Land use regulations and air quality standards can be effective tools to control air pollution. Atmospheric transport/chemistry simulation models could be used to develop suitable regulations and standards; however, these models are not as efficient as air quality management models developed from embedding governing equations for atmospheric transport/chemistry into an optimization framework. Formulations of two steady-state air quality management models are presented to facilitate the development or evaluation of land use strategies to protect regional air quality from pollution generated from distributed point or nonpoint sources. Both models are linear programs constructed with equations that describe steady-state atmospheric pollutant fate and transport. The first model determines feasible pollutant loading patterns for multiple land use activities to accommodate the greatest regional population. The second model ascertains patterns of expanded land use which have a minimum impact on air quality. The primary goal of this paper is to explain how air pollution and land use modeling may be coupled to create an effective management tool to aid scientists and engineers with decisions affecting air quality and land use. The secondary goal is to show the types of air quality and regulatory information which could be obtained from these models. This latter goal is attained with general conclusions as consequence of applying ‘duality theory.’  相似文献

Air pollution is one of the primary concerns of our society for its effect on human health and the environment. Among the policy measures that can be put in place to limit air pollutant emissions, end-of-pipe technologies and/or regulatory instruments may be implemented through legislative acts. Also, equally important are behavioural measures, requiring citizens’ active involvement. The success of any measure to limit pollutant emissions requires the acceptance by the citizens that, in turn, implies a correct perception of the main pollutant emission drivers. We present here the comparison between the public perception of air pollution sources and the real-world situation through a survey carried out in seven European countries and involving 16 101 respondents. Our study shows a dramatic underestimation of the contribution of the agri-food sector to air pollution. This result is common to all respondents in the seven countries examined and only to a small extent depends on gender, age and socio-economic status of the respondents.  相似文献

For environmental analysis such as the dispersion of pollutants in the atmosphere, it is essential to have meteorological data that are relevant for a long period. In this paper, we explore the possibility of using an environmental Test Reference Year (TRY), i.e., a set of real, contemporaneous and hourly meteorological variables, 'extracted' from a hourly series of at least 10 years, for modelling pollutant dispersion in the atmosphere. The classical approach, based on a statistical data set, implies the loss of important information such as the real correlation between the different meteorological variables, and this implies crude approximation in the simulation results. We compare the simulation results with the long hourly 10 years data set (which can be considered a 'brute force' approach, since it requires a huge amount of data and time processing, but it is here considered the most severe benchmark) and with the statistical data set commonly used. It is shown that the results obtained using the TRY have a good agreement with the ones obtained with the simulation of the 10 years and they are also much better than those obtained using the statistical data set.  相似文献

To facilitate routine health risk assessments, we develop the concept of an inhalation transfer factor (ITF). The ITF is defined as the pollutant mass inhaled by an exposed individual per unit pollutant mass emitted from an air pollution source. A cumulative population inhalation transfer factor (PITF) is also defined to describe the total fraction of an emitted pollutant inhaled by all members of the exposed population. In this paper, ITFs and PITFs are calculated for outdoor releases from area, point, and line sources, indoor releases in single zone and multizone indoor environments, and releases within motor vehicles. Typical PITFs for an urban area from emissions outdoors are approximately 10(-6)-10(-3). PITFs associated with emissions in buildings or in moving vehicles are typically much higher, approximately 10(-3)-10(-1).  相似文献

With the development of ambient air quality standards (AAQS), the need arises to describe the characteristics of regional surface air-pollutant concentration frequency distributions. In the evaluation of land use plans, numerous agencies will be concerned with evaluating the effectiveness of emission zoning and/or control actions. On a regional basis, one means of performing this assessment lies in determining the changes in the pollutant frequency distributions resulting from control actions.

