ABSTRACTIn 2015, the UN adopted a new set of Sustainable Development Goals (SDGs) to eradicate poverty, establish socioeconomic inclusion and protect the environment. Critical voices such as the International Council for Science (ICSU), however, have expressed concerns about the potential incompatibility of the SDGs, specifically the incompatibility of socio-economic development and environmental sustainability. In this paper, we test, quantify and model the alleged inconsistency of SDGs. Our analyses show which SDGs are consistent and which are conflicting. We measure the extent of inconsistency and conclude that the SDG agenda will fail as a whole if we continue with business as usual. We further explore the nature of the inconsistencies using dynamical systems models, which reveal that the focus on economic growth and consumption as a means for development underlies the inconsistency. Our models also show that there are factors which can contribute to development (health programmes, government investment) on the one hand and ecological sustainability (renewable energy) on the other, without triggering the conflict between incompatible SDGs. 相似文献

ABSTRACTSince the United Nations approved the eight Millennium Development Goals in 2000 and, 15 years later, the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), the highest political institutions in the world have not stopped worrying about achieving the sustainability of the planet. Also in 2015, the European Commission prepared the European Union Action Plan for the Circular Economy, seeking a transition towards a less linear economy, in which products, materials, and resources are kept in the system for as long as possible and in which the generation of waste is minimized.Since then, the European Union has continued issuing reports and communications to accelerate this process in search of a circular economy, making continuous references to the fact that, through circular economy initiatives, the SDGs would be fulfilled. In this context, the objectives of this paper are 1) to determine, through exploratory factor analysis and correlation analysis, whether there is a statistically significant relationship between circular economy initiatives undertaken in the EU and compliance with the SDGs; 2) to check, through a cluster analysis, if there are homogeneous groups of countries worldwide in terms of compliance with the SDGs; and 3) using this same technique, to check whether the countries that make up the EU achieve similar results in terms of compliance with the SDGs. 相似文献

The United Nations General Assembly agreed and approved in September 2015 the document ‘2030 Agenda for Sustainable Development’, which contains a set of measures aiming to balance economic progress and protection of the environment, whilst at the same time remain aware of the need to address the many disparities still seen between industrialised and developing countries. The Agenda document consists of 17 Sustainable Development Goals (SDGs), which among many other tasks, intend to eradicate poverty and create better health conditions in both developed and developing countries. But despite the need for and the relevance of the SDGs, it is unclear how they may help to address present and future sustainability challenges. Based on the need to shed some light on such a relationship, this paper describes each of the SDGs, and offers an analysis of the extent to which their implementation may offer support to ongoing attempts to handle some of the pressing problems seen in pursuing sustainable development. Three case studies are presented to show in practice how best the SDGs can be handled. The paper concludes that the process of implementing the SDGs offers unrivalled opportunities to advance equal opportunity and foster economic empowerment, helping countries to promote the cause of sustainable development in their territories, hence benefiting their populations. 相似文献

Environmental unsustainability is due to both structural features and historically specific characteristics of industrial capitalism resulting in specific patterns of production and consumption, as well as population growth. Sustainability literature criticises the established corporate and political power hegemonies, interested in maintaining economic growth, as well as inability or unwillingness of citizen-consumers to counteract these hegemonic tendencies. Yet, official policies are still targeted at social and economic ‘development’ as a panacea for unsustainability challenges. Instead, renewed accent on social and economic objectives are outlined by a set of sustainable development goals (SDG) that include objectives of fighting poverty, promoting better health, reducing mortality, and stimulating equitable economic growth. What is less commonly critiqued is the underlying morality of unsustainability and ethical questions concerned with the ‘victims of unsustainability’ outside of socioeconomic discourse. The achievement of SDG goals, as will be further elaborated on in this article, is unlikely to lead to greater social equality and economic prosperity, but to a greater spread of unsustainable production and consumption, continuous economic as well as population growth that has caused environmental problems in the first place and further objectification of environment and its elements. This article argues that an invocation of ethical duty toward environment and its elements is required in order to move beyond the current status quo. Such ethical approach to unsustainability can effectively address the shortcomings of the mainstream sustainability discourse that is mainly anthropocentric and therefore fails to identify the correct locus of unsustainability. 相似文献

