A plethora of untapped resources exist within disaster‐affected communities that can be used to address relief and development concerns. A systematic review of the literature relating to community participation in humanitarian logistics activities revealed that communities are able to form ad hoc networks that have the ability to meet a wide range of disaster management needs. These structures, characterised as Collaborative Aid Networks (CANs), have demonstrated efficient logistical capabilities exclusive of humanitarian organisations. This study proposes that CANs, as a result of their unique characteristics, present alternatives to established humanitarian approaches to logistics, while also mitigating the challenges commonly faced by traditional humanitarian organisations. Furthermore, CANs offer a more holistic, long‐term approach to disaster management, owing to their impact on development through their involvement in humanitarian logistics. This research provides the foundation for further theoretical analysis of effective and efficient disaster management, and details opportunities for policy and practice.  相似文献

Although significant progress has been made in developing the practice of humanitarian logistics, further improvements in efficiency and effectiveness have the potential to save lives and reduce suffering. This paper explores how the military/emergency services’ concept of a common operating picture (COP) can be adapted to the humanitarian logistics context, and analyses a practical and proven approach to addressing the key challenge of inter‐agency coordination and decision‐making. Successful adaptation could provide the mechanism through which predicted and actual demands, together with the location and status of material in transit, are captured, evaluated, and presented in real time as the basis for enhanced decision‐making between actors in the humanitarian supply network. Through the introduction of a humanitarian logistics COP and its linkages to national disaster management systems, local communities and countries affected by disasters and emergencies will be better placed to oversee and manage their response activities.  相似文献

The continuing incidence of disasters and their associated challenges has increased the demand for humanitarian logisticians. However, there is a dearth of research on their essential competencies. This paper proposes, therefore, a humanitarian logistics competency framework (HlCF) to assist with the professional development of humanitarian logisticians. In creating the HlCF, nine competency domains containing 29 specific competencies across four levels (entry to senior management) were identified. This study makes two key contributions to the literature: (i) it extends the discussion of competency frameworks in humanitarian logistics; and (ii) it presents a framework designed to support the human resource plans and practices of aid agencies. The HlCF allows not only individual humanitarian logisticians to develop the competencies necessary for career success, but also humanitarian organisations to map their own competency frameworks to a common standard. This will, in turn, facilitate workforce mobility and support the overall concept of a certified humanitarian logistics professional.  相似文献

Cost‐effectiveness analysis is increasingly relevant in humanitarian action. The cost of response has increased exponentially in the past decade, alongside concurrent donor budget restrictions. However, there remains limited comprehension and application of these methods in this field. This paper documents methods developed for use within Action Against Hunger, an international humanitarian organisation, in response to a lack of understanding of this topic within the humanitarian community and limited evidence of the cost‐effectiveness of humanitarian action. These methods encompass costs to both implementing institutions and participating communities. Activity‐based cost analyses are conducted to assess resources per programme activity. Cost‐effectiveness is evaluated using successful programme outcomes, and uncertainty is appraised via sensitivity analysis. This paper aims to advance knowledge, stimulate discussion, and promote the adoption of cost‐effectiveness methods for building the evidence base for humanitarian action, including consideration of community costs, to enable analytical outputs that are useful for managers and policymakers alike.  相似文献

There is a paucity of research on the subjective stress‐related experiences of humanitarian aid workers. Most evaluations of stress among these individuals focus on trauma and related conditions or adopt a quantitative approach. This interview‐based study explored how 58 humanitarian aid workers employed by a United Nations‐aligned organisation perceived the transactional stress process. The thematic analysis revealed eight main topics of interest: an emergency culture was found where most employees felt compelled to offer an immediate response to humanitarian needs; employees identified strongly with humanitarian goals and reported a high level of engagement; the rewards of humanitarian work were perceived as motivating and meaningful; constant change and urgent demands resulted in work overload; and managing work–life boundaries and receiving positive support from colleagues and managers helped to buffer perceived stress, work overload, and negative health outcomes. The practical implications of the results are discussed and suggestions made in the light of current research and stress theory.  相似文献

This paper explores the crucial part that faith‐based organisations (FBOs) play in acting as intermediaries between international donors and local faith communities (LFCs) implementing humanitarian relief projects for Syrian refugees. Humanitarian responses to the mounting Syrian refugee crisis have coincided with greater collaboration between international donors and LFCs. This cooperation often is facilitated by a complex web of non‐state intermediaries at the international, national, and local level. This study probes the breadth of roles of these intermediaries, drawing on primary data from case studies of two Christian intermediaries supporting Christian LFCs as they deliver aid primarily to Muslim Syrian refugees in Jordan and Lebanon. The results of the study are connected to the wider literature on LFCs in humanitarian response, revealing how intermediaries address issues of accountability, capacity‐building, impartiality, neutrality, and professionalism. The paper concludes by offering suggestions for further research on intermediaries as key actors in the localisation of humanitarian assistance.  相似文献

