生产作业区重大危险源评估方法研究   总被引:1,自引:0,他引:1  
危险源是危险的根源,是系统中存在的可能发生意外释放能量的危险物质,开展重大危险源评估工作可有效预防和控制生产作业区重大安全事故的发生,保障人民群众生命财产安全,同时也为生产作业区安全监督管理提供依据。以某生产作业区为例,研究了生产作业区重大危险源辨识标准及分类分级方法,研究了重大危险源安全现状及危害等级的安全评估方法,指出了企业在重大危险源安全管理上应采取的安全技术措施和安全管理措施,为提高生产作业区安全管理水平,制定重大危险源专项应急预案提供了依据,上述辨识和评估思路和方法可为其他企业借鉴参考。  相似文献

Recognising the importance of establishing appropriate separation distances between hazardous installations and vulnerable residential areas for mitigating the effects of industrial accidents, the European legislation for the control of major accident hazards - the so-called Seveso II Directive - calls for procedures ensuring that technical advice is taken systematically into account for land-use planning (LUP) purposes. Due to historical, administrative, cultural and other reasons, these European Union’s Member States which have consolidated procedures for addressing this issue, have employed different approaches, methods and criteria, with a potential for great divergence in the resulting land-use planning decisions. In order to address this situation and to increase consistency and ‘defendability’ of land-use planning decisions in the EU, a European Working Group has been established and is operating under the coordination of the European Commission’s Joint Research Centre (JRC). This Group, consisting of experts from the EU Member States, the industry and the academia, is trying to understand the different approaches and their implications to LUP decision-making, to develop guidelines in support to these decisions and to examine data sources and tools for consistent application of risk assessment in support to LUP. This paper presents the activities of the Group, reviews the situation with respect to LUP in Europe and discusses whether a direction towards more consistent LUP decisions is being followed in Europe.  相似文献

为客观掌握油气管道生产运营岗位主要作业风险,实现油气长输管道企业作业风险管理,提出一种作业分级定量风险评价方法。首先,辨识油气管道系统主要危险作业类型和引起作业事故的危险有害因素;然后由作业分级法确定事故发生的可能性与严重性;最后建立基于作业分级的风险矩阵,得到各作业活动的风险级别。将该方法应用于某管道公司,以该公司生产区内部高处作业为例,对作业过程中的危险有害因素进行识别与评价,得出高处作业过程中各步骤的风险程度。结果表明该评价方法具有一定的可操作性,可反映各类危险作业过程中的风险程度,为后期有针对性的风险控制提供指导,有助于公司的风险管理。  相似文献

This paper deals with the major accident hazards associated with the intermediate temporary storage of dangerous substances in transportation-related activities. In particular, the hazards related to the presence of dangerous substances in port areas and marshalling yards are identified and analysed. Furthermore, a number of past accidents in transport interfaces have been collated from various sources and have been statistically analysed. The article reports the results of different methods of modelling releases and dispersion of dangerous gases or vapours in cases of major accidents from road and rail transportation in urban zones. Transport accidents of dangerous substances are increasingly frequent and can cause serious injuries in densely inhabited areas or pollution of the environment. For quantitative risk assessment and mitigation planning, consequence modelling is necessary.

The modelling of dangerous substance dispersion by standard methods does not fully represent the behaviour of toxic or flammable clouds in obstructed areas such as street canyons. Therefore the predictions from common software packages as ALOHA, EFFECTS, TerEx should be augmented with computational fluid dynamics (CFD) models or physical modelling in aerodynamic tunnels, and further studies are planned to do this.

