Abstract

This paper presents as case studies some New Zealand local government sustainable development initiatives in cleaner production and civic building design. From a series of structured interviews with key players, it describes key motivators and demotivators and puts these in the context of behaviour change theory. These enable a set of actions for local government to be developed that, if applied, could result in an advancement of the sustainable development agenda. However, other critical factors are given that are external to these actions and on which their overall success is dependent. In reviewing these factors as a group we conclude that far greater understanding of the partnership formation process and its dynamic in engendering successful sustainable development decision-making processes is crucial to move beyond the rhetoric of partnerships and enter the more complex and difficult world of truly participatory approaches.  相似文献

Summary Urban and agricultural developments in Hong Kong are intensive and spatially concentrated in a quarter of the land, leaving a sizeable area of hilly countryside with unrestricted access, relatively empty and unspoilt. Care for this common heritage, in the past, focused on afforestation of the denuded hillslopes especially in reservoir catchments. The remaining parts, covered by grasses and shrubs, hardly received attention. The rapid population growth, urban encroachment and unplanned recreational use, threatened to engulf and ruin the countryside from the 1960s. A country parks programme was initiated belatedly in 1972, and was rapidly accomplished, so that in 1979 40 percent of the land was designated. The parks are broadly divided into high-intensity recreation, low-intensity recreation, and conservation zones. The programme has been successful in encouraging informal outdoor recreation, but has also engendered environmental problems which contradict the principal conservation goal. The overuse of sites and footpaths causes soil and vegetation damage. Hill fires, ignited by, and widely dispersed litter, left by, irresponsible and careless visitors, are additional forces of degradation. Long-term management should aim at containing these problems and plan for the anticipated changing recreational demands in the future.Dr C. Y. This study examines Jamaica's attempt to protect a tropical forest reserve. The biophysical setting, and the types and magnitude of forest development pressures are reviewed. Next, Jamaica's approach to developing new land-use strategies and compatible environmental protection and economic development programs are examined. Finally, the practical and theoretical implications by which institutions can be designed to encourage planning for sustainable development are reviewed. The implications suggest how to provide an appropriate mix of cooperation and market competition, by which people acting in their own interests accomplish socially equitable economic development, while protecting the environment for the benefit of future generations. The experience illustrates that effective long-term protection of natural areas requires the building of local relationships and support, the development of local economic activities supportive of conservation, the defining of clear boundaries, and significant monitoring and enforcement. Long-term protection of the Blue and John Crow mountains, and other important natural areas of Jamaica, will also require the development of a workable and enforceable system of land-use planning for the island, and adjustments to the economic incentive structure so that sustainable, nonextractive uses of natural capital are placed on equal footing with other economic uses (e.g., coffee production).  相似文献

Environmental pollution and degradation of ecosystems considerably affect the natural resources. The Turkish Government is aware of the importance of the preservation of natural ecology and thereby the environmental conservation of many species in their natural habitat. This paper provides critical assessments of the problems and possible solutions in the identification, implementation and management of the Specially Protected Areas (SPAs) system by giving basic information about stakeholders and their responsibilities that currently offer nature conservation in Turkey. The goals of the article are to analyze how the SPAs interface with the local people, especially the villagers who have dwelt there before SPA designation and how people-SPA conflicts resolved; to show how effective the SPA conservation objectives have been; to outline the significance of informing and empowering people in nature conservation for the protected area management and to show the importance of planning at all levels during protection of the natural, archeological and cultural values of the SPAs.  相似文献

Despite the increasing number of protected areas around the world and their importance in the conservation of species and ecosystems, protected areas management capacity remains difficult to evaluate. A standard is needed to help policy makers compare the goals with the results obtained. This empirical research builds a tool to analyze the management efficiency and predicts the new touristic outcomes in case of a policy change. Using as example the state parks agencies in the USA, this paper develops a technological frontier using data envelopment analysis based on the Protected Areas Management Approach. After that, a prediction of the outcomes is analyzed with a budget change for any state park agency. Data suggest that many of them need to improve their performance to be more efficient. Another result obtained shows how budget changes will affect each agency's performance in different degrees and, therefore, budget reductions should be modeled separately.  相似文献

