During the last decade, forest certification has gained momentum as a market-based conservation strategy in tropical forest countries. Certification has been promoted to enhance forest management in countries where governance capacities are insufficient to adequately manage natural resources and enforce pertinent regulations, given that certification relies largely on non-governmental organisations and private businesses. However, at present there are few tropical countries with large areas of certified forests. In this study, we conducted semi-structured stakeholder interviews in Ecuador and Bolivia to identify key framework conditions that influence the costs and benefits for companies to switch from conventional to certified forestry operations. Bolivia has a much greater relative area under certified forest management than Ecuador and also significantly more certified producers. The difference in the success of certification between both countries is particularly notable because Bolivia is a poorer country with more widespread corruption, and is landlocked with less access to export routes. Despite these factors, several characteristics of the Bolivian forest industry contribute to lower additional costs of certified forest management compared to Ecuador. Bolivia has stronger government enforcement of forestry regulations a fact that increases the cost of illegal logging, management units are larger, and vertical integration in the process chain from timber extraction to markets is higher. Moreover, forestry laws in Bolivia are highly compatible with certification requirements, and the government provides significant tax benefits to certified producers. Results from this study suggest that certification can be successful in countries where governments have limited governance capacity. However, the economic incentives for certification do not only arise from favourable market conditions. Certification is likely to be more successful where governments enforce forestry laws, provide financial incentives for certified forestry, and provide land tenure security, and where large-scale and vertically integrated forestry operations are commercially feasible. For this reason, at present, there are few developing countries where forest certification is likely to achieve widespread success.  相似文献

Differences in the way local and regional interest groups perceive Sustainable Forest Management in regions with different forest use histories were studied using Southeastern Finland, the Mauricie in Quebec and Central Labrador in Canada as examples of regions with high, medium and low importance of commercial forestry. We present a conceptual model illustrating the cyclic interaction between the forest, cultural models about forests and forest management. We hypothesized that peoples' perceptions would be influenced by their cultural models about forests and would thus vary amongst regions with different forest use histories and among different interest groups. The weightings of the environmental, economic and social components of sustainability as well as themes important for each of the interest groups were elicited using individual listing of SFM indicators and group work aimed at developing a consensus opinion on a common indicator list. In Southeastern Finland the views of the different groups were polarized along the environment-economy axis, whereas in Central Labrador all groups were environmentally oriented. The social dimension was low overall except among the Metis and the Innu in Labrador. Only environmental groups were similar in all three research regions, the largest differences between regions were found among the forestry professionals in their weightings concerning economy and nature. As the importance of commercial forestry increased, a greater importance of economic issues was expressed whereas the opposite trend was observed for issues regarding nature. Also inter-group differences grew as the importance of commercial forestry increased in the region. Forest management and forest use can be seen as factors strongly influencing peoples' cultural models on forests.  相似文献

China’s new Classification-Based Forest Management (CFM) is a two-class system, including Commodity Forest (CoF) and Ecological Welfare Forest (EWF) lands, so named according to differences in their distinct functions and services. The purposes of CFM are to improve forestry economic systems, strengthen resource management in a market economy, ease the conflicts between wood demands and public welfare, and meet the diversified needs for forest services in China. The formative process of China’s CFM has involved a series of trials and revisions. China’s central government accelerated the reform of CFM in the year 2000 and completed the final version in 2003. CFM was implemented at the provincial level with the aid of subsidies from the central government. About a quarter of the forestland in China was approved as National EWF lands by the State Forestry Administration in 2006 and 2007. Logging is prohibited on National EWF lands, and their landowners or managers receive subsidies of about 70 RMB (US$10) per hectare from the central government. CFM represents a new forestry strategy in China and its implementation inevitably faces challenges in promoting the understanding of forest ecological services, generalizing nationwide criteria for identifying EWF and CoF lands, setting up forest-specific compensation mechanisms for ecological benefits, enhancing the knowledge of administrators and the general public about CFM, and sustaining EWF lands under China’s current forestland tenure system. CFM does, however, offer a viable pathway toward sustainable forest management in China.  相似文献