The goal of this article is to present the results of the first approach of modelling using these standard methods and to demonstrate the importance of the next development stage in the area of transport accident modelling of releases and dispersions of dangerous substances in urban zones in cases of major accident or terrorist attacks.  相似文献

The paper is focusing on road tunnel safety and builds upon the Directive 2004/54/EC launched by the European Commission; the latter sets basic requirements and suggests the implementation of risk assessment in several tunnel cases apart from technical measures imposed on the basis of tunnel structural and operational characteristics. Since the EU Directive does not indicate the method for performing risk assessment, a wide range of methods have been proposed, most of them based on quantitative risk assessment (QRA). Although the majority of current road tunnel QRAs assess physical aspects of the tunnel system and consider several hazards concerning the transportation of dangerous goods through a tunnel, they do not take into account, sufficiently, several organizational and human-related factors that can greatly affect the overall safety level of these critical infrastructures. To cope with this limitation this paper proposes a fuzzy logic system based on CREAM method for human reliability analysis (Hollnagel, 1998) in order to provide more sophisticated estimations of the tunnel operator's performance in safety critical situations. It is deduced that a human reliability analysis component to analyze operator performance, like the fuzzy system proposed here, is important for risk analysts. Consideration of organizational and human factors will enhance risk analysts’ studies and highlight the uncertainty related to human performance variability.  相似文献

The risk and the consequences of possible accidents at Ikonio (Piraeus harbour, Greece) are investigated and analyzed in this paper. At this harbour large cargoes of dangerous chemicals (toxic or flammable) are unloaded and stored in warehouses or in marshalling yards. Houses and a school are located near the plant and are directly exposed to danger in the case of an accident. The results were obtained by Breeze Hazard Professional software package, which contains several models for performing consequence modeling through quantitative risk assessment.  相似文献

Chemical accidents in the vicinity of densely populated areas can cause colossal damage. Close proximity of chemical facilities to the general public has been identified as a major issue for increased human exposure in 43% of the accidents investigated by the U.S. Chemical Safety Board (CSB). This emphasises the need for incorporating societal factors in risk assessment to plan actions in order to minimise exposure during accidents. The purpose of this research is to develop a model for the assessment of human vulnerability and risk due to chemical accidents. A GIS based methodology is proposed which uses computer aided hazard modelling tools and technical guidelines to model accidents and assesses population vulnerability. The population vulnerability is determined based on a set of societal indicators derived from relevant research work, expert opinions and suggestions by World Bank. Risk is defined as the probable magnitude of harm to humans and dependent on both the degrees of hazard and vulnerability. A case study is carried out by applying the methodology to Meghnaghat Industrial Area in Bangladesh. Accident scenarios are built and hazard modelling software ALOHA is used to spatially display accident footprints. Vulnerability of population is assessed using data from Bangladesh Bureau of Statistics (BBS) and field survey. The hazard footprints and vulnerability map are superimposed using mapping software ArcGIS to generate a composite risk map. The risk map is used to assess existing land use and recommendations are made for future land use planning. The composite risk map is expected to be of help for effective community response, emergency response planning and allocation of medical and support services during emergencies.  相似文献

为研究机械伤害事故风险因素的影响程度,更好地对机械系统进行安全管理,实现机械设备安全运行和生产,以某企业清理沥青修整机作业时发生的机械伤害事故为例对其进行风险评估,根据机械伤害事故的特点并结合《机械工厂安全性评价标准》构建了机械伤害风险评价指标体系,采用三角模糊数和网络分析法计算导致事故的各个因素和子因素的权重。结果表明,危险操作倾向、机器安全防护、身心状态是导致事故发生的直接因素,并据此提出了相应的风险预防措施,为机械伤害事故风险决策提供了有力依据。  相似文献

危化企业爆炸性危险环境下由静电放电引发的火灾爆炸时有发生,针对这一问题分析了危化企业气体、液体、固体、粉体及人体在不同生产工艺过程中静电电荷来源以及可能的静电放电形式。综合考虑静电点燃源形成可能性、爆炸性环境形成可能性、监控与控制措施有效性以及静电事故后果严重度,构建了基于改进LEC法的静电点燃危险评价方法,该评价方法能实现对危化企业静电点燃源危害的量化评估与分级。应用该方法对某加油站进行静电点燃危险评价,并根据评价结果提出了预防改进措施。  相似文献

