DOI: 10.1111/j.1752‐1688.2012.00651.x Abstract: Soil moisture is an important factor in the global hydrologic cycle, but existing reconstructions of historic soil moisture are limited. We used tree‐ring chronologies to reconstruct annual soil moisture in the Upper Colorado River Basin (UCRB). Gridded soil moisture data were spatially regionalized using principal components analysis and k‐nearest neighbor techniques. We correlated moisture sensitive tree‐ring chronologies in and adjacent to the UCRB with regional soil moisture and tested the relationships for temporal stability. Chronologies that were positively correlated and stable for the calibration period were retained. We used stepwise linear regression to identify the best predictor combinations for each soil moisture region. The regressions explained 42‐78% of the variability in soil moisture data. We performed reconstructions for individual soil moisture grid cells to enhance understanding of the disparity in reconstructive skill across the regions. Reconstructions that used chronologies based on ponderosa pines (Pinus ponderosa) and pinyon pines (Pinus edulis) explained more variance in the datasets. Reconstructed soil moisture data was standardized and compared with standardized reconstructed streamflow and snow water equivalent data from the same region. Soil moisture and other hydrologic variables were highly correlated, indicating reconstructions of soil moisture in the UCRB using tree‐ring chronologies successfully represent hydrologic trends.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00494.x Abstract: The western and southwestern United States include dozens of groundwater basins that cross political boundaries. Common among these shared groundwater basins is an overlay of differing legal structures and water development priorities, typically, with insufficient water supply for competing human uses, and often, a degraded ecosystem. Resolution of conflicts over ambiguously regulated groundwater has clarified transboundary groundwater policy in some interstate basins, while transboundary groundwater policy in international basins is less evolved. This paper identifies and contrasts approaches to transboundary groundwater policy, drawing from recent conflicts and cooperative efforts, including those associated with the interstate compacts on the Arkansas and Pecos Rivers; the Hueco and Lower Rio Grande Basins shared by New Mexico, Texas, and Mexico; and the Mexicali Basin in California and Mexico. Some efforts seek to fit groundwater policy into existing surface water allocation procedures; some strive for a better fit – incorporating scientific understanding of key differences between groundwater and surface water into policy frameworks. In some cases, neither policy nor precedent exists. The collective experience of these and other cases sets the stage for improved management of transboundary groundwater; as such, challenges and successes of these approaches, and those contemplated in several hypothetical model agreements, are examined.  相似文献

ABSTRACT: Samples from 107 piñon pines (Pinns edulis) at four sites were used to develop a proxy record of annual (June to June) precipitation spanning the 1226 to 2001 AD interval for the Uinta Basin Watershed of northeastern Utah. The reconstruction reveals significant precipitation variability at interannual to decadal scales. Single‐year dry events before the instrumental period tended to be more severe than those after 1900. In general, decadal scale dry events were longer and more severe prior to 1900. In particular, dry events in the late 13th, 16th, and 18th Centuries surpass the magnitude and duration of droughts seen in the Uinta Basin after 1900. The last four decades of the 20th Century also represent one of the wettest periods in the reconstruction. The proxy record indicates that the instrumental record (approximately 1900 to the Present) underestimates the potential frequency and severity of severe, sustained droughts in this area, while over representing the prominence of wet episodes. In the longer record, the empirical probability of any decadal scale drought exceeding the duration of the 1954 through 1964 drought is 94 percent, while the probability for any wet event exceeding the duration of the 1965 through 1999 wet spell is only 1 percent. Hence, estimates of future water availability in the Uinta Basin and forecasts for exports to the Colorado River, based on the 1961 to 1990 and 1971 to 2000 “normal” periods, may be overly optimistic.  相似文献

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.  相似文献

Abstract: Thermoelectric power generation is responsible for the largest annual volume of water withdrawals in the United States although it is only a distant third after irrigation and industrial sectors in consumptive use. The substantial water withdrawals by thermoelectric power plants can have significant impacts on local surface and ground water sources, especially in arid regions. However, there are few studies of the determinants of water use in thermoelectric generation. Analysis of thermoelectric water use data in existing steam thermoelectric power plants shows that there is wide variability in unitary thermoelectric water use (in cubic decimeters per 1 kWh) within and among different types of cooling systems. Multiple‐regression models of unit thermoelectric water use were developed to identify significant determinants of unit thermoelectric water use. The high variability of unit usage rates indicates that there is a significant potential for water conservation in existing thermoelectric power plants.  相似文献