After ten years of post-communist transformation, the current Bulgarian Government has only recently initiated the task of wholesale reform of the communist-era structures extant within the forestry sector. This is an unavoidably complex process, involving the reorganisation of tenure over forest resources (restitution to pre-communist era owners), the privatisation and decentralisation of commercial and related activities in the woods, the redefinition of the role of the State in oversight, management and planning, and the development of a supportive institutional context for the growth of small and medium private enterprise throughout the forestry production process. This paper discusses the legal, institutional, economic and environmental implications of forest restitution. The author argues that the particular Bulgarian solution to the reform of forestry tenure structures, based on a mix of private and public ownership, arises out of the crucible of Bulgarian historical geography and the requirements of contemporary neoliberal models of transition. On the basis of the analysis, a number of important implications for Bulgarian, and indeed all post-communist forestry sectors, are raised for major related processes, such as the development of a robust private forestry sector, the limitation of the role of the State to conservation, management and oversight, and the reconfiguration of timber as a resource for local economic development.  相似文献

A pedagogic problem in forestry and landscape management is to visualize future landscape effects of forest growth and current management activities in the forest. This paper presents a method for forecasting digital image projections of forest landscape dynamics. Static nonlinear regression functions estimate the digital numbers in a Landsat Thematic Mapper image. Regressors used are forest stand variables. By estimating the future forest stand data, based on intermediate treatment and growth, future satellite digital images are created. In a case study example, the future landscape of a forest block in the province of Västernorrland, Sweden, is projected to demonstrate the application of this visualization technique.  相似文献

The present article, based on a study of five village ecosystems, assesses the energy efficiency of rain-fed agriculture in a dry tropical environment and the impact of agricultural activity on the surrounding natural ecosystems. Agronomic yield is insufficient to meet the food requirement of the human population, hence 11.5%–49.7% of the required amount of food grains are imported from the market. Energy requirements of five studied agroecosystems are subsidized considerably by the surrounding forest in the form of fodder and firewood. Natural ecosystems supply about 80%–95% of fodder needs and 81%–100% of fuelwood needs. The output-input ratio of agriculture indicated that, on average, 4.1 units of energy are expended to obtain one unit of agronomic energy. Of this, 3.9 units are supplied by the natural ecosystem. In addition, 38% of the extracted firewood is marketed. The illegal felling and lopping of trees result in ever-increasing concentric circles of forest destruction around the villages and together with excessive grazing results in savannization. The forests can be conserved by encouraging fuelwood plantations (0.7 ha/ha cultivated land) and developing village pastures (1.6 ha/ha cultivated land) and reducing the livestock numbers. Agricultural production in the region can be stabilized by introducing improved dry farming techniques such as intercropping, planned rainwater management, and adequate use of fertilizers.  相似文献

The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

ABSTRACT: Export coefficients (kg/km2/yr) for dissolved ortho-phosphate (OP), total phosphorus (TP), total inorganic nitrogen (TIN), and total nitrogen (TN) were derived for watersheds in Wisconsin using data bases available for 17 basins from the U.S. Environmental Protection Agency — National Eutrophication Survey, U.S. Geological Survey, and the Wisconsin Department of Natural Resources. Three general land use categories, representative of most regions in Wisconsin, were established: forest, mixed, and agricultural. Data for the 17 basins indicated greater exports of OP. TP, TIN, and TN as the percentage of forest decreased and agriculture increased. These region-specific coefficients are compared to the values reported in the literature representing much broader areas of the U.S.  相似文献

