随着联合国确立2030全球可持续发展目标和巴黎会议通过应对气候变化的全球协议,循环经济在世界各国的发展得到越来越多的重视,正在与低碳经济一起作为绿色经济的两个支柱,纳入主流的理论研究和政策研究。过去10年来,受到中国发展循环经济的刺激,国外特别是欧洲国家为了占领绿色经济制高点,强化了循环经济的研究与实践,在理论研究、政策创新、企业实践等方面取得了一系列重要成果。这反过来可以对中国未来深化循环经济起到促进和激励作用。本文从三个方面总结和评论最近10年来国外循环经济的进展及其启示。首先,指出循环经济从60年前的思想萌芽,经过过去20年的发展,当前在政府、专门组织以及学术研究等多种力量的推动下,正在进入波澜壮阔的第三波。其次,概括过去10年欧洲国家在循环经济领域取得的进展和成果,指出循环经济的理论与实践出现了整合化、系统化的趋势,重要如EMF提出了循环经济的系统模型;战略思路实现了从治理废弃物向预防和减少废弃物的转变,重要如欧盟提出了发展循环经济的一揽子计划;强调循环经济对于21世纪企业发展和创新具有重大意义,重要如埃森哲咨询公司提出了循环型企业的五种类型,其中产品服务系统和基于互联网平台的分享经济正在成为循环型企业发展的新前沿。最后,在前述研究的基础上,针对中国循环经济发展如何走上新台阶,如何实现经济社会发展与物质流消耗的绝对脱钩,从建构循环经济整体模式以及政府、企业、消费者、研究者等利益相关者合作推动等方面提出了相应的建议。  相似文献

The article deals with indicators framework to monitor implementation of the main EU (European Union) directives and other policy documents targeting sustainable energy development. The main EU directives which have impact on sustainable energy development are directives promoting energy efficiency and use of renewable energy sources, directives implementing greenhouse gas mitigation and atmospheric pollution reduction policies and other policy documents and strategies targeting energy sector. Promotion of use of renewable energy sources and energy efficiency improvements are among priorities of EU energy policy because the use of renewable energy sources and energy efficiency improvements has positive impact on energy security and climate change mitigation. The framework of indicators can be developed to establish the main targets set by EU energy and environmental policies allowing to connect indicators via chain of mutual impacts and to define policies and measures necessary to achieve established targets based on assessment of their impact on the targeted indicators representing sustainable energy development aims. The article discusses the application of indicators framework for EU sustainable energy policy analysis and presents the case study of this policy tool application for Baltic States. The article also discusses the use of biomass in Baltic States and future considerations in this field.  相似文献

建立和完善循环经济政策应遵循三个原则:服务于我国循环经济概念与内涵原则。服务于循环经济实践的原则。用足用好现有政策和补充缺位政策相结合的原则。我国发展循环经济的政策与法律体系应包括四大类:基本政策、核心政策和基础性政策。技术政策可以融入这四类政策之中。基本政策是统领循环经济所有政策的根本。是资源环境与社会经济发展相融合的综合性政策。基础性政策是指为循环经济重点领域实践创造良好制度环境的政策。大致包括宏观经济政策、基本经济制度、基础性激励政策和考核政策等。核心政策是直接推动循环经济重点实践领域的政策。在核心政策中。需要切实落实和用足用好的现有对循环经济发展较有利的政策有:生态工业政策(包括产业结构调整政策、清洁生产政策)。资源综合利用和环保产业税费优惠政策。能源节约和再生能源政策。环境友好型产品标志(标识)政策;需要完善的薄弱政策有:生态工业园建设政策。废弃物回收、再利用、资源化和无害化产业政策。生态农业政策。资源开发利用政策;需要新建立的缺位政策主要涉及消费领域、环境友好型和资源能源节约型城镇基础设施和建筑领域。  相似文献