This study presents new data concerning the surface air-pollutant concentration frequency distributions observed for area sources and continuous point sources, and compares these distributions with those of the pertinent meteorological variables describing the transport and diffusion of the pollutant. The observed surface air pollutant frequency distributions are compared to those corresponding to simple modeling concepts from either an urban area source or a continuous point source. For an urban source and a relatively inert pollutant like CO, we found that the observed frequency distribution for CO surface air concentration parallels the approximately log-normal frequency distribution of the reciprocal of the wind speed. We show that the constant relating these two well-correlated frequency distributions can be determined either experimentally or with a numerical simulation model of air pollution. The usefulness of numerical models in air pollution is discussed.  相似文献

Many energy conservation strategies for residences involve reducing house air exchange rates. Reducing the air exchange rate of a house can cause an increase in pollutant levels if there is an indoor pollution source and if the indoor pollutant source strength remains constant. However, if the indoor pollutant source strength can also be reduced, then it is possible to maintain or even improve indoor air quality. Increasing the insulation level of a house is a means of achieving energy conservation goals and, in addition, can reduce the need for space heating and thereby reduce the pollutant source strengths of combustion space heaters such as unvented kerosene space heaters, unvented gas space heaters, and wood stoves. In this paper, the indoor air quality trade-off between reduced infiltration and increased insulation in residences is investigated for combustion space heaters. Two similar residences were used for the experiment. One residence was used as a control and the other residence had infiltration and insulation levels modified. An unvented propane space heater was used as the source in this study. A model was developed to describe the dependence of both indoor air pollution levels and the appliance source strengths on house air exchange rates and house insulation levels. Model parameters were estimated by applying regression techniques to the data. Results show that indoor air pollution levels in houses with indoor combustion space heating pollution sources can be held constant (or lowered) by reducing the thermal conductance by an amount proportional to (or greater than) the reduction of the air exchange rate.  相似文献

In this work, we investigate the frequency-size distribution of three pollution indexes (PM10, NO2 and SO2) in Shanghai. They are well approximated by power-law distributions, which suggest that air pollution might be a manifestation of self-organized criticality. We introduce a new numerical sandpile model with decay coefficient to reveal inherent dynamic mechanism of air pollution. Only changing the number value of decay coefficient of pollutants, this model gives a good simulation of three pollutants' statistical characteristic. This work shows that it is the self-organized criticality of the air pollutants that results in the temporal variation of air pollutant indexes and the minor air pollution sources can trigger the occurrence of large pollutant events by SOC behavior.  相似文献

Abstract

A computational fluid dynamics technique was used to evaluate the effect of traffic pollution on indoor air quality of a naturally ventilated building for various ventilation control strategies. The transport of street-level nonreactive pollutants emitted from motor vehicles through the indoor environment was simulated using the large eddy simulation (LES) of the turbulent flows and the pollutant transport equations. The numerical model developed herein was verified by available wind-tunnel measurements. Good agreement with the measured velocity and concentration data was found. Twelve sets of numerical scenario simulations for various roof- and side-vent openness and outdoor wind speeds were carried out. The effects of the air change rate, the indoor airflow pattern, and the external pollutant dispersion on indoor air quality were investigated. The control strategies of ventilation rates and paths for reducing incoming vehicle pollutants and maintaining a desirable air change rate are proposed to reduce the impact of outdoor traffic pollution during traffic rush hours. It was concluded that the windward side vent is a significant factor contributing to air change rate and indoor air quality. Air intakes on the leeward side of the building can effectively reduce the peak and average indoor concentration of traffic pollutants, but the corresponding air change rate is relatively low. Using the leeward cross-flow ventilation with the windward roof vent can effectively lower incoming vehicle pollutants and maintain a desirable air change rate during traffic rush hours.  相似文献

