Abstract: The Northwest Forest Plan was implemented in 1994 to protect habitat for species associated with old‐growth forests, including Northern Spotted Owls (Strix occidentailis caurina) in Washington, Oregon, and northern California (U.S.A.). Nevertheless, 10‐year monitoring data indicate mixed success in meeting the ecological goals of the plan. We used the ecosystem management decision‐support model to evaluate terrestrial and aquatic habitats across the landscape on the basis of ecological objectives of the Northwest Forest Plan, which included maintenance of late‐successional and old‐growth forest, recovery, and maintenance of Pacific salmon (Oncorhynchus spp.), and viability of Northern Spotted Owls. Areas of the landscape that contained habitat characteristics that supported these objectives were considered of high conservation value. We used the model to evaluate ecological condition of each of the 36, 180 township and range sections of the study area. Eighteen percent of the study area was identified as habitat of high conservation value. These areas were mostly on public lands. Many of the sections that contained habitat of exceptional conservation value were on Bureau of Land Management land that has been considered for management‐plan revisions to increase timber harvests. The results of our model can be used to guide future land management in the Northwest Forest Plan area, and illustrate how decision‐support models can help land managers develop strategies to better meet their goals.  相似文献

On pages 1075—1079, Charles Conn reflects on the state and future of conservation science from his perspective as an environmental grant maker whose career began in high‐profile internet businesses. His work on wild salmon ecosystems highlights the effectiveness of aligning biological and economic values held by society. Conn suggests that implementation of national sustainability policies, international certification regimes, and changes in resource access and governance may change patterns of human consumption and achieve conservation objectives in the coming decades. During the 11 years Shpilenok managed Bryansky Les Zapovednik, he and his colleagues led the designation process for another 12 nature reserves. Prioritizing Pacific Salmon Stocks for Conservation   总被引:3,自引:1,他引:2  
Over 300 native stocks of Pacific salmon, steelhead, and coastal cutthroat trout (Oncorhynchus spp.) are at risk of extinction in the Pacific Northwest. With only limited resources available for conservation and recovery, prioritization of these stocks may become necessary if meaningful measures are to be implemented. We propose criteria by which prioritization may be guided. First, we rank stocks for risk of extinction, either by population viability analysis or by a set of surrogate measures. Then we rank stocks for biological consequences of extinction, using sets of questions designed to establish the genetic and evolutionary consequences and the ecological consequences if a stock were to become extinct. Together, these rankings allow stocks to be prioritized for a range of possible actions, with those stocks at highest risk and bearing the greatest biological consequences of extinction receiving attention first. Application of the prioritization process to 20 Pacific anadromous salmonid stocks worked as intended, although data limitations are considerable. The process is most likely to work successfully when applied to many stocks on which data exist, when several experts carry out the prioritization, and when the results are peer reviewed.  相似文献

Establishing protected areas is the primary goal and tool for preventing irreversible biodiversity loss. However, the effectiveness of protected areas that target specific species has been questioned for some time because targeting key species for conservation may impair the integral regional pool of species diversity and phylogenetic and functional diversity are seldom considered. We assessed the efficacy of protected areas in China for the conservation of phylogenetic diversity based on the ranges and phylogenies of 2279 terrestrial vertebrates. Phylogenetic and taxonomic diversity were strongly and positively correlated, and only 12.1–43.8% of priority conservation areas are currently protected. However, the patterns and coverage of phylogenetic diversity were affected when weighted by species richness. These results indicated that in China, protected areas targeting high species richness protected phylogenetic diversity well overall but failed to do so in some regions with more unique or threatened communities (e.g., coastal areas of eastern China, where severely threatened avian communities were less protected). Our results suggest that the current distribution of protected areas could be improved, although most protected areas protect both taxonomic and phylogenetic diversity.  相似文献

