Broad stakeholder involvement cannot be assumed in all environmental planning and management processes that have critical land use dimensions. This paper illustrates how concepts and techniques from social network analysis (SNA) can be used to examine and better understand the roles of one type of stakeholders, planners, in environmentally oriented planning and management processes led by other professions. Two cases of natural hazard mitigation planning led by emergency managers illustrate the usefulness of three SNA concepts of network structural characteristics in understanding how differences in planner involvement may influence incorporation of land use approaches in local natural hazard mitigation plans aimed at reducing long term risks from natural hazards.  相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan.  相似文献

Calls for more stakeholder participation and cooperation, the acknowledgement of uncertainties as well as for flexible and robust solutions have become frequent in the literature on climate change adaptation. Recent studies show that these calls are taken up only reluctantly in local adaptation compared to sectoral and technical solutions. The aim of this study is to examine to which extent adaptation as an embedded process within the local context allows for stakeholder participation, cooperation and the robustness and flexibility of adaptation measures. It applies an analytical approach, combining an action framework of adaptation and document-based discourse analysis, to assess both the procedural and the substantive viewpoint of an adaptation case in Finland. This twofold approach provides insight into how the adaptation process and content influence and condition each other. The analysis highlights how new approaches to adaptation have to compete with prevailing discourses and institutionalised practices, as public authorities take the dominant role in adaptation, striving for certain and safe solutions. This process has few participatory elements and leaves little leeway to address uncertainty.  相似文献

DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory.  相似文献

Participatory research in which experts and non-experts are co-researchers in addressing local concerns (also known as participatory action research or community-based research) can be a valuable approach for dealing with the uncertainty of social–ecological systems because it fosters learning among stakeholders and co-production of knowledge. Despite its increased application in the context of natural resources and environmental management, evaluation of participatory research has received little attention. The objectives of this research were to define criteria to evaluate participatory research processes and outcomes, from the literature on participation evaluation, and to apply them in a case study in an artisanal fishery in coastal Uruguay. Process evaluation criteria (e.g., problem to be addressed of key interest to local and additional stakeholders; involvement of interested stakeholder groups in every research stage; collective decision making through deliberation; and adaptability through iterative cycles) should be considered as conditions to promote empowering participatory research. Our research contributes to knowledge on evaluation of participatory research, while also providing evidence of the positive outcomes of this approach, such as co-production of knowledge, learning, strengthened social networks, and conflict resolution.  相似文献

Consensus-based multi-stakeholder forms of environmental governance involving government, private and civil society actors, have become popular for advancing sustainability, but have been criticized for failing to achieve procedural justice objectives including recognition, participation and strengthening capabilities. Yet, how such models have functioned within non-governmental organizations dedicated to advancing sustainability has been underexplored. This paper assesses the procedural elements of consensus-based multi-stakeholder models used within Canadian biosphere reserves and model forests, two organizations working to address environment and sustainability issues. We draw on strategic documents and semi-structured interviews from five organizations in Canada to analyze their governance structures and processes against a framework for procedural justice. We find the organizational structure reproduces elitism and professionalism associated with stakeholder models more generally and reproduces challenges associated with recognition, participation and building capabilities found in other stakeholder approaches. Meeting broader sustainability challenges requires organizations to address procedural justice issues in addition to their traditional environmental concerns.  相似文献

The natural resource management literature stresses the need for public participation and community involvement in resource management and planning. Recently, some of this literature turned to the theory on deliberative democracy and demonstrated that a deliberative perspective on participation can help to challenge established practices and contribute with new ideas about how to conduct participation. The purpose of this paper is to consider the latest developments in deliberative democracy and outline the implications arising from these insights for a "deliberative turn" in resource management. A bottom-up protected area establishment, the Gori?ko Landscape Park, is examined. The empirical case is discussed from a discursive perspective, which relied on John Dryzek's approach to discourse analysis here used to explore the construction of discourses on the use of local natural resources. Two discourses are identified and the way these interfaced with the participatory park establishment process is considered. Findings indicate that advocates of the two discourses engaged differently with the participatory tools used and this had important implications for the park establishment. The case study suggests that, in contexts where participation has been recently introduced, knowledge of discourses on the use of local natural resources and of mobilization strategies actors may pursue could usefully assist in the design and implementation of participatory processes.  相似文献

