Summary In Queensland, Australia, instream resources planning ranges from "fragmentary" to overlooked. But the State of Queensland, with engineer dominant water management, is only a little behind some other Australian States and Western countries in evaluating the environmental uses and values of river systems. Management is pragmatic about its abundant water endowment! Highly contrasting biophysical environments, from arid to tropical rainforest, as well as a dominance of ephemeral river systems should not preclude instream assessment. The new coastal $A430 million, Burdekin Falls Dam, the "1800's dream" has radically altered that river and delta region for economically amorphous agricultural purposes and, seemingly, to encourage crocodiles to recreate. In comparison, the "urbanised" Brisbane River is the focus of southern state water use competition issues such as flooding, eutrophication, turbidity, public access, preservation of river islands, sand and gravel mining, and recreation. A veritable host of river related management authorities preside!Dr Diana Day is trained as a fluvial geomorphologist and a water policy analyst. Her research has focused on natural resources management especially related to water and soil/land assets. Dr Day is an editor of the newAustralian Journal of Soil and Water Conservation. Her many publications include a recent book entitledWater and Coal -Industry, Environment and Institutions in the Hunter Valley, N.S.W., published by The Australian National University, Canberra, where until recently she was a Research Fellow. This paper describes the development and implementation ofPREPLAN, A Pristine Environment Planning Language and Simulator, for two conservation areas in Australia, Kosciusko National Park (New South Wales) and Tutanning Nature Reserve (Western Australia).PREPLAN was derived from the North American gradient modeling systems and theForest Planning Language and Simulator (FORPLAN), but includes unique characteristics not previously available.PREPLAN includes an integrated resource management data base, modules for predicting site-specific vegetation, fuels, animals, fire behavior, and fire effects, and an English language instruction set.PREPLAN was developed specifically to provide available information and understanding of ecosystems to managers in a readily accessible and usable form, and to provide the motivation to conduct additional required research projects. An evaluation of the system's advantages and limitations is presented, and the way the utilization of such systems is improving natural area decision making throughout Australia is discussed.  相似文献

This paper includes the findings of MMI Thornton Tomasetti’s investigation into the measurement of resilience within infrastructure using systems thinking and focussed on value delivery. This paper provides a review of current practise across critical infrastructure sectors, based on a series of interviews undertaken with stakeholders from various UK infrastructure organisations. Gaps and opportunities were identified and an outline for a value-based approach to diagnosing, measuring and building resilience suggested. The performance of critical infrastructure sectors was also comparatively assessed using the suggested approach value metrics.  相似文献

Summary The author argues that sound, profitable and sustainable development should be pursued by all sections of the community: that there exist economic benefits to Governments in promoting sound ecological principles in development policies. He suggests that the environmental movement should be talking about development and environmental concerns as complementary issues, and believes that business enterprises should regard the limitation of environmental damage as simply one more facet of good business practice for good business reasons.Sir Arthur G. Norman, KBE, DFC, is the Chairman of The UK Centre for Economic and Environmental Development (CEED) and an interview with him was recently presented inThe Environmentalist 5 (3) 163–6. Participatory public engagement approaches such as Consensus Conferences, Deliberative Polling®, and Planning Cells have been used to try and resolve environmental disputes in Japan; however, the strengths and weaknesses of these approaches have not been analyzed adequately or comprehensively. This paper evaluates practical applications of each of the above participatory approaches and conducts a crosscutting analysis of these applications to evaluate how effectively each approach provides scientific information to participants and to consider how the quality of deliberations that occur during these processes affect their outputs. Based on existing classification of participatory processes, and methodology for public involvement in US environmental decision-making, this study compares and contrasts the processes and outcomes of 25 participatory planning case studies in Japan. After compiling a case inventory of participatory approaches, the features of one approach are documented using qualitative analysis, and the aspects of four other approaches are confirmed using crosscutting analysis. In so doing, the likely strengths and weaknesses of each approach are suggested as follows. When discussions require an understanding of scientific knowledge, the Consensus Conference tends to be more suitable than the DP approach. If the consensus of participants is expected, the Consensus Conference is also thought to be suitable. But through a DP process or Simplified Planning Cells approach, we can know the quantitative portion of each opinion through results of ballots. In sum, new participatory approach that incorporates strengths of the Consensus Conference and the Simplified Planning Cells into Local Environmental Planning is needed. Thus, the quality of consensus building could be improved.  相似文献

