Hong Kong has enjoyed more than 20 years of almost uninterrupted economic growth and the territory is widely recognized as one of the most successful of the newly industrializing economies. Economic success has, however, brought with it a variety of environmental problems including deterioration of air and water bodies and the loss of terrestrial and marine habitats. Environmental degradation also poses a serious threat to local biodiversity. Despite its stated commitment to environmental protection, the Hong Kong Government is still strongly growth-oriented and the territory's environmental institutions and policies often seem ineffective in resolving the conflicts that arise between development and the environment. To illustrate some of the contradictions inherent in Hong Kong's current approach to environmental and conservation issues, this paper focuses on the controversy surrounding the fate of the local population of the Indo-Pacific humped-back dolphin, or, as it is locally known, the Chinese white dolphin (Sousa chinensis). The dolphin's habitat has been disrupted by major development projects, marine pollution and fishing and shipping activity. It is possible that the species will be extinct in Hong Kong waters by the beginning of the next century. The paper examines the background to the controversy that has arisen surrounding the future of the dolphins and evaluates the Government's attempts to develop a conservation strategy to protect them. The preferred option—the creation of a dolphin sanctuary within a designated marine park area—has been strongly criticized by some local marine biologists and conservationists as being inadequate and inappropriate. The failure to address effectively the problems faced by the Chinese white dolphin may be attributed to the lack of an overall conservation strategy in Hong Kong, shortcomings in the territory's environmental impact assessment system and limited local scientific knowledge concerning the dolphin population.  相似文献

The Pearl River (Zhujiang) is the largest river system in southern China. The river, which is approximately 2200 km long, discharges into the South China Sea through an extensive deltaic area to the west of Hong Kong. Water quality in the river is under threat from a variety of sources associated with industrializationand urbanization in the Pearl River Delta Region (PRDR). Hong Kong's location on the eastern bank of the Pearl River estuary means that the quality of its western marine waters is likely to be increasingly influenced by the Pearl's pollution burden. Little published material exists on pollution in the Pearl River, or the potential impacts of transboundary pollution on marine water quality in Hong Kong. This paper focuses on this issue of transboundary water pollution between the Delta Region and Hong Kong. Specifically, we present the results of a preliminary analysis of water quality data for the Pearl River. The paper demonstrates that the major potential problem affecting the Pearl River is organic pollution, and that the principal sources of pollution affecting the Pearl River estuary, and consequently Hong Kong's western waters, are the Shenzhen River, the upstream Guangzhou section of the Pearl River, and the Dongguan Canal. We estimate that less than 5% of untreated domestic sewage discharges affecting the estuary derive from Hong Kong itself. The paper also discusses the implications of transboundary pollution in the context of environmentalpolicy making in Hong Kong and argues that more extensive and effective co-operation and collaboration between Hong Kong and mainland agencies should be developed to address these concerns.  相似文献

Diving-related activities may constitute a major threat to coral reefs. This study aimed to quantify the impact of diving in Hong Kong on hard corals and understand how socio-economic characteristics and experience level of divers influence diver-inflicted damage. We recorded and analysed the underwater behaviour of 81 recreational divers. On average, a diver was in contact with marine biota 14.7 times with about 40 % of contacts involved corals and 38 % were damaging contacts with corals or other biota in a single dive. The most harm-inflicting groups included inexperienced and camera-carrying divers. Although Hong Kong divers did not make many damaging contacts with corals, there is still an imminent need to determine the scale of damage from diving activities on the marine ecosystem given the rapid development of marine-based tourism and the limited coral-inhabited areas in Hong Kong where the marine environment is already under stress from anthropogenic activities.  相似文献

