This paper summarizes, from a global perspective, the major progress in the implementation of the Agenda 21 since the UN Conference on Environment and Development. The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people’s livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.  相似文献

Abstract

With the approach of the second water storage of the Three Gorges Project, urban migration has become a great concern. However, being influenced by economical, social or other factors, ecological problems have apparently become pressing. All these problems are exerting great impact upon the speed and quality of new city's or town's construction. By means of ecology, urban ecology, landscape ecology, human settlement science as well as the principle of sustainable development, this paper analyzes the ecological problems in urban migration, and the corresponding approaches in order to promote ecological environment construction of new cities and give an impetus to sustainable development of the whole human settlements in the Three Gorges Reservoir Region.  相似文献

Arsenic (As), cited as the most hazardous substance by the U.S. Agency for Toxic Substance and Disease Registry (ATSDR, 2005), is an ubiquitous metalloid which when ingested for prolonged periods cause extensive health effects leading to ultimate untimely death. Plants and microbes can help mitigate soil and groundwater As problem since they have evolved elaborate detoxification machineries against this toxic metalloid as a result of their coexistence with this since the origin of life on earth. Utilization of the phytoremediation and bioremediation potential of the plants and microbes, respectively, is now regarded as two innovative tools that encompass biology, geology, biotechnology and allied sciences with cutting edge applications for sustainable mitigation of As epidemic. Discovery of As hyperaccumulating plants that uptake and concentrate large amounts of this toxic metalloid in their shoots or roots offered new hope to As phytoremediation, solar power based nature's own green remediation. This review focuses on how phytoremediation and bioremediation can be merged together to form an integrated phytobial remediation which could synergistically achieve the goal of large scale removal of As from soil, sediment and groundwater and overcome the drawbacks of the either processes alone. The review also points to the feasibility of the introduction of transgenic plants and microbes that bring new hope for more efficient treatment of As. The review identifies one critical research gap on the importance of remediation of As contaminated groundwater not only for drinking purpose but also for irrigation purpose and stresses that more research should be conducted on the use of constructed wetland, one of the most suitable areas of application of phytobial remediation. Finally the review has narrowed down on different phytoinvestigation and phytodisposal methods, which constitute the most essential and the most difficult part of pilot scale and field scale applications of phytoremediation programs.  相似文献

Architecture, Engineering, Construction, Operation and Ownership (AECOO) team up in a multi-disciplinary collaborative system to create buildings and infrastructure. The participating disciplines have reached a state in which traditional methods and forms of input data introduce entropy that compromises sustainable construction in larger projects. It became difficult to reach planned optimum project duration and costs this way. New approaches based on the systematic digitalization of the building lifecycle, from design to demolition, can solve the problem by involving the concepts of building information modeling (BIM) systems and big data. Previous research on BIM and big data only studied the potential for construction performance. In addition to extending research into systems’ thinking and technical sustainability of big visual data, this paper extends our previous work in the area by introducing a new conceptual and technical framework for sustainable management of construction site big visual data.  相似文献

The issue of sustainable design and assessment of the residential building envelope is a complex process that requires considering many factors including life cycle performance. As such, in an effort to develop an integrated approach that combines relevant sustainable development factors and life cycle concepts for sustainable designs, an integrated performance model (IPM) was developed. The IPM is an essential tool to aid the sustainable design of the residential building envelope, reduce the carbon emission and the whole residential building energy consumption, thereby ensuring sustainable performance of the building envelope and building sustainability. The IPM application indicates that sustainable performance of the building envelope in extreme weather and climatic condition is significantly influenced by the energy efficiency performance of the development.  相似文献

