In this paper, I will discuss some aspects of the Swedish policy to reduce pesticide use by 50%, a decision that has attracted great interest and may sometimes have been over-advertised. It has also been followed by similar programmes in other countries such as Denmark, Holland and Canada, What are the cultural and political backgrounds? What is general and what is specifically swedish? Why did the demand for this decision first occur in Sweden, where the problems concerning pesticide use are much less pronounced than in many other countries and agricultural areas? Does the Swedish policy imply a new approach with completely different conditions for pesticide use, or should it preferably be described as an adaptation to what modern pesticide and agricultural technology can achieve?  相似文献

Providing reliable and affordable wastewater treatment in rural areas is a challenge in many parts of the world, particularly in developing countries. The problems and limitations of the centralized approaches for wastewater treatment are progressively surfacing. Centralized wastewater collection and treatment systems are costly to build and operate, especially in areas with low population densities and dispersed households. Developing countries lack both the funding to construct centralized facilities and the technical expertise to manage and operate them. Alternatively, the decentralized approach for wastewater treatment which employs a combination of onsite and/or cluster systems is gaining more attention. Such an approach allows for flexibility in management, and simple as well as complex technologies are available. The decentralized system is not only a long-term solution for small communities but is more reliable and cost effective. This paper presents a review of the various decentralized approaches to wastewater treatment and management. A discussion as to their applicability in developing countries, primarily in rural areas, and challenges faced is emphasized all through the paper. While there are many impediments and challenges towards wastewater management in developing countries, these can be overcome by suitable planning and policy implementation. Understanding the receiving environment is crucial for technology selection and should be accomplished by conducting a comprehensive site evaluation process. Centralized management of the decentralized wastewater treatment systems is essential to ensure they are inspected and maintained regularly. Management strategies should be site specific accounting for social, cultural, environmental and economic conditions in the target area.  相似文献

Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. The analysis reveals that although cogeneration alone will not resolve power-shortage problems, it could produce more scheme in developing countries. The paper estimates the cogeneration potential in selected countries and identifies the technical, economic/financial and institutional issues of importance to cogeneration development in developing countries. The analysis reveals that although cogeneration alone will not resolve power-shortage problems, it could produce more than a 10% increase in the electricity-generation capacity in developing countries. ABSTRACT: During the last three decades, developing countries have invested enormous amounts of resources (running into billions of dollars) in the development of large surface irrigation systems. Investment funds were largely spent on the development of the main systems such as dams, canals and distributaries. Very little attention and resources have been spent on the development of below-the-outlet subsystems, in spite of very low levels of water use efficiency due to lack of proper land leveling, high water losses in field channels, and skewed distribution of available water among farmers served by individual water courses. This state of affairs has resulted in a lack of confidence on the part of most farmers in the reliability of surface irrigation systems to deliver water on time and in adequate quantities which, in turn, has resulted in farmers using below optimum levels of all other complementary inputs except labor. Realizing the importance of improving water use efficiency, both the domestic governments and donor agencies are increasingly paying serious attention to these problems. On-Farm Water Management (OFWM) as a strategy to improve water use efficiency and consequently agricultural production in many developing countries has been currently receiving very wide and vigorous consideration among economists, water management experts, policymakers, and donor agencies. A judicious use of the newly allocated funds of OFWM projects obviously needs proper evaluation procedures so that money could be allocated for the most deserving purposes and projects. In particular, recently, private profitability calculations due to public investments in OFWM activities have received attention from economists and decision makers in developing countries’governments and in donor agencies are very much interested in knowing the impacts of their investments in OFWM activities on farmers’income and welfare. However, the evaluation procedures commonly used in empirical studies, using a production function approach, seem to be at variance and sometimes inconsistent with proper comparative-static procedures. Thus, the primary objective of this paper is to develop consistent procedures for evaluating the impacts created by OFWM investments on farmers’income and resource use. In this context, the paper examines the critical relationship between the market price of the agricultural output and production function parameters which are affected by the OFWM investments.  相似文献

Five organic Sloping and Mountainous Olive Plantation Production Systems (SMOPS) have been studied in four olive-producing areas in four European countries (Spain, Italy, Greece and Portugal). Results indicate that these SMOPS provide ecological, economic and social benefits to the regions in which they are located, although most of these benefits are not strictly limited to the organic production systems. Erosion control and organic matter balance remain significant issues in four of the SMOPS and we suggest that subsidy support should be conditional on the implementation of additional soil and water conservation measures that should be provided with specific funding. Most of the SMOPS will remain dependent on a similar level of support in order for olive production to remain economically feasible. The lower profitability compared to non-organic olive production systems suggests that there is limited scope for expansion of organic olive production, although in the study areas where there is little such production, such as Western Crete (Greece) and Basilicata-Salerno (Italy) the scope remains great. The analysis of the reasons for the beneficial effects of olive cultivation in the areas studied indicates that in most cases soil management techniques adopted in or recommended for organic production systems could provide similar benefits in other production systems as well.  相似文献

