The United Nations formulated the sustainable development goals (SDGs) in 2015 as a comprehensive global policy framework for addressing the most pressing social and environmental challenges currently facing humanity. In this paper, we analyse SDG 12, which aims to “ensure sustainable consumption and production patterns.” Despite long-standing political recognition of this objective, and ample scientific evidence both on its importance and on the efficacy of various ways of promoting it, the SDGs do not provide clear goals or effective guidance on how to accomplish this urgently needed transformation. Drawing from the growing body of research on sustainable consumption and production (SCP), the paper identifies two dominant vantage points—one focused on promoting more efficient production methods and products (mainly through technological improvement and informed consumer choice) and the other stressing the need to consider also overall volumes of consumption, distributional issues, and related social and institutional changes. We label these two approaches efficiency and systemic. Research shows that while the efficiency approach contains essential elements of a transition to sustainability, it is by itself highly unlikely to bring about sustainable outcomes. Concomitantly, research also finds that volumes of consumption and production are closely associated with environmental impacts, indicating a need to curtail these volumes in ways that safeguard social sustainability, which is unlikely to be possible without a restructuring of existing socioeconomic arrangements. Analysing how these two perspectives are reflected in the SDGs framework, we find that in its current conception, it mainly relies on the efficiency approach. On the basis of this assessment, we conclude that the SDGs represent a partial and inadequate conceptualisation of SCP which will hamper implementation. Based on this determination, this paper provides some suggestions on how governments and other actors involved in SDGs operationalisation could more effectively pursue SCP from a systemic standpoint and use the transformation of systems of consumption and production as a lever for achieving multiple sustainability objectives.  相似文献

The global Sustainable Development Goals (SDGs) commenced in 2016 and provide an evidence-based framework for sustainable development planning and programming until 2030. There is emerging international practice and a growing catalogue of related reviews, assessments, guidelines and publications. While the expert community is clearly emphasising the need to adopt evidence- and science-based approaches to SDG implementation, policymakers now face the challenge of implementing the SDGs simultaneously in a coherent and integrated manner. Regular systematic reviews of national progress and approaches to implementing the SDGs are advisable to ensure that emerging science and knowledge is effectively informing national practice. This paper reviews the recent academic and expert literature as well as national experience in implementing the SDGs in 26 countries. It uses a systematic approach to analyse the degree to which key implementation stages and approaches recommended in the expert literature are being adopted and applied to support national SDG implementation on-the-ground. The review highlights that while progress has been made in some initial planning stages, key gaps remain in terms of the assessment of interlinkages, trade-offs and synergies between targets. Gaps are also clearly evident in the adoption of systems thinking and integrated analytical approaches and models. This is problematic as it may undermine effective implementation and the transformative potential of the SDGs. As more countries turn their attention to the SDGs, the review underscores the considerable risk that they will pursue the same ‘siloed’ or ‘linear’ approaches to sustainable development that have met with limited success in the past.  相似文献

The 17 Sustainable Development Goals announced by the United Nations are important guides for the development processes of developing countries. However, achieving all of these goals is only possible if the goals are consistent with each other. It has been observed in the literature that possible contradictions between these goals are ignored. Therefore, the main purpose of this study is to investigate whether two sustainable development goals (SDGs) of the UN are contradictory or supporting each other in low-income countries. These SDGs are “Good Health and Well-Being” (SDG3) and “Partnerships for the Goals” (SDG17). For this purpose, the role of globalization and democracy in life expectancy is empirically investigated in 16 low-income countries over the period 1970–2017. While globalization has been used as an indicator of the partnership between countries, democracy has been used as an indicator of accountability and cooperation between governments and societies. According to estimations of the continuous-updated fully modified (CUP-FM) and bias-adjusted ordinary least squares (BA-OLS), globalization and its subcomponents such as economic, social, and political globalization affect life expectancy positively. Democracy also increases life expectancy in those countries. The GDP per capita is also used as a control variable. Our results show that a higher level of per capita income is positively associated with higher levels of life expectancy. In conclusion, no contradiction was found between SDG3 and SDG17 in those countries. Achieving a healthier society requires economic, social, and political integration between governments and societies.