One of the largest changes in US forest type areas over the last half-century has involved pine types in the South. The area of planted pine has increased more than 10-fold since 1950, mostly on private lands. Private landowners have responded to market incentives and government programs, including subsidized afforestation on marginal agricultural land. Timber harvest is a crucial disturbance affecting planted pine area, as other forest types are converted to planted pine after harvest. Conversely, however, many harvested pine plantations revert to other forest types, mainly due to passive regeneration behavior on nonindustrial private timberlands. We model land use and land cover changes as a basis for projecting future changes in planted pine area, to aid policy analysts concerned with mitigation activities for global climate change. Projections are prepared in two stages. Projected land use changes include deforestation due to pressures to develop rural land as the human population expands, which is a larger area than that converted from other rural lands (e.g., agriculture) to forestry. In the second stage, transitions among forest types are projected on land allocated to forestry. We consider reforestation, influences of timber harvest, and natural succession and disturbance processes. Baseline projections indicate a net increase of about 5.6 million ha in planted pine area in the South over the next 50 years, with a notable increase in sequestered carbon. Additional opportunities to expand pine plantation area warrant study of landowner behavior to aid in designing more effective incentives for inducing land use and land cover changes to help mitigate climate change and attain other goals.  相似文献

ABSTRACT: A growing concern for environmental quality paralleled with increasing demands on our forest resources has prompted the Washington State Department of Natural Resources to evaluate simulation modeling as a technique for analyzing management decisions in terms of their environmental effects. The evaluation focused on a system of integrated models developed at the University of Washington which simulate processes and activities within the forest ecosystem. A major part of the system is a hydrologic model which predicts changes in discharge, stream temperature, and concentrations of suspended sediment and dissolved oxygen based on information generated by other models representing intensive management practices. The evaluation consisted of applying the system to a 72,000 acre tract of forest land, validating the models with two years of discharge and water quality data from a 93,000 acre watershed, and determining the pertinence of hydrologic modeling for management purposes. Results show several potential uses of hydrologic modeling for forest management planning, especially for analyzing the effects of timber harvesting strategies on water quality.  相似文献

Since the end of the 1980s the concept of sustainable development has gained general acceptance, but much uncertainty still exists on how to operationalize this concept. In forestry the concept of sustainability has been an accepted principle since the 18th century. The experiences with its application in forestry may contribute towards obtaining a better insight into the implications and operational significance of the concept of sustainability. This article describes the history of sustainability in forestry, including the various social values on which its interpretation has been based. The original principle of sustained yield has gradually been broadened to a more inclusive principle of sustainable forest management. The dynamics in social valuation of forest resources resulted in various attempts at practical operationalization of the principle. Notwithstanding 200 years of efforts to operationalize the concept of sustainability, its exact application in forestry remains troublesome. Three lessons are drawn: (1) the need to recognize the different nature of ecological limits and social dynamics, (2) the role of dynamic social values with respect to forest resources, and (3) the significance of operational experiences in trying to attain sustainability within a concrete context.  相似文献

The rapid exhaustion of Malaysia's commercial primaeval forest base has raised questions regarding the management and economic responses in the sector. The article assesses the institutional and management structure of Malaysian forestry which, together with the social and political barriers at work, prevent an orderly programme of harvesting and reforestation. The supply is then set out in terms of an econometric model, formulated both in static and dynamic terms to measure, among other things, the responses of output to price changes. The model, which is the first of its kind to be tested for the Malaysian forestry sector, is applied on three wood-based commodities — sawlogs, sawnwood and plywood. To learn of possible regional variations, the model is also applied to data of the country's three principal components — Peninsular Malaysia, Sarawak and Sabah. The results indicate that short-run price elasticities of supply are low, and in some cases, even contrary to expectations based on economic theory. Allowing for data inconsistencies, the slow responses of output to changes in price may be attributed to the method of wood disposal, its timing as well as the social and political barriers to entry at work in the sector.  相似文献