Abstract: Previous investigations observed significant seepage losses from the Rio Grande to the shallow aquifer between Socorro and San Antonio, New Mexico. High‐resolution telescopic modeling was used along a 10‐km reach of the Rio Grande and associated drains and canals to evaluate several management alternatives aimed at improving river conveyance efficiency. Observed data consisted of ground‐water and surface‐water elevations, seepage rates along the Rio Grande and associated canals and drains, and borehole geology. Model calibration was achieved by adjusting hydraulic conductivity and specific storage until the output matched observed data. Sensitivity analyses indicated that the system was responsive to changes in hydrogeologic properties, especially when such alterations increased vertical connectivity between layers. The calibrated model predicted that removal of the low flow conveyance channel, a major channel draining the valley, would not only decrease river seepage by 67%, but also decrease total flow through the reach by 75%. The decreased flow through the reach would result in increased water logging and an average increase in ground‐water elevations of 1.21 meter. Simulations of the system with reduced riparian evapotranspiration rates or a relocated river channel also predicted decreased river seepage, but to a much lesser degree.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00493.x Abstract: Increasing scarcity of freshwater resources in many regions of the world is leading water resource managers to consider desalination as a potential alternative to traditional freshwater supplies. Desalination technologies are energy intensive and expensive to implement making desalination using renewable energy resources a potentially attractive option. Unfortunately, saline groundwater resources are not well characterized for many regions hindering consideration of such technologies. In this assessment, we estimate the saline groundwater resources of the principal aquifers of the United States using a geographic information system and correlate these resources to wind resources potentially sufficient to supply the energy demand of desalination equipment. We estimate that 3.1 × 1014 m3 saline groundwater, total volume, are contained in 28 of the country’s principal aquifers known to contain saline groundwater. Of this volume, 1.4 × 1014 m3 saline groundwater are co‐located with wind resources sufficient for electrical generation to desalinate groundwater.  相似文献

Abstract: As nearly all of Texas’ rural lands are privately owned, landowner associations for the management of white‐tailed deer and ground‐water have become increasingly popular. Deer are a common‐pool resource with transboundary characteristics, requiring landowner cooperation for effective management. Ground‐water reserves are economically important to landowners, but are governed by the “rule of capture” whereby property rights are not defined. One ground‐water association and four wildlife management associations (WMAs) were surveyed to characterize their member demographics, land use priorities, attitudes, and social capital. Members of the ground‐water cooperative were part of a much larger, more heterogeneous, and more recently formed group than members of WMAs. They also placed greater importance on utilitarian aspects of their properties, as opposed to land stewardship for conservation as practiced by members of WMAs. If ground‐water association members could be more locally organized with more frequent meetings, social capital and information sharing may be enhanced and lead to land stewardship practices for improved hydrologic functions and sustained ground‐water supply. This, coupled with pumping rules assigned by the local ground‐water district, could yield an effective strategy that is ecologically and hydrologicaly sound, and that allows rural provision of water supply to urban consumers.  相似文献

Historically, thermoelectric water withdrawal has been estimated by the Energy Information Administration (EIA) and the U.S. Geological Survey's (USGS) water‐use compilations. Recently, the USGS developed models for estimating withdrawal at thermoelectric plants to provide estimates independent from plant operator‐reported withdrawal data. This article compares three federal datasets of thermoelectric withdrawals for the United States in 2010: one based on the USGS water‐use compilation, another based on EIA data, and the third based on USGS model‐estimated data. The withdrawal data varied widely. Many plants had three different withdrawal values, and for approximately 54% of the plants the largest withdrawal value was twice the smallest, or larger. The causes of discrepancies among withdrawal estimates included definitional differences, definitional noise, and various nondefinitional causes. The uncertainty in national totals can be characterized by the range among the three datasets, from 5,640 m3/s (129 billion gallons per day [bgd]) to 6,954 m3/s (158 bgd), or by the aggregate difference between the smallest and largest values at each plant, from 4,014 m3/s (92 bgd) to 8,590 m3/s (196 bgd). When used to assess the accuracy of reported values, the USGS model estimates identify plants that need to be reviewed.  相似文献