This paper analyses the complex interactions among the seventeen sustainable development goals (SDGs) and presents them in a hierarchical framework using interpretive structural modeling technique. The driving and dependence powers of each of these goals have been ascertained to help the developing and least developed countries improve their strategic orientation for a particular goal within a given time frame. This would also help them in prioritizing their resource allocations on a specific SDG by focusing on its hierarchical ranking on one hand and driving and dependence powers on the other.  相似文献

可持续发展目标(SDGs)的提出,开启了人类可持续发展领域最宏大的政策实验,也为开展国际视野的比较公共政策研究提供了难得机遇。执行SDGs及国家可持续发展政策需要处理好中央政府与地方政府间关系,而政策试点是协调这一关系的重要政策工具。已有文献对经济政策试点做了较充分的研究,然而对旨在实现经济、社会与环境协调的可持续发展政策试点,现有研究尚缺乏成型理论。在复杂央地关系格局下,对于需持续投入成本且成果难以界定的可持续发展政策试点,其具有怎样的不同于经济政策试点的机制?此外,众多西方学者将美国作为政策试点研究的制度基础并视其为“民主实验室”。然而,政策试点在以中国为代表的不同体制国家中同样存在,并以多样的机制发挥作用。那么,不同国家体制内的可持续发展政策试点又有哪些异同?政策试点影响下中国既有的央地关系发生了怎样的重构?对此,本文基于最典型案例原则,选取中国与美国响应SDGs分别开展的政策试点进行比较研究。笔者识别了不同体制下试点机制的异同,指出中国基于“竞争申请制”开展的可持续发展政策试点强化了中央部委与地方政府间关系,形成了地方官员的可持续发展激励,保障了政策试点的实施。  相似文献

This paper suggests some further avenues of empirical and theoretical investigation for media research on climate change. “Old” suggestions, whose significance, as we see it, needs to be further reinforced, are included, as are “new” ones, which we hope will generate innovative research questions. In order to integrate the analysis with knowledge generated by media research at large, we revisit four research challenges that media scholars have long grappled with in the investigation of journalism: (1) the discursive challenge, i.e. the production, content and reception of media discourse; (2) the interdisciplinary challenge, i.e. how media research might engage in productive collaboration with other disciplines; (3) the international challenge, i.e. how to achieve a more diverse and complex understanding of news reporting globally; and (4) the practical challenge, i.e. how to reduce the theory–practice divide in media research.  相似文献

Formulating the GSDR Formulating the GSDR (global sustainable development report) is one of the important achievements initiated by the “Rio +20” summit, and it has received worldwide attention. Nowadays, the international community has made a preliminary consensus on the orientation, key focuses, frameworks, and time schedule of GSDR. But, there are still great divergences in the relationship between GSDR and SDGs/post-MDGs (sustainable development goals/post-2015 development agenda), the GSDR organizational model, and whether countries writing their own national sustainable development report or not. After reviewing the whole process of formulating GSDR, some recommendations for writing GSDR from the Chinese perspective are proposed. The GSDR report should be a science-based and policy-making-oriented assessment report. The GSDR should focus on the priority areas that SDGs/post-MDGs have already identified as core fields. “Limited in number, easy to quantify, and universally applicable” comprehensive assessment indices of sustainable development should be proposed. A GSDR international working group of experts should be established. Countries should be encouraged to formulate the “National Sustainable Development Report” according to their own domestic practices. GSDR should be integrated with the high-level political forum (HLPF). Meanwhile, some suggestions on China’s participation in the GSDR process are also proposed. China’s 2030 mid-term and long-term national sustainable development goals (CSDGs) based on both the SDGs/post-MDGs and domestic practice are proposed. According to the implementation of national sustainable development goals, China should start the appropriate assessment of the progress and regularly report on the national sustainable development. Chinese scientists should be encouraged to actively participate in the process of GSDR.  相似文献

