It is difficult to manage the manufacturing hazardous waste (MHW) which is generated from a huge amount of complicated sources and causes very serious pollution. Therefore more and more attention has been paid to MHW pollution. Shanghai, as an industrial and economic center and an international metropolis in China, has a vast industrial system spanning a multitude of sectors, which generates MHW not only in a huge magnitude but also in a large variety of types from complicated sources, resulting in severe pollution. In 2003, the production of MHW in Shanghai is about 3.96 × 10^5 ton, involving 33 indices. Most of MHW in Shanghai is treated and disposed of, but a significant portion is not handled properly and effectively. This paper carries out infield investigation on the current status of MHW production and treatment in Shanghai, and puts forward scientific proposals that Shanghai should facilitate cleaner production and minimize haz- ardous waste; strictly enforce hazardous waste registration system, strengthen monitoring the certified enterprises; strengthen intent disposal center construction and realize hazardous waste reclamation; accelerate establishing the technical criteria and the management policy, promote the research and development on the treatment and disposal technology, and strengthen information management, thus realizing integrated management on MHW pollution.  相似文献

It can be stated in general that (with the exception of agriculture) the Hungarian economy, because of its outdated technologies, is a bigger threat to the environment than countries of Western Europe. However, as the volume of economic output, per capita consumption and the number of motor vehicles is considerably lower than those in more advanced industrial nations, by most indicators low per capita figures put Hungary in a better position. Still, we must remember that the EU's environmental policy puts heavy emphasis on the efficient utilization of resources and environmental efficiency, calculated against pollution generated in the course of creating units of national wealth and the amount of energy and natural resources required to it. By these standards, Hungary lags far behind the West European model.The problem is compounded by the fact that, while nations of Western Europe had created environmental infrastructure (i.e., wastewater disposal and treatment, waste management) in an earlier phase of their economic development, Hungary is only now embarking on a similar project. Indeed, the existing gap between utility services of drinking water and sewage disposal and treatment, and large amounts of untreated and illegally dumped waste lead to serious environmental damage. Although the state of the country's natural environment is considered satisfactory, factors outlined above indicate there are many responsibilities ahead of us if we are to meet western environmental standards.  相似文献

三峡库区危险工业废物的现状及清理处置分析   总被引:2,自引:0,他引:2  
目前,三峡库区沿江堆存有大量的危险废物,这对蓄水在即的长江三峡水利枢纽工程极具威胁,对库区生态环境,水资源及人群的身心健康有潜在的危害性,必须进行全部清理处置。库区堆存的危险废物近1.5万t,种类多,成分复杂,毒性大,清理处置困难。分析了典型危险废物的危害性,同时根据三峡库区库底废物清库要求和规范,结合库区实际情况,提出库区库底堆存危险废物的清理处置方案:危险废物中约578t可进行化学中和稳定化处理,焚烧处理,综合利用等无害化处理,其余不能进行无害化处理的危险废物,在坝前177m水位以上选择合理的地点进行安全,可靠的临时贮存处置,待库区危险废物处理处置中心建成后再进行最终的处理处置。  相似文献

The air quality impacts of hazardous waste disposal sites can be assessed on the basis of their contribution to each of the toxic contaminants. The purpose of this paper is to discuss the available methods of air quality assessment and their drawbacks. The need of air quality assessment is to assure that ambient concentrations of specific contaminants resulting from emissions will not exceed the acceptable levels for protection of public health and the ecosystem. Ambient concentrations of toxic contaminants are generally obtained by field measurements or air monitoring. However, field measurements and air monitoring of low-level toxic contaminants are costly and time consuming. As a result, most hazardous waste land disposal sites have not been adequately assessed. This paper describes current regulatory requirements in the United States for air quality assessment of hazardous waste land disposal sites. Emphasis is directed toward air quality assessment methodology. The paper also discusses emission predicting models based on the waste quantity and composition, scientific analysis of the waste conversion process together with meteorological conditions. The emission models are especially useful where emission cannot be reliably monitored or where a new disposal site is proposed.  相似文献

随着2003年我国家电、通讯和电脑等电子产品的报废高峰期和宽带电讯业发展的黄金时代的到来,电子废弃物的污染问题日益引起人们的关注。我国传统废弃物的处理和管理制度的不完善。已使我国沿海地区的电子垃圾泛滥成灾,甚至威胁到内陆地区。而且电子废弃物中大量的有用资源没有得到有效回收。也不符合政府最近提倡的全民节约原则。因此,国家制定了有关电子废弃物的生产者责任延伸(EPR)制的具体法律法规。本文从环境经济学角度。结合其它国家和地区的生产者责任延伸制的颁布和运行情况。对我国电子废弃物的管理中施行生产责任延伸制进行初步探讨。  相似文献

