Under the Clean Development Mechanism (CDM) of the Kyoto Protocol, industrialised countries may finance greenhouse gases mitigation projects in developing countries. The Kyoto Protocol explicitly requires that the CDM shall assist developing countries to achieve sustainable development. However, a clear definition of sustainability for CDM projects is still debatable. MATA-CDM (Multi-Attributive Assessment of CDM Projects) is an approach that facilitates a quantitative assessment of potential projects regarding their contribution to sustainable development. This paper presents applications of MATA-CDM in two different countries. In South Africa, the application was done mainly for academic and demonstrative purposes, whereas in Uruguay it was implemented together with the responsible Designated National Authority (DNA). The work in both countries included the selection of sustainability criteria and measurable indicators. Experts weighted the criteria using personal interviews and a multi-stakeholder workshop. This method was applied to three potential CDM projects in South Africa and one in Uruguay. Results show that under the conditions of this study, the MATA-CDM approach yet fails to yield a perfect quantitative overall sustainability assessment of CDM projects but that several findings could be useful to further develop the approach with the aim to translate the vague term sustainable development to a mainstream project level. 长江中下游平原地区是我国经济发达地区,也是我国洪涝灾害最严重地区之一,根据长江流域可持续发展要求,提出两个问题,一是长江中下游平原区要走可持续发展之路,如何使区内社会经济发展与洪涝灾害相协调,这属于地区可持续发展问题,二是防洪减灾系统能否持久地发挥作用,为社会经济可持续发展提供保障,即防洪减灾系统可持续性评价问题,首先讨论了防洪减灾系统可持续性评价的基本涵义,提出了可持续性评价的5个准则,即功能持久性,风险最低性,经济可行性,环境可承受性及社会可接受性,其次,以长江中游平原分蓄洪工程为例,提出了相应的评价指标体系;最后,选择有效蓄洪量,蓄洪面积,围堤长度,耕地面积,区内人口,区内安全台面积等为指标,建立了分蓄洪工程可持续性评价模型-均衡规划模型,并进行了实例分析探讨。  相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. This paper presents results of the assessment on benefit sharing and payment mechanisms tested by six non-governmental organizations (NGOs)-piloted Reducing Emissions from Deforestation and Forest Degradation (REDD+) initiatives in Tanzania. Results from the assessment indicate that models applied by most of the REDD+ pilot projects have provided most of decisions for the distribution of benefits to the communities through village general assemblies. Based on requirements of the tested models, national benefit-sharing mechanism models are proposed. Major attributes to be considered in the development of national benefit-sharing models should include: (i) ensuring that the existing government structure is not excluded to ensure sustainability; (ii) village general assembly is involved in determining the distribution of the benefits accrued; and (iii) transparency in handling the carbon finance is ensured. Models that are proposed for the national REDD+ benefit sharing apply to two forest management systems, namely Joint Forest Management (JFM) and Community Based Forest Management (CBFM). The paper recommends testing of the two proposed models to determine whether they could be useful in sharing benefits resulting from REDD+ in Tanzania.  相似文献

Over the last three decades, new concepts, strategies, frameworks and systems have been developed to tackle the sustainable development issue. This paper reviews the challenges, perspectives and recent advances in support of sustainable production operations decision-making. The aim of this review is to provide a holistic understanding of advanced scientific analysis methodologies for the evaluation of sustainability, to provide efficient decision support. Over 100 publications have been analysed, and a characterisation of state-of-the-art sustainability analysis methodologies has been produced, which includes life cycle assessment and multi-criteria decision analysis (MCDA), along with their applications to three key areas of production operations: sustainable design, sustainable manufacture and sustainable supply chain management. Distribution of existing work is discussed and future research directions are elicited from the literature. The paper finds three trends in supporting sustainable production operations decisions: (a) sustainability analysis has moved to whole life cycle assessment from single-stage assessment, (b) sustainability analysis has shifted away from single criterion to MCDA and (c) sustainability analysis has evolved from stand-alone approaches to integrated systematic methodologies. The paper concludes that integrated sustainability analysis can provide more efficient and effective support to complex decision-making in sustainable production operations.  相似文献