Subway systems are considered as main public transportation facility in developed countries. Time spent by people in indoors, such as underground spaces, subway stations, and indoor buildings, has gradually increased in the recent past. Especially, operators or old persons who stay in indoor environments more than 15 hr per day usually influenced a greater extent by indoor air pollutants. Hence, regulations on indoor air pollutants are needed to ensure good health of people. Therefore, in this study, a new cumulative calculation method for the estimation of total amounts of indoor air pollutants emitted inside the subway station is proposed by taking cumulative amounts of indoor air pollutants based on integration concept. Minimum concentration of individual air pollutants which naturally exist in indoor space is referred as base concentration of air pollutants and can be found from the data collected. After subtracting the value of base concentration from data point of each data set of indoor air pollutant, the primary quantity of emitted air pollutant is calculated. After integration is carried out with these values, adding the base concentration to the integration quantity gives the total amount of indoor air pollutant emitted. Moreover the values of new index for cumulative indoor air quality obtained for 1 day are calculated using the values of cumulative air quality index (CAI). Cumulative comprehensive indoor air quality index (CCIAI) is also proposed to compare the values of cumulative concentrations of indoor air pollutants. From the results, it is clear that the cumulative assessment approach of indoor air quality (IAQ) is useful for monitoring the values of total amounts of indoor air pollutants emitted, in case of exposure to indoor air pollutants for a long time. Also, the values of CCIAI are influenced more by the values of concentration of NO2, which is released due to the use of air conditioners and combustion of the fuel. The results obtained in this study confirm that the proposed method can be applied to monitor total amounts of indoor air pollutants emitted, inside apartments and hospitals as well. For operational or research purposes (dispersion computations of radioactive effluents during nuclear emergency situations, simulations of chemical pollution in the vicinity of thermal power plants), different models of passive dispersion in the atmosphere have been developed at the Environment Department of EDF’s R and D Division. This report presents the comparison of the performances of three such models: DIFTRA (lagrangian puff model, with operational goal), DIFEUL (three dimensional eulerian) and DIFPAR (Monte Carlo particle model) for the simulation of the first ETEX release, an international tracer campaign during which a passive tracer cloud has been followed over Europe. The results obtained in this study give model vs. experience differences of the same order as the model vs. experience differences observed during an international model comparison experiment using data of the Chernobyl release, the ATMES exercise. In addition to the standard statistical scores used in the evaluation of the performances of the transport models two asymmetric scores (in contradistinction with the Figure of Merit in Space) are proposed: “efficiency” and “power”. Their aim is to separate the two manners in which a model may be wrong: by predicting presence of pollutant while none is measured or conversely predicting absence when pollutant is actually detected.  相似文献

A three-dimensional, grid-based numerical air pollution model for the estimation of air pollutant concentrations in an urban area is developed. Based on the continuity equation, the modeling system incorporates the combined influences of advective transport, turbulent diffusion, chemical transformation, source emissions and surface removal of air contaminants. Especially, operators or old persons who stay in indoor environments more than 15 hr per day usually influenced a greater extent by indoor air pollutants. Hence, regulations on indoor air pollutants are needed to ensure good health of people. Therefore, in this study, a new cumulative calculation method for the estimation of total amounts of indoor air pollutants emitted inside the subway station is proposed by taking cumulative amounts of indoor air pollutants based on integration concept. During the rapid economic development in China, ambient air pollutants in major cities, including PM10 (particulate matter with aerodynamic diameter < or =10 microm) and SO2 have been reduced due to various measures taken to reduce or control sources of emissions, whereas NO2 is stable or slightly increased. However, air pollution levels in China are still at the higher end of the world level. Less information is available regarding changes in national levels of other pollutants such as PM2.5 and ozone. The Chinese Ministry of Environmental Protection (MOEP) set an index for "controlling/reducing total SO2 emissions" to evaluate the efficacy of air pollution control strategy in the country. Total SO2 emissions declined for the first time in 2007. Chinese epidemiologic studies evidenced adverse health effects of ambient air pollution similar to those reported from developed countries, though risk estimates on mortality/morbidity per unit increase of air pollutant are somewhat smaller than those reported in developed countries. Disease burden on health attributable to air pollution is relatively greater in China because of higher pollution levels. Improving ambient air quality has substantial and measurable public health benefits in China. It is recommended that the current Chinese air quality standards be updated/revised and the target for "controlling/reducing total SO2 emissions" be maintained and another target for "reducing total NO2 emissions" be added in view of rapid increase in motor vehicles. Continuous and persistent efforts should be taken to improve ambient air quality.  相似文献