Abstract

The construction of an ecological city has two foundational platforms: the small platform, namely urban district or simply called as “city ecosystem”; and the big platform, namely around city district in certain region scope or also referred to as “city-region ecosystem”. The construction of an ecological city must be launched in the dual spatial criteria: in city (urban district) criterion—optimizing the city ecosystem; in city-region (city territory) criterion—optimizing the city-region ecosystem. Luoyang has the bright characteristic and the typical image within cities of China, and even in the world. The construction of an ecological city in dual spatial criteria—the city and the city-region—has the vital significance to urbanization advancement and sustainable development in Luoyang. In city-region criterion, the primary mission of Luoyang's ecological city construction is to create a fine ecological environment platform in its city territory. In city criterion, the basic duty of Luoyang's ecologic city construction is to enhance the ecological capacity and benefit of the central city.  相似文献

中国城乡建设用地利用目前存在着城市建设用地指标紧缺、农村建设用地低效利用和城乡建设用地"双增"严重占用耕地等问题。城乡建设用地增减挂钩政策推动下的城乡建设用地置换有望成为破解该问题的综合路径。但是,政策在执行过程中出现了错位现象,产生了较为严重的社会问题,影响了中国城乡土地资源的可持续利用。在总结了政策的提出与实施历程之后,运用文献分析与规划经验相结合的方法,提出了政策执行错位的症结与根源:①"挂钩"政策缺少科学理论支撑导致实践存在盲目性;②土地财政阻碍城乡土地市场一体化损伤农民利益;③保障体系不完善使政府行为公平性、"挂钩"质量与农村权益保障难以落实;④综合评估滞后使"挂钩"实施面临重大风险。在此基础上,"挂钩"研究的重点在于:①构建支撑城乡建设用地置换的理论与评价体系;②构建支撑城乡建设用地置换的城乡统一土地市场体系;③构建支撑城乡建设用地置换的实施保障体系;④构建支撑城乡建设用地置换的项目实施风险评估体系。  相似文献

ABSTRACT

Modern organisations are in search of initiatives which will enable them to be sustainable as well as gain a competitive advantage. Lean, Six Sigma and Green initiatives are some of the widely used tools which aid the organisation to be sustainable. Recent studies have suggested that the integration of Green and Lean Six Sigma (LSS) will create a powerful methodology and help organisations to be sustainable. Yet, many organisations have found it difficult due to the lack of a generic implementation framework, which can be used for any processes and cultural context. The purpose of this study is to answer the research question: how to implement a sustainable Green LSS initiative in the organisation. Through a critical analysis of previous literature, an implementation framework is developed and practically implemented through a case study to reduce the graphite and dust pollution in a mine in India. Within case analysis, it is conducted to develop propositions, future research directions and managerial implications. This is a first study to develop and practically test a generic implementation Green LSS framework.  相似文献

This review examines the development and application of strategic environmental assessment (SEA) process in the planning framework of Hong Kong. Two strategic planning case studies are evaluated within the context of SEA, namely the Territorial Development Strategy Review (TDS Review) and the Third Comprehensive Transport Study (CTS-3). Rapid population growth and urbanisation in Hong Kong, coupled with a historic lack of planning controls and inherent conflicts between government departments have been major obstacles to achieving sustainable development in the territory. Despite these challenges, Hong Kong was one of the first Asian countries to apply SEA to major development plans, where the implementation of the 'SUSDEV 21' study on sustainable development has demonstrated the government's commitment towards integrated environmental protection. The application of SEA has provided decision-makers with key information on potential environment impacts arising from proposed developments, resulting in greater accountability and transparency in the decision-making process. SEA in Hong Kong has also prompted an increased level of environmental awareness and co-operation between government departments and agencies responsible for the management of Hong Kong's natural and urban environments. However, the application of SEA in Hong Kong continues to have notable limitations. SEA needs to evolve beyond its current sectoral application to examine ways in which development decisions can not only pre-empt and prevent environmental damage, but also positively enhance and restore existing natural resources. Current land use plans and transportation strategies still largely determine the pattern of development in the near future without adequate longer-term environmental cost-benefit analysis. Sustainable development includes environmental, social and economic considerations, and these inter-related elements need be suitably balanced. SEA is not a means to obstruct development in Hong Kong, but should be recognised for its inherent socio-economic and ecological value, and fully integrated with the decision-making process. Whilst it is admirable that Hong Kong has taken positive steps in this direction, it is now an opportune moment for the government to have the foresight and tenacity to create a sustainable development framework for Hong Kong into the future.  相似文献