Abstract: In the karstic lower Flint River Basin, limestone fracturing, jointing, and subsequent dissolution have resulted in the development of extensive secondary permeability and created a system of major conduits that facilitate the exchange of water between the Upper Floridan aquifer and Flint River. Historical streamflow data from U.S. Geological Survey gaging stations located in Albany and Newton, Georgia, were used to quantify ground‐water and surface‐water exchanges within a 55.3 km section of the Flint River. Using data from 2001, we compared estimates of ground‐water flux using a time adjustment method to a water balance equation and found that these independent approaches yielded similar results. The associated error was relatively large during high streamflow when unsteady conditions prevail, but much lower during droughts. Flow reversals were identified by negative streamflow differences and verified with in situ data from temperature sensors placed inside large spring conduits. Long‐term (13 years) analysis showed negative streamflow differentials (i.e., a losing stream condition) coincided with high river stages and indicated that streamflow intrusion into the aquifer could potentially exceed 150 m3/s. Although frequent negative flow differentials were evident, the Flint River was typically a gaining stream and showed a large net increase in flow between the two gages when examined over the period 1989‐2003. Ground‐water contributions to this stream section averaged 2‐42 m3/s with a mean of 13 m3/s. The highest rate of ground‐water discharge to the Flint River occurred during the spring when regional ground‐water levels peaked following heavy winter and spring rains and corresponding rates of evapotranspiration were low. During periods of extreme drought, ground‐water contributions to the Flint River declined.  相似文献

Integrating social and hydrologic sciences for understanding water systems is challenged by data management complexities. Contemporary mandates for open science and data sharing necessitate better understanding of the implications of social science data types. In the context of an interdisciplinary water research program that endeavors to integrate and share social science and biophysical data, we highlight the array of data types and issues associated with social water science. We present a multi‐dimensional classification of social water science data that provides insight into data management considerations for each data type. DOI: 10.1111/j.1752‐1688.2011.00573.x Abstract: The U.S. Geological Survey National Water Quality Assessment Program has completed a number of water‐quality prediction models for nitrogen and phosphorus for the conterminous United States as well as for regional areas of the nation. In addition to estimating water‐quality conditions at unmonitored streams, the calibrated SPAtially Referenced Regressions On Watershed attributes (SPARROW) models can be used to produce estimates of yield, flow‐weighted concentration, or load of constituents in water under various land‐use condition, change, or resource management scenarios. A web‐based decision support infrastructure has been developed to provide access to SPARROW simulation results on stream water‐quality conditions and to offer sophisticated scenario testing capabilities for research and water‐quality planning via a graphical user interface with familiar controls. The SPARROW decision support system (DSS) is delivered through a web browser over an Internet connection, making it widely accessible to the public in a format that allows users to easily display water‐quality conditions and to describe, test, and share modeled scenarios of future conditions. SPARROW models currently supported by the DSS are based on the modified digital versions of the 1:500,000‐scale River Reach File (RF1) and 1:100,000‐scale National Hydrography Dataset (medium‐resolution, NHDPlus) stream networks.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00535.x Abstract: Drought, climate change, and shifting consumptive use are prompting a widespread reassessment of water availability in the Upper Colorado River basin. Here, we present millennial‐length records of water year (October‐September) streamflow for key Upper Colorado tributaries: the White, Yampa, and Little Snake Rivers. Based on tree rings, these records represent the first paleohydrological reconstructions from these subbasins to overlap with a series of Medieval droughts (∼ad 800 to 1300). The reconstructions show marked interannual variability imbedded in nonstationary behavior over decadal to multidecadal time scales. These reconstructions suggest that, even in a millennial context, gaged flows from a handful of years (e.g., 1977 and 2002) were extremely dry. However, droughts of much greater duration and magnitude than any in the instrumental record were regular features prior to 1900. Likewise these reconstructions point to the unusual wetness of the gage period, and the potential for recent observations to paint an overly optimistic picture of regional water supplies. The future of the Upper Colorado River will be determined by a combination of inherent hydroclimatic variability and a broad range of human‐induced changes. It is then essential that regional water managers, water users, and policy makers alike consider a broader range of hydroclimatic scenarios than is offered by the gage record alone.  相似文献