Preservation of small natural areas is not in itself a sufficient measure to maintain the integrity of the ecosystems for which they were initially set aside. Intense pressure from recreational use is just one of the many human-caused stresses that may degrade natural areas. Therefore, land-use planning and management from an ecological perspective is necessary to assess, ensure, and in some cases increase, the ecological integrity of protected natural areas. An ecosystem management approach for small protected natural areas with high recreational use is presented, based on three interrelated components: an ecological evaluation procedure of ecosystems, the implementation of management interventions on ecosystems, and the development of a monitoring scheme of ecosystem components. The ecological evaluation procedure combines two concepts: the biotic value of vegetation and wildlife and the abiotic fragility of the soils. This combined evaluation process results in the creation of a sensitivity map that can be used as a management tool for planners and managers. Management interventions, the second component of the management approach, are derived from concepts of ecological succession. Intentional human interventions are used to maintain the ecological integrity of ecosystems or in some cases to restore degraded sites. For the third component, only the basic principles of the monitoring program will be discussed. A pilot project in one of the Montreal urban community protected areas is presented to illustrate aspects of the proposed ecosystem management approach.  相似文献

Commonly used methods of evaluating the degree of consistency of protected area ecosystems with social and ecological carrying capacities are likely to result in decision errors. This occurs because such methods do not account for imprecision and uncertainty in inferring the degree of ecosystem consistency from an observed ecosystem indicator. This paper proposes a fuzzy adaptive management approach to determine whether a protected area ecosystem is consistent with ecological and social carrying capacities and, if not, to identify management actions that are most likely to achieve consistency when there is uncertainty about the current degree of consistency and how alternative management actions are likely to influence that consistency. The proposed approach is illustrated using a hypothetical example that uses an ecosystem indicator that reflects combinations of different levels of user satisfaction and conservation of threatened and endangered species. Application of the proposed fuzzy adaptive management approach requires a protected area manager to: (1) identify alternative management actions for achieving ecosystem consistency with social and ecological carrying capacities in each of several management zones in a protected area; (2) randomly assign alternative management actions to management zones; (3) define fuzzy sets for the ecosystem indicator and degree of ecosystem consistency, and fuzzy relations between the ecosystem indicator and the degree of ecosystem consistency; (4) monitor the indicator in each management zone; (5) define fuzzy sets based on the observed indicator in each management zone; and (6) combine the fuzzy sets defined on the observed indicator and the fuzzy relations between the indicator and the degree of ecosystem consistency to reach conclusions about the most likely degree of consistency for alternative management actions in each management zone. The fuzzy adaptive management approach proposed here is advantageous when the benefits of avoiding the decision errors inherent with crisp and stochastic decision rules outweigh the added cost of implementing the approach.  相似文献

This paper provides an overview of H ong Kong's approach to the environmental monitoring and audit of the construction and operation of major development projects as a continuation of the Environmental Impact Assessment process. The paper examines the development of systems and guidelines for the engineer who is responsible for implementing a project, in terms of environmental monitoring and audit protocols set out in a manual, and in terms of monthly and quarterly reporting. In addition, systems have been developed to manage cumulative effects arising from multiple projects in one area which are undertaken by different agents. The paper concludes with a number of key lessons learned, pointing out what environmental monitoring and audit teams need to do to be successful, and what needs to be done to enhance the effectiveness of environmental monitoring and audit protocols.  相似文献