Sustainability is a key challenge for humanity in the context of complex and unprecedented global changes. Future Earth, an international research initiative aiming to advance global sustainability science, has recently launched knowledge–action networks (KANs) as mechanisms for delivering its research strategy. The research initiative is currently developing a KAN on “natural assets” to facilitate and enable action-oriented research and synthesis towards natural assets sustainability. ‘Natural assets’ has been adopted by Future Earth as an umbrella term aiming to translate and bridge across different knowledge systems and different perspectives on peoples’ relationships with nature. In this paper, we clarify the framing of Future Earth around natural assets emphasizing the recognition on pluralism and identifying the challenges of translating different visions about the role of natural assets, including via policy formulation, for local to global sustainability challenges. This understanding will be useful to develop inter-and transdisciplinary solutions for human–environmental problems by (i) embracing richer collaborative decision processes and building bridges across different perspectives; (ii) giving emphasis on the interactions between biophysical and socioeconomic drivers affecting the future trends of investments and disinvestments in natural assets; and (iii) focusing on social equity, power relationships for effective application of the natural assets approach. This understanding also intends to inform the scope of the natural asset KAN’s research agenda to mobilize the translation of research into co-designed action for sustainability.  相似文献

Mainstreaming climate change adaptation (CCA) into plans and programs is still a new approach in adaptation and thus there is limited information on how to operationalize it on-ground. This paper addresses this gap by investigating the challenges in mainstreaming CCA into the local land use plans in the province of Albay, Philippines. Specifically, this paper developed 20 quantitative “mainstreaming indicators” to assess the state-of-play and the challenges for local mainstreaming. These indicators were classified under three groupings, namely, the information, institutional, and resource capacities of systems. Qualitative analysis of the indicator scores suggested that developing the institutional capacities of local governments is crucial in the local mainstreaming process. Likewise, the results highlighted the “institutional issues” indicator as the primary barrier in operationalizing the approach. These institutional issues are: fragmented laws and regulations; overlapping policy requirements; and the lack of guidelines for mainstreaming CCA into the local land use plans. Meanwhile, the “leadership” indicator, as signified by a climate change champion in Albay, was evaluated as an opportunity for local mainstreaming. The champion effectively led the CCA efforts because the existing institutional mechanisms supported the champion’s capacity to influence the behavior of people and produce collective action towards CCA.  相似文献

In order to make further steps in dealing with climate change, China proposed to peak carbon dioxide emissions by about 2030 and to make best efforts for the peaking early. The carbon emission peak target (CEPT) must result in a forcing mechanism on China’s economic transition. This paper, by following the logical order from “research on carbon emission history” to “carbon emission trend prediction,” from “research on paths of realizing peak” to “peak restraint research,” provides a general review of current status and development trend of researches on China’s carbon emission and its peak value. Furthermore, this paper also reviews the basic theories and specific cases of the forcing mechanism. Based on the existing achievements and development trends in this field, the following research directions that can be further expanded are put forward. First, from the perspective of long-term strategy of sustainable development, we should analyze and construct the forcing mechanism of CEPT in a reverse thinking way. Second, economic transition paths under the forcing mechanism should be systematically studied. Third, by constructing a large-scale policy evaluation model, the emission reduction performance and economic impact of a series of policy measures adopted during the transition process should be quantitatively evaluated.  相似文献

Opponents of a proposed sea-level-rise policy in North Carolina, USA, reasoned rhetorically to promote a narrative claiming that the policy supporters’ efforts had failed to meet the criteria of “good” science and the American dream expectancy of “progress.” The critics worked to hinder policy adoption by naming as “villains” scientists who provided research to support the proposed policy. In addition, the opponents named their own efforts to prevent policy based on “bad” science that would “destroy” the American dream as “heroic.” To more effectively respond to such narratives, scientists and policy proponents need to shift away from reporting just climate change “facts” in the attempt to gain stakeholder support for mitigation and adaptation initiatives. They need to move toward reasoning rhetorically to construct narratives that encourage the public to name them as the “heroes” who will achieve the American dream by their actions to mitigate climate-change outcomes.  相似文献

