The success of conserving biological resources in any Biosphere Reserve or protected area depends on the extent of support and positive attitudes and perceptions of local people have towards such establishments. Ignoring the dependence of the local people for their subsistence needs on resources of such areas leads to conflicts between protected area managers and the local inhabitants. Crop yield losses and livestock depredation were serious problems observed in most buffer zone villages of Nanda Devi Biosphere Reserve. In the present study 10 villages situated in the buffer zone of Nanada Devi Biosphere Reserve (1612 km2 area) in Chamoli district of Uttaranchal, India were studied during 1996-97 using a questionnaire survey of each household (419 = households; 2253 = total population in 1991; 273 ha = cultivated area). Estimates of crop yield losses were made using paired plots technique in four representative villages for each crop species. The magnitude of crop yield losses varied significantly with the distance of agricultural field from forest boundary. The total crop yield losses were high for wheat and potato in all the villages. The spatial distribution of total crop yield losses in any village indicated that they were highest in the area near to forest and least in the area near to village for all crops. Losses from areas near to forest contributed to more than 50% of total losses for each crop in all villages. However, in Lata, Peng and Tolma villages, the losses are high for kidney bean and chemmi (local variety of kidney bean) which varied between 18.5% to 30% of total losses in those villages. Potato alone represents 43.6% of total crop yield loss due to wildlife in Dronagiri village in monetary terms. Among the crops, the monetary value of yield losses are least for amaranth and highest for kidney bean. The projected total value of crop yield losses due to wildlife damage for buffer zone villages located in Garhwal Himalaya is about Rs. 538,620 (US$ 15,389). Besides food grains, horticultural crops i.e. apple, also suffered maximum damage. Major wildlife agents responsible for crop damage were wild boar, bear, porcupine, monkey, musk deer and partridge (chokor). Monkey and wild boar alone accounted for about 50% to 60% of total crop damage in the study villages. Goat and sheep are the major livestock killed by leopard. The total value of livestock losses at prevailing market rates is about Rs. 1,024,520 (US$ 29,272) in the study villages. Due to existing conservation policies and laxity in implementation of preventive measures, the problems for local inhabitants are increasing. Potential solutions discussed emphasize the need to undertake suitable and appropriate protective measures to minimize the crop losses. Change in cropping and crop composition, particularly cultivation of medicinal plants (high value low volume crops), were also suggested. Besides, fair and quick disbursement of compensation for crop loss and livestock killing need to be adopted. Local people of the buffer zone area already have a negative attitude towards park/reserve establishment due to socio-political changes inducing major economic losses and this attitude may lead to clashes and confrontations if proper ameliorative measures are not taken immediately.  相似文献

This paper examines local people's knowledge, attitudes and perceptions towards Wolong Biosphere Reserve (WBR) and its management policies. Pertinent data were collected through a questionnaire survey and group discussions. This study revealed that local people's perceptions were affected by many factors, including education, gender, residence location, household size and acreage of land owned. Although most respondents had limited knowledge about WBR because of their absence in WBR management, they held a positive attitude towards WBR. An in-depth analysis of their attitudes and perceptions showed that two potential conflicts might affect biodiversity conservation and protected area management. One of them was the imbalance between the limited cropland holding and the oversupply of the labor force, and the other one was the increase in electricity price versus the decrease in economic incentives for the Natural Forest Protection Project. The study also revealed that relocation was considered unacceptable to most respondents. However, those residing far from the main road were willing to relocate more than those near the main road. Based on our studies, some recommendations are given for improvement of WBR management.  相似文献

Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term.  相似文献

Aquatic macroinvertebrate diversity in the Nanda Devi Biosphere Reserve (NDBR) was monitored for a period of twelve months (September 2000 to August 2001). All the important hydrological attributes were measured monthly for one year. Macroinvertebrates were sampled from three sites (S1$, S2$, & S3$) of the headwater stream Dhauliganga of NDBR. The present study revealed that the velocity of the water current, hydromedian depth, turbidity and dissolved oxygen in addition to nature and size of the bottom substrates have their significant impact on benthic invertebrate diversity. The ecological relevance of the measured hydrological attributes was investigated by comparing their degree of correlation with invertebrate density and diversity. Macroinvertebrate diversity was found to be highest (3.096 ± 0.03) in winter months (November–January) and lowest (2.816 ± 0.02) in monsoon months (July–August). The high diversity of macroinvertebrates may be due to low turbidity, high water transparency, optimum water temperature, high dissolved oxygen, low water velocity and suitable composition of the bottom substrates.  相似文献

Local inhabitants' perceptions, preferences, and reactions were investigated in Vikos-Aoos National Park, 25 years after its designation. Knowledge of aims of the park and source of information about them, necessity for infrastructure, reactions to certain policies, and effectiveness of administration and management scheme were studied by means of a questionnaire survey. Personal interviews were performed by systematic sampling, which resulted in 203 cases for analysis. Most respondents said that they had knowledge of the aims of the national park, and this was positively associated with education; protection of flora and fauna was identified by most as the main aim, and the management authority (the Forest Service) ranked first in order as source of information. Tourism development of the area was seen as a positive change, and recreation facilities and improvement in accessibility were considered of high priority for development. The investigation into peoples' reactions to several possible alternative management policies revealed willingness to accept certain restrictions on their agricultural use of the land. A policy of nonintensive agriculture with compensation for loss of income, if the ecosystems of the park were in danger, seems the most acceptable. Long-term leasing of farms by the Forest Service was another policy with a high degree of acceptance, especially for certain occupational groups; those working in the secondary and tertiary sectors of economy would accept such a policy more easily than those working in the primary sector. Finally, a very large majority of the respondents expressed a preference for a new administration and management scheme with the participation of local communities in the decision-making process.  相似文献

Ecotourism development is closely associated with the sustainability of protected natural areas. When facilitated by appropriate management, ecotourism can contribute to conservation and development, as well as the well-being of local communities. As such, ecotourism has been proposed and practiced in different forms in many places, including China. This study assesses ecotourism development at Xingkai Lake National Nature Reserve in Heilongjiang Province, China. Key informant interviews were conducted with representatives from the provincial Forestry Department, the Nature Reserve, and the local community. Observation was undertaken on three site visits and secondary data were collected. The potential for providing quality natural experiences is high and tourism development is occurring rapidly. However, current relationships between people, resources, and tourism have yet to provide mutual benefits necessary for successful ecotourism. The multi-stakeholder management style and the ambiguity of landownership within the nature reserve constitute structural difficulties for ecotourism management and operation. Although participation in ecotourism could provide a livelihood opportunity and interests in involvement in tourism have been identified among the local fishing community, current involvement is limited mainly due to the lack of mechanisms for participation. Therefore, it is recommended that management programs and government policies should be established to provide a platform for community participation in ecotourism. Then, a positive synergistic relationship between tourism, environment, and community could be developed. Planning and policy requirements are discussed for ecotourism development in protected areas in China.  相似文献

Seventy-six users of a camp grounds along the River Loing (France) took part in semi-directive interviews concerning their perceptions of water pollution levels of the river. The results of the interviews were analysed in conjunction with objective water pollution data supplied by the water quality monitoring authority. While there is some relationship between subjective estimates and objective quality classifications many people appear to be tolerant of water pollution. Quality estimates do not seem to be affected by the specific water-related activities of the respondents. A number of criteria are used by respondents in achieving their overall assessment of water quality (colour, presence/absence of water plants and algae, presence/absence of floating debris, odour, movement and clarity). These criteria appear to be used hierarchically and in a multi-stage judgmental process.  相似文献