Summary The purpose of this paper is to develop specific ecological design criteria for a sustainable Canadian society. Ecological design criteria complement socio-political ones which have also been developed by the Sustainable Society Project at the University of Waterloo. The criteria derive from an evaluation of the major areas of human activity and interaction with the natural environment in light of our knowledge of ecological systems and resource management. The criteria, like the Sustainable Society Project as a whole, are an attempt to suggest needed, feasible, medium to long-term changes in human activities to comply with the ecological and socio-political limits and constraints that must be recognized in order to achieve societal sustainability. The specific design criteria identified here are not the only ones possible, desirable, or necessary — a complete and certain list is inherently impossible. But the design criteria developed here are illustrative of the kinds of changes that are necessary to achieve sustainability.Dr D. Summary The assessment of adverse effects of development projects is well established, as, for example, in the case of quarrying or a new urban road scheme. Environmental Improvement, on the other hand, is generally seen as a by-product of economic or development schemes. In the UK it is recognised as an important factor in attracting private sector investment, yet in project evaluation environmental improvements are often described in general terms but not quantified.Survey methods for establishing people's preferences are well established. Enhancement of the environment can be measured as a ratio by assessing the environment before and after improvement. This method has been applied in an evaluation of four case studies assessing the impact of Urban Development Grants in South Wales (Alden et al., 1987).Dr S M Romaya is an architect who possesses a planning qualification. His environmental interests relate particularly to urban centres and these form the focus of his research and many publications. In addition to conducting an architectural practice and being involved in consultancy, much of his working life has been spent in academic institutions; as an Associate Professor at the College of Engineering Technology, Baghdad; at Nottingham University; and now as a lecturer in Urban Design in the Department of Town Planning, UWIST, Cardiff. The British Government is proposing a new system of single‐tier development plans for England and Wales, with clear implications for the strategic level of planning. This paper considers a proposal by the Committee of Inquiry into Town and Country Planning set up by the Nuffield Foundation, for a revised strategic planning network which includes a ‘local strategy’. The paper considers the lessons to be drawn from the use of regional reports in Scotland since the early 1970s and concludes on a note of caution for the Government's proposals.  相似文献

Slurry management is a central topic in the agronomic and environmental analysis of intensive livestock production systems. The objective of this study is to compare the environmental performance of two scenarios of collective slurry management for the disposal of excess nitrogen from animal manure. The scenarios are the transfer of slurry and its injection to crop land, and the treatment of slurry in a collective biological treatment station. The study is based on a real case in the West of France, where a group of farmers is developing a collective plan for the disposal of almost 7000 m(3) of excess pig slurry. The evaluation is carried out by Life Cycle Assessment, where emissions and resource consumption are quantified and aggregated into four environmental impact categories: eutrophication, acidification, climate change, and non-renewable energy use. Ammonia emitted is the most important contributor to acidification and eutrophication, while methane contributes most to climate change. Both ammonia and methane are mostly emitted during the storage of slurry and, in the case of the treatment scenario, also during composting the solid fraction of the slurry. The two management strategies are similar with respect to climate change, whereas eutrophication and acidification are twice as large for treatment relative to transfer. Electricity needed for the treatment process is the main contributor to non-renewable energy use for the treatment scenario, while the transfer scenario represents a net energy saving, as energy saved by the reduction of mineral fertiliser use more than compensates for the energy needed for transport and injection of slurry. The overall environmental performance of transfer is better than that of treatment, as it involves less acidification, eutrophication and non-renewable energy use. The method employed and the results obtained in this study can provide elements for a transparent discussion of the advantages and disadvantages of contrasting excess slurry management scenarios as well as the identification of the main aspects determining their environmental performance.  相似文献