In this paper we examine how Canadian and Flemish municipalities manage and measure sustainable development initiatives. First, we present information on how Canada, Belgium and its Flemish region introduce sustainable development initiatives at the federal and regional levels of government. The introduction at municipal level of impact assessment systems, indicator and monitoring systems, and sustainability reporting systems is discussed in general, followed by a comparison of specific case studies. In Canada, we selected the municipalities of Ottawa, Hamilton-Wentworth and Vancouver and in Flanders, the municipalities of Hasselt, Gent and Leuven. For each case study, we considered the following evaluation criteria: introduction of a long-term vision for a sustainable future; development of goals, targets and indicators; measurement of indicators; involvement and information of the local population; introduction of impact assessment and reporting systems. The discussion section deals with differences in the approach to managing and measuring sustainable development initiatives in Canada and Flanders. This study shows that sustainable development is not yet widely practised at the local level in Canada and Flanders, but Canadian municipalities have more experience with planning processes and vision development, measurement systems and public involvement. The Flemish municipalities were more inclined to go along with international campaigns dealing with local sustainability and take strong sustainable development actions which were not integrated in broader sustainable development policies.  相似文献

Sustainability indicators are well recognized for their potential to assess and monitor sustainable development of agricultural systems. A large number of indicators are proposed in various sustainability assessment frameworks, which raises concerns regarding the validity of approaches, usefulness and trust in such frameworks. Selecting indicators requires transparent and well-defined procedures to ensure the relevance and validity of sustainability assessments. The objective of this study, therefore, was to determine whether experts agree on which criteria are most important in the selection of indicators and indicator sets for robust sustainability assessments. Two groups of experts (Temperate Agriculture Research Network and New Zealand Sustainability Dashboard) were asked to rank the relative importance of eleven criteria for selecting individual indicators and of nine criteria for balancing a collective set of indicators. Both ranking surveys reveal a startling lack of consensus amongst experts about how best to measure agricultural sustainability and call for a radical rethink about how complementary approaches to sustainability assessments are used alongside each other to ensure a plurality of views and maximum collaboration and trust amongst stakeholders. To improve the transparency, relevance and robustness of sustainable assessments, the context of the sustainability assessment, including prioritizations of selection criteria for indicator selection, must be accounted for. A collaborative design process will enhance the acceptance of diverse values and prioritizations embedded in sustainability assessments. The process by which indicators and sustainability frameworks are established may be a much more important determinant of their success than the final shape of the assessment tools. Such an emphasis on process would make assessments more transparent, transformative and enduring.  相似文献

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However,studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. In Latvia, the concept of sustainability is only slowly gaining recognition. An analysis of Development Plans prepared by the four largest cities of Latvia indicates that sustainability is presented as one of the guiding principles. However, a comparison of Development Plan policies against the urban sustainability issues reveals a great deal of ambiguity and contradiction.At the municipal level, planners and politicians lack indicators to gauge whether the long-term goals of Development Plans and the principles of sustainable development are being achieved. As a consequence, the broad public is deprived of the opportunity to assess for itself the process of development in relation to Development Plan policies, thus limiting accountability in development decision-making. Relevant statistical data collected on a regular basis are required to create sustainability indicators reflecting sustainability issues, to supplement and replace existing statistical compilations pertaining almost exclusively to economic growth and consumption. Development and utilisation of sustainability indicators can be an effective instrument for promoting the values of sustainable development amongst politicians, planners and the broad public and for enhancing accountability in decision-making.  相似文献