Traditional natural resource management approaches often focus on a specific natural resource and ignore social components other than economic value. In contrast, new approaches to resource management, such as those employing ecosystem management strategies, recognize and strive to incorporate other social components of the managed system. This study uses a content analysis of regional newspaper coverage of two relatively new reserves in river-floodplain systems, the Lower Wisconsin State Riverway and the Middle Elbe Biosphere Reserve, to analyze each reserve’s success in managing the social components of its resources during each reserve’s first ten years. The results suggest that positive coverage of both reserves has increased, as has the perceived authority of the reserve staff, as measured by trends in the quantity of direct quotes. The Middle Elbe Biosphere Reserve received approximately three times more coverage than its Wisconsin counterpart, suggesting that the more extensive public outreach program of the former is an important tool in dealing with social issues within a conservation reserve.  相似文献

The perceptions and attitudes of local people in heritage sites strongly influence their behaviour related to protecting heritage resources and improving management. In this study, we collected pertinent data through a questionnaire and group discussions to examine local people's attitudes and perceptions toward participation in heritage protection in Wuyishan Scenery District (WSD). Logistic regression was used to identify the factors that influence local people's perceptions of heritage protection behaviours. The results indicate that education level is the most critical factor in local people's initiatives to protect heritage resources. Local people with higher education levels pay more attention to the status of WSD and behave more positively with regard to conservation. Gender and income are relatively important factors in perceptions of heritage. Males have better knowledge of heritage resources than females do, and inhabitants with higher income levels are more likely to participate in protection, especially after WSD was listed as a World Heritage Site. Education level was always a key demographic factor before and after WSD's listing on the Heritage List. Household size was a significant factor before WSD was listed on the Heritage List, but it was not significant after, when household income became a significant factor.  相似文献

Disturbances by insects have considerable effect on the heterogeneity of forested landscapes in North America. Responding to calls for bringing human dimensions of landscape disturbance and heterogeneity into ecological assessments and management strategies, this paper explores linkages between biophysical, socioeconomic, and perceptual aspects of a mountain pine beetle (MPB) (Dendroctonus ponderosae) outbreak in north central Colorado. Findings are presented from surveys conducted with residents of nine Colorado communities and variations in local perceptions of MPB risks and forest management attitudes are compared to indices of tree mortality and amenity characteristics. Findings suggest respondents from lower amenity communities with more recent emphasis on resource extraction and higher tree mortality had significantly higher risk perceptions of some MPB impacts, lower trust in federal forest management, and higher faith in forest industry and specific industry options than those from higher amenity communities with less tree mortality. While not implying these contextual influences fully explain such perceptual dimensions, this paper explores possible implications of heterogeneity across human landscapes for improving the saliency and efficiency of regional forest management and planning.  相似文献

It is generally accepted that the current growth in personal car use poses a serious threat to local communities and the environment, and that radical changes in transport policy are needed. In order for local authorities to develop acceptable sustainable transport options, it will be necessary that they have a clear view of the attitudes and perceptions of various groups in their community. This research compared the views of elected members and officers with those of residents and organisations in relation to the local transport situation and the use of car travel reduction measures. It was found that the views of elected members and officers reflect those of residents rather well. The views of local organisations, however, were different. Organisations were, in particular, more negative about policy measures that aim to reduce car use in the town centre. They also attached more importance to the viability of the local economy than the other respondents. However, they did agree with the other groups that the quality of life in the community would improve if there was less traffic. The consequences of these findings for local transport planning are discussed.  相似文献