A eutrophication assessment method was developed as part of the National Estuarine Eutrophication Assessment (NEEA) Program. The program is designed to improve monitoring and assessment of eutrophication in the estuaries and coastal bays of the United States with the intent to guide management plans and develop analytical and research models and tools for managers. These tools will help guide and improve management success for estuaries and coastal resources. The assessment method, a Pressure-State-Response approach, uses a simple model to determine Pressure and statistical criteria for indicator variables (where applicable) to determine State. The Response determination is mostly heuristic, although research models are being developed to improve that component. The three components are determined individually and then combined into a single rating. Application to several systems in the European Union (E.U.), specifically in Portugal, shows that the method is transferable, and thus is useful for development of management measures in both the Unites States and E.U. This approach identifies and quantifies the key anthropogenic nutrient input sources to estuaries so that management measures can target inputs for maximum effect. Because nitrogen is often the limiting nutrient in estuarine systems, examples of source identification and quantification for nitrogen have been developed for 11 coastal watersheds on the U.S. east coast using the WATERSN model. In general, estuaries in the Northeastern United States receive most of their nitrogen from human sewage, followed by atmospheric deposition. This is in contrast to some watersheds in the Mid-Atlantic (Chesapeake Bay) and South Atlantic (Pamlico Sound), which receive most of their nitrogen from agricultural runoff. Source identification is important for implementing effective management measures that should be monitored for success using assessment methods, as described herein. For instance, these results suggest that Northeastern estuaries would likely benefit most from improved sewage treatment, where as the Mid and South Atlantic systems would benefit most from agricultural runoff reductions.  相似文献

Summary This paper describes use of the economic-cumenvironmental regional development planning process (as differentiated from regional economic planning and regional environmental planning) for its first application in the Asia-Pacific region, for The Songkhla Lake Basin Planning Study, in southern Thailand. The study project was carried out, with Asian Development Bank (ADB) loan financing, as a joint venture of the national economic and national environmental planning agencies. Because of its pioneering nature, in both technical and institutional aspects, numerous lessons were learned from the project. These are described, and yield guidelines valuable for future studies of this type.Dr Harvey F. Ludwig, Chairman of Seatec International Consulting Engineers in Bangkok, has a unique record of distinguished experience in environmental engineering. This includes, in addition to his present role, experience as a professor at the University of California at Berkeley, in research (four USA national awards), in government (as Assistant Chief Engineer of the US Public Health Service Engineering Group, the predecessor to USEPA), and with numerous international assistance agencies including the World Bank, ADB, and many UN affiliates. Dr Ludwig moved to live in Bangkok in 1973 and has since been a continuing adviser to the National Environment Board of Thailand and to the Institutes of Water Resources Research of Indonesia. He is the author/coauthor of some 160 professional publications and the senior author of a textbook onEnvironmental Technology in Developing Countries, now being printed by CRC Press of Boca Raton, Florida. The management of contaminated land is now assuming greater attention in Chinese debates on environmental governance. However, the existing management system appears ineffective as it lacks a clear policy framework and technical basis. In the United Kingdom (UK), contaminated land issues are dealt with through a risk-based approach. This approach emphasizes the application of risk approaches in both technical and integrated management systems. Conceptually, this paper outlines generic issues related to transferring programmes from one place to another. We argue that too much emphasis has been placed on the barriers to effective transfer, rather than focusing on methods of abstracting lessons for application in foreign settings. We then examine the Chinese system and its problems in managing contaminated land before turning to the UK risk-based approach to see what lessons can be learned from it. Four aspects are analyzed and compared: legislative and policy framework; administrative structure and capacity; technical approaches; and incentive strategy. Based on the experience of the UK in practice, some suggestions are then proposed for China in order to improve its management of contaminated land. We suggest that this should include: a focus on the problem sites; development of a risk-based technical approach and integrated management system; the introduction of financial incentives; and the use of planning control as a management strategy. It is believed that a risk-based integrated management approach may be helpful for China to achieve sustainable solutions for contaminated land.  相似文献