Managers can improve conservation of lotic systems over large geographies if they have tools to assess total watershed conditions for individual stream segments and can identify segments where conservation practices are most likely to be successful (i.e., primary management capacity). The goal of this research was to develop a suite of threat indices to help agriculture resource management agencies select and prioritize watersheds across Missouri River basin in which to implement agriculture conservation practices. We quantified watershed percentages or densities of 17 threat metrics that represent major sources of ecological stress to stream communities into five threat indices: agriculture, urban, point-source pollution, infrastructure, and all non-agriculture threats. We identified stream segments where agriculture management agencies had primary management capacity. Agriculture watershed condition differed by ecoregion and considerable local variation was observed among stream segments in ecoregions of high agriculture threats. Stream segments with high non-agriculture threats were most concentrated near urban areas, but showed high local variability. 60 % of stream segments in the basin were classified as under U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) primary management capacity and most segments were in regions of high agricultural threats. NRCS primary management capacity was locally variable which highlights the importance of assessing total watershed condition for multiple threats. Our threat indices can be used by agriculture resource management agencies to prioritize conservation actions and investments based on: (a) relative severity of all threats, (b) relative severity of agricultural threats, and (c) and degree of primary management capacity.  相似文献

The effectiveness of different conservation policies is debated, but the policies are rarely evaluated quantitatively. A voluntary or 'soft' policy based mainly on education provides information about ecosystems and effects of land use, to encourage conservation action. Swedish forestry relies mainly on soft policy, with substantial resources for education and advice to more than 200,000 forest owners, while legal regulation is weak. Increased retention of broadleaved trees at clear-cutting, with environmental benefits in the conifer-dominated forestry, is important in the policy. We used the Swedish National Forest Inventory to analyse this policy for young forests in southern Sweden. Between 1983-1987 and 1998-2002 the policy had no positive effect on saplings (1.3m tall to 4.9 cm dbh) of birch, oak, beech and other species that mostly decreased in density, due to planting of conifers and browsing by ungulates. However, broadleaved conservation trees (>or=15 cm dbh) increased in density, e.g. to about one oak and six birches per ha in young coniferous forest in 1998-2002. The relative increase in density was higher for large (>or=20 cm dbh) than for small trees (15-20 cm dbh). The density of conservation trees was higher on forestland of high than of low productivity. Thus, the soft conservation policy did not influence regeneration of saplings in this type of forestry system, but large broadleaved trees were increasingly saved at 'clear-cuttings'. Advice and educational programmes probably contributed to this result. A continued increase in conservation trees at harvest may require economical support to forest owners.  相似文献

The primary deciduous forests in the Eastern Ghats (EG) of Tamil Nadu (TN) India have undergone many changes owing to various need-based forest managements, such as timber extraction for industry, railway sleepers, charcoal, and forest clearance for hydroelectric projects and agriculture, during preindependence and postindependence periods (i.e., from 1800 to 1980). The enactment of a forest conservation act during the 1980s changed the perception of forest managers from utilization to conservation. This study was taken up to assess the forests dynamics in the EG of TN spatially between 1990 and 2003 and nonspatially between 1900 and the 1980s. Landsat Thematic Mapper (TM) and Indian Remote Sensing satellite (IRS) 1D Linear Imaging and Self Scanning (LISS III) data were used to assess forests during 1990 and 2003, respectively. Field floristic survey and secondary data (such as published literature, floras, books, and forest working plans) were used to assess the forest dynamics in terms of forest type and species composition among the preindependence period, the postindependence period, and the present (i.e., before and after 1980). The satellite data analysis revealed a considerable amount of changes in all forest types during the 13 years. The comparison of species composition and forest types between the past and present revealed that need-based forest management along with anthropogenic activity have altered the primary deciduous forest in to secondary and postextraction secondary forests such as southern thorn and southern thorn scrub forests in the middle [400–900 m above mean sea level (MSL)] and lower slopes (<400 m MSL). However, the evergreen forests present at the upper slope (>900 m MSL) and plateau seemed not to be much affected by the forest management. The changes estimated by the satellite data processing in the major forest types such as evergreen, deciduous, southern thorn, and southern thorn scrub are really alarming because these changes have occurred after the implementation of a forest conservation act. The dependence of local people on forests for various purposes in this region is also considerably high, which might be a key factor for the changes in the forests. The results of this study not only provide an outlook on the present status of the forests and the change trends but also provide the basis for further studies on forests in the EG of TN.  相似文献