This paper examines the evolution of the control by the state of mining and smelting from 1975 to 1989. In 1950, there was little state-owned mining capacity outside the centrally planned economies. A wave of nationalizations of mine assets swept over the developing countries in the late 1960s and early 1970s. State control continued to rise, in developing countries as well as in the developed market economy countries, until the mid-1980s, when the trend reversed. At present some 20% of Western world mineral production is state controlled. The level of control is highest for those minerals mined mainly in the developing countries, and lowest for those minerals mined mainly in the developed market economy countries. The current trend is toward privatization of state-owned mining enterprises in developed countries and it is expected that as the 1990s progress, privatization of such enterprises will also begin to take place in developing countries.  相似文献

Wetland protection and utilization sometimes appear to be in conflict, but promoting the wise use of wetlands can solve this problem. All countries face the challenge of sustainable development of wetlands to a greater or lesser extent, but the problem is especially urgent in developing countries, such as China, that want to accelerate their economic development without excessive environmental cost. Chinese wetlands contribute greatly to economic development, but improper use of these natural resources has endangered their existence. It is thus necessary to provide scientific guidance to managers and users of wetlands. In this paper, we analyze the present status of Chinese wetland protection and utilization, and discuss problems in six categories: a lack of public awareness of the need for wetland protection; insufficient funding for wetland protection and management; an imperfect legal system to protect wetlands; insufficient wetland research; lack of coordination among agencies and unclear responsibilities; and undeveloped technologies related to wetland use and protection. The wise use of Chinese wetlands will require improvements in four main areas: increased wetland utilization research, scientific management of wetland utilization, improved laws and regulations to protect wetlands, and wider dissemination of wetland knowledge. Based on these categories, we propose a framework for the optimization of wetland use by industry to provide guidance for China and other countries that cannot sacrifice economic benefits to protect their wetlands.  相似文献

ABSTRACT: Piped water supply and sewerage have been taken almost for granted in the developed countries. However, most people in the United States have little knowledge of the condition of public health amenities in the developing countries. The paper reviews the importance, background and current status of water and wastewater facilities in India. The relative situation in urban and rural areas, conventional practices in environmental hygiene, the programs for improvement and the problems involved with possible solutions are given. This paper explores similarities and differences in the knowledge, beliefs and actions that comprise the environmental attitudes of senior secondary school students in Australia and Brunei. Utilising data from a wider international study in Asia and the Pacific (Yencken et al. , 2000), the paper uses findings from these two countries to illustrate the pervasiveness of global environmental concerns over local cultural influences in the construction of youth environmental attitudes in Australia and Brunei. Thus, young people in these countries, as they do in all parts of the Asia-Pacific region, have very similar levels of environmental awareness and knowledge, sources of environmental, beliefs, systems or world views about the environment, and levels of perceived control over environmental trends. They also have a shared desire for schools to do more in the area of environmental education. The paper concludes that much more effort needs to be made in certain areas. The first is to encourage teachers and others who have influence over young people to develop their own knowledge and skills to be able to teach environmental education effectively. The second is in the area of curriculum and pedagogical reform so that young people explore the many possible ways in which current systems can change to support sustainability, in which current lifestyles reflect these systems, and in which their own actions can contribute to a sustainable future.  相似文献

Over the last decades, oil consumption in the developing countries hus been increasing rapidly. Road transport has accounted for most of this increase in demand. It is the thesis of this paper that future growth in oil demand in developing countries will occur mainly in the road transport sector and that this growth will be surprisingly strong. Estimated income and price elasticities for several developing countries are presented and forecasts for oil consumption in road transport in the developing countries up to 2010 are given.  相似文献

Landform-based physiographic maps, also called land systems inventories, have been widely and successfully used in undeveloped/rural areas in several locations, such as Australia, the western United States, Canada, and the British ex-colonies. This paper presents a case study of their application in a developed semi-urban/suburban area (Segovia, Spain) for land use planning purposes. The paper focuses in the information transfer process, showing how land use decision-makers, such as governments, planners, town managers, etc., can use the information developed from these maps to assist them. The paper also addresses several issues important to the development and use of this information, such as the goals of modern physiography, the types of landform-based mapping products, the problem of data management in developed areas, and the distinctions among data, interpretations, and decisions.  相似文献