Cities have increasingly become the focal point for climate change initiatives. However, how cities respond to climate change challenges and through what mechanisms have remained largely unexplored. This paper develops a framework for local governance to examine and explain climate change initiatives in cities. Based on the analysis of 20 climate change initiatives in major cities and a detailed case study of Hong Kong, this paper has two main findings. First, local governments at the city level have an important role to play in climate change policies by embracing some key strategies (such as deliberation and partnership) and values (such as equity and legitimacy) of good governance. Second, by comparing and contrasting the experience in other cities, our case study of Hong Kong provides insights about the barriers that may limit a city's ability to adapt to new forms of governance that would enable it to better respond to climate change. The paper concludes by exploring the potential role of local governance as a model to strengthen climate change initiatives at the city level.  相似文献

Summary The grave shortage of land suitable for development has always been a major constraint on urbanisation in Hong Kong. Rather lax or inappropriate planning controls in the past have resulted in haphazard city growth, leaving extensive areas of densely-packed tenement slums. Recent sluggish attempts at urban renewal have brought little relief. The objectives of environmental planning to rejuvenate the old districts are assessed in relation to their limitations and potential. The problems and opportunities of employing comprehensive redevelopment to upgrade environmental quality with reference to building stocks in the pre-war and post-war private residential, public housing and obsolete industrial sectors are evaluated. The human dimensions of visibility degradation remain under-researched academically. Based on Zube and Sell's Process Model of the Perception of, and Response to, Environmental Change, a questionnaire survey was conducted in Hong Kong between 5 June 2012 and 26 January 2013 (n = 1,203). The respondents’ perceptions towards visibility degradation were collected. The results show that respondents were moderately knowledgeable to visibility degradation, perceiving the problem as anthropogenic and unfavorable and identifying the fight against the degradation as an important environmental issue. It is further deduced that the respondents’ physical and sociocultural attributes, and the way they gain information about visibility degradation, can affect their perceptions of visibility degradation. The results reveal that improving information channels can positively promote human sensitivity to and understanding of visibility degradation in order to mitigate it. Yet, any attempts to educate the lay public should not assume the existence of a homogenous community of like-minded people.  相似文献

Air quality in the UK, although vastly improved from the smogs of the 1950s, now faces a new set of challenges from a variety of sources and pollutants. Poor air quality has long been associated with urban areas, but it is becoming clear that many rural locations also have locations likely to exceed the UK Air Quality Strategy-objectives: This paper will examine the extent to which rural authorities have been engaged in the local air-quality management (LAQM) process, a new regime by which air quality control is being accomplished in the UK. Results are presented from a questionnaire survey of environmental health officers of 100 rural authorities undertaken in January 1999. The paper investigates both the technical aspects of the LAQM process as well as the management approaches. The current progress of rural authorities, and some of the problems they face, are discussed particularly in comparison with urban areas. It is concluded that some rural authorities with air pollution problems stemming either from within or outwith their borough, may face significant challenges from the LAQM review and assessment process, particularly where air pollution responsibilities have only relatively recently been addressed. Rural authorities seem to be embracing these new responsibilities enthusiastically, but it is almost inevitable that they will be trailing behind urban authorities who have several decades of experience and joint working to draw upon.  相似文献

The paper examines the application of a spatial‐perceptual approach to the wilderness management issue of preserving natural ecological processes while also permitting appropriate wilderness use in protected areas. An approach to delimit the spatial extent of multiple perceptions of wilderness held by backcountry users is used—the wilderness perception mapping (WPM) methodology. The results obtained from employing the WPM.methodology are considered for the North West Nelson region of New Zealand. The map product provides new and useful information that has applicability to protected areas management. The role of WPM is discussed with reference to wilderness management in North West Nelson and New Zealand, and to protected areas management in general. The study demonstrates how a technology can be combined with a critical and sensible analysis of needs and procedures to give useful results, and highlights the value of applied interdisciplinary research.  相似文献