High employee turnover rates constitute a major challenge to effective aid provision. This study examines how features of humanitarian work and aid workers’ individual characteristics affect retention within one humanitarian organisation, Médecins Sans Frontières (MSF) Holland. The study extends existing research by providing new theoretical explanations of employment opportunities and constraints and by engaging in the first large‐scale quantitative analysis of aid worker retention. Using a database of field staff (N=1,955), a logistic regression is performed of the likelihood of reenlistment after a first mission. The findings demonstrate that only 40 per cent of employees reenlist for a second mission with MSF Holland, and that workplace location and security situation, age, and gender have no significant effect. Individuals are less likely to reenlist if they returned early from the first mission for a personal reason, are in a relationship, are medical doctors, or if they come from highly developed countries. The paper reflects on the findings in the light of policy.  相似文献

The aim of this paper is to deepen the understanding of the relationship between country logistics performance and disaster impact. The relationship is analysed through correlation analysis and regression models for 117 countries for the years 2007 to 2012 with disaster impact variables from the International Disaster Database (EM‐DAT) and logistics performance indicators from the World Bank. The results show a significant relationship between country logistics performance and disaster impact overall and for five out of six specific logistic performance indicators. These specific indicators were further used to explore the relationship between country logistic performance and disaster impact for three specific disaster types (epidemic, flood and storm). The findings enhance the understanding of the role of logistics in a humanitarian context with empirical evidence of the importance of country logistics performance in disaster response operations.  相似文献

Over recent years, the humanitarian community has been under increasing scrutiny and attracted harsh criticism. This mounting critique of humanitarianism has shifted from being concerned primarily with the poor functioning of the humanitarian system to one targeted on basic humanitarian values. This paper is concerned to understand the factors driving the attack on humanitarian values. It identifies four apparently disparate groups who are interested in attacking these values: the anti-imperialists, the realpolitikers, the developmentalists and the neo-peaceniks. It concludes that unless humanitarian actors are aware of these diverse threats to their values and operations, they risk being co-opted or marginalised.  相似文献

This paper examines humanitarianism's moral positioning above private and political interests to save lives and alleviate suffering. It does not aim to assess the legitimacy of this stance, but rather to probe the way in which humanitarian actors relate to this moral dimension in their everyday work. It investigates empirically humanitarian ethics from the perspective of humanitarian actors, drawing on interviews conducted in Beirut, Lebanon, in 2014. As it is exploratory, three key conceptual innovations were required. The first of these is the introduction of the tools developed to consider a neglected reality: humanitarian actors’ ‘moral sense’ vis‐à‐vis the humanitarian sector's ‘moral culture’. Second, the study shows how the sector's moral culture is structured around the notion of ‘concern for persons in need’. Third, it analyses the way in which the sector and its actors handle the asymmetrical relationships encountered daily. Ultimately this paper seeks to valorise humanitarian actors’ creativity in their common practices and explore potential challenges to it.  相似文献

This paper analyses the significance of specific ethical experiences for humanitarian aid workers' motivation. Following Emmanuel Levinas's understanding of ethics as arising from intersubjective face-to-face encounters, the study illuminates the experiential origins of the humanitarian commitment by analysing James Orbinski's memoir entitled An Imperfect Offering: Dispatches from the Medical Frontline. Orbinski, a former International Council President at Médecins Sans Frontières, was directly involved in humanitarian responses to several major crises during the 1990s, including those in Somalia, Afghanistan, Rwanda, and what was then Zaire. This paper explores three formative experiences from Orbinski's childhood and teenage years to analyse the personal ethics of humanitarian aid workers and to illuminate the intersection of the personal and professional level of humanitarian aid work. Illustrating that Orbinski's humanitarian commitment is a surrendering to the other's call, the paper argues for stronger inclusion of aid workers' lives and experiences to achieve a comprehensive understanding of humanitarian work.  相似文献

This special issue of Disasters on humanitarian governance focuses on risk and order. Its contributions show the tensions between humanitarian normative ideals and practical consequences, as many of the ordering effects are associated with either intended or unintended consequences. This introduction offers a conceptual framing of humanitarian governance. Defining humanitarian governance as a subset of global governance, the paper shows how humanitarians have attempted to improve the consequences of their work by fighting instrumentalisation and instituting rationalisation processes. It adapts four questions, originally formulated by Michael Barnett ( 2013 ), to examine the ways in which humanitarian governance functions in more detail: what kind of world is being imagined and produced through the specific concern with order and risk? Who governs? How is this a form of humanitarian governance and how is it organised? And finally, what are the principal techniques of such governance? The conclusion summarises the main findings and sets an agenda for further research.  相似文献

This paper examines local perceptions of two international humanitarian organisations, the International Rescue Committee (IRC) and Malteser International, in the eastern Democratic Republic of the Congo (DRC) (formerly known as Zaire). At times, the self‐perception of these organisations differs considerably from the perceptions of local beneficiaries and stakeholders. This study begins by reviewing the current status of research on local perceptions of externally‐introduced humanitarian action. It goes on to discuss the local perceptions of the IRC and Malteser International, as well as the origins of these perceptions, and to show that three different narratives are used by local actors to explain their different perceptions. The paper ends with an examination of the factors that help to account for the differences in perceptions and of the implications of this type of research for humanitarian principles and management, as well as for the study of local perceptions.  相似文献