SUMMARY Significant interest in the concept of sustainable development exists amongst scientists, planners, policy makers and the public, and considerable effort and expenditure is made or envisaged at local, national and international levels to promote a more sustainable society. Until ‘green accounting’ and similar systems are made available and are implemented, the sustainability indicator will be the most effective tool available for monitoring progress towards a more sustainable society. Sustainability indicators are already available but are characterized by a poor or absent theoretical underpinning. This paper addresses this problem by proposing a methodological framework that can be applied to the construction of indicators of sustainable development. In order to be consistent with widely accepted definitions of sustainable development, considerations relating to the measurement of quality of life and ecological integrity are central to the methodology. The methodological framework has relevance to a variety of spatial scales and to geographically diverse areas (urban or rural, developed or developing countries) so that a suite of sustainability indicators can be produced that is tailored to the needs and resources of the indicator user, but which remains rooted firmly in the fundamental principles of sustainable development. 相似文献

The role of spatial scale in sustainable development is assessed by dividing the world into multiple spatial units at different levels on a socio-political spatial scale. The basic patterns of sustainable development do not appear to be evident at all spatial levels, owing to the absence of some capital stocks and the conversion processes linking them, but environmental economics theory can be generalized to explain phenomena at various levels. Capital conversion processes influencing the sustainability of development of spatial units are constrained by processes at different levels, e.g. those imposing environmental conditions on development or affecting availability of investment capital. The autonomy of individual spatial units is also compromised by capital transfers to and from other units at the same level, so it is proposed that the sustainability of development of a particular unit should be estimated using net, rather than gross capital trends. Because of uneven development the same degree of sustainability should not be expected at the same time for all spatial units at the same spatial level. 相似文献

Regular physical activity may be a tool in the prevention of sedentary behaviour, overweight, obesity, and obesity-related diseases and plays a fundamental role in health promotion. Moreover, it helps to educate, to develop tolerance and respect for others, to increase interindividual and international exchange, plays a role in social integration, and contributes to an increase in individual sustainable development (ISD). ISD is an extension of the concept of the sustainable development (SD). Its aim is to promote a long, healthy and autonomous life, in conformity with the physical and social environment and economic needs. SUMMARY A participatory research programme was conducted in the groundnut basin of Senegal, where there was a need to intensify the local farming systems. The research yielded a set of technical references and profitable innovations, which were introduced through specific development actions. The technology transfer aims at the establishment of sustainable farming systems and takes into account the climatic risks and innovation costs. Identification of research themes and implementation of results was based on various analyses: climatic analysis at regional level (establishment of climatic zones) and identification of constraints at farm level. Farmers' interests and the research results were combined to define suitable interventions for each surveyed farm, with the aim of increasing farm income and restoring soil fertility. The research also yielded elements for formulating an appropriate and realistic agricultural policy for the region. Clearly, the development of livestock farming activities is essential in bringing new economic life into the region and increasing the sustainability of farming systems in erratic climatic conditions. 相似文献

The central argument of the paper is that effective pollution prevention can be achieved only by integrated land-use planning which offers the broad framework for co-ordinating technological and non-technological means to achieve sustainable development. The paper first reviews the role of land-use in preventing or contributing to pollution over time, focusing especially on contemporary efforts to promote environmental protection through land-use planning and management. The relationship between land-use, pollution and sustainable development is analysed by examining the most important types of land-use-related problems, discussing their causes and identifying a number of land-use-related constraints to sustainable development. Finally, a land-use planning and policy framework approach to pollution prevention for sustainable development is outlined which emphasizes the need for integrated analysis of pollution problems and adoption of comprehensive approaches to their solution. SUMMARY This article presents the heuristic ‘Restrictions and Options’ that was created in an interdisciplinary research team to identify restricting and supporting factors regarding sustainable ways of actions for different institutional and individual actors in the need-field of nutrition. The heuristic format is first presented on a general level. Then it is combined with two different approaches: first, with a systemic constructivist approach to organization theory, and second, with the ipsative theory of action (psychology). Its abilities are illustrated by examples from two research projects. The heuristic tool was developed to help identify relevant factors that restrict or support sustainable development in two empirical settings and also could be used to compare the findings. In this paper, we review three broad classes of indicators of sustainable development. These are economic, ecological and sociopolitical indicators. We then report the results of a pilot study which measured five different indicators for Scotland: an approximate environmentally-adjusted Net National Product; the Pearce-Atkinson Measure; Net Primary Production; Appropriated Carrying Capacity; and the Index of Sustainable Economic Welfare. We find that not all indicators point in the same direction, but a majority suggest that Scotland is at best only marginally sustainable. Data limitations, however, suggest a degree of caution in the interpretation of these results. 相似文献

