Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

The Central Himalayan region is suffering from severe ecological problems as a consequence of deforestation and that threatens the subsistence population of the region. We analyze this problem and propose a plan for ecologically sustainable development for the region based on an analysis of the interrelationships of various ecosystems, particularly cropland and forest ecosystems, around which most human activities are concentrated. Each energy unit of agronomic yield leads to expenditure of about 12 energy units of forest/grazing land energy. Because with rapidly declining forest area, this form of agriculture is no longer sustainable and cannot be converted into a fossil fuel-based agriculture, we propose that agriculture in the mountain region has to be largely replaced with farm forests to revitalize the environment and to generate the basic needs of the subsistence economy of the hill population whose food grain needs can be met from the plains. We conclude by describing the advantages that are likely to accrue to the people for their long-term future. In terms of both energy and money, the value of resources collected from the forest to support agriculture in the present systems far exceeds the value of food grain that would be required to enable the proposed farm forest-based systems to function. At regional level, the proposed system would generate more energy than the existing systems, not only because the productivity of forest is about tenfold greater than that of cropland, but also because the proposed plan promotes recovery of various ecosystems.  相似文献

The great majority of China's developing towns will be extensions of already existing villages. With the prospect of hundreds of millions of Chinese farmers projected to leave their villages to become industrial workers in new and expanded towns within the next few years, new challenges will be faced. As expansion and modernization progress, this development moves from the traditional village model that operates not far from resource sustainability to increasingly unsustainable patterns of commerce, urban development, and modern life. With such an unprecedented mass migration and transformation, how can Chinese culture survive? What is to become of the existing million plus agricultural villages? How can these massively unsustainable new industrial towns survive? In the European Commission sponsored research program SUCCESS, researchers worked from the scale of the Chinese village to find viable answers to these questions.  相似文献

This article presents a summary of a study on the application to the Mexican energy sector of a core set of indicators for sustainable energy development (ISED), developed by the International Atomic Energy Agency (IAEA). The study focused on the elaboration of socio‐economic and environmental indicators related to energy production and use, and was aimed at assessing Mexico's existing energy policies and identifying strategies and possible policies that could bring about improvements in major priority areas: energy intensity, atmospheric emissions, energy import dependency and use of renewables. While positive trends have been observed in relation to energy intensity and atmospheric emissions, Mexico is becoming more dependent on imports of gasoline, natural gas and other high‐value secondary energy sources, while exporting significant amounts of primary fuels, such as crude oil. Also, no significant increase has been observed in the use of renewable sources of energy. Social, economic and environmental policies need to be formulated for the energy sector and related investments (public and private) reinforced so that all economic sectors have access to energy from cleaner and more diverse sources.  相似文献

Global human progress occurs in a complex web of interactions between society, technology and the environment as driven by governance and infrastructure management capacity among nations. In our globalizing world, this complex web of interactions over the last 200 years has resulted in the chronic widening of economic and political gaps between the haves and the have-nots with consequential global cultural and ecosystem challenges. At the bottom of these challenges is the issue of resource limitations on our finite planet with increasing population. The problem is further compounded by pleasure-driven and poverty-driven ecological depletion and pollution by the haves and the have-nots respectively. These challenges are explored in this paper as global sustainable development (SD) quantitatively; in order to assess the gaps that need to be bridged.Although there has been significant rhetoric on SD with very many qualitative definitions offered, very few quantitative definitions of SD exist. The few that do exist tend to measure SD in terms of social, energy, economic and environmental dimensions. In our research, we used several human survival, development, and progress variables to create an aggregate SD parameter that describes the capacity of nations in three dimensions: social sustainability, environmental sustainability and technological sustainability. Using our proposed quantitative definition of SD and data from relatively reputable secondary sources, 132 nations were ranked and compared.Our comparisons indicate a global hierarchy of needs among nations similar to Maslow's at the individual level. As in Maslow's hierarchy of needs, nations that are struggling to survive are less concerned with environmental sustainability than advanced and stable nations. Nations such as the United States, Canada, Finland, Norway and others have higher SD capacity, and thus, are higher on their hierarchy of needs than nations such as Nigeria, Vietnam, Mexico and other developing nations. To bridge such gaps, we suggest that global public policy for local to global governance and infrastructure management may be necessary. Such global public policy requires holistic development strategies in contrast to the very simplistic north–south, developed–developing nations dichotomies.  相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

Over the last five decades, Malaysia has undergone rapid economic, social and environmental change, a process which is still continuing. The pursuit of socio‐economic progress has been accompanied by an unprecedented rate of change in the natural environment. In parallel to this development, governmental responses have also adapted over time to address emerging environmental situations. This article views the recent history of Malaysia's evolving policy response to development needs and environmental change as consisting of four distinct stages. Despite an impressive array of policy statements and strategies to implement sustainable development, many challenges remain today. A clear articulation of normative principles of sustainable development is of paramount importance, as is the monumental task of policy implementation. The article argues that the trajectory of Malaysia's policy on natural resources and environmental issues bears the characteristics of path‐dependent evolution.  相似文献

In this paper we compute the genuine savings indicators for the Republic of Ireland over the period 1995-2005. We expand and improve existing World Bank's estimates by: a) using data collected from official Irish sources; b) employing the net present value method to assess resource depreciation; c) including external costs from SO(2) and NOx emissions; and d) estimating human capital accumulation using the returns to education. We also perform a sensitivity analysis to check the robustness of our estimates to different assumptions and parameters. Our estimates are consistently smaller than the World Bank's and negative in the first years of the period considered.  相似文献