This paper discusses the role of animal production systems in a sustainable society; sustainability problems within animal production systems; and four measures for the improvement of the contribution to societal sustainability from animal production. Substantial potentials for improvements are identified that were not previously known. The methodological basis is multi-criteria multi-level analysis within integrated assessment where elements in Impredicative Loop Analysis are integrated with management tools in Swedish agriculture and forestry developed during thousands of years, during which the well-being of the Swedish society and its economic and military power were functions of the land-use skill. The issue—the sustainability footprint of global animal production—is complex and available data are limited. The Swedish case is used as a starting point for an analysis of international relevance. Data from FAO and OECD support the relevance of extrapolating results from the Swedish case to level. The four measures are (i) decrease the consumption of chicken meat in developed nations with 2.6 kg per capita and year; (ii) develop the capacity of ruminants to produce high-quality food from otherwise marginal agroecosystems; (iii) improve milk production per cow with a factor four on global level; and (iv) increase feeding efficiency in milk production globally would substantially improve the societal contribution in terms of increased food supply and decreased pressure on land. The impact of measures (i), (iii) and (iv) on increased global food security was estimated to in total 1.8 billion people in terms of protein supply and a decreased pressure on agricultural land of 217 million ha, of which 41 relate to tropical forests. The 41 million ha of tropical land are due to a decreased demand on soymeal, where this represents more than a halving of total area now used for the production of soymeal. These impacts are of the character either or. The quality of the measures is as first-time estimates, supporting choices of where to direct further efforts in analysis. Two areas were identified as critical for achieving this potential: Feeding strategies to dairy cows as well as methods commonly used to evaluate the sustainability contribution of animal production needs adjustment, so that they comply with the “laws” of diminishing returns, Liebig’s “law” of the minimum and Shelford’s “law” of tolerance, that is, in agreement with well-known principles for efficient natural resource management and the priorities of UN Millennium Development Goals. Biodiversity conservation is critical for the continued supply of ecosystem services to secure the sustainability of livelihoods, especially for poor rural people in developing countries. Current rates of biodiversity loss need to be curbed by using effective interventions and decision-making that again require timely information. Undertaking a community sustainability assessment to generate and structure this information for grassroots levels is critical for decision-making and actions. This paper presents insights from a community sustainability assessment initiative undertaken in Lesotho within a trans-boundary project area known as the Maloti-Drakensberg Transfrontier Project. A qualitative case study approach was employed through a combination of several data collection techniques, including a literature review, field observations, key informant interviews, group discussions and key informant workshops. Study participants consisted of members of the community conservation forums from three districts that had been established by the project. Regarding progress towards the sustainability of biodiversity in the study area, the results indicated that current practices are unsustainable, more from the point of view of the socio-ecological components than the socio-cultural and spiritual or the socio-economic components. Consequently, there is a need to raise awareness at the community level and implement action plans to realize changes that support the sustainability of biodiversity in the long term.  相似文献

This article presents a case study of an existing study abroad program to New Zealand interested in infusing sustainability themes into the curriculum. The review of the program is set in the context of United Nations Education for Sustainable Development goals and the role of sustainability in institutions of higher education. The author was an invited external observer and suggests that study abroad programs in support of sustainability education provide transformative learning experiences that invest in the well being of both people and places. Beaches are frequently subjected to erosion and accretion that are influenced by coastal development interventions and natural variations due to storms and changes in river flow. Climate change may also exacerbate beach erosion and accretion. Natural scientists are concerned with the sustainability of species dependent on the beach ecosystem. Policymakers are pre-occupied with the economic sustainability of coastal communities should species decline and prolonged beach loss occur. The aim of this paper is to explore the linkage between science and policy by reporting the findings of a study of coastal change impacts on leatherback turtle nesting and analysing the socio-economic and adaptation implications of these changes for coastal communities. Grande Riviere, Trinidad, was used as a case study. Primary fieldwork investigated unsustainable coastal management practices. A questionnaire was administered to examine livelihoods, including ecotourism based on leatherback turtle nesting, and knowledge and awareness of climate change. One key finding of the study was that the community’s livelihoods were natural resources dependent, and that natural beach dynamics and unsustainable coastal management practices posed major threats to natural resource and economic sustainability. Another key finding was that, despite these impacts, community knowledge and awareness of climate change in general was low, and there was a perception of state responsibility for climate change adaptation. The research findings have global applicability for coastal communities at risk of exposure and that are highly vulnerable to natural resources damage arising from anthropogenic stress and potential climate change. These communities require policy reforms to strengthen current coastal management practices and adaptation responses aimed at ensuring long-term sustainability.  相似文献

This article uses sustainability as a lens through which to examine affordable housing policies in geographically-isolated island communities, with the intent of assessing the utility of using sustainable development as a guide to policy decision-making. Focusing on the case of Key West, Florida, the article points to the conflicts that must be reconciled to achieve true sustainability. The study applies criteria to identify policy solutions for the provision and retention of affordable housing in island communities, and at the same time provides an application of the sustainable development concept as a policy guide. Abstract

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However, studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science. In order to build up the regional research capacity in sustainability science and to realize both local and global goals of the sustainable development in northeast Asia, this paper proposes some basic frameworks, including regional institutional innovations, establishment of a regional sustainability information network, initiatives of the regional assessment programme, and focus on the regional education and training of sustainability knowledge.  相似文献