ABSTRACT: In the absence of detailed outlines such as those characteristic of the National Pollution Discharge Elimination System permit program, Nonpoint source pollution control is being initiated in a variety of ways in different states. In California, Regional Water Quality Control Boards play a strong enforcement role in point source control, but agricultural Nonpoint source needs are still being evaluated. Tentative approval of State Board of Forestry Forest Practice Rules by the State Water Resources Control Board has the potential of bringing Nonpoint control to all State and private forestry operations in the state. Wisconsin had developed an agricultural Nonpoint control program which emphasizes a state-wide policy of selecting priority watersheds under the administration of the state Department of Natural Resources, and developing implementation programs under the guidance of local county Land Conservation Committees. The Priority Watershed program institutes BMP's with cost-share funds authorized by the legislature. Wisconsin had not seen a problem in silvicultural activities, and has developed no statewide control program in that area. Common to effective land use control in both states is a state-level policy implemented by agencies within the state. This pattern may be the model for successful programs as development of areawide management strategies continue.  相似文献

The BOSAWAS Natural Resource Reserve of Nicaragua was established in 1991, to protect a portion of the remaining tropical rain forest and to promote the sustainable use of the region's resources. Information required to effectively manage the reserve includes the extents and locations of present land-cover types and recent land-cover changes in the management use zones that were delineated by local indigenous communities. These zones include areas designated for conservation, limited resource extraction, agriculture, and watershed protection. Land-cover for 1986 and 1995 was identified for three of the communities from remotely sensed images and then input into a geographic information system database to identify land-cover types within these management use zones. For both dates of the analysis, advanced forest was the dominant land cover, with the conservation zones entirely forested. The amount of both agricultural land and scrub/early secondary forest increased between the two dates, with much of these land-cover classes occurring in the agriculture zones. Conflicts between the land-cover present and designated use were identified in some of the limited-use buffer and watershed protection zones. Changes between 1986 and 1995 were identified by overlaying the two land-cover data sets. Three change processes were identified as occurring: deforestation, reforestation, and reconversion. Changes were concentrated in the agriculture zones but were found to occur in every type of zone, except for conservation. The results of this study will establish baseline information for the future management of the BOSAWAS Reserve, an important component in uniting conservation areas along the Central American isthmus.  相似文献

Pine plantations are an alternative to marginal agriculture in many countries, and are often presented as an option that improves biodiversity. However, these plantations can have adverse environmental effects if improperly managed. To evaluate the effect of forest management practices on biodiversity, the diversity, species richness, dominance and frequency of understory woody plant species in different forests of the Basque Country (northern Spain) were compared. Plantations of exotic conifers (Pinus radiata [D.] Don) of different ages were compared with deciduous forests of Quercus robur L. and Fagus sylvatica L. The effects of different types and intensities of management were taken into account. The differences observed were mainly conditioned by the intensity of forestry management, although the response varied according to forest type and age. In unmanaged pine plantations, the diversity and species richness of the understory increased rapidly after planting (while dominance decreased), remained stable in the intermediate age range, and reached a maximum in plantations more than 25 years of age. Management practices resulted in decreased understory diversity and species richness, as well as greater dominance. This was more pronounced in younger than in older stands. Moderate management, however, favored a greater diversity of the understory in deciduous forests. The species composition of the plantations and deciduous forests were different, the latter having a wider range of characteristic species. Knowledge of how forestry practices influence biodiversity (in terms of diversity, richness, dominance, and species composition) may allow predictions to be made about the diversity achievable with different management systems.  相似文献