This research letter focuses on tourist behavior and tourism business operators’ contributions to rural mountain region economic growth and sustainable development when using social media. Data were collected from 43 interviews from different tourism business operators, and a questionnaire survey of 576 tourists from the Gilgit-Baltistan, Pakistan. Drawing on development communication theory, the study reveals that there is a positive relationship between the tourists’ intentions and rural mountain region sustainable development. The study also reveals that most tourists are willing to pay more taxes when touring mountain regions. The real business outcomes from tourism business operators show that rural mountain region tourism creates better employment opportunities for the rural population. All tourists demonstrated the motivation to take part in rural mountain region sustainable development while touring rural locations. The study also offers policy implications. 相似文献

For almost a decade, the EU has pursued sustainable development not with one but with two overarching strategies: the so-called Lisbon Strategy and sustainable development strategies. While the Lisbon Strategy was a genuinely European policy response to global economic and social pressures, which was superseded by the ‘Europe 2020’ strategy in 2010, sustainable development strategies are ongoing cyclical processes that aim to better coordinate and integrate economic, social and, in particular, environmental policies at both the EU and Member State levels. This paper explores the horizontal governance linkages that existed between the two strategies. It first contrasts the Council rhetoric, emphasizing the complementarity of the two strategies with their different histories and governance arrangements. This paper then shows that the Council rhetoric of complementarity never materialized in the everyday governance routines of the two strategies, and provides three explanations for this finding. Based on these findings, this paper finally provides a brief outlook discussion on how to proceed with the governance of sustainable development in Europe. 相似文献

Sustainable development, as a multi-dimensional concept, is difficult to measure. Some efforts using indicators and indices have appeared in recent years, but most were developed on a national scale. Use of sustainability indicators has proven valuable for attaining better management of the environment by minimizing information gaps and maximizing community capabilities in terms of economic, social, environmental, and institutional sustainability dimensions. However, at least in the case of developing countries, the potential exists that national sustainability measures, based on national level indicators, may mask problems in sub-national zones with highly unsustainable conditions. This paper proposes a methodology to evaluate sustainable development at a local level, the use of which could be helpful in comparing different regions within a country or even among different countries. National sustainability indicators should result from a combination (whether additive or proportional) of regional sustainability indicators, as developed in this paper. 相似文献

SUMMARY The authors question Africa's ability to achieve sustainable development in view of the erosion of its institution building capacity, a problem compounded by the alarming rate of Africa's continuing marginalisation in the world economy. The situation has been provoked by inappropriate domestic policies which have not only compromised Africa's competitiveness, but also made it particularly vulnerable given the increasing globalisation of markets and factors of production. The benefits associated with effective global economic participation transcend direct financial gains and include technology transfers, technical and managerial skills transfers, and other skills transfers associated with the ‘learning and doing’ process. These benefits are instrumental in the development of the economic, administrative, legislative and social institutions that prescribe the organisational and managerial structure of an economy and define its capacity for sustainable growth. In Africa, the absence of such structures has undermined development efforts and created large impoverished populations. But poverty in living standards is not only prevalent, there is also the acute poverty in knowledge and skills which is so damaging to institution building capacity. The socio-economic impact is manifest in dilapidated infrastructure, decaying institutions, the exodus of the professional and managerial cadre, and the almost total disintegration of society. It is within this context that Africa's ability to evolve and effectively manage sustainable development policies is questioned. The study concludes that the continent's capacity to initiate sound environmental and sustainable development policies depends crucially on its ability to develop appropriate and functional institutions. 相似文献