Abstract: In light of limited conservation funding, global conservation initiatives are increasingly focused on regions of the planet that have been identified as valuable on the basis of their species diversity, the vulnerability of resident species to extinction, or the perceived pristine nature of their ecosystems. Regions that have been resilient to high rates of extinction have not yet been systematically considered in conservation efforts. We used published range maps for 392 vertebrate species to compare historical and current species ranges. We used the results of the comparison to identify regions of the globe in which no known vertebrate species has been extirpated in the past 200 years. In 17 regions, no detectable vertebrate extinctions occurred in the past 200 years. In 6 other regions, reintroductions of species restored the full historic complement of vertebrate species. The effects of humans on a landscape, as measured by the human‐footprint index, although useful, was not a singularly good predictor of faunal intactness because more than 20% of intact land area was in heavily affected areas (50% of Earth's land area), and several regions where humans have had very little effect did not have intact faunas. Only 22% of intact land area was within protected‐area networks. High‐latitude areas were particularly underrepresented; they made up 3 of the 4 least‐protected areas in our analyses. Our results indicate that although protected areas are in some cases associated with the prevention of extinctions, there are many regions in which human activity coexists with intact vertebrate assemblages. In addition, our new approach for assessing the value of global regions for conservation identifies several regions that are not represented in other prioritization metrics.  相似文献

In urban catchments of arid central Arizona, we investigate how the export of mineral and organic nitrogen (N) in storm runoff is regulated by interactions between local landscape characteristics and broader scale storm features. First, we test whether N export is more a function of (1) processes that affect N concentration in runoff or (2) the propensity of the catchment to convey rainfall as runoff. With data pooled across catchments, the mass of N in export (load) is determined by processes regulating runoff N concentration. There are exceptions when catchments are examined individually, where N load from some catchments is determined by the hydrologic responsiveness of the catchment. Second, we investigate the relationship between N export and catchment features. Loads per catchment area were greater from more impervious catchments, probably because impervious catchments held more N in a mobilizable phase and conveyed more rainfall as overland flow. Loads per area were lower from larger catchments, possibly owing to more N-retention hot spots in larger catchments. Catchments with the greatest N exports were those with commercial land use, and loads decreased as development became less prevalent or as residential replaced industrial land use. Third, we investigated how catchment features moderated direct responses of N export to storms. Export was less correlated with storm features in catchments that were larger, more pervious, and less industrial. Results support an "N build and flush" hypothesis, which purports that there is little biotic processing of N deposited to arid, urban surfaces with little organic matter. The rate and duration of deposition determine the size of the mobile N pool. Any amount of rainfall capable of generating overland flow would entrain nearly all mobilizable N and export it from the catchment. Nonetheless, these results suggest that, even with daunting seasonal and interannual variability in storm conditions, material export can be reduced by managing intrinsic catchment features.  相似文献

Abstract:   Landscape-level assessments of biodiversity strive to guide land-use planning and conservation activities by providing information about areas of high biodiversity value and low protection status. I developed a methodology to assess the level of threat to conservation of biodiversity to help guide conservation action. This method incorporates socioeconomic indicators of risk, including developed and roaded areas, and measures the proportion of conservation lands affected by developed areas. In addition, I developed a metric called conservation potential to measure the degree of fragmentation of patches caused by development. As an illustration I applied this methodology to Colorado (U.S.A.). Protection levels were determined by examining land ownership, resulting in protected lands (status levels 1 and 2) and unprotected lands (status levels 3 and 4). Areas were considered threatened (at risk) if a land-cover patch had >20% roaded area, >15% developed area, or was highly fragmented. Although 24 of 43 natural land-cover types were unprotected (49% of the state), 9 additional types were threatened. Combining conservation-status protection levels with patterns of threat targets the geographic area where conservation action is needed, provides a way to determine where so-called protected areas are at risk, and allows conservation strategies to be better refined.  相似文献