在传统经济增长模式下。我国资源开采、生产、消费及消费末端各个环节的环境问题都十分突出。然而传统的物质循环并不能从根本上解决我国经济增长与生态环境之间的矛盾。在总结传统物质循环的特点与局限性的基础之上。提出了旨在提高经济系统全过程资源效率与环境绩效的广义物质循环的概念及理论模型;剖析了广义物质循环的资源与环境政策内涵,并据此提出我国资源环境的生命周期政策途径;最后以广义物质循环的内涵及基本原则为指导。深入探讨了我国循环经济发展的资源政策与环境政策。本文认为。建立与发展以广义物质循环为核心的循环经济增长模式。是我国实现经济与环境持续协调发展的根本途径。  相似文献

发展循环经济已经成为我国未来国民经济和社会发展的重要战略之一,但是循环经济发展的度量问题还有待进一步研究。本文首先论述循环率并非循环经济的科学测度,然后在阐明循环经济的本质是提高稀缺性自然资本的生产率的基础上.指出循环经济的发展可以用生态效率指标来度量。最后评述了Seiji Hashimoto和Yuichi Moriguchi建议的描述社会物质代谢的六个指标。并根据这些指标在确定政策目标时应该具备的标准和计算这些指标存在的问题,提出基于DMI、DPO和GDP的生态效率指标可以作为循环经济发展的科学度量指标。  相似文献

Since many soil studies have already revealed the possible risks to human health and the environment arising from contaminated soils it is therefore crucial to preserve soil quality under current and future conditions. In the last three decades a number of countries already introduced national policies and practices for the management of contaminated sites, and in 2002, an EU Thematic Strategy for Soil Protection was proposed by the European Commission. In this paper we review and analyse several national contaminated land policy regimes already in place in order to assess common elements and to identify specific needs in the development of national soil policies. We propose a framework that combines the D-P-S-I-R structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment to support the development of effective country specific regulatory decisions for managing contaminated land in countries where these are yet to be implemented. The framework proposed allows decision makers to effectively use available information and to identify existing data gaps. As a result it is apparent that while there are technical aspects of site characterisation, risk assessment and remediation processes that could be commonly implemented at an EU level there are certain trans-scientific aspects that require political choices and need to be customized by EU Member States.  相似文献

循环经济指标体系旨在度量区域循环经济发展的系统目标和工作进展。该文在“驱动力-压力-状态-响应”(DPSR)框架下设计度量区域循环经济发展的指标体系,含有状态指标、压力指标、驱动力指标、响应指标以及分离指标共5类指标集合。其中,分离指标集合作为循环经济的特征指标来表征经济发展与资源投入和污染产出分离的效果和趋势。考察贵阳循环经济规划案例表明:贵阳如果走循环经济的发展道路,可以转变经济增长方式,实现经济增长与资源投入和污染产出的分离。  相似文献

The European Union (EU) transition to a smarter and more sustainable electricity sector is driven by climate change adaptation and technological developments. For the electricity distribution industry, this has contributed to a growing need to understand how these network monopolies should adapt their role, activities, and responsibilities for a redesigned electricity market, given the growth of distributed generation, and the increased control and monitoring capabilities. Considering this, a foresight study on business model innovation, technological adaptation, and market design policy alternatives is presented. A Policy Delphi method was applied, involving two iterative survey rounds and 207 European experts, which assessed 57 policy alternatives. The results highlight adaptation challenges for implementing new technologies and business practices. Experts support innovation and transition to new roles, and innovative services, while warranting that core electricity distribution activities are secured. This shift in roles is expected to be achieved through research and development (R&D) support policies, innovation friendly regulatory frameworks, and concerted actions at the EU and Member States level. The results provide policy-adaptation guidelines for electricity distribution industry stakeholders.  相似文献