Many people within the further and higher education sector in the United Kingdom (UK) have now accepted that responsible environmental management of their day to day site operations is necessary, but they are still unclear as to what lengths they need to go to obtain marketplace credibility. Many people in other sectors believe that the only way to achieve real credibility in this area is to become accredited by the new British Standard BS7750 Specification for Environmental Management Systems. Others are expressing concern that such systems are cumbersome to operate and generate a needless level of bureaucracy and additional unwelcome paperwork.This paper briefly discusses the responsibilities of further and higher education institutions with regard to environmental management and outlines one possible alternative to the BS7750 approach, the Confederation of British Industry (CBI) Environment Initiative. It also outlines the approach taken by the University of Strathclyde over the past three years in the development of an environmental management manual for the Estates Management Department and the development of a system to control university-wide environmental management.In conclusion this paper will focus on the suitability of BS7750 systems within further and higher education institutions in comparison with the approach adopted in the CBI Environment Initiative.This paper was first presented at Global Forum '94 Academic Conference Towards a Sustainable Future: Promoting Sustainable Development, Manchester, UK.Mr K. This paper is concerned with stimulating debate amongst land-use planning practitioners and researchers in relation to the possible consequences of the European Union Water Framework Directive. The potentially far-reaching ramifications for the Town and Country Planning system in England and Wales are examined in detail, presenting the case that planning, at all spatial scales, may have to give both water and environmental concerns greater consideration than has hitherto been the case. The management of wild mushroom is interdisciplinary in nature, whereby the biophysical considerations have to be incorporated into the context of a wide range of social, economic and political concerns. However, to date, little documentation exists illustrating an interdisciplinary approach to management of wild mushrooms. Moreover, the empirical case studies necessary for developing applicable and practical methods are even more rare. This paper adopted an interdisciplinary approach combining participatory methods to improve the habitat management of Thelephora ganbajun, an endemic and one of the most economically valuable mushroom species in Southwest China. The paper documents an empirical case of how an interdisciplinary approach facilitated the development of a scientific basis for policy and management practice, and built the local capacity to create, adopt and sustain the new rules and techniques of mushroom management. With this integrative perspective, a sustainable management strategy was developed, which was found not only technically feasible for farmers, but also acceptable to the government from an ecological and policy-related perspective. More importantly, this approach has greatly contributed to raising the income of farmers. The paper highlights how the integration of biophysical and socioeconomic factors and different knowledge systems provided a holistic perspective to problem diagnosis and resolution, which helped to cope with conventional scientific dilemmas. Finally, it concludes that the success of this interdisciplinary approach is significant in the context of policy decentralization and reform for incorporating indigenous knowledge and local participation in forest management.  相似文献

ABSTRACT: The effects of changing nutrient inputs through land use management, waste water treatment, or effluent diversion are not clear, and managers are discovering that decisions which were effective in reversing eutrophication for one lake are often unsuccessful when applied to another. Simple empirical relationships are often used to predict the impact of management decisions. Errors in estimation could result in either substantial costs for overdesign or failure to meet desired eutrophication levels. This paper presents and illustrates a methodology to evaluate the impact of land use and water resource management decisions on lake eutrophication. The problems of worth of additional information, and uncertainty of estimates were handled within a cost-effectiveness framework. The probability of exceeding a critical level of eutrophication was considered as a measure of effectiveness. The cost criterion is the expected value of opportunity costs, costs of analysis and costs of additional information. Uncertainty analysis techniques were used to estimate the effectiveness of various management alternatives. Bayesian methods can be utilized to determine the worth of additional information. The methodology was applied to Beseck Lake, Connecticut, and the cost and effectiveness measures estimated for a number of land management alternatives. Worth of additional information was not determined in this initial effort in uncertainty analysis for lake eutrophication management.  相似文献