在非煤矿山中,许多矿山因矿石含硫量高,在开采过程中经常发生矿石自燃火灾。因此,开展采场矿石自燃危险性评价意义重大。作者通过总结以往的评价方法,并在做了大量实验的基础上,建立了针对硫化矿石氧化自燃危险性的综合评价体系。首先,以“火灾、爆炸危险指数评价法”(DOW)为模型,根据影响硫化矿石自燃的因素分析,建立了针对硫化矿石自燃危险性的评价指数和等级。据此,结合新疆某矿的矿石自燃性开展评价。作者在评价过程中,考虑了该综合评价法在矿山生产中的实用性,评价方法中的各个影响因素都可以通过实验或者现场调查确定其应取的危险值,这种评价方法适用于所有的硫化矿山火灾危险性评价。  相似文献

The paper presents a brief summary of contents and implementation of the current Serbian regulations on the prevention and control of major accidents involving dangerous materials. Further, it discusses issues connected with implementation of the regulation, including inspection, review, and approval of safety reports. This regulation comprises legal requirements and methodological guidelines for risk analysis and preparation of emergency plans. Although the roots of the Serbian regulation are basically in the Seveso I Directive, this study revealed significant differences compared with current regulations and practice in Europe.  相似文献

国内外许多重大事故教训表明要危险化学品企业必须与外部脆弱性目标之间设置合理的安全防护距离。目前在危险化学品企业外部安全防护距离的监管过程中存在许多问题,如缺乏上位法的支撑,未纳入城市规划控制程序,缺乏专门的安全防护距离标准,事故隐患企业搬迁难,以及公众参与不足等。造成这些问题的原因有城市发展的压力,政府监管的缺失,部分企业盲目扩建、改造,周边区域违规开发建设。危险化学品企业的外部安全防护距离问题涉及到危险化学品企业、周边开发单位、公众以及政府四个主要利益相关方,目前所遇到的问题是土地资源在城市经济社会快速发展与公众安全需求提高之间矛盾下的必然结果。在立足国情借鉴国外做法的基础上,本文提出一些综合性策略和针对新建项目和现有企业的措施建议,目前解决危险化学品企业安全防护距离问题解决的关键是将危险化学品企业及其周边区域的土地利用规划的安全控制纳入城市规划许可程序中,以及利益相关方之间相互协调机制的建立。  相似文献

Despite, the overwhelming amount of currently available safety management systems (and accompanying tools) accidents with hazardous substances still occur every now and then in the process industries.In this paper a large number of recently occurred accidents in the process industries are analysed showing that reoccurring disruptions during daily operation were present in the causal path of these accidents. The reoccurring disruptions can be seen as pre-warning signals. Their existence forms a gap with the common proactive safety indicators. This gap exists of information, already present and available in daily operation, of which it is UNKNOWN (to the local assessor) that it may lead to unsafe situations/accidents, e.g. maintenance backlogs, quality reports, etc.It is argued that these reoccurring events should be considered to be included in the safety indicators after assessment by an extended body of knowledge, because these events seem to become increasingly important regarding the prevention of accidents that still occur nowadays.  相似文献

In this paper, after briefly outlining the main features of TRAT2, its application to the land transport of dangerous goods through the downtown of Messina is outlined. Owing to its particular location, there is a large flow of hazardous materials through the city of Messina. Many of these substances come from the greatest industrialised areas of Sicily. Goods reach the town by rail or road, and cross the Straits by ship. A complete inventory of dangerous substances, detailed in the paper, was the basis of a complete risk analysis, whose results, obtained by means of the TRAT2 software, have been analysed and discussed. From both individual risk distribution and societal risk curves the importance of parameters has been obtained and this has suggested measures to improve the safety of the urban area.  相似文献