As in China circular economy was put forward as a new economic pattern, the international community generally holds that this is an innovative move for China's economy to realize leap-forward development and hopes to learn more about the theory, policy and practice relating to China's circular economy. To decouple economic growth from environmental degradation, the Chinese government proposed the circular economy (CE) strategy as part of its 11th 5-Year Plan. This strategy expands the application of CE from individual enterprises to eco-industrial parks (EIPs) and to the cities, provinces, and regions. We carried out field studies in three EIPs in Baotou, Suzhou, and Shanghai. In this paper, we discuss the current state of CE and the sustainable development of EIPs in China. We first provide detailed information on the three EIPs' infrastructures, preferential policies, CE frameworks, and eco-chains. We then examine the status of sustainable development in the three EIPs from the perspectives of socio-economic, resource and material efficiency, and environmental performance. The results indicate that the overall performance of the three EIPs is reasonably good with respect to socio-economics, resources and materials, and efficiency and environmental protection, whereas green management is rather weak and thus requires further improvement. We found that the CE frameworks along with eco-chains within the EIPs are effectively improving resource and material efficiency. Moreover, we demonstrate that there are positive associations among socio-economic, resource and material, and environmental indicators. Given the large presence of EIPs in the local economies, these results suggest that EIPs play a key role in promoting sustainable development in China.  相似文献

在中国经济迅猛发展的同时,投资主导型的经济模式中环境保护要素的缺失导致我国工业化发展旱、中期的资源、能源约束、效率低下和浪费严重。在我国实施循环经济刻不容缓。循环经济政策是依据不同的社会、经济和环境条件而制定的。由于历史的原因,中日韩三国在地缘关系、政治传统、风俗习惯、文化教育等内在制度和外在制度彼此趋同,反映在循环经济政策的制定、执行上也有某些相似的地方。对三国循环经济的历史和现状进行比较研究,得出有益于我国的经验,无疑具有很重大的现实意义。采用制度变迁的基本理论作为指导,运用历史研究法、调查研究法等方法进行研究,对中日韩循环经济政策演变的历程进行系统梳理和比较,深入全面地考量其指导思想和举措的选择动机,系统广泛地从多方面研究中日韩循环经济政策。并将三者加以比较,以得出对我国循环经济的发展具有较强借鉴意义的经验,更好地推进循环经济在我国的发展。  相似文献

This paper sets an objective to analyse legislative provisions for green procurement in South Africa’s metropolitan municipalities in the context of climate change and sustainable development. The main methods for data generation were interviews and document analysis. There were 30 interviews granted by among others, procurement officers, town planners and economic development specialists. In addition, 51 policy documents were retrieved, followed by a keyword search. The keywords were carefully selected and limited to those commonly used in green procurement terminology to include climate change, green procurement, renewable energy, energy efficiency, mitigation, clean technology, carbon footprint, sustainable development and green economy. The findings are that although all the metropolitan municipalities have procurement policies in place, only the City of Cape Town and eThekwini metropolitan have incorporated green procurement strategies into their supply chain management. The City of Cape Town and Nelson Mandela Bay metropolitan municipalities also emerged as the only ones with stand-alone green procurement strategies. To this end, the research concludes that legislative provisions mandating green procurement in South African metropolitan municipalities are not entirely lacking, although more work needs to be done to roll this out to cover all the existing metropolitan municipalities.  相似文献

基于对循环经济在德国、日本产生和发展状况的考察和我国目前关于循环经济的着干代表性定义的分析,指出循环经济是相对于传统的“资源-产品-废弃物”单向流动的线形经济而言的,是建立在生态学规律之上的一种以“减量化、再利用、资源化”为原则。以资源(特别是物质资源)的节约和循环利用为核心,以低消耗、低排放、高效率为基本特征,以避免、减少、再利用、资源化、热回收、无害化处置作为处理废弃物的先后次序,构造上高度接近于“资源-产品-再生资源”反馈式闭路循环,符合可持续发展理念的经济增长模式,是解决我国资源环境与经济发展之间矛盾的重要途径之一。最后分析了循环经济与节约型社会、清洁生产、节约能源、资源综合利用等概念之间的分析,进而提出支持我国建设节约型社会的法律体系至少应当包括《循环经济与资源综合利用促进法》、节约型社会的基本目标、原则和法律制度。以此为基础,再考虑进一步制定针对包装物、电子垃圾、废旧汽车等的法律法规。  相似文献