China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

In order to develop small islands, not only must a vital agricultural system be maintained, but the range of opportunities for tourism must be increased with respect to both the seaside and the environmental features of the rural landscape. As an alternative to the traditional and economically declining ones, many innovative production processes can be identified, but their success depends on their interaction with the physical, biological, economic and social environment. In order to identify the main nodes and the most critical interactions, so as to increase the probability of success of a new productive process, a methodological approach based on the science of complexity is proposed for the cultivation of capers (Capparis spinosa L.) on the island of Pantelleria. The methodology encompasses the identification of actors and factors involved. the quantitative evaluation of their interactions with the different stages of the productive process, and a quasiquantitative evaluation of the probability that the particular action will be performed successfully. The study of “traditional,” “modernized,” and “modernized-sustainable” processes, shows that the modernized-sustainable process offers mutually reinforcing opportunities in terms of an integrated development of high-quality agricultural products and the enhancement of environmental features, in conjunction with high-efficiency production techniques, in conjunction with high-efficiency production techniques, in a way that suits the development of Pantelleria. There is a high probability of failure, however, as a result of the large number of critical factors. Nevertheless, the present study indicates which activities will enhance the probability of successful innovation in the production process.  相似文献

The importance of sustainable consumption and production in the international agenda has been growing, both because of unsustainable patterns of consumption and production in industrialized countries and because it appears to be a means for meeting the essential needs of developing countries. Adapting Fernand Braudel's model of the three layers of the economy (everyday life, market economy and global capitalism) to the current situation, this paper advocates for differentiated policies, which cannot be limited to those based on the dominant model of a rational legal system dealing with rational consumers. The cultural and collective dimensions of consumption, the social role of conspicuous consumption, the consumption of ecological services outside formal markets, the diversity of approaches to knowledge and rationality, all plead for an overarching approach and diversified policy tools. The paper underlines the need for global regulation processes which involve all stakeholders by focusing on two examples: the international task force on sustainable tourism, and the ISO 26000 standard on social responsibility.  相似文献

At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

The European Union's commitment to sustainable development at the 1992 Earth Summit resulted in an EU‐wide sustainable development strategy, adopted in Gothenburg in 2001. This article presents an overview of the set of sustainable development indicators (SDIs) recently adopted by the European Commission to monitor, assess and revise the strategy. It provides a critical assessment of the current status of the indicator set, and reviews the main policy trends in the areas of the strategy through a brief analysis of headline indicators, placing energy and climate change issues in a broader perspective. Finally, the article compares the energy SDIs to the recent inter‐agency energy indicators for sustainable development (EISD), underlining their similarities as well as their different priorities and objectives. The article concludes that further research is needed to improve the SDI set and further explore the linkages between themes.  相似文献

This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level.  相似文献

National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so‐called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision‐making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade‐long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country‐level efforts at crafting, refining and mainstreaming national strategies for sustainable development.  相似文献

Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously. Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues relating to the biophysical, social, and economic environments. The International Energy Agency (IEA), together with the International Atomic Energy Agency (IAEA), UN‐DESA, Eurostat and the European Environmental Agency, has recently published a comprehensive joint‐agency overview of energy indicators for sustainable development. The IEA's contribution to this publication is based on the IEA energy indicator approach. This approach has been developed and used by the IEA over a number of years. The indicators advocated by the IEA are relatively disaggregated to allow for meaningful analysis of sustainability issues in the energy sector. Using a decomposition approach helps reveal the causal links between human/economic driving forces, energy use and emissions. This article presents examples of IEA's work with indicators and an overview of the methodology used, including an explanation of the link to sustainable development. It also provides an example of a simplified indicator analysis of India, to illustrate the importance of improved data systems in developing indicators that can provide meaningful policy analysis.  相似文献

This study aimed to analyze the ecological, socio-economic and policy implications of land-use diversity in a traditional village landscape (900–1,000 m amsl.) in the Garhwal region of Indian Himalaya. The village landscape was differentiated into three major land-use types viz., forests, settled agriculture and shifting agriculture. Settled agriculture was further differentiated into four agroecosystem types viz., homegarden system (HGS), rainfed agroforestry system (RAS), rainfed crop system (RCS) and irrigated crop system (ICS), and shifting agriculture system (SAS) was differentiated into different stages of a 4-year long cropping phase and a 7-year long fallow phase, and forests into Community Forests (CF) and Reserve Forests (RF). HGS is the most productive agroecosystem, with soil organic carbon and nutrient concentrations significantly higher than all other forest/agricultural land-uses. Farmers capitalize upon crop diversity to cope with the risks and uncertainties of a monsoon climate and spatial variability in ecological factors influencing productivity. The SAS, a land-use adopted as a means of acquiring inheritable rights over larger land holdings provided in the policies during the 1890s, is less efficient in terms of land productivity than the traditional RAS and HGS but is maintained for its high labour productivity coupled with availability of high-quality fuelwood from fallow vegetation. Dominance of fodder trees in the RAS seems to derive from policies causing shortage of fodder available from forests. Cultural norms have favoured equity by allowing hiring of labour only from within the village community and income from non-timber forest products only to the weaker section of the society. Conversion of rainfed to irrigated cropping, a change facilitated by the government, improves agricultural productivity but also increases pressure on forests due to higher rates of farmyard manure input to the irrigated crops. Existing forest management systems are not effective in maintenance of a large basal area in forests together with high levels of species richness, soil fertility and resistance to invasive alien species Lantana camara. Farmers have to spend huge amount of labour and time in producing manure, managing livestock and other subsidiary farm activities. Interlinkages among agriculture, forests and rural economy suggest a need of replacing the present policies of treating agricultural development, forest conservation and economic development as independent sectors by an integrated sustainable development policy. The policy should promote technological and institutional innovations enabling parallel improvements in agricultural productivity and functions of forest ecosystems.  相似文献