The global Sustainable Development Goals (SDGs) commenced in 2016 and provide an evidence-based framework for sustainable development planning and programming until 2030. There is emerging international practice and a growing catalogue of related reviews, assessments, guidelines and publications. While the expert community is clearly emphasising the need to adopt evidence- and science-based approaches to SDG implementation, policymakers now face the challenge of implementing the SDGs simultaneously in a coherent and integrated manner. Regular systematic reviews of national progress and approaches to implementing the SDGs are advisable to ensure that emerging science and knowledge is effectively informing national practice. This paper reviews the recent academic and expert literature as well as national experience in implementing the SDGs in 26 countries. It uses a systematic approach to analyse the degree to which key implementation stages and approaches recommended in the expert literature are being adopted and applied to support national SDG implementation on-the-ground. The review highlights that while progress has been made in some initial planning stages, key gaps remain in terms of the assessment of interlinkages, trade-offs and synergies between targets. Gaps are also clearly evident in the adoption of systems thinking and integrated analytical approaches and models. This is problematic as it may undermine effective implementation and the transformative potential of the SDGs. As more countries turn their attention to the SDGs, the review underscores the considerable risk that they will pursue the same ‘siloed’ or ‘linear’ approaches to sustainable development that have met with limited success in the past.  相似文献

Abstract

Feeding a growing population exceeding 1 billion is a big challenge to the Chinese government and has partly led to the self-sufficient policy in grain production and supply for decades. However, the efforts to push grain production everywhere have resulted in not only deterioration of the environment but also stagnation or even reduction in farmers' income as production costs continue to increase. This situation might be worsening after China's accession to the WTO that provides market access for bulk commodity imports. A sustainable development in Chinese agriculture depends on diversification, or structural adjustment, that allows Chinese farmers to fully utilize their comparative advantage in production of labor-intensive goods. Past experience has shown that diversification has contributed more than a half of the growth in Chinese agriculture during the reform period and reduced stresses on the environment at the same time. It is likely to contribute even more to Chinese agriculture in the future and in a sustainable manner.  相似文献

The World Summit on Sustainable Development (WSSD), held in Johannesburg during 26 August and 4 September 2002, was the biggest event of its kind organised by the United Nations to date. A major objective of the WSSD was to set out strategies for greater and more effective implementation of Agenda 21, negotiated in Rio ten years ago, than hitherto. An overview of the WSSD is presented in this chapter, including a scrutiny of its major outcomes.Discussion begins with a detailed account of major UN environmental conferences and related events, such as Doha and Monterrey conferences, that led to the WSSD, followed by a brief discussion of the deliberations that took place at the preparatory meetings (PrepComs) of the WSSD. A detailed account and scrutiny of the following, that are the main outcomes of the WSSD, is then given.The "Johannesburg Declaration on Sustainable Development", which is a political declaration mirroring the will of the international community to move towards sustainable development.The "Johannesburg Plan of Implementation", which is the core document of the WSSD containing an impressive list of recommendations for accelerating the implementation of Agenda 21."Type II partnerships", which are projects that allow civil society to contribute to the implementation of sustainable development.The increasingly important post-Rio issue of globalisation, which has serious implications for a number of issues directly or indirectly impinging on global sustainability, was an important element in the contextual background to the WSSD. Reference is made to some of these implications.Type II partnerships are an innovation of the WSSD. Although a good deal of confusion persists over their precise nature and modus operandi, they were nevertheless presented at the WSSD as powerful and more democratic instruments for the realisation of Agenda 21 objectives.The analysis shows that the Summit contributed at defining sustainable development more precisely. The Plan of Implementation is most instrumental in showing how to make resource use and the generation of pollution less unsustainable. In this way implementing the recommendations of the Johannesburg Summit offers an important defeat, worldwide.  相似文献