循环经济是绿色、低碳的可持续发展模式。实践充分证明,发展循环经济必须以创新为动力。循环经济创新是一项涉及面广、综合性很强的系统工程。为了科学地评价循环经济创新状况,构建一套设计合理、操作性较强的循环经济创新评价指标体系,为循环经济管理及其创新提供数据支持是十分必要的。本文根据循环经济理论,依据目前我国循环经济发展及循环经济创新情况,提出了构建循环经济创新评价指标的原则,并提出了涵盖9个一级指标、52个二级指标的评价体系。根据我国循环经济发展实际以及国家经济政策等综合考量,设置出了体现我国国情的循环经济创新评价指标体系的指标评分标准。主要用于对全社会和各地循环经济创新状况进行总体的定量判断,为循环经济发展提供依据和指导。  相似文献

This paper provides a case-study analysis of the challenges in the implementation of national soil policies, which was developed by the authors in Part I of the review of regulatory decisions for environmental protection [Rodrigues SM, Pereira ME, Ferreira da Silva E, Hursthouse A, Duarte AC. A review of regulatory decisions for environmental management: Part I-challenges in the implementation of national soil policies. Environ Int 2009. doi:10.1016/j.envint.2008.08.007]. The Portuguese case was selected as a case-study since specific regulatory decisions for contaminated land management are still in the early stages of development. Given the gap between the situation at the EU level and the state of Portuguese soil policy development, it is of merit to consider national contaminated land policy regimes already in place within the EU and to see if these provide a suitable basis to define the main challenges and research needs for the implementation of a Portuguese contaminated land management strategy. A framework combining the D-P-S-I-R (drivers-pressures-sources-impacts-responses) structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment is proposed to derive an effective regulatory framework for managing contaminated land in Portugal, using available information and only to develop new data and research where knowledge gaps exist. Funding site clean-up and assigning liability were identified as relevant factors currently hampering site remediation. Most relevant research needs for the development of contaminated land management practices in Portugal are those associated to the definition of a risk assessment framework and setting guidelines for the evaluation of risks posed to both humans and ecosystems. Other relevant and innovative features are the integration of soil function analysis into site investigations and the definition of a framework that combines risk assessment with soil function analysis. The analysis of the Portuguese case also provides insight into the discussions needed for the effective development of regulatory decisions for contaminated land management in countries with no history of implementing specific soil policies.  相似文献

发展生态循环农业是我国新时期转变农业发展方式的战略选择,农户是生态循环农业的经营主体和利益相关者,厘清农户参与生态循环农业的根本动机,对于制定有效的生态循环农业推广措施具有重要意义。文章基于湖北省391份农户调查数据,首先,在文献回顾的基础上提出市场收益、政策激励对农户生态循环农业从事意愿与行为影响路径的基本假设,并利用OLS方法分析市场收益和政策激励对农户从事生态循环农业意愿与行为的影响;其次,运用优势分析法评估市场收益类变量和政策激励类变量影响农户意愿与行为过程中的相对重要性;最后,通过交互效应检验市场收益类变量和政策激励类变量间的交互作用。结果表明:收入预期对农户从事生态循环农业的意愿与行为均有直接的积极影响,是促进农户从事生态循环农业的最重要的因素;焚烧秸秆惩罚政策和废弃物资源化补贴政策对农户从事生态循环农业的意愿有积极影响,沼气池建设补贴政策和废弃物资源化补贴政策对农户生态循环农业行为有促进作用;收入预期与废弃物资源化补贴政策在影响农户生态循环农业行为的过程中存在互补效应。本研究认为,市场收益是刺激农户采纳生态循环农业生产模式的首要因素,因此,要着力完善生态农业市场体系,增强生态农产品的市场竞争力,提升农户对生态循环农业的盈利信心;另外,政策激励对于农户采纳生态循环农业具有促进作用,应该做到约束与激励并行,同时注意加强农业政策的科学设计与落实执行。  相似文献