It is interwoven with debates on politics of principles and people are intensely committed to the various outcomes these debates might have. It is a field of strongly competing truths, each with their own rationale and appeal. The last few years have seen a rapid increase in discussions, policy paper and organisational initiatives regarding the quality of humanitarian assistance. Surprisingly little attention is paid to the role of digital technology and related forms of data production, storage, processing, and sharing in humanitarian governance. This paper uses Michael Barnett's ( 2013 ) conceptualisation of humanitarian governance when arguing for a better accounting of technology in literature on humanitarian governance. Specifically, it proposes a two‐fold alertness to governance of (a) the uses of new technology and (b) that which is produced by digital technologies. This elucidates important issues, including that of access to digitalised data collected from humanitarian subjects, with implications for their (in)security. The paper concludes by suggesting that access is no longer ‘only’ about challenges of gaining access to vulnerable populations, but also about challenges of preventing access to vulnerable digital bodies and their use for aggressive purposes. In short, access and protection acquire a new dimension and analyses of humanitarian governance must be more attentive to the role of digital technology.  相似文献

The Israeli–Hezbollah conflict in the summer of 2006, although brief, had a lasting impact on the region and prompted an intense humanitarian response. The conflict raised challenging questions for the United Nations (UN) about how to assist a middle‐income yet extremely vulnerable population in a context where global and local relations are highly politicised. This paper focuses on two key questions that emerged from the humanitarian response. First, how can humanitarian agencies, and particularly the UN, improve the protection of civilians, and was what they did in Lebanon enough? Second, how can humanitarian agencies create partnerships with local actors and still remain true to core humanitarian principles when local actors are fiercely divided along confessional lines and influenced by external actors, and when some, such as Hezbollah, are parties to the conflict? This paper argues that despite the importance of protection and partnerships to the humanitarian response, their role in the UN emergency response still falls short.  相似文献

For the past two decades, humanitarian actors have been grappling increasingly with the complex issue of protecting civilians. The definition of protection adopted by humanitarians is considered to be too broad to provide effective operational direction. This paper aims to contribute to recent initiatives to operationalise protection. Teasing out a broad typology of humanitarian protection through an examination of the scope, objectives, and strategies of a range of humanitarian actors, it suggests, would result in better identification of gaps and the channelling of efforts to support a system‐wide protection response. Emphasising recent calls for collective analysis as a means of eventuating protection, the paper also draws attention to the contested understanding that may arise concerning solutions to protection crises. Closely entwined with politics, protection defies neat technical solutions. The paper concludes that deepening knowledge of how communities conceive their own interests may provide the basis for a collective protection response.  相似文献

Since 2001, there has been a growing consensus that sexual exploitation and abuse of intended beneficiaries by humanitarian workers is a real and widespread problem that requires governance. Codes of conduct have been promoted as a key mechanism for governing the sexual behaviour of humanitarian workers and, ultimately, preventing sexual exploitation and abuse (PSEA). This article presents a systematic study of PSEA codes of conduct adopted by humanitarian non‐governmental organisations (NGOs) and how they govern the sexual behaviour of humanitarian workers. It draws on Foucault's analytics of governance and speech act theory to examine the findings of a survey of references to codes of conduct made on the websites of 100 humanitarian NGOs, and to analyse some features of the organisation‐specific PSEA codes identified.  相似文献

The NATO bombing operation Allied Force against Yugoslavia in March-June 1999 represents the final disappearance of the narrowing divide between humanitarianism and politics: a war initiated and justified on humanitarian grounds. Although unlikely to be repeated any time soon, the Kosovo case appears to have cemented an ideological shift on the international right and even necessity of sing military force to protect civilians within sovereign states. Rather than humanitarians acknowledging the political context and consequences of their work, however, the case suggests the embrace of humanitarian principles of universality and neutrality by military organisations. This article discusses some consequences of the new consensus: neglect of the political context (both local and foreign) of such operations, interaction between the operational dynamics of relief operations and the logic of war and the political consequences of using the humanitarian legitimation and mission in such cases.  相似文献

The number of research studies in the humanitarian field is rising. It is imperative, therefore, that institutional review boards (IRBs) consider carefully the additional risks present in crisis contexts to ensure that the highest ethical standards are upheld. Ethical guidelines should represent better the specific issues inherent to research among populations grappling with armed conflict, disasters triggered by natural hazards, or health‐related emergencies. This paper seeks to describe five issues particular to humanitarian settings that IRBs should deliberate and on which they should provide recommendations to overcome associated challenges: staged reviews of protocols in acute emergencies; flexible reviews of modification requests; addressing violence and the traumatic experiences of participants; difficulties in attaining meaningful informed consent among populations dependent on aid; and ensuring reviews are knowledgeable of populations' needs. Considering these matters when reviewing protocols will yield more ethically sound research in humanitarian settings and hold researchers accountable to appropriate ethical standards.  相似文献