Summary Urban and agricultural developments in Hong Kong are intensive and spatially concentrated in a quarter of the land, leaving a sizeable area of hilly countryside with unrestricted access, relatively empty and unspoilt. Care for this common heritage, in the past, focused on afforestation of the denuded hillslopes especially in reservoir catchments. The remaining parts, covered by grasses and shrubs, hardly received attention. The rapid population growth, urban encroachment and unplanned recreational use, threatened to engulf and ruin the countryside from the 1960s. A country parks programme was initiated belatedly in 1972, and was rapidly accomplished, so that in 1979 40 percent of the land was designated. The parks are broadly divided into high-intensity recreation, low-intensity recreation, and conservation zones. The programme has been successful in encouraging informal outdoor recreation, but has also engendered environmental problems which contradict the principal conservation goal. The overuse of sites and footpaths causes soil and vegetation damage. Hill fires, ignited by, and widely dispersed litter, left by, irresponsible and careless visitors, are additional forces of degradation. Long-term management should aim at containing these problems and plan for the anticipated changing recreational demands in the future.Dr C. Y. 工业园区是中国乃至全球工业经济发展的重要空间载体。工业园区是我国产业发展的主阵地,但对区域环境也形成了较大压力。科学调控工业园区人地关系,推动园区绿色发展,对于工业领域生态文明建设意义重大,亟待深入研究。当前,从人地关系视角入手,多要素耦合的工业园区绿色发展研究仍较匮乏。本文提出了工业园区人地关系内涵及基本分析框架,阐述了国内外关于工业园区人地关系相关研究的概况,重点对工业园区能源、水、土地、环境等方面可持续调控典型研究进行了分析。本文对工业园区人地关系研究的主要难点进行探讨,并提出进一步研究需重点关注的三个基本问题,以期为推进园区绿色发展提供新视角。最后,建议从系统工程角度综合分析园区经济、能源、水、土地、环境等关键子系统的分异特征及相互作用,建立多目标、多属性、多要素协同的园区绿色发展路径优化调控方法,支撑管理决策。  相似文献

The marine chemical industry is a chemical industry based on coastal advantage. The Chinese government attaches great importance to the marine industry and made it the focal point of China economy in the 12th five-year plan. Water is an important material for the marine chemical industry, but wastewater discharge could undermine the sustainable development of the marine chemical industry. Industrial ecology provides insights for industry to realize a harmonious development with the environment. This paper examined the case of water utilization practice based on industrial ecology of the Hai Hua Group (HHG) in China. The utilization of three kinds of water, i.e., underground brine, seawater and freshwater is characteristic of the industrial ecology implementation of the HHG. In this paper, the water utilization practice of the HHG was described. The relationships among the three kinds of water, the driving force of water utilization, and the challenges of water utilization in the HHG were discussed. We conclude that implementing industrial ecology is a promising choice for the water utilization of marine chemical industry. It could also achieve the coordinated development between sea farming and the marine chemical industry. For non-renewable resource driven regional industrial ecosystems, such as the Hai Hua industrial ecosystem (HHIE) in this paper, seeking a substitute approach is essential for the stable and sustainable development of the whole industrial ecosystem. We also conclude that an industrial ecosystem's operation is driven by the integration of many factors, such as government, market, policy, culture and technique in this paper. This requires us to examine an industrial ecosystem's operation from a wider perspective, which is helpful to comprehensively and systematically understand the impetus of an industrial ecosystem.  相似文献

The aim of this paper is to contribute to coherence in marine, coastal and land use planning and management from the perspective of landscape values. At a time when new sea uses are emerging and marine spatial planning laws and regulations are being adopted, but have not yet been put into practice, research studies are required that provide spatial planners with informed insights concerning public stakeholder attitudes to controversial policies. The undertaken research explored the attitudes of two important social groups (local residents and tourists/recreational users) regarding locating wind parks in the marine and/or terrestrial environment along the Latvian coast of the Baltic Sea. The results of the study indicate that both groups support land-based wind park development versus offshore. Moreover, the visibility of wind turbines influences the willingness of tourists to visit recreation sites and impacts directly on their duration of stay. Research findings indicate that policy makers and spatial planners from both marine and land domains should adopt a broader and more integrated approach when setting priorities and allocating space for development activities where both domains are involved.  相似文献

A number of social surveys on environmental issues have been conducted in Hong Kong over the past 20 years but none has investigated processes of environmental reform from a stakeholder perspective. This paper reports on the findings of a survey of 120 representatives of eight stakeholder groups conducted in 2003. This exploratory study had two main objectives. First, it investigated stakeholder views on environmental policy making in Hong Kong including policy objectives and priorities, the policy instruments employed, the discourse surrounding environmental policy making and sustainable development, and the effectiveness of local environmental institutions. Second, it explored the extent to which Hong Kong is undergoing environmental reform processes consistent with the principles of ecological modernization.