In 2010, Norway introduced local management of national parks and other large protected areas. Boards comprised of local politicians are delegated extended powers in the management of the protected areas. This paper examines how this system of local management deals with the conflicting dimensions of local interests versus national obligations, and conservation versus use. The study is based on data from surveys to protected area board members and other actors involved, and on case studies in two protected areas. The main finding is that the boards, accountable to central government but comprised of politicians accountable to the local voters, aim to balance local interests and national obligations, and conservation and use. Popular involvement and anchorage is, however, weak due to lack of mobilization and transparency. Furthermore, formal restrictions hindering the boards from dealing with local economic development could make the boards less attractive for the local political leadership.  相似文献

Summary Environmental protection in Hong Kong traditionally has been neglected by the government and private sector, with citizens showing little interest. The overwhelming pre-occupation with economic growth and a plethora of pressing social needs are often cited as the main excuses for past apathy. Since the late 1970s, the government has taken positive steps to establish administrative structures and statutes to arrest environmental decline. Legislative processes, however, have often been delayed and the effectiveness of the laws trimmed by the strong industrial lobby. The erratic developments in the 1980s nevertheless allowed the enactment of four dedicated environmental laws and a complement of ancillary control measures. The current status of the environment in the fields of water, waste, air and noise has been assessed to highlight the pertinent maladies and shortcomings. The 1989 White Paper provided a clear package of official policies and programmes to correct past ills in a ten-year comprehensive plan. The ameliorative measures, both present and projected, are evaluated for their effectiveness and prospects. Some issues that deserve more attention and improvements are suggested.  相似文献

Reader in the Department of Geography and Geology at the University of Hong Kong. Despite the rapid urbanization of Hong Kong over the last few decades, until the late 1960s a serene countryside, contrasting with the bustling city close at hand, was left by default. Whereas many of the extra-urban hills have been designated as country parks, which guards them against development, the farmland and villages in the lowland have been intruded upon increasingly by non-conforming uses. The new-town programme initiated in the 1970s accelerated the rural degradation. Agricultural decline and urban-generated forces such as city expansion, land-value appreciation, port development, suburbanization and China trade provided the impetus. Urban-oriented activities, in particular open storage and port back-up, informal factories and village houses, began to encroach indiscriminately. A landmark court judgement in 1983 allowing such uses of farmland initiated a rampant spread and rural blight. The small rural realm has telescoped and accentuated the degradation. The policy of minimum interference in indigenous villagers' affairs accounted partly for the slow response. Belated statutory measures, introduced in 1991, ushered modern planning into the rural areas for the first time. The long-term policy aims at containing the proliferation, discontinuing uses at sensitive locations and opening sites and facilities for orderly accommodation of an inevitable urban overspill.  相似文献

This study identified the changing preferences of country park visitors in Hong Kong and the potential for such changes to have further negative impacts on the ecologically sensitive areas of country parks. A questionnaire was used to collect feedback from 644 country park visitors to understand their preferences and visitation patterns. To investigate visitors’ preferences and behaviours and to develop better visitor management strategies, the survey data were compared with studies conducted 20 years ago. The results showed that the most popular nature‐based activities of 20 years ago, namely, picnicking and barbecuing, have significantly declined in popularity, while other activities, namely, nature studies and nature photography, have surged in popularity in recent years. These changes in visitor preferences have directly increased the negative impacts of visitors on country parks as they dispersed away from the high intensity recreation zones to the ecological sensitive areas. This emerging group of country park visitors has not been fully considered in the existing approach to visitor management and may irreversibly impact the ecological value of country parks. In this study, visitor management in Hong Kong's country parks was reviewed based on these research findings, and potential improvements were suggested.  相似文献

It is noted that nature conservation has gained progressively in importance as a planning issue. The paper reports on the role of the Nature Conservancy Council, and in particular their Assistant Regional Officers, in consulting over the production of local plans. Local plan policies may assist valuably in the protection of important sites, although sympathetic planning authorities can also assist nature conservation in a variety of other ways. Sustained and systematic liaison with planning authorities is necessary for nature conservation to become a substantive local plan issue.  相似文献

Within the context of political democratization, this article explores environmental protection in Hong Kong since the government lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening, the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing its environment within a legal framework.  相似文献