在工业化进程中,中国地方政府利用其掌控的土地资源进行大规模的招商引资活动,其中工业用地出让成为其招商引资的法宝。为了在激烈的竞争中获得某些优势,它们有时甚至不惜降低引资质量底线,从而引来一些高污染、高能耗的工业企业,并带来日益严重的环境污染问题。论文利用工业用地协议出让把工业用地出让、引资质量底线竞争与环境污染三者联系起来,并运用2004—2013年全国252个地级市的土地出让数据、经济数据、环境数据来分析工业用地出让对中国经济和环境的影响。通过协议出让面积对固定资产投资、工业总产值、GDP和地方财政收入进行回归来分析采用协议出让方式引入投资项目的质量;通过协议出让面积对工业二氧化硫和工业废水排放量进行回归来分析协议出让方式对当地环境污染的影响。实证结果表明,当期及前期的工业用地协议出让面积与固定资产投资、工业总产值、GDP、地方财政收入、税收等均呈负相关关系,与当地污染物的排放量呈正相关关系。换言之,地方政府若试图用协议出让方式增加工业用地出让面积来促进地方经济增长,将得不偿失,在短期内虽然对地方经济有一定的促进作用,但在长期内会对地方经济和环境造成危害。为了实现经济和生态环境的可持续发展,应完善地方政府的考核方式,调整以GDP为主的政绩考核机制,综合当地环境状况和除经济增长外的其他社会性服务指标作为考核指标;中央政府应该加强对地方政府的监管,严格规范工业用地出让,优化土地资源配置,提升引资质量;地方政府应加强对当地企业的监管,并严格执行环保标准。  相似文献

The common approach to performing quantitative risk assessments in the contaminated land industry in the UK lacks a formal methodology for the treatment of the full range of uncertainties and for documenting decisions regarding the development of conceptual models and the selection of computer codes. The approach presented here represents an alternative, more detailed, and systematic approach for developing conceptual models and addressing uncertainties when undertaking contaminated land risk assessments. It is intended that the advantages of this approach are recognised by practitioners in the contaminated land industry and adopted, where appropriate, to help improve the quality of contaminated land risk assessments. The identification of features, events, and processes (FEPs) has been applied to safety assessments of deep geological and near-surface disposal of radioactive wastes. One of the primary benefits of using this approach is in the development of conceptual models. The approach identifies the FEPs that need to be addressed during the development of conceptual models and in the selection of suitable computer codes that can be used to represent the conceptual models. This approach has been applied by BNFL at the low-level radioactive waste disposal site at Drigg in Cumbria and is currently being adopted for a contaminated land study at the Sellafield site, also in Cumbria. This paper presents the advantages of using FEPs in the development of conceptual models and the treatment of uncertainties. The paper also discusses the application of this approach to contaminated land studies and provides an example to demonstrate the application of the approach. BNFL's approach at the Drigg site involves the identification of components (features) and phenomena (events and processes) that govern interactions and dependencies between the components by arranging them in a matrix format.  相似文献

工业废水排放量的大小受工业发展水平、产业结构、产品结构、技术工艺及设备水平、管理政策、环境法规等多因素的综合影响。选取长江三角洲典型地区的主要污染排放指标,重点分析工业经济规模、工业行业结构、工业技术进步以及环境治理投资等因素与工业水污染排放之间的相互关系。研究结果表明:随着长江三角洲地区产业结构的调整、工业技术进步、工业废水达标排放政策的实施,工业规模的扩大并没有引起工业废水的显著增加。从制造业结构看,有些行业的废水排放量对其结构调整比较敏感; 相反,有些行业的废水排放量对其结构的调整不敏感。工业技术进步和环境治理投资与工业废水排放量呈现负相关,说明工业技术进步、环境污染治理对于减少工业水污染排放起重要作用。  相似文献

基于土地评价和立地条件评估(Land Evaluation and Site Assessment, LESA)框架构建以耕地自然质量、生态敏感性、区位条件、耕作条件和土壤环境安全风险组成的指标体系,以决策树归纳法将浦东新区耕地划分为工业污染、生态农业、轮作休耕、农业连片、休闲农业和非农转化6类管护区,根据各区管护重点提出规模经营及绿色生产、休闲观光及农田保育、非农管控及发展限制型耕地生态补偿模式。上海市浦东新区耕地自然质量优良,约50%的耕地可规模经营及连片生产,但仍有10%左右的耕地面临着工业污染和非农占用的风险。建议对以稳产高产和生态协调为目标的农业连片区和生态农业区采取规模经营及绿色生产型生态补偿模式,对发展农业生产新形态的轮作休耕区和休闲农业区采取休闲观光及农田保育型生态补偿模式,对非农化风险较高的工业污染区和非农转化区采取非农管控及发展限制型生态补偿模式。  相似文献