Across the western United States, environmental water transaction programs (EWTPs) restore environmental flows by acquiring water rights and incentivizing changes in water management. These programs have evolved over several decades, expanding from relatively simple two‐party transactions to multiobjective deals that simultaneously benefit the environment and multiple water‐using sectors. Such programs now represent an important water management tool and provide an impetus for collaboration among stakeholders; yet, most evaluations of their effectiveness focus exclusively on environmental outcomes, without adequate attention to impacts on other water users or local economies. To understand how these programs affect stakeholders, a systematic, multiobjective evaluation framework is needed. To meet this need, we developed a suite of environmental and socioeconomic indicators that can guide the design and track the implementation of water transaction portfolios, and we applied them to existing EWTPs in Oregon and Nevada. Application of the indicators quantifies impacts and helps practitioners design water transaction portfolios that avoid unintended consequences and generate mutually beneficial outcomes among environmental, agricultural, and municipal interests.  相似文献

We developed Columbia River streamflow reconstructions using a network of existing, new, and updated tree‐ring records sensitive to the main climatic factors governing discharge. Reconstruction quality is enhanced by incorporating tree‐ring chronologies where high snowpack limits growth, which better represent the contribution of cool‐season precipitation to flow than chronologies from trees positively sensitive to hydroclimate alone. The best performing reconstruction (back to 1609 CE) explains 59% of the historical variability and the longest reconstruction (back to 1502 CE) explains 52% of the variability. Droughts similar to the high‐intensity, long‐duration low flows observed during the 1920s and 1940s are rare, but occurred in the early 1500s and 1630s‐1640s. The lowest Columbia flow events appear to be reflected in chronologies both positively and negatively related to streamflow, implying low snowpack and possibly low warm‐season precipitation. High flows of magnitudes observed in the instrumental record appear to have been relatively common, and high flows from the 1680s to 1740s exceeded the magnitude and duration of observed wet periods in the late‐19th and 20th Century. Comparisons between the Columbia River reconstructions and future projections of streamflow derived from global climate and hydrologic models show the potential for increased hydrologic variability, which could present challenges for managing water in the face of competing demands.  相似文献

Abstract: Large‐scale water resources modeling can provide useful insights on future water availability scenarios for downstream nations in anticipation of proposed upstream water resources projects in large international river basins (IRBs). However, model set up can be challenging due to the large amounts of data requirement on both static states (soils, vegetation, topography, drainage network, etc.) and dynamic variables (rainfall, streamflow, soil moisture, evapotranspiration, etc.) over the basin from multiple nations and data collection agencies. Under such circumstances, satellite remote sensing provides a more pragmatic and convenient alternative because of the vantage of space and easy availability from a single data platform. In this paper, we demonstrate a modeling effort to set up a water resources management model, MIKE BASIN, over the Ganges, Brahmaputra, and Meghna (GBM) river basins. The model is set up with the objective of providing Bangladesh, the lowermost riparian nation in the GBM basins, a framework for assessing proposed water diversion scenarios in the upstream transboundary regions of India and deriving quantitative impacts on water availability. Using an array of satellite remote sensing data on topography, vegetation, and rainfall from the transboundary regions, we demonstrate that it is possible to calibrate MIKE BASIN to a satisfactory level and predict streamflow in the Ganges and Brahmaputra rivers at the entry points of Bangladesh at relevant scales of water resources management. Simulated runoff for the Ganges and Brahmaputra rivers follow the trends in the rated discharge for the calibration period. However, monthly flow volume differs from the actual rated flow by (?) 8% to (+) 20% in the Ganges basin, by (?) 15 to (+) 12% in the Brahmaputra basin, and by (?) 15 to (+) 19% in the Meghna basin. Our large‐scale modeling initiative is generic enough for other downstream nations in IRBs to adopt for their own modeling needs.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00507.x Abstract: Trends in pesticide concentrations for 15 streams in California, Oregon, Washington, and Idaho were determined for the organophosphate insecticides chlorpyrifos and diazinon and the herbicides atrazine, s‐ethyl diproplythiocarbamate (EPTC), metolachlor, simazine, and trifluralin. A parametric regression model was used to account for flow, seasonality, and antecedent hydrologic conditions and thereby estimate trends in pesticide concentrations in streams arising from changes in use amount and application method in their associated catchments. Decreasing trends most often were observed for diazinon, and reflect the shift to alternative pesticides by farmers, commercial applicators, and homeowners because of use restrictions and product cancelation. Consistent trends were observed for several herbicides, including upward trends in simazine at urban‐influenced sites from 2000 to 2005, and downward trends in atrazine and EPTC at agricultural sites from the mid‐1990s to 2005. The model provided additional information about pesticide occurrence and transport in the modeled streams. Two examples are presented and briefly discussed: (1) timing of peak concentrations for individual compounds varied greatly across this geographic gradient because of different application periods and the effects of local rain patterns, irrigation, and soil drainage and (2) reconstructions of continuous diazinon concentrations at sites in California are used to evaluate compliance with total maximum daily load targets.  相似文献