Biosphere Reserves attempt to align existing biodiversity conservation with sustainable resource use, specifically for improving socio-economic circumstances of resident communities. Typically, the Biosphere Reserve model is applied to an established landscape mosaic of existing land uses; these are often socio-ecological systems where strict environmental protection and community livelihoods are in conflict, and environmental degradation frequently accompanies “use”. This raises challenges for successful implementation of the model, as the reality of the existing land-use mosaic undermines the theoretical aspirations of the Biosphere concept. This study focuses on the Kruger to Canyons Biosphere Reserve (K2C), South Africa; a socio-ecological landscape where formal conservation is juxtaposed against extensive impoverished rural communities. We focus on land-cover changes of the existing land-use mosaic (1993–2006), specifically selected land-cover classes identified as important for biodiversity conservation and local-level resource utilization. We discuss the implications of transformation for conservation, sustainable resource-use, and K2C’s functioning as a “Biosphere Reserve”. Spatially, changes radiated outward from the settlement expanse, with little regard for the theoretical land-use zonation of the Biosphere Reserve. Settlement growth tracked transport routes, transforming cohesive areas of communal-use rangelands. Given the interdependencies between the settlement population and local environmental resources, the Impacted Vegetation class expanded accordingly, fragmenting the Intact Vegetation class, and merging rangelands. This has serious implications for sustainability of communal harvesting areas, and further transformation of intact habitat. The distribution and magnitude of Intact Vegetation losses raise concerns around connectivity and edge effects, with long-term consequences for ecological integrity of remnant habitat, and K2C’s existing network of protected areas.  相似文献

Local people's perceptions of planning and management issues were investigated in Prespes Lakes National Park in north-western Greece, 24 years after designation. Ensued conflicts due to lack of local community participation in the designation procedure and in the decision-making process thereafter necessitated this research. Knowledge of the park and its aims, source of information about aims, necessity for works and facilities, attitudes toward certain policies, and effectiveness of administration and management scheme, were studied by means of a questionnaire survey. Respondents were contacted by systematic sampling, which resulted in 201 cases for analysis. Poor knowledge of aims associated with education of people was revealed and the managing authority (the Forest Service) as source of information was mentioned in only one case. Forest recreation facilities and improvement of accessibility were considered of high priority, as means of possible tourism development of the area. A policy of non-intensive agriculture with compensation for loss of income, if the wetlands of the park were in danger, seems acceptable, younger ages accepting it more easily. The need for a new administration and management scheme with the participation of local communities in the decision-making process was revealed, supported mainly by the younger age groups. Finally, the results indicated that the information derived from such research could help managers of protected areas to resolve arising conflicts.  相似文献

In recent decades, protected-area management in many developing countries has been molded to win the support and participation of local people. Increasingly, research initiatives are undertaken to enhance understanding of the perceptions and attitudes of rural stakeholders. The effectiveness of the expanding protected-area system in China is critically constrained by similar considerations of community mentality. This paper provides an empirical assessment of local responses towards conservation efforts based on a case study of the recently established Shimentai Nature Reserve (SNR) situated in Yingde, Guangdong Province, China. Questionnaire surveys, face-to-face interviews, and group discussions were employed to gauge local residents' knowledge, perceptions, and expectations towards the SNR. The study covered seven villages situated in and around the reserve, grouped into far-zone (floodplain) and near-zone (upland) categories, accommodating Hakka (Han) and minority Yao peoples. Many respondents had inadequate knowledge, understanding, and perceptions of the reserve. Although most respondents welcomed the expected park-related dividends, the most affected near-zone villagers anticipated losses due to restriction on traditional resource-extraction activities in the forest. The local expectations were influenced by place of residence, emigration of rural young, and household affluence. The lack of local participation in management and inadequate dissemination of information posed obstacles to effective conservation. The high expectation of accruing benefits from development projects, including tourism, might be misplaced and might not be realized. The present honeymoon period of positive attitudes could end soon if the hopes remain unfulfilled for too long. The need to win sustained local support and provide alternative means of livelihood is emphasized.  相似文献