Pacific salmon transfer large quantities of marine-derived nutrients to adjacent forest ecosystems with profound effects on plant and wildlife production. We investigated this process for two highly modified California wine country rivers, one with consistent salmon runs (Mokelumne River) and one without (Calaveras River). Mokelumne River Chinook salmon transported biomass and N comparable to Pacific Northwest salmon streams. Calaveras River levels were much less. Scavenger numbers correlated with salmon carcass counts over time on the Mokelumne River but not the Calaveras River. Likewise, salmon carcasses were consumed significantly faster on the Mokelumne River. Native riparian vegetation as well as cultivated wine grapes adjacent to Mokelumne River spawning sites received 18-25% of foliar N from marine sources, significantly higher than vegetation along the Calaveras River. These data suggest that robust salmon runs continue to provide important ecological services with high economic value, even in impaired watersheds. Loss of Pacific salmon can not only negatively affect stream and riparian ecosystem function, but can also affect local economies where agriculture and salmon streams coexist.  相似文献

Abstract: The outcomes of systematic conservation planning (process of assessing, implementing, and managing conservation areas) are rarely reported or measured formally. A lack of consistent or rigorous evaluation in conservation planning has fueled debate about the extent to which conservation assessment (identification, design, and prioritization of potential conservation areas) ultimately influences actions on the ground. We interviewed staff members of a nongovernmental organization, who were involved in 5 ecoregional assessments across North and South America and the Asia‐Pacific region. We conducted 17 semistructured interviews with open and closed questions about the perceived purpose, outputs, and outcomes of the ecoregional assessments in which respondents were involved. Using qualitative data collected from those interviews, we investigated the types and frequency of benefits perceived to have emerged from the ecoregional assessments and explored factors that might facilitate or constrain the flow of benefits. Some benefits reflected the intended purpose of ecoregional assessments. Other benefits included improvements in social interactions, attitudes, and institutional knowledge. Our results suggest the latter types of benefits enable ultimate benefits of assessments, such as guiding investments by institutional partners. Our results also showed a clear divergence between the respondents’ expectations and perceived outcomes of implementation of conservation actions arising from ecoregional assessments. Our findings suggest the need for both a broader perspective on the contribution of assessments to planning goals and further evaluation of conservation assessments.  相似文献

Recent studies have indicated that populations of gelatinous zooplankton may be increasing and expanding in geographic coverage, and these increases may in turn affect coastal fish populations. We conducted trawl surveys in the northern California Current and documented a substantial biomass of scyphomedusae consisting primarily of two species (Chrysaora fuscescens and Aurelia labiata). Spatial overlap of these jellyfish with most pelagic fishes, including salmon, was generally low, but there were regions of relatively high overlap where trophic interactions may have been occurring. We compared feeding ecology of jellyfish and pelagic fishes based on diet composition and found that trophic overlap was high with planktivorous species that consume copepods and euphausiid eggs such as Pacific sardines (Sardinops sagax), northern anchovy (Engraulis mordax), Pacific saury (Cololabis saira), and Pacific herring (Clupea pallasi). Moreover, isotope and diet analyses suggest that jellyfish occupy a trophic level similar to that of small pelagic fishes such as herring, sardines and northern anchovy. Thus jellyfish have the potential, given their substantial biomass, of competing with these species, especially in years with low ecosystem productivity where prey resources will be limited.  相似文献

Large marine protected areas (MPAs) of unprecedented size have recently been established across the global oceans, yet their ability to meet conservation objectives is debated. Key areas of debate include uncertainty over nations’ abilities to enforce fishing bans across vast, remote regions and the intensity of human impacts before and after MPA implementation. We used a recently developed vessel tracking data set (produced using Automatic Identification System detections) to quantify the response of industrial fishing fleets to 5 of the largest MPAs established in the Pacific Ocean since 2013. After their implementation, all 5 MPAs successfully kept industrial fishing effort exceptionally low. Detected fishing effort was already low in 4 of the 5 large MPAs prior to MPA implementation, particularly relative to nearby regions that did not receive formal protection. Our results suggest that these large MPAs may present major conservation opportunities in relatively intact ecosystems with low immediate impact to industrial fisheries, but the large MPAs we considered often did not significantly reduce fishing effort because baseline fishing was typically low. It is yet to be determined how large MPAs may shape global ocean conservation in the future if the footprint of human influence continues to expand. Continued improvement in understanding of how large MPAs interact with industrial fisheries is a crucial step toward defining their role in global ocean management.  相似文献