SCOPE AND BACKGROUND: In the course of the European Council Directive on permissible air pollutant limit values, valid starting from 2005 there is an urgent call for action, particularly for fine dust (PM10). Current investigations (Junk & Helbig 2003, Reuter & Baumüller 2003) show that the limit values in certain places in congested areas are exceeded. Only if it is possible to locate these Hot Spots purposeful measures to reduce the ambient air pollution can be conducted. For an efficient identification of these Hot Spots numerical computer models or establishing special measurements networks are too expensive. Using the statistical model STREET 5.0 (KTT 2003) a cost-effective screening of the air pollution situation caused by the traffic can be done. METHODS: STREET is based on the 3-dimensional micro-scale non-hydrostatic flow- and dispersion model MISCAM (Eichhorn 1989). The results of over 100.000 different calculations with MISCAM are stored in a Database and used to calculate the emissions with STREET. In collaboration with the city council of Trier more than 150 streets were investigated, mapped, and calculated. A special urban climate measuring network supplies the necessary meteorological input data about the wind field and precipitation events in the valley of the Moselle. Information about road width and road orientation as well as building density was derived from aerial photographs. Traffic censuses and mobile air pollutants measurements supplied the remaining input data. We calculated the mean annual air pollutant concentrations for NO2, CO, SO2, O3, benzene as well as PM10. RESULTS: A comparison of the model results with the values obtained from the stations of the central emission measuring network of Rhineland-Palatinate (ZIMEN, annual report 2002) shows very good agreements. The model was not only used to calculate the annual air pollutant but also for urban planning and management. The absolute level of the air pollutant is mainly dependent on the amount of traffic in the street canyons. Therefore four different case-scenarios with varying quantity of traffic were calculated and interpreted for each street. The results of the calculation show that on the basis of the mean values for both NO2 and benzene, it is not to be expected that the limits PERSPECTIVES: Furthermore the model can be used to find the maximum tolerable numbers of cars for a street without exceeding the air pollutant thresholds.  相似文献

The available national annual air pollution emissions are based on mass. Different air pollutants have greatly different toxicities per unit mass, hence the emissions should be rated by effect, not by mass, so that more sensible priorities can be set in control research and regulation. Effect factors are derived from the health effect literature indirectly by using the national ambient air quality standards. The resulting analysis by effects shows transportation to be still the largest source as it is in the mass analysis while hydrocarbons become the largest pollutants by effect compared to carbon monoxide being the largest pollutant by mass.  相似文献

The effects of NO(2) pollution on the performance of aphids feeding on different bean varieties were investigated by fumigation experiments. The susceptibility of the different genotypes dramatically changed as the concentration of atmospheric pollutant was increased. The direction of change was not constant between varieties. Our data suggest that resistance or susceptibility of a plant variety to insect herbivory can be significantly altered when subjected to pollutant stress, thus indicating that it may be difficult to predict the susceptibility of host plants in a polluted atmosphere.  相似文献

Laboratory and controlled field studies of indoor air quality (IAQ) have characterized pollutant emission rates from combustion sources and have measured other key indoor air pollution parameters such as air exchange rates and indoor reactivity rates for the houses investigated. In addition, several field studies have attempted to measure, with varying degrees of success, pollutant exposures, indoor pollutant concentrations, and other parameters in large populations. To date, there exists no comprehensive strategy for assessing distributions of exposures to combustion pollutants and distributions of factors that affect such exposures in large populations. This paper outlines important parameters that affect combustion-related indoor air pollution concentrations and exposures, delineates weaknesses in our current understanding of exposures and field sampling methodologies, and mentions important considerations in planning appropriate field sampling strategies.  相似文献