While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ensure their sustainable development and leading positions in the world.These measures include new green policies,development of shale gas,revitalization of nuclear power,energy independence,reindustrialization,and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally,industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path.This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries,the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries.An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years,which is a key period for this transition.This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development.It,however,can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China’s green and low-carbon energy strategies,low-carbon society construction,development of agriculture and forestry,garbage sorting and utilization,innovation of urbanization,etc.Improvement of national infrastructure construction includes water safety,environment and climate monitoring system,intelligent energy web,basic database,etc.Addressing climate change can significantly improve the nation’s basic research level.In summary,it mitigates backward production capability,extensive development,and environmental damage while promoting technological advancement,scientific development,and ecological civilization.  相似文献

Construction practices tend to have an adverse impact on the environment through their contribution to CO2 emission, increased waste and energy consumption. The United Arab Emirates (UAE) has launched many initiatives to encourage green design over the past years and to work towards a sustainable community. Nonetheless, such initiatives require a considerable amount of time to penetrate the professional psyche and showcase real results that are easily utilised by the construction community. The aim of this research was to study the current degree of use of Green Design Parameters (GDPs) in the UAE construction projects and to identify the main constraints that hinder their application. To achieve the study's objective, a survey was designed and distributed to engineering design professionals in different consulting and contracting companies in the seven emirates of the UAE. Feedback from 112 projects was examined and statistically analysed. The analysis showed a degree of awareness and use of some key GDPs. Moreover, the data showed no correlation between the degree of using GDPs in a project and its cost and schedule. Not surprisingly, the lack of knowledge about green parameters and the lack of trust in recycled materials are the main constraints that featured in the responses.  相似文献

排污权的设定是我国在治理环境污染过程中一项重要的政策。客观地评价这项政策的实施效果,不仅有利于政策本身的实施和完善,同时也可为其他地区开展相关工作提供借鉴。采用2004~2014年中国30个地区的面板数据,借鉴国内外评价政策实施效果的主流计量方法——双重差分法(Difference-in-Difference,DID),建立环境技术进步测度模型,探究排污权设定对环境技术进步的影响,最后提出政策建议。研究发现:当期排污权的设定并未对中国省际环境技术进步产生显著影响,但是在设定2 a之后,排污权在一定程度上控制了污染物的排放,其对我国环境污染的治理具有一定的促进作用,由此可以说明排污权确实能够提高环境技术进步。从长远来看,排污权的设定有利于我国经济健康可持续的发展。  相似文献

生态补偿是协调经济与资源环境和谐发展,化解生态环境与经济增长矛盾的有效手段,对推进生态文明建设意义深远。基于云南省5个州市农户调查数据,运用二元Probit模型,分析了云南森林生态功能区农户生态补偿支付意愿的关键影响因素及其差异性。研究表明:大部分农户愿意为生态补偿付费,影响其支付意愿的主要因素是性别、年龄、是否兼业、家庭人口数、非农收入比重、生态补偿重要性认知、森林经济效益是否比生态效益重要、生态环境满意度、政府是否对生态环境保护宣传、政策执行信任度以及信息获取难易程度;其中年龄、家庭农业劳动力人数和信息获取难易程度对专业户支付意愿有重要影响,而家庭人口数、非农收入比重以及获得政府补偿的情况对兼业户支付意愿有重要影响;是否兼业、非农收入比重、对生态补偿了解程度以及信息获取难易程度对传统散户支付意愿影响较大;对政策执行的信任程度和产业发展程度对种植大户支付意愿有重要影响。基于此,提出了完善政府农村就业服务职能,鼓励农户非农就业、创业;完善生态功能区环境教育体系和宣传制度建设,强化农户环保意识;强化政府职责及其政策推广、执行力度,构建综合、完善的生态补偿宣传媒介;制定并实施差异化的生态补偿措施等具体对策建议。  相似文献