Categorization of the status of populations, species, and ecosystems underpins most conservation activities. Status is often based on how a system's current indicator value (e.g., change in abundance) relates to some threshold of conservation concern. Receiver operating characteristic (ROC) curves can be used to quantify the statistical reliability of indicators of conservation status and evaluate trade‐offs between correct (true positive) and incorrect (false positive) classifications across a range of decision thresholds. However, ROC curves assume a discrete, binary relationship between an indicator and the conservation status it is meant to track, which is a simplification of the more realistic continuum of conservation status, and may limit the applicability of ROC curves in conservation science. We describe a modified ROC curve that treats conservation status as a continuum rather than a discrete state. We explored the influence of this continuum and typical sources of variation in abundance that can lead to classification errors (i.e., random variation and measurement error) on the true and false positive rates corresponding to varying decision thresholds and the reliability of change in abundance as an indicator of conservation status, respectively. We applied our modified ROC approach to an indicator of endangerment in Pacific salmon (Oncorhynchus nerka) (i.e., percent decline in geometric mean abundance) and an indicator of marine ecosystem structure and function (i.e., detritivore biomass). Failure to treat conservation status as a continuum when choosing thresholds for indicators resulted in the misidentification of trade‐offs between true and false positive rates and the overestimation of an indicator's reliability. We argue for treating conservation status as a continuum when ROC curves are used to evaluate decision thresholds in indicators for the assessment of conservation status. Abstract: Protected areas are a cornerstone of conservation and have been designed largely around terrestrial features. Freshwater species and ecosystems are highly imperiled, but the effectiveness of existing protected areas in representing freshwater features is poorly known. Using the inland waters of Michigan as a test case, we quantified the coverage of four key freshwater features (wetlands, riparian zones, groundwater recharge, rare species) within conservation lands and compared these with representation of terrestrial features. Wetlands were included within protected areas more often than expected by chance, but riparian zones were underrepresented across all (GAP 1–3) protected lands, particularly for headwater streams and large rivers. Nevertheless, within strictly protected lands (GAP 1–2), riparian zones were highly represented because of the contribution of the national Wild and Scenic Rivers Program. Representation of areas of groundwater recharge was generally proportional to area of the reserve network within watersheds, although a recharge hotspot associated with some of Michigan's most valued rivers is almost entirely unprotected. Species representation in protected areas differed significantly among obligate aquatic, wetland, and terrestrial species, with representation generally highest for terrestrial species and lowest for aquatic species. Our results illustrate the need to further evaluate and address the representation of freshwater features within protected areas and the value of broadening gap analysis and other protected‐areas assessments to include key ecosystem processes that are requisite to long‐term conservation of species and ecosystems. We conclude that terrestrially oriented protected‐area networks provide a weak safety net for aquatic features, which means complementary planning and management for both freshwater and terrestrial conservation targets is needed.  相似文献

In coastal areas of the North Pacific Ocean, annual returns of spawning salmon provide a substantial influx of nutrients and organic matter to streams and are generally believed to enhance the productivity of recipient ecosystems. Loss of this subsidy from areas with diminished salmon runs has been hypothesized to limit ecosystem productivity in juvenile salmon rearing habitats (lakes and streams), thereby reinforcing population declines. Using five to seven years of data from an Alaskan stream supporting moderate salmon densities, we show that salmon predictably increased stream water nutrient concentrations, which were on average 190% (nitrogen) and 390% (phosphorus) pre-salmon values, and that primary producers incorporated some of these nutrients into tissues. However, benthic algal biomass declined by an order of magnitude despite increased nutrients. We also measured changes in stream ecosystem metabolic properties, including gross primary productivity (GPP) and ecosystem respiration (ER), from three salmon streams by analyzing diel measurements of oxygen concentrations and stable isotopic ratios (delta O-O2) within a Bayesian statistical model of oxygen dynamics. Our results do not support a shift toward higher primary productivity with the return of salmon, as is expected from a nutrient fertilization mechanism. Rather, net ecosystem metabolism switched from approximately net autotrophic (GPP > or = ER) to a strongly net heterotrophic state (GPP < ER) in response to bioturbation of benthic habitats by salmon. Following the seasonal arrival of salmon, GPP declined to <12% of pre-salmon rates, while ER increased by over threefold. Metabolism by live salmon could not account for the observed increase in ER early in the salmon run, suggesting salmon nutrients and disturbance enhanced in situ heterotrophic respiration. Salmon also changed the physical properties of the stream, increasing air-water gas exchange by nearly 10-fold during peak spawning. We suggest that management efforts to restore salmon ecosystems should consider effects on ecosystem metabolic properties and how salmon disturbance affects the incorporation of marine-derived nutrients into food webs.  相似文献