Contemporary socio-economic transformations in South Asia are creating increasingly serious water problems (scarcity, flooding, pollution) and conflicts. Conflicts over water distribution, water-derived benefits, and risks often play out along axes of social differentiation like caste, wealth, and gender. Those with least power, rights, and voice suffer lack of access, exclusion, dispossession, and further marginalisation, resulting in livelihood insecurity or increased vulnerability to risks. In this paper we propose analysing these problems as problems of justice – problems of distribution, recognition, and political participation. Drawing on wider environmental justice approaches, a specific water justice focus needs to include both the specific characteristics of water as a resource and the access, rights, and equity dimensions of its control. We argue that recognising water problems as problems of justice requires a re-politicisation of water, as mainstream approaches to water resources, water governance, and legislation tend to normalise or naturalise their – basically political – distributional assumptions and implications. An interdisciplinary approach that sees water as simultaneously natural (material) and social is important here. We illustrate these conceptual and theoretical suggestions with evidence from India.  相似文献

The paper discusses conditions and format of a cluster model to support the management of a potential creative tourism destination in a setting where regional cross-sectoral collaboration is lacking. Creative tourism development requires a flexible framework and a healthy collaboration environment, more so when associated with resources shared by several stakeholders. This article focuses on the tourism potential of archaeological knowledge discovered during the environmental impact assessment of the Alqueva dam (Alentejo, Portugal). Interviews were conducted with 38 regional actors in the tourism and heritage sectors, as well as the dam developers and the companies responsible for archaeological interventions. Findings indicate that the lack of specific local policy addressing archaeological heritage hampers its potential use for tourism development, which is further aggravated by the absence of stakeholder communication and cooperation. A conceptual cluster model for the management of creative tourism destinations based on heritage resources and other local resources is proposed.  相似文献

Within the field of natural-resources management, the application of adaptive management is appropriate for complex problems high in uncertainty. Adaptive management is becoming an increasingly popular management-decision tool within the scientific community and has developed into two primary schools of thought: the Resilience-Experimentalist School (with high emphasis on stakeholder involvement, resilience, and highly complex models) and the Decision-Theoretic School (which results in relatively simple models through emphasizing stakeholder involvement for identifying management objectives). Because of these differences, adaptive management plans implemented under each of these schools may yield varying levels of success. We evaluated peer-reviewed literature focused on incorporation of adaptive management to identify components of successful adaptive management plans. Our evaluation included adaptive management elements such as stakeholder involvement, definitions of management objectives and actions, use and complexity of predictive models, and the sequence in which these elements were applied. We also defined a scale of degrees of success to make comparisons between the two adaptive management schools of thought. Our results include the relationship between the adaptive management process documented in the reviewed literature and our defined continuum of successful outcomes. Our data suggest an increase in the number of published articles with substantive discussion of adaptive management from 2000 to 2009 at a mean rate of annual change of 0.92 (r2 = 0.56). Additionally, our examination of data for temporal patterns related to each school resulted in an increase in acknowledgement of the Decision-Theoretic School of thought at a mean annual rate of change of 0.02 (r2 = 0.6679) and a stable acknowledgement for the Resilience-Experimentalist School of thought (r2 = 0.0042; slope = 0.0013). Identifying the elements of successful adaptive management will be advantageous to natural-resources managers considering adaptive management as a decision tool.  相似文献

Focusing on environmental review practice in state departments of transportation in the US, the study examines the practices and effects of stakeholder involvement in scoping processes conducted under the National Environmental Policy Act (NEPA). Based on a survey of environmental review staff in 46 of the 50 states, the study finds variation in approaches used by states and relatively high levels of perceived effectiveness. The findings include a number of internal and external factors that contribute to effectiveness and highlight the impacts of participation on the content and outcomes of scoping processes.  相似文献