ABSTRACT

Siting controversies have become familiar in windpower development. Process and outcome fairness in the form of economic benefits to local communities and inclusion in decision-making processes are recognised as important elements in local acceptance of windpower installations. To these, we add the concept of “relative fairness” influencing perceptions of overall fairness. In this article, we examine why Norwegian municipalities agree to host windpower, and the role of process, outcome and relative fairness in this decision. Municipalities are central in providing welfare services, and in ensuring a viable local economy and local workplaces. Process fairness is important, as is evident when municipalities have little influence in the detailed planning of the plants. Also, outcome fairness, in the form of economic compensation – particularly through property tax – is decisive for positive attitudes towards windfarms, as municipalities can strengthen their role as welfare providers and boost local economic activities. Less emphasised are the effects on global climate and national climate goals. However, effects on local landscape and nature are also important for municipalities, as became clear when the national government proposed withdrawing the municipalities’ possibilities of levying property taxes. The municipalities argue that it is only fair to receive something in return for hosting windmills, and relative fairness is important to their argument for equal treatment regarding hydro- and wind-power electricity production in the form of a natural resource tax.  相似文献

Substantial progress has been made in capturing coalbed methane (CBM gas), which constitutes a valuable source of clean burning energy. It is of utmost importance to recognize and study the various potential uses of coalbed methane and to understand the various technologies required, as well as their economics and any institutional constraints. In industrialized countries, the uses of coalbed methane are almost solely dependent on microeconomics; coalbed methane must compete for a market against natural gas and other energy sources – and frequently, coalbed methane is not competitive with other energy sources. In developing countries, on the other hand, particularly in countries where other sources of energy are in scarce supply, coalbed methane economics yields predictably positive results. Here, constraints to development of CBM utilization are mainly lack of technology and investment capital. Sociological aspects such as attitude and cultural habits, may also have a strong negative influence. This paper will outline the economics of coalbed methane utilization, particularly its competition with natural gas, and touch upon the many different uses to which coalbed methane may be applied. It is recommended that all potential uses of CBM gas must be carefully investigated for positive application, each on its own or in combination .  相似文献

This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

Environmental policies in the developing countries are the product of circumstances quite different from those found in advanced nations. As a result, such policies have thus far been rather permissive. There is, however, considerable variance among developing countries in this respect, as well as substantial change over time. Not much evidence has been uncovered pointing to a migration of industry and mining to ‘pollution havens’ in developing countries—the reverse in fact seems to be the case. Nevertheless, it is likely that environmental policies will remain less stringent in developingthan developed countries for the foreseeable future. Unlike the United States and the European Union, developing countries do not have sufficiently structured legal and institutional systems to apply certain environmental management tools such as ecological risk assessment. However, it is important for countries with valuable environmental and ecological resources to have appropriate tools and to strengthen their environmental management capabilities and capacities for the sake of those resources. The case study described in this paper attempts to be a case study towards developing environmental management plans, especially in developing countries. The problem formulation step of Ecological Risk Assessment applied in this study contributed to the basic elements of an environmental management plan including the following: the partnership-building process, prioritization of the problems and issues of the ecosystem, and development of the action plan. Based on the information provided by participants from a series of workshops held to develop an environmental management plan for Uluabat Lake, ecosystem risks were ranked and an action plan was formed. The results obtained with the aid of fuzzy set theory provided a base for identification of the action steps by allowing scientific information to be included in the process. The degree to which Uluabat Lakes problem formulation fits into the existing legal framework of Turkey is also analyzed in this paper.  相似文献

The aim of this paper is to highlight key social and economic drivers crucial to understanding community acceptance and adoption of decentralised water systems. The review focused on social science literature pertaining to alternative forms of household water, with an emphasis on research examining decentralised water acceptance. Researchers consistently reported that most communities were open to alternative water sources for domestic applications; however, this was highly dependent upon the level of personal contact with the water. Acceptance and adoption of alternative water technology, such as decentralised systems, was influenced by risk perception, water culture, and threat perception. Motivational drivers were also identified as potentially influencing adoption of decentralised systems. A clear limitation of the literature was found to be an over-reliance on measuring people's intentions to adopt alternative water systems and building a conceptual understanding of acceptance solely on hypothetical water supply scenarios. Further, within the social science literature there appears to be a skewing towards focusing on acceptance of centralised alternative water, such as recycled and desalinated water systems. Although there are some research outcomes that are generalizable to the decentralised water context, it is clear that there is a significant gap in the knowledge base of social drivers specific to the acceptance of decentralised water systems and the factors contributing to its widespread use. It is recommended that future research focus on examining public attitudes relevant to decentralised water systems, as well as adoption behaviours among current users of these systems. This will assist in developing policies specific to domestic decentralised water use.  相似文献