A supportive attitude of residents towards protected areas is crucial for successful implementation and management, particularly in densely populated regions such as Central Europe. While previous studies have revealed that emotional and cultural drivers, as well as information level and group membership, can influence attitudes towards protected areas, the effect of place-attachment dimensions remains unclear. A postal survey among local residents (N = 460) explored factors influencing attitudes towards the Lungau (-Nockberge) Biosphere Reserve in Austria before its official recognition. Results indicated societal support throughout all socio-demographic strata. A logistic regression showed that, besides socio-demographics and information level, place attachment had a significant influence on the acceptance of the biosphere reserve. Supporters and opponents showed both high place identity and dependence, while waverers scored low on these dimensions. Results indicate that place attachment is relevant for the design of participatory processes as well as for developing management policies for biosphere reserves.  相似文献

The photovoice research project, “At the water's edge”, which gives voice to communities exploring the threats and impact of climate change and rising sea levels on coastal communities, was conducted during an environmental art symposium in the Noosa Biosphere Reserve, Australia in June 2009. Photos by participants illustrated both local and global threats and reflected psychological tension between global and local action. This research partnership with the local people demonstrated an innovative visualisation technique which can be used to collaboratively build capacity and consensus about adaptation to climate change. It also contributed to the Biosphere Reserve's educational and cultural aims in relation to climate change.  相似文献

Summary This paper outlines the second phase of an ecotourism project undertaken in the Santa Elena community, in the Monteverde region of Costa Rica. The community originally established a rainforest reserve with the help of Youth Challenge International in an attempt to provide a wider economic base and employment for the area. The project has been successful in the first phase in that it is now drawing an annual income of US$40 000 and it employs guides and management from the local community. In terms of the underlying principles usually aligned with ecotourism it has been successful but it is now necessary to evaluate the impacts this project is having on the community. The second phase of the project was to assess the sociocultural impacts of ecotourism on that community and the paper outlines this phase.Stephen Wearing is a lecturer in the School of Leisure and Tourism Studies at the University of Technology, Sydney. He lectures and consults in the area of tourism and environmental planning, and parks and protected area management. His particular interest is in ecotourism projects with local communities and he has spent much of the last 4 years working on the Santa Elena Project. River networks have both ecological and social benefits for urban development. However, river networks have suffered extensive destruction as a result of urbanization and industrialization, especially in China. River restoration is a growth business but suffers poor efficiency due to a lack of social understanding. Assessing the benefits of river system restoration and recognizing public preferences are critical for effective river ecosystem restoration and sustainable river management. This study used a choice experiment with a multinomial logit model and a random parameter logit model to assess respondents’ cognitive preferences regarding attributes of river networks, and their possible sources of heterogeneity. Results showed that riverfront condition was the attribute most preferred by respondents, while stream morphology was the least preferred. Results also illustrated that the current status of each of three river network attributes was not desirable, and respondents would prefer a river network with a “branch pattern,” that is “limpid with no odor,” and “accessible with vegetation.” Estimated willingness to pay was mainly affected by household monthly income, residential location, and whether respondents had household members engaged in a water protection career. The assessment results can provide guidance and a reference for managers, sponsors, and researchers.  相似文献

Increasing levels of household waste have raced up national, regional and municipal environmental policy agendas around the world, especially as heavy reliance on landfill and incineration is becoming prohibitively expensive and also a high profile source of local voter dissent or vociferous NIMBY behaviour. In an attempt to reduce reliance on these options, UK local authorities have increasingly been forced to turn to recycling. This paper reports on a broad empirical study of household recycling, utilizing national survey-based evidence (drawn from over 31 000 interviews in Scotland). Hitherto, very few published empirical studies have addressed the household recycling decision using national survey data to furnish baseline evidence. For this purpose logit analysis is undertaken, using data extracted from the Scottish Household Surveys of 2000 and 2001. This work also serves as the basis for further detailed modelling of a selection of illustrative household types. After consideration of particular waste streams and the availability of different recycling schemes, the effects on the probability of recycling participation of age, income level, household composition, car ownership and local authority were analysed. While there are clear income effects, the picture regarding the impact of household composition and some other factors is more complex.  相似文献