联合国2030年可持续发展目标(SDG)中指标15.1.2由于元数据的尺度和可用性的问题,无法有效应用于县域尺度的评估。针对这一问题,利用遥感的数据及相关模型,基于县域尺度指标计算的考虑,从生物多样性的内涵出发,构建了一套生物多样性遥感评估指标体系,成功识别了案例区域生物多样性重要场地,实现了县域尺度SDG 15.1.2的量化计算。结果表明,研究区德清县在SDG 15.1.2实施情况良好,构造的生物多样性指数能够有效地监测县域尺度生物多样性状况及其变化。研究为SDG 15.1.2的评估提供了一种可操作的有效方法,为基层行政区域实现可持续发展的规划提供精准的参考信息。  相似文献

The materiality of digital communication inflicts substantial environmental damage: the extraction of resources needed to produce digital devices; the toxicity of e-waste; and the rapidly increasing energy demands required to sustain data generated by digital communication. This damage, however, is paradoxically under-theorized in scholarship on environmental sustainability. Despite the existing critique of the “techno-fix” approach in sustainability studies, digitization – and digital communication in particular – continue to be celebrated as the tool for environmental sustainability; an approach we coin “digital solutionism.” The article presents the first systematic review of the literature to map the implicit assumptions about the relationships between digital communications and environmental sustainability, in order to examine how digital solutionism manifests, and why it persists. We propose a concept matrix that identifies the key blind spots with regards to environmental damages of the digital, and call for a paradigmatic shift in environmental sustainability studies. An agenda for future research is put forward that advocates for the following: (1) a systematic account of material damages of devices, platforms and data systems adopted into sustainability research and practice, resulting in changes in both research framing and methodological foundations; (2) a reconceptualization and denaturalization of the digital itself as a promising solution; (3) a theoretical dialogue between sustainability studies and environmental communication. In 2005, a group of researchers, community-based organizations and lawyers got together with small-scale fishers to launch a class action law suit against the government of South Africa in its allocation system of Individual Transferable Quotas, on the ground that the system was unfair to small-scale fishing communities and threatened their right to practise their livelihoods. This effort resulted in the cabinet adoption of a new small-scale fisheries policy in 2014, with amendments being made to fisheries law (the Marine Living Resource Act 18 of 1998) to accommodate the issues and concerns of small-scale fisheries. Draft regulations and an implementation plan have recently been released, paving the way for the implementation of small-scale fisheries allocations in 2016. These legal and policy shifts are of great significance for small-scale fisheries, both in South Africa and elsewhere, and deserve careful examination. This paper discusses the processes leading to the development of a new small-scale fisheries policy and what has followed since. Specifically, the analysis focuses on a variety of collaborations between scholars from different disciplines; researchers from multiple fields; community practitioners representing diverse professional and community perspectives; and community organizations across local, state, national and international levels. The paper uses a model of change that crosses research and practitioner boundaries based on three key strategies: getting noticed; organizing at scale; and getting a seat at the negotiation table. It also considers the “transdisciplinary” process of involving all relevant actors in strategic, collective, reflection–action–reflection–action “from below”, which was crucial in the co-designing of this small-scale policy formulation in South Africa.  相似文献

This paper examines the nexus of coal–government–society relations in present-day China using a governmentality approach to explore the interactions between policy change, “crisis” management and social action. It outlines the noticeable shift in government rationalities and communication regarding the coal industry in recent years. It then frames this shift within the broader context of government–society relations focusing on public debate regarding the calamitous nature of China’s air pollution and its filtering via the censorship apparatus of the Communist Party-state. Finally, it shows how problems relating to coal extraction and combustion have been taken up at the level of grass-roots protest and philanthropic advocacy. An examination of such activism illustrates the crucial role played by digital media networks in sparking debate on coal-related environmental and health crises, and in pushing an authoritarian government to change national coal and other policies in order to maintain social and political stability.  相似文献