Research on social–ecological systems (SES) is scattered across many disciplines and perspectives. As a result, much of the knowledge generated between different communities is not comparable, mutually aggregate or easily communicated to nonspecialists despite common goals to use academic knowledge for advancing sustainability. This article proposes a conceptual pathway to address this challenge through outlining how the SES research contributions of sustainability science and researchers using Elinor Ostrom’s diagnostic SES framework (SESF) can integrate and co-benefit from explicitly interlinking their development. From a review of the literature, I outline four key co-benefits from their potential to interlink in the following themes: (1) coevolving SES knowledge types, (2) guiding primary research and assessing sustainability, (3) building a boundary object for transdisciplinary sustainability science, and (4) facilitating comparative analysis. The origins of the SESF include seminal empirical work on common property theory, self-organization, and coupled SES interactions. The SESF now serves as a template for diagnosing sustainability challenges and theorizing explanatory relationships on SES components, interactions, and outcomes within and across case studies. Simultaneously, sustainability science has proposed transdisciplinary research agendas, sustainability knowledge types, knowledge coproduction, and sustainability assessment tools to advance transformative change processes. Key challenges for achieving co-beneficial developments in both communities are discussed in relation to each of the four themes. Evident pathways for advancing SES research are also presented along with a guideline for designing SES research within this co-aligned vision.  相似文献

Religion in its most ideal form is seen as a powerful force to create ecological transformations to succeeding generations that share similar religious beliefs. This provides an interesting argument for enhancing their role in sustainability transitions. Malaysia is a relevant geographical context in this regard since almost all of its citizens formally embrace some kind of religious belief. However, such ideas are discussed mostly at the theoretical level with little systematic empirical investigation. This paper aims to fill this gap by presenting theoretically informed empirical insights on how a number of religious communities are currently creating successful experiments in recycling within the context of an urban community in Malaysia. The paper argues that such evidence may demonstrate the ‘potential’ role of religious communities to provide localised resources for recycling experiments that can be advantageous for the transition towards a more sustainable municipal solid waste management in Malaysia. The empirical basis of this paper is based on an exploratory multiple case study of successful recycling programmes conducted by selected religious communities from four key religions in Malaysia—Buddhism, Christianity, Hinduism and Islam. The theoretical framework for this research is based on the sustainability transitions literature, particularly the ‘transition experiment’ framework.  相似文献

土地利用评价的尺度包括微观、中观和宏观,其中县域土地资源可持续利用评价是最适宜的候选中观尺度,在评价中有承上启下的作用。县域经济的特点对县域土地利用的构成和动态变化必然产生直接或间接的影响,从而决定了县域土地资源利用可持续性的程度。遵循FAO提出的土地利用的生产性、安全性、保护性、可行性和可接受性等准则,确立了适宜于县域土地资源可持续利用评价指标体系框架,并以锡山市为例,从锡山市的具体情况出发,确定了适宜于锡山市的土地资源可持续利用评价指标体系,对锡山市1985-1999年土地资源利用状况进行了评价,评价指标按土地可持续评价的要求将指标分为增长型、递减型、控制性、平稳型。评价结果以诊断的形式表现,首先列出六大准则层,依据指标计算结果对其进行定性评价;其次列出各准则层中存在的问题;再次是确定问题发生影响的时点,这样针对土地资源利用中存在的问题一一解决时,可以分出轻重缓急,所依据的是系统论的原理:系统各组成部分之间可能存在替代作用,但这种替代作用是暂时和相对的,系统各部分之间的不可替代性是长久和绝对的。  相似文献

Renewable energy is considered an indispensable basis of sustainable energy systems as electricity generation from renewable sources results in low emissions of greenhouse gases compared to fossil fuel based electricity and contributes to sustainable development. However, effective strategies and conducive institutional settings are needed for advancement of such clean electricity systems. Although Thailand, as a nation, has a huge potential for renewable energy utilization, its total amount of electricity generation from renewables is relatively small and could be enlarged substantially. Lack of policy mechanisms, institutional development and financing exist as major barriers for Thailand in this regard. Investigation of the nation’s current energy strategy implementation shows that relevant energy and development policies are at different stages of implementation and institutional settings are continuously evolving. This paper argues that further significant efforts could be made towards advancement of renewable electricity and thus achievement of energy sustainability in Thailand. Resource planning, effective policy and institutions, focussed planning for energy sustainability and implementation of the Clean Development Mechanism (CDM) under the Kyoto Protocol could facilitate further advancement of renewables for the nation.  相似文献