The results indicate that a conventional command-and-control model focusing on pollution control drives environmental policy making in Hong Kong. Government is seen as a relatively unresponsive, ‘controller’ regime relying heavily on laws and regulation to pursue its policy objectives. Support exists among stakeholders for the use of new environmental policy instruments (NEPIs), particularly those of an economic nature, but there is scepticism about the potential effectiveness of voluntary environmental agreements. Local environmental discourse is characterized by the counter-positioning of economic development and the environment. Most stakeholders share the view that the debate surrounding sustainable development has been poorly informed and that the concept is not well-understood. Stakeholder responses suggest that there is considerable divergence between the potential and actual effectiveness of important local environmental institutions. While there is empirical evidence indicating that some environmental initiatives have produced technical outcomes consistent with ecological modernization, our findings suggest these do not reflect a conscious change in the direction of environmental policy and that the social and institutional transformations that also underpin ecological modernization have yet to become embedded in Hong Kong.  相似文献

This study identified the changing preferences of country park visitors in Hong Kong and the potential for such changes to have further negative impacts on the ecologically sensitive areas of country parks. A questionnaire was used to collect feedback from 644 country park visitors to understand their preferences and visitation patterns. To investigate visitors’ preferences and behaviours and to develop better visitor management strategies, the survey data were compared with studies conducted 20 years ago. The results showed that the most popular nature‐based activities of 20 years ago, namely, picnicking and barbecuing, have significantly declined in popularity, while other activities, namely, nature studies and nature photography, have surged in popularity in recent years. These changes in visitor preferences have directly increased the negative impacts of visitors on country parks as they dispersed away from the high intensity recreation zones to the ecological sensitive areas. This emerging group of country park visitors has not been fully considered in the existing approach to visitor management and may irreversibly impact the ecological value of country parks. In this study, visitor management in Hong Kong's country parks was reviewed based on these research findings, and potential improvements were suggested.  相似文献

Summary This paper draws the attention to the major threats to nature conservation in Nigeria, and reviews critically the measures adopted for the protection of wildlife. The major problems include habitat degradation (through uncontrolled logging, agricultural projects, industrial plantations, highway and urban development, and exploitation for fuelwood), over-hunting and poachingSteps taken so far to protect wildlife include the creation of one national park and eighteen game reserves, enactment of wildlife laws, signing of international treaties, and manpower development. These measures have however failed to produce the desired effect owing largely to public apathy, low level of funding, inadequate game laws and weak enforcement of existing legal provisions.It is suggested that the Federal Government should intervene more positively in favour of conservation by creating more national parks and assuming joint responsibility with the states for formulating wildlife laws. Furthermore, the role of non-governmental organizations in influencing conservation policies and mobilizing public opinion will be crucial in the difficult years ahead.Dr. P. A. Within the context of political democratization, this article explores environmental protection in Hong Kong since the government lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental coordination among various sectoral environmental programs. The dominant approach of policy and law enforcement through consultation has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening, the people of Hong Kong are not yet prepared to participate in environmental management in a strict legal manner. The overall observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing its environment within a legal framework.  相似文献