Abstract:  The endangered population of sockeye salmon (Oncorhynchus nerka) in Cultus Lake, British Columbia, Canada, migrates through commercial fishing areas along with other, much more abundant sockeye salmon populations, but it is not feasible to selectively harvest only the latter, abundant populations. This situation creates controversial trade-offs between recovery actions and economic revenue. We conducted a Bayesian decision analysis to evaluate options for recovery of Cultus Lake sockeye salmon. We used a stochastic population model that included 2 sources of uncertainty that are often omitted from such analyses: structural uncertainty in the magnitude of a potential Allee effect and implementation uncertainty (the deviation between targets and actual outcomes of management actions). Numerous state-dependent, time-independent management actions meet recovery objectives. These actions prescribe limitations on commercial harvest rates as a function of abundance of Cultus Lake sockeye salmon. We also quantified how much reduction in economic value of commercial harvests of the more abundant sockeye salmon populations would be expected for a given increase in the probability of recovery of the Cultus population. Such results illustrate how Bayesian decision analysis can rank options for dealing with conservation risks and can help inform trade-off discussions among decision makers and among groups that have competing objectives.  相似文献

Globally, deforestation continues, and although protected areas effectively protect forests, the majority of forests are not in protected areas. Thus, how effective are different management regimes to avoid deforestation in non‐protected forests? We sought to assess the effectiveness of different national forest‐management regimes to safeguard forests outside protected areas. We compared 2000–2014 deforestation rates across the temperate forests of 5 countries in the Himalaya (Bhutan, Nepal, China, India, and Myanmar) of which 13% are protected. We reviewed the literature to characterize forest management regimes in each country and conducted a quasi‐experimental analysis to measure differences in deforestation of unprotected forests among countries and states in India. Countries varied in both overarching forest‐management goals and specific tenure arrangements and policies for unprotected forests, from policies emphasizing economic development to those focused on forest conservation. Deforestation rates differed up to 1.4% between countries, even after accounting for local determinants of deforestation, such as human population density, market access, and topography. The highest deforestation rates were associated with forest policies aimed at maximizing profits and unstable tenure regimes. Deforestation in national forest‐management regimes that emphasized conservation and community management were relatively low. In India results were consistent with the national‐level results. We interpreted our results in the context of the broader literature on decentralized, community‐based natural resource management, and our findings emphasize that the type and quality of community‐based forestry programs and the degree to which they are oriented toward sustainable use rather than economic development are important for forest protection. Our cross‐national results are consistent with results from site‐ and regional‐scale studies that show forest‐management regimes that ensure stable land tenure and integrate local‐livelihood benefits with forest conservation result in the best forest outcomes.  相似文献

Management of the land–sea interface is essential for global conservation and sustainability objectives because coastal regions maintain natural processes that support biodiversity and the livelihood of billions of people. However, assessments of coastal regions have focused strictly on either the terrestrial or marine realm. Consequently, understanding of the overall state of Earth's coastal regions is poor. We integrated the terrestrial human footprint and marine cumulative human impact maps in a global assessment of the anthropogenic pressures affecting coastal regions. Of coastal regions globally, 15.5% had low anthropogenic pressure, mostly in Canada, Russia, and Greenland. Conversely, 47.9% of coastal regions were heavily affected by humanity, and in most countries (84.1%) >50% of their coastal regions were degraded. Nearly half (43.3%) of protected areas across coastal regions were exposed to high human pressures. To meet global sustainability objectives, all nations must undertake greater actions to preserve and restore the coastal regions within their borders.  相似文献

