; (2) the perimeter area, where specialized stormwater facilities carry away source‐area runoff or buffer downstream areas from its impacts; and (3) the downstream area, which receives the discharges from the perimeter or directly from the source area. Each area presents a specific combination of stormwater features and human interactions, and excludes others. Considering stormwater flows and functions in the context of physical urban spaces brings into view the spaces’ urban structures and interacting agendas. This model allows practitioners to navigate conceptually through the system, and to focus appropriate objectives and structures on each project site.  相似文献

Urban stormwater run-off is a threat to stream ecosystems. New approaches to stormwater management aim to protect urban streams from such impacts, by retaining, treating and using stormwater at its source. As up to ~50% of runoff from urban surfaces comes from private property, fostering stormwater retention requires effective householder engagement. We evaluated householder participation in the Little Stringybark Creek project, a stormwater retrofit programme aimed at waterway protection, using qualitative enquiry through formal and informal interviews to identify factors that influenced participation. Participation was governed by multiple factors, with financial incentives and personal co-benefits of tanks primary motivators, while process complexity and distrust were primary barriers. Results suggest an approach combining education to encourage review of subjective norms and attitudes, with incentives to mitigate behavioural controls can transform public behaviour towards sustainable stormwater management.  相似文献

Abstract: The growing impact of urban stormwater on surface‐water quality has illuminated the need for more accurate modeling of stormwater pollution. Water quality based regulation and the movement towards integrated urban water management place a similar demand for improved stormwater quality model predictions. The physical, chemical, and biological processes that affect stormwater quality need to be better understood and simulated, while acknowledging the costs and benefits that such complex modeling entails. This paper reviews three approaches to stormwater quality modeling: deterministic, stochastic, and hybrid. Six deterministic, three stochastic, and three hybrid models are reviewed in detail. Hybrid approaches show strong potential for reducing stormwater quality model prediction error and uncertainty. Improved stormwater quality models will have wide ranging benefits for combined sewer overflow management, total maximum daily load development, best management practice design, land use change impact assessment, water quality trading, and integrated modeling.  相似文献

Stormwater utility fees (SUFs) are one way to fill the growing gap between stormwater management needs and available funding. However, there is a lack of data on the overall role they play in stormwater program budgets. This paper presents an evaluation of SUFs across multiple jurisdictions to understand their contributions to overall revenue, the uses of revenue, and the extent to which ratemaking is equitable within and between jurisdictions. We compiled data on SUFs for 124 jurisdictions and program budgets for 80 jurisdictions to describe the composition of revenues and influence of municipal stormwater permit status. We also calculated SUFs applied to individual parcels in 11 jurisdictions to assess two equity outcomes: proportionality and affordability. Results indicate that SUF revenue contributed 91% of the $537.7 million in total 2019 stormwater program operational revenue. There was enormous variation among jurisdictions in annual SUF revenue per capita ($17–328), per housing unit ($42–1007), and on an area-normalized basis (<$0.01–2.70 per ft2 impervious surface). SUFs in some cities were large enough to burden low-income households, and the way they are billed may preclude assistance for renters. In the context of escalating costs driven in part by new regulatory requirements, these results illustrate the tension between achieving full cost recovery for stormwater services and ensuring prices are affordable for ratepayers.  相似文献

Development continues at a rapid pace throughout the country. Runoff from the impervious surfaces in these watersheds continues to be a major cause of degradation to freshwater bodies and estuaries. Low impact development techniques have been recommended to reduce these impacts. In this study, stormwater runoff and pollutant concentrations were measured as development progressed in both a traditional development, and a development that used low impact development techniques. Increases in total impervious area in each watershed were also measured. Regression relationships were developed between total impervious area and stormwater runoff/pollutant export. Significant, logarithmic increases in stormwater runoff and nitrogen and phosphorus export were found as development occurred in the traditional subdivision. The increases in stormwater runoff and pollutant export were more than two orders of magnitude. TN and TP export after development was 10 and 1 kg ha(-1) yr(-1), respectively, which was consistent with export from other urban/developed areas. In contrast, stormwater runoff and pollutant export from the low impact subdivision remained unchanged from pre-development levels. TN and TP export from the low impact subdivision were consistent with export values from forested watersheds. The results of this study indicate that the use of low impact development techniques on a watershed scale can greatly reduce the impacts of development on local waterways.  相似文献