Carrying out wildlife conservation in a changing climate requires planning on long timescales at both a site and network level, while also having the flexibility to adapt actions at sites over short timescales in response to changing conditions and new information. The Royal Society for the Protection of Birds (RSPB), a land-owning wildlife conservation charity in the UK, achieves this on its nature reserves through its system of management planning. This involves setting network-wide objectives which inform the 25-year vision and 5-year conservation objectives for each site. Progress toward achieving each site’s conservation objectives is reviewed annually, to identify any adjustments which might be needed to the site’s management. The conservation objectives and 25-year vision of each site are reviewed every 5 years. Significant long-term impacts of climate change most frequently identified at RSPB reserves are: loss of intertidal habitat through coastal squeeze, loss of low-lying islands due to higher sea levels and coastal erosion, loss of coastal freshwater and brackish wetlands due to increased coastal flooding, and changes in the hydrology of wetlands. The main types of adaptation measures in place on RSPB reserves to address climate change-related impacts are: re-creation of intertidal habitat, re-creation and restoration of freshwater wetlands away from vulnerable coastal areas, blocking artificial drainage on peatlands, and addressing pressures on freshwater supply for lowland wet grasslands in eastern and southeastern England. / The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. It is a common experience that public administrations tend to shy away from the explicit acknowledgment of quantitative risk levels. Faced with extreme concentrations of population and of industrial activities, including LPG and liquid chlorine storage, within a very small land area, Hong Kong has faced up to the issue of major man-made hazards by “thinking the unthinkable” and adopting explicit risk guidelines. This article describes how these guidelines were developed and the arguments that led to their adoption. It is emphasized that the risk guidelines are not rigid standards but simply a method of focusing decision making and ensuring that any decision to contravene the guidelines is taken at an appropriately senior level in the administration. The way in which the guidelines have been incorporated intimately into the planning and decision-making process is described and details are given on how this has led to the implementation of a variety of measures that have greatly reduced both societal and individual risk from certain types of chemical storage and chemical processing installations in Hong Kong. Summary A postal survey of 992 secondary students in Hong Kong using the Weigel and Weigel environmental concern scale was conducted to investigate their environmental attitudes which were reflected in a readiness to engage in various pro-environmental behaviours including paper recycling at school and at home and the use of less tissues and plastic bags. The results indicated that students' expressed great concern about the environment and exhibited a strong willingness to participate in pro-environmental behaviour. However, students' overoptimism towards technological development and the perceived importance of the benefits of modern consumer goods were two major factors that contradicted their concern for environment. The Pearson correlation coefficient between environmental concern and comprehensive behavioural intention was strong and positive (0.52). Television and school were cited as major sources of environmental information. Mass media were more important than personal media in the dissemination of environmental information. Female students, older students and students living in private housing held more positive environmental attitudes and were more willing to engage in pro-environmental behaviour. Factor analysis indicated that the environmental concern scale was composed of two factors, personal sacrifice and optimism/issue.Ms Kara K.W. This paper compares the public attitudes of three southern Chinese cities/towns, namely Guangzhou, Dongguan, and Yuanzhou on waste recycling and avoidance, and the New Environmental Paradigm (NEP). The latter describes the concept of treating the resources and the ecosystems on Earth as things having their own rights rather than being subordinate and subservient to humans. These three places are chosen to represent areas in different stages of urbanization in the Guangdong province. As Hong Kong is also a southern Chinese city, where data of similar nature are available, comparison with Hong Kong is also made. It was found that the support for source separation of household waste in the rural and urban areas in mainland China was greater than that found in Hong Kong. Concerning actual practices on waste separation, about 85% of the respondents in the cities and almost all of the rural household surveyed have the habit of saving up and selling the recyclables. It is estimated that about 11-13% of the household waste was diverted in such a way. This is higher than the estimated 8% household waste recovery rate of Hong Kong. The majority of the respondents in the three surveyed cities have recovered household recyclables in the past but with higher family incomes, it was now less common. On the contrary, the lower income group tended to recover greater portion of their waste for selling to the waste depots. These findings have implications on the future waste management policy formulation in China. Regarding the acceptance of the New Environmental Paradigm, it was found that the rural population scored better than the urban population and they tended to agree more frequently with the NEP. However, the rural population perceives a greater potential for industrial and urban development without dampening environmental quality. It was also found that the NEP scores of the mainland Chinese are higher, in general, than their Hong Kong counterparts as measured in early 1990s. Insufficient public support has often been a concern for source separation programmes in all countries despite the obvious waste management benefits of recycling. This study shows that there is overwhelming support for source separation of waste in Mainland China, whether it is in rural or urban communities, and that most people are already undertaking source separation due to the redemption value of the recyclables. Therefore, for policy-makers, the concern should not be on whether the public knows how to separate the waste but rather on how to motivate them to separate waste for the good of society, and how to maintain an effective market for recyclables.  相似文献

The changing political environment in Hong Kong is likely to accelerate the transition in environmental policy discourse. Opportunities for critical public involvement are increasing and new environmental discourses are emerging. Yet, previous social surveys did not explore the range of these discourses and few focused on climate change. The paper outlines the public discourses of climate change in Hong Kong. Using Q-methodology, four distinctive discourses were identified, namely Pure Environmentalism, Political Pragmatism, Popular Optimism, and Fair Rationalism. While the first one is climate-centric, the other three are political or social in nature and do not indicate a clear or coherent climate orientation. This suggests that the climate change concern of the Hong Kong public is not tightly embedded into a coherent narrative of social and institutional transformation. Effective climate change governance and policies require strengthening the link between such concern and the public desires for social and institutional transformation. Bringing together the ongoing social movements and environmental campaigns will be instrumental to nurture an active climate citizenry.  相似文献

Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献