Predicting Risk of Habitat Conversion in Native Temperate Grasslands   总被引:1,自引:0,他引:1  
Abstract: Native grasslands that support diverse populations of birds are being converted to cropland at an increasing rate in the Prairie Pothole Region of North America. Although limited funding is currently available to mitigate losses, accurate predictions of probability of conversion would increase the efficiency of conservation measures. We studied conversion of native grassland to cropland in the Missouri Coteau region of North and South Dakota (U.S.A.) during 1989–2003. We estimated the probability of conversion of native grassland to cropland with satellite imagery and logistic regression models that predicted risk of conversion and by comparing the overlap between areas of high biological value and areas most vulnerable to conversion. Annualized probability of conversion was 0.004, and 36,540 ha of native grassland were converted to cropland during the period of our study. Our predictive models fit the data and correctly predicted 70% of observed conversions of grassland. Probability of conversion varied spatially and was correlated with landscape features like amount of surrounding grassland, slope, and soil productivity. Tracts of high biological value were not always at high risk of conversion. We concluded the most biologically valuable areas that are most vulnerable to conversion should be prioritized for conservation. This approach can be applied broadly to other systems and offers great utility for implementing conservation in areas with spatially variable biological value and probability of conversion.  相似文献

Chinook salmon (Oncorhynchus tshawytscha) have declined dramatically across the Pacific Northwest because of multiple human impacts colloquially characterized as the four "H's": habitat degradation, harvest, hydroelectric and other dams, and hatchery production. We use this conceptual framework to quantify the relative importance of major threats to the current status of 201 Chinook populations. Current status is characterized by two demographic indices: population density and trend. We employ path analytic models and information theoretic methods for multi-model inference. Our results indicate that dams most strongly affect variation in population density, while harvest and hatchery production most strongly affect variation in population trend. Comparable results arise when the sample size of the analysis is reduced to 22 Chinook populations within a smaller region typical of the scale at which salmon recovery planning is conducted. Results from these threat analyses suggest that recovery strategies targeting specific demographic indices, and those considering natural and human-mediated interdependencies of major threats, are most likely to succeed.  相似文献

Although holistic conservation addressing all sources of mortality for endangered species or stocks is the preferred conservation strategy, limited budgets require a criterion to prioritize conservation investments. We compared the cost‐effectiveness of nesting site and at‐sea conservation strategies for Pacific leatherback turtles (Dermochelys coriacea). We sought to determine which conservation strategy or mix of strategies would produce the largest increase in population growth rate per dollar. Alternative strategies included protection of nesters and their eggs at nesting beaches in Indonesia, gear changes, effort restrictions, and caps on turtle takes in the Hawaiian (U.S.A.) longline swordfish fishery, and temporal and area closures in the California (U.S.A.) drift gill net fishery. We used a population model with a biological metric to measure the effects of conservation alternatives. We normalized all effects by cost to prioritize those strategies with the greatest biological effect relative to its economic cost. We used Monte Carlo simulation to address uncertainty in the main variables and to calculate probability distributions for cost‐effectiveness measures. Nesting beach protection was the most cost‐effective means of achieving increases in leatherback populations. This result creates the possibility of noncompensatory bycatch mitigation, where high‐bycatch fisheries invest in protecting nesting beaches. An example of this practice is U.S. processors of longline tuna and California drift gill net fishers that tax themselves to finance low‐cost nesting site protection. Under certain conditions, fisheries interventions, such as technologies that reduce leatherback bycatch without substantially decreasing target species catch, can be cost‐effective. Reducing bycatch in coastal areas where bycatch is high, particularly adjacent to nesting beaches, may be cost‐effective, particularly, if fisheries in the area are small and of little commercial value.