Whale watching is a billion dollar industry worldwide. One of the most popular species for whale watching is the humpback whale (Megaptera novaeangliae). The migratory corridors, feeding, resting and calving sites which are used for whale watching may be influenced by changing ocean currents and water temperatures. Here, we used an innovative approach addressing the emerging issue of climate change on the whale watch industry. This involved participatory modelling using key stakeholders for the whale watching industry to develop a systems conceptualisation model for evaluating the potential effects of climate change based on a case study from the east coast of Australia. This participatory approach allowed us to identify the causal linkages (including feedback pathways) between different “Elements” of the system within which the whale watching industry operates. It also allowed us to integrate multiple drivers covering socio-economic and environmental aspects including climate change (e.g. temperature), policy (e.g. number of boats), ecology (e.g. number of whales) and socio-economics (e.g. number of tourists) to evaluate the changes in the overall system. We then developed a Bayesian belief network model from the systems conceptualisation on which stakeholders identified a priority issue (Profitability). Stakeholders provided the structure and the quantification of this model, and a sensitivity analysis was carried out to help identify important intervention points for the industry. Overall, our research illustrates how such a modelling process can assist local tourism operators and authorities in making rational management decisions within a holistic or systems-based framework and its approach is applicable to other regions.  相似文献

Since the 1970s, precipitation in the Sahel has decreased and become very irregular, leading to widespread drought, whilst the human need for water has rapidly increased. A new “dispositions”-based approach was adapted in order to analyse human interactions with environmental hazards and applied to the case of Hombori village in north-eastern Mali. This article explores how the population and political stakeholders perceive, live with and respond to the increasing scarcity of water. It also explores how their current vulnerability and ability to cope with variations in available water resources indicate future adaptability to climate shocks. On the one hand, this research shows how the population copes with variations in water resource availability: the population’s socio-spatial organisation explains the inhabitants’ exposure to this problem and some of the factors affecting vulnerability, the elderly and women being the hardest hit. The water issue is generally managed on a “day-to-day” basis and considered a big problem only in the dry season, thus lowering any incentive for self-protection. The main two variables that could explain this kind of risk management are the conflicting local governance and current social rules. On the other hand, the discussion of results, based on a conceptual model of social responses, explains why these current “social dispositions” to cope with and even address the water scarcity issue do not guarantee future adaptability to climate change.  相似文献

The public perception of climate change is characterized by heterogeneity, even polarization. Deliberative discussion is regarded by some as key to overcoming polarization and engaging various publics with the complex issue of climate change. In this context, online engagement with news stories is seen as a space for a new “deliberative democratic potential” to emerge. This article examines aspects of deliberation in user comment threads in response to articles on climate change taken from the Guardian. “Deliberation” is understood through the concepts “reciprocity”, “topicality”, and “argumentation”. We demonstrate how corpus analysis can be used to examine the ways in which online debates around climate change may create or deny opportunities for multiple voices and deliberation. Results show that whilst some aspects of online discourse discourage alternative viewpoints and demonstrate “incivility”, user comments also show potential for engaging in dialog, and for high levels of interaction.  相似文献

This paper addresses the issue of public engagement in environmental risk contexts through a rhetorical analysis of the key term “community” in a risk assessment of mining-caused soil contamination. Drawing on Burke's concept of terministic screens and method of cluster criticism, the analysis shows the divergent constitutions of “community” in the Sudbury Soils Study's official discourse and the citizen-activist rhetoric of the Community Committee on the Sudbury Soils Study. Tracing the verbal and visual clusters within each organization's articulation of “community” as place and people reveals how the official Study's technical-regulatory ideology of environmental risk and citizen participation is countered by the Community Committee's contestatory environmental justice ideology. These competing views of “community” are mutually constitutive in that the official Study's mainstream risk discourse establishes the terms for the Community Committee's reactive counter-discourse, thus limiting citizen participation mainly to questions of “downstream” impacts. Our rhetorical analysis of “community” suggests a generative method for understanding the complex power relations animating specific risk communication contexts as well as for potentially reinventing “community” in terms more conducive to meaningful citizen engagement.  相似文献

What people believe about the beliefs of other people – second-order beliefs – has been acknowledged as a key factor that shapes public support for international climate policy. However, very little is known about their origins. Based on data from an online survey (n?=?935), we analyzed how German citizens assess the climate change awareness in their own nation as compared to those of the US and China. Even if the public climate change awareness in the US and China factually differs, we found that German citizens equivalently rate both nations similar and much lower than their own, a finding which can be explained with social identity processes and “in-group”/“out-group” biases. Hierarchical regression analyses demonstrate that the attention individuals pay towards television and social media predict second-order beliefs on climate change awareness positively, while attention to print media is a negative predictor.  相似文献