科学剖析农用地生态效率时空差异及影响机制,对实现农用地利用与资源环境协调发展以及制定农业可持续发展政策具有重要的理论与实践意义。将农用地面源污染、碳排放作为非期望产出纳入农用地生态效率评价指标体系,借助SBM-Undesirable模型对1990~2017年江西省农用地生态效率进行测度并对其时空差异特征进行分析,在此基础上运用Tobit模型探讨相关因素的影响机制。结果表明:(1)1990~2017年间江西省农用地生态效率呈现"先下降后上升"的变化趋势,均值为0.749,总体呈现上升的趋势;(2)各设区市农用地生态效率空间格局演变轨迹呈现先下降后上升的扁平"U"型特征,高效率地区由"连片"分布向"点状"分布再向"连片"分布变化,空间格局趋于非均衡化发展;(3)农村居民人均可支配收入、复种指数、农村劳动力文化程度和劳均播种面积对农用地生态效率产生显著正影响,城乡收入差距则产生显著负影响。最后,从优化资源要素配置、加强农业科技创新应用、健全农村土地流转制度、摒弃过度依赖资源要素投入与环境污染的粗放型发展模式、走"精耕细作"和可持续发展的农业生态文明发展道路等方面提出了提高农用地生态效率的政策建议。  相似文献

The environmental issue has become a major subject in the last few decades affecting science and technology throughout the world due to the serious environmental impacts caused by industrial air pollution. Consequently, pulse jet filtration has become the preferred choice all around the world. Researchers are continuously striving for new concepts of more energy-efficient and compact particulate collector which can meet future emission limits and operating requirements. The system can also satisfy stringent emission norms and if required, it can be embedded with new technique for simultaneous control of particulate and gaseous pollutants. In the recent past, stress is also being given to having control over the source to reduce or eliminate waste, and finally, on waste management. Prevention is frequently more cost-effective than control. The paper discusses all these methodology toward sustainability in the perspective of effective control of industrial air pollution.  相似文献

由于产业发展正处于转型阶段,我国畜禽养殖污染治理中的管理问题比技术问题更加突出,选择适宜的组织管理模式尤其重要。融合了效果分析、效率评价和适应性分析,尝试构建一个养殖废弃物资源化利用管理模式综合评价框架,并选择太湖流域4个不同类型的典型案例进行方法例证。研究表明,传统的养殖企业主导型管理模式应用于小型、分散养殖废弃物资源化利用时面临着经济效率低、适应性差难题;农村废弃物处理中心、种植企业和有机肥企业的参与可以改善小型、分散养殖废弃物资源化利用的经济效率;综合考虑效果、效率与适应性,种植企业、有机肥企业主导型模式的适宜推广范围更广。应根据不同地区种植-养殖产业关系、污染治理需求、经济发展水平与政府投入能力等,灵活组合应用不同管理模式。  相似文献

The basic function of the engineered barrier system (EBS) in geological disposal is to prevent or limit the release of radionuclides into the underground environment. The crude palm oil industry plays an important role in the economic development of Thailand and in enhancing the economic welfare of the population. Despite obvious benefits of this industrial development, it also significantly contributes to environmental degradation, both at the input and the output sides of its activities. On the input side, crude palm oil mills use large quantities of water and energy in the production process. On the output side, manufacturing processes generate large quantities of wastewater, solid waste/by-products and air pollution. Current industrial wastes and recoverable materials are empty fruit bunches, fibers, shells and ash. It is estimated that in 2003, a total of 2.1 million ton of solid wastes/by-products and 2.5 million m3 of wastewater were generated. The concept of the industrial ecosystem points at the potential of industrial waste recycling resembling food chains, food webs and nutrient cycles of nature. Following the notion of industrial ecology crude palm oil mills can develop a number of waste recycling and reuse systems. This paper analyzes the nature of these industrial ecosystems, divided in in-plant ecosystems (clean technology options) and external waste exchange between crude palm oil industries and other economic activities in Thailand.  相似文献

Modern societies face a dilemma called electronic waste (e-waste). This waste, which may contaminate the soil or cause unwanted impacts on human health when treated improperly, is one of the fastest growing waste streams in developed as well as developing countries and has brought great environmental impacts. Developing countries like Iran also face this modern waste management challenge. In order for more appropriate disposal or, if possible, recycling of this waste, more attention has been paid to reverse logistics as the most appropriate way to manage them. The first and most important action to address e-waste and implementation of reverse logistics is to persuade residents to bring back their obsolete electronic products. This paper attempts to understand significant factors affecting residents’ incentive dependency to participate in e-waste recycling program. Socioeconomic and demographic information of different residents is discussed by means of logistic regression for the first time in Iran. The results show that about 58.7 % of residents will participate even if no incentive is given. Household income, household size, education, e-waste concern level, and marital status are the significant factors affecting the incentive dependency of respondents.  相似文献