Abstract: Available water supply across the contiguous 48 states was estimated as precipitation minus evapotranspiration using data for the period 1953‐1994. Precipitation estimates were taken from the Parameter‐Elevation Regressions on Independent Slopes Model (PRISM). Evapotranspiration was estimated using two models, the Advection‐Aridity model and the Zhang model. The evapotranspiration models were calibrated using precipitation and runoff data for 655 hydrologically undisturbed basins, and then tested using estimates of natural runoff for the 18 water resource regions (WRR) of the 48 contiguous states. The final water supply coverage reflects a mixture of outputs from the two evapotranspiration models. Political, administrative, and land cover boundaries were mapped over the coverage of mean annual water supply. Across the entire study area, we find that 53% of the water supply originates on forested land, which covers only 29% of the surface area, and that 24% originates on federal lands, including 18% on national forests and grasslands alone. Forests and federal lands are even more important in the West (the 11 western contiguous states), where 65% of the water supply originates on forested land and 66% on federal lands, with national forests and grasslands contributing 51%.  相似文献

Integrated water resource management (IWRM) requires accounting for many interrelated facets of water systems, water uses and stakeholders, and water management activities. The consequence is that project analysis must account for the nonseparability among the component parts of IWRM plans. This article presents a benefit‐cost (B‐C) analysis of a set of projects included in the Yakima Basin Integrated Plan proposed for the Yakima Basin in south‐central Washington State. The analysis accounts for interdependence among proposed water storage projects and between water storage and water market development in the context of historical and more adverse projected future climate scenarios. Focusing on irrigation benefits from storage, we show that the value of a given proposed storage project is lower when other proposed storage projects in the basin are implemented, and when water markets are functioning effectively. We find that none of the water storage projects satisfy a B‐C criterion, and that assuring proposed instream flow augmentation is less expensive by purchasing senior diversion rights than relying on new storage to provide it.  相似文献

Abstract: The average annual base flow/recharge was determined for streamflow‐gaging stations throughout Wisconsin by base‐flow separation. A map of the State was prepared that shows the average annual base flow for the period 1970‐99 for watersheds at 118 gaging stations. Trend analysis was performed on 22 of the 118 streamflow‐gaging stations that had long‐term records, unregulated flow, and provided aerial coverage of the State. The analysis found that a statistically significant increasing trend was occurring for watersheds where the primary land use was agriculture. Most gaging stations where the land cover was forest had no significant trend. A method to estimate the average annual base flow at ungaged sites was developed by multiple‐regression analysis using basin characteristics. The equation with the lowest standard error of estimate, 9.5%, has drainage area, soil infiltration and base flow factor as independent variables. To determine the average annual base flow for smaller watersheds, estimates were made at low‐flow partial‐record stations in 3 of the 12 major river basins in Wisconsin. Regression equations were developed for each of the three major river basins using basin characteristics. Drainage area, soil infiltration, basin storage and base‐flow factor were the independent variables in the regression equations with the lowest standard error of estimate. The standard error of estimate ranged from 17% to 52% for the three river basins.  相似文献