Abstract

Circular agriculture is an essential way to realize the positive recycling of ecology and harmonious development of the country construction. The sustainable development of Beijing’s mountain areas depends on the background and orientation of ecological economy. Beijing’s mountain areas bear the responsibility of protecting the ecological safety of the whole Beijing district and also the exploration of circular agriculture in mountain areas is very important to promote the sustainable use of agriculture resources. Beijing’s mountain areas have possessed some practical experience in recycling agriculture development. Through summarizing the development mode and analyzing the development practice, the article puts forward three key segments of promoting Beijing circular agriculture development: strengthen propagate, develop superiority and built management mechanism.  相似文献

城市矿产是工业化和城市化过程的产物,它是蕴藏于城市中有较高经济价值并可回收利用的二次资源,具有载能性、循环性、战略性。随着工业化、城镇化和消费持续升级,"垃圾围城"已然成为中国许多大中城市亟需解决的环境问题,严重阻碍中国的可持续发展。城市矿产变废为宝,能有效化解资源与环境双重约束。为此,中国政府先后出台一系列城市矿产产业政策以推动其快速发展。本文收集1987—2015年国家层面颁布的相关政策文件,在运用内容分析法对政策文本梳理、编码并统计计量的基础上,首先从颁布部门、数量、力度等方面对政策体系进行总体分析,然后构建并运用政策工具-政策作用环节两维度分析框架,探讨中国城市矿产政策体系的演化过程及发展特征。研究发现:(1)从政策发展历程分析,中国城市矿产政策体系经历了依附环境保护政策的孕育期、体系初建的形成期和效力深化的发展期。(2)从政策颁布维度分析,中国城市矿产政策颁布速度逐渐加快,力度逐渐增强,参与机构数量不断增多。(3)从政策工具维度分析,中国城市矿产政策体系以环境型政策为主,逐渐呈现出强化供给型政策的演化趋势。(4)从政策作用环节分析,中国城市矿产政策体系由重点关注回收、深加工环节向关注全产业链环节演变。最后,针对中国城市矿产政策体系演变特征与存在的不足,本文从以下三个方面提出了促进中国城市矿产产业发展的政策建议:一是加强部际联系,完善顶层设计;二是加强消费引导,完善需求型政策;三是立足产品全生命周期,健全产业政策体系。  相似文献

A combined approach utilizing GIS, Participatory Rural Appraisal (PRA) and Focus Group Discussion (FGD) has been developed for resource mapping in a rural poverty-prone area of Bangladesh. This model integrated GIS and participatory tools to include the voices of the stakeholders in assessing available resources and needs. The resource mapping framework, developed using PRA with local community people and community gatekeepers, was aimed at sustainable resource management, and ArcView GIS was used to digitize the resource maps as a Decision Support System (DSS). A detailed assessment and analysis of the quality, quantity and physical status of resources was first mapped in the field and then digitized using GIS. FGD-based interaction with community people at each union in a subdistrict of Bangladesh revealed stakeholders’ opinions on land and water body management. The present paper demonstrates the power of this model as a policy-making tool for sustainable development and poverty eradication. It also recognized the need for collaboration between interdisciplinary policy planners and researchers to develop and implement a policy on agricultural resource management for poverty-prone areas.  相似文献

尝试借鉴德国环境经济账户中的生态效率指标,并根据我国实际情况,构建适合度量我国循环经济发展的生态效率指标。这套指标是基于GDP与建设用地、能源消耗、用水总量、原材料消耗等4个资源投入性指标和二氧化硫排放量、废水排放量、国内生产排放量等3个污染排放类指标生成的,包括土地产出率、能源产出率、用水产出率、原材料消耗产出率、二氧化硫排放产出率、废水排放产出率、国内生产排放产出率等7个指标。应用这套生态效率指标分析我国1990~2005年生态效率的发展趋势,发现1990~2005年各种自然输入要素的生态效率均呈现增长态势,但增长速度仅使自然输入要素与经济产出呈现出不同程度的弱脱钩。其中,用水产出率增长最快,能源产出率增长最慢;用水产出率、国内生产排放产出率和土地产出率的增长速度高于就业人员劳动生产率的增长速度,而二氧化硫排放产出率、废水排放产出率、原材料消耗产出率和能源消耗产出率的增长速度低于就业人员劳动生产率的增长速度。  相似文献