Simplistic economic objectives such as maximisation of producer profits are of little relevance in generating information to assist in the management of natural resources beyond the individual firm level. To provide data and information to support decision-making in natural resource management, it is necessary to take into account the views of various stakeholder groups and the multiple objectives of each group, through the use of some form of multicriteria analysis (MCA). Important decisions arise in the choice of stakeholder, since this will influence the management advice generated. Many groups and individuals can be affected by resource management decisions, but it would be impractical to attempt to identify the objectives and estimate their importance for each group. Also, questions arise concerning whether or not to include government agencies (which represent the broader community) and researchers as stakeholders. A further issue concerns choosing representative samples of stakeholder groups, from which to obtain preference data. Discussions with modellers and a reading of the literature would suggest that the choice of stakeholder groups and representatives is conducted haphazardly and is perhaps biased, and that a more systematic approach is needed. This article explores the above issues with reference to a number of multicriteria analyses, including local studies.  相似文献

The proliferation of community-based collaborative approaches to public land management and planning has spawned many questions regarding issues of community representation and the effects of participation for local residents. This paper presents a longitudinal assessment of local resident participation in collaborative forest planning on local community–forest relations in southwestern Colorado. Using survey data of participants involved in the San Juan National Forest's forest plan revision community study groups from 1998 to 2003, we assess participation in terms of community representation and the effects of community-based collaboration upon individuals' forest uses, forest values, and the level and form of involvement in forest management and planning activities. Results show that community representation remains slanted towards existing active stakeholders, and that while forest values, uses, and frequencies of involvement change little, participants cite positive effects in terms of the development of new knowledge, personal relationships, and greater confidence to engage in forest management affairs.  相似文献

Increased participation in resource management decisions by a wide range of stakeholders has been widely advocated, and has recently been formally incorporated into the European Water Framework Directive. However, achieving such participation has generally proved to be problematical. In response to locally perceived needs, a project was set up in the Ythan catchment in northeast Scotland, to undertake catchment management actions with increased public involvement. This paper outlines the methods used to increase public participation in such actions, and some preliminary assessments of the effectiveness of these. The experience of the project and the lessons learnt, including some of the difficulties of ensuring fully representative stakeholder involvement, are discussed in relation to published criteria for public participation in resource management.  相似文献

Public opposition to the siting of waste facilities has been partly explained by a failure to directly involve communities in fundamental policy decisions about waste management. Public participation at the local level is primarily reactive, based upon the premise of consultation on preferred strategies rather than direct involvement in their derivation. This paper presents the findings of a study into the effectiveness of a more proactive community involvement programme adopted by one English county council. The paper suggests some opportunities and barriers to public involvement in waste management strategy development and the potential effectiveness of consensus-building approaches.  相似文献

In response to the big policy problem of increasing failures of traditional, largely technical, policy approaches to constructively address transformational or radical socio-environmental problems from major facility siting, landscape modification, and/or new environmental management at the local level, this paper introduces “place-change planning”. This concept is applied to recent calls by Australian water scientists and policy-makers “to liberate the knowledge, skills and individual leadership and collaboration of all stakeholders to reflect a more decentralised, disaggregated and localised water world”. Local community stakeholders appear the most neglected stakeholder currently in such water management, despite increasing international recognition of their importance for constructive change in transitional sustainability contexts. As such, place-change policy design focuses on the importance of collaborative participatory approaches for better understanding of the underlying rationalities, and, by association, of better liberating the social knowledges, of place-based local communities for better policy input to realise new visions of sustainable water management, and beyond.  相似文献

Recently, collaborative approaches to natural resource management have been widely promoted as ways to broaden participation and community involvement in furthering the goals of ecosystem management. The language of collaboration has even been incorporated into controversial legislation, such as the US Healthy Forests Restoration Act of 2003. This research examines collaboration and sharing management responsibility for federal public land with local communities through a case study of the Ashland Municipal Watershed in southern Oregon. A policy sciences approach is used to analyze community participation and institutional relationships between the US Department of Agriculture, Forest Service, and local city government in the planning processes of five land management actions occurring over a 7-year period. The knowledge gained from examining differing approaches to planning and decision making in the Ashland watershed is used to suggest future planning processes to develop and sustain the community capacity necessary to support implementation of community-based ecosystem management.  相似文献
